Up Almost 4%, Coal Price Breaks Again US$400/Ton!
Maesaroh, CNBC Indonesia

OAL prices shot up and again penetrated the level of US$ 400 per ton. On Thursday (7/7/2022) trading, the price of August contract stone on the Newcastle ICE market closed at US$ 412.6 per ton. Up 3.93%compared to the previous day.
Yesterday's price spike brought coal prices back to the psychological level of US$ 400 for the first time since May 23, 2022. This price also brought the black stone closer to its record high in history that occurred on March 2, 2022, which was US$ 446 per tonne.
Overall, coal prices shot up 11.83% in a week point to point. In a month, the price of coal soared 11.82% while in a year rose 216.78%.
So far this year, the price of coal has crossed the psychological point of US$ 400 which is divided into three periods, namely early March, late May, and yesterday. The increase in the three periods was driven by different factors.
In early March, coal prices took off after the Russo-Ukrainian war broke out on February 24, 2022. The war sparked concerns about supply disruptions and logistical traffic.
Moreover, Russia's status is one of the largest suppliers of coal in the world.
At the end of May 2022, coal prices shot up again due to the electricity crisis in India and the European Union's decision to ban imports of Russian coal. The heat wave made the demand for electricity in India soar so that the demand for coal shot up.
Naik Hampir 4%, Harga Batu Bara Kembali Tembus US$400/Ton!

ARGA batu bara melesat dan kembali me- nembus level US$ 400 per ton. Melonjak 3,93% dibandingkan hari sebelumnya.
Coal prices flew back in early July as a result of Russia's decision to cut gas supplies to Europe. The decision made gas prices soar
Daily News Update Page 4
so that European countries restarted their coal power plants.
The surge in coal prices in yesterday's trading was also still triggered by the skyrocketing European natural gas prices.
Another factor is weather disturbances in Australia, which is the largest exporter of metallurgical coal and the second largest for thermal coal.
The European benchmark EU Dutch TTF (EUR) natural gas price touched EUR 183 per megawatt-hour yesterday, the highest record since March 2022. The price jumped 131% on month and 450% on year.
The spike in gas prices was due to concerns that repairs to the Nord Stream gas line could not be completed on schedule, namely 11-21 July 2022. As is well known, Russia will temporarily close the Nord Stream 1 pipeline for annual maintenance. The summer maintenance activity, which runs under the Baltic Sea from Russia to Germany, is scheduled to last from July 11 to July 21.
But many fear the Kremlin is using planned maintenance activities to turn off the taps of the European Union's (EU) largest gas import infrastructure forever.
If the treatment is not completed on time, gas prices are expected to penetrate EUR 250. The price spike will seep into coal prices considering that black rock is an alternative energy source.
"If Nord Stream maintenance is not completed by 21 July, there will be a supply loss of up to 67mcmc/day. I don't think this will be covered by coal alone," said Klaas Dozeman of Brainchild Commodity Intelligence, as quoted by Montel News.
Namun banyak pihak khawatir Kremlin meng- gunakan kegiatan pemeliharaan terencana untuk mematikan keran infrastruktur impor gas terbesar Uni Eropa (UE) selamanya.
Weather disturbances and flooding in Australia are also the drivers of price increases. Floods forced the Australian Rail Track Corporation to shut down the Hunter Valley rail network in New South Wales on Tuesday night.
Daily News Update Page 5
The closure of the rail network has restricted coal shipping traffic to the Port of Newcastle. In fact, the port is the largest coal export hub in the world.
"The flood has affected the ARTC rail network so that coal deliveries cannot be carried out from Tuesday. However, we hope that this service can resume running as soon as possible," said a spokesman for Port Waratah Coal Services at the port of Newcastle as quoted by Montel News. CNBC INDONESIA RESEARCH TEAM (mae/mae)
Banjir memaksa Australian Rail Track Corporation
menutup jaringan kereta Hunter Valley di New South Wales pada Selasa malam waktu.
Penutupan jaringan rel kereta membatasi lalu lintas pengiriman batu bara menuju Pelabuhan Newcastle.

Coal DMO Enthusiast Industry Guaranteed To Get BLU
Contribution
Verda Nano Setiawan, CNBC Indonesia
T
HE GOVERNMENT in this case the Ministry of Energy and Mineral Resources (ESDM) will soon release a new institution, namely the Public Service Agency (BLU) as a collector of coal fees. With this BLU, the price of domestic special coal or Domestic Market Obligation (DMO) will be released to the market mechanism. As is known, so far there are three industries that have enjoyed special prices for coal DMOs. Among them are PT PLN (Persero) whose coal price is set at US$ 70 per ton and the fertilizer and cement industry which is pegged at US$ 90 per ton.
Now, with the presence of BLU, the price of DMO will of course follow the price of coal in the market. However, the BLU will collect the difference between the benchmark price and the market price of coal.
The Director General of Mineral and Coal (Dirjen Minerba) of the Ministry of Energy and Mineral Resources, Ridwan Djamaluddin, ensures that all industries that receive a special DMO allocation will also receive the same treatment.
"For DMO, yes, everything," said Ridwan when he was met at the DPR Building, some time ago.
However, unfortunately Ridwan has not been able to confirm the details related to the mechanism for replacing the difference between the market price and the DMO benchmark price mechanism.
Industri Penikmat DMO Batu Bara Dipastikan Dapat Iuran
BLU
Verda Nano Setiawan, CNBC Indonesia
P
Daily News Update Page 10
"It's being discussed in principle. We'll just have to wait for it to end. So that there won't be an unbroken discussion," he said.
On the other hand, the Association of Indonesian Mining Experts (Perhapi) assesses that the government's plan to establish a BLU to ensure the availability of domestic coal needs needs to be studied and socialized more deeply before being implemented. This is to avoid reactive and conditional policy making.
According to Perhapi, the BLU that will be formed will leave new problems in the investment climate in Indonesia, especially in the mining sector. In addition, the management of such large funds is also a challenge in itself.
"Policies and regulations that change frequently and tend to be reactive will cause legal certainty and certainty to invest in Indonesia to be weak. Moreover, if a policy is based on variable commodity prices whose fluctuations cannot be ascertained, including coal prices," said PERHAPI Chairman Rizal Kasli in a press release (7/7/2022).
Rizal assessed that if the reason was to ensure that the shortage of coal supply in the country would not repeat itself, then in fact the mechanisms and provisions regarding the DMO that had been implemented so far could be used as instruments to ensure the fulfillment of coal supply for PLN and domestic industry. Only tighter supervision is needed, and firm law enforcement on companies that do not comply.
Companies that do not meet the agreed DMO quota of 25% of total production, the government with its authority can stop coal export activities from these companies. Except for companies that...

Except for companies that have coal quality that does not meet the DMO specifications, compensation funds may be imposed.
Therefore, BLU is not an urgent matter.
"The task and authority of the BLU is quite large. This agency is tasked with collecting compensation fees for the difference between the domestic market obligation (DMO) coal price and the price of coal abroad. With a certain scheme, if the assumption of an average HBA is US$
200/ton, The compensation fund that BLU can collect is estimated to be around Rp.
137.6 trillion," explained Rizal.
Meanwhile, the model for managing the collected funds will be similar to the Oil Palm Plantation Fund Management Agency (Bpdpkas) which supports the mandatory B30 program. In its implementation, PLN will first buy coal to the miners according to the market price, then the difference will be returned from the BLU quote to PLN.
According to him, the mechanism and amount of the levy that will be imposed, as well as the form of distribution and use of these funds need to be clarified. The reason is that aspects of governance, accountability and transparency are important, so that there are no deviations and irregularities.
"President Jokowi himself once said that with the extension of the bureaucracy, he was worried that new corruption would emerge," added Rizal.
According to Perhapi, the obligations of coal mining entrepreneurs to the state have actually been regulated firmly and clearly, through tax and royalty levies whose amounts apply progressively depending on the price of coal, as well as the type of concession permit.
Profits from price increases through increased state revenues are returned to PLN through energy subsidies. This means that it is already running and there is no need for a new policy or system. (pgr/pgr)

Russia's Coal Exports Are Smoldering In The Shadow of EU
Sanctions

USSIA's coal exports are expected to have increased since Putin's invasion of Ukraine and the European Union's (EU) announcement that it was preparing to ban imports of Russian coal from August. The decline in Russian exports to Europe, which was Moscow's main export market before the war, has been offset by increased shipments of Russian coal to China and India. Both markets are the world's largest coal importers, which are also grappling with energy and coal shortages. Russian coal at heavily discounted international bench- marks is a welcome waiver, which could reduce the burden on their import bills at a time of soaring prices for coal, natural gas and crude oil.
Russia's recent increase in seaborne coal exports poses another challenge for the EU and the United States, in an attempt to stifle Putin's energy revenues. Mean- while,...
Ekspor Batu Bara Rusia Sedang Membara Dibayangi Sanksi Uni

Sementara...
Daily News Update Page 16
Meanwhile, at the same time, it is not expected to encourage further increases in international energy commodity prices.
As with oil, trade flows in the coal market have changed since the Russian invasion of Ukraine and the Western ban on Russian energy imports. Russia is turning to the East, while Europe imports more coal from top exporters other than Russia, including South Africa, Australia and Colombia.
In addition, the significant decline in Russian gas supplies to Europe has prompted several EU member states to temporarily return to coal in order to conserve gas and keep lights and heaters on during winter.
Germany will rely more on coal-fired power generation to conserve gas and replenish its gas stores in the winter, its Economy Minister Robert Habeck said after Russia cut supplies to Germany via the Nord Stream.
While Austria plans to convert gas-fired power plants to coal-fired power plants, the Netherlands will relax its current restrictions on coal-fired power plants.
This has boosted coal demand in Europe, which is preparing to stop importing Russian coal as soon as next month.
In April, the EU will impose a ban on imports of coal and other solid fossil fuels from Russia in August 2022 as part of the fifth round of EU sanctions against Russia over its invasion of Ukraine. The package includes "a ban on buying, importing or transferring coal and other solid fossil fuels to the EU if they originate from Russia or are exported from Russia, from August 2022."
While Europe imports more coal from outside Russia, buyers of coal in Asia, including China and India, have increased their purchases from Russia.

Russian coal exports by sea stood at 16.45 million tonnes in June, compared with 16.56 million tonnes in May, according to Kpler data. These export figures rose 3.5%
and 3.8% respectively compared to June and May last year.
Furthermore, China's imports of Russian Coal have continued to increase, while India has also significantly increased its purchases in recent months. Russia's share of India's coal imports remained relatively low, at 4.4% last month, according to data cited by Russell.
Meanwhile China and India, as well as Turkey, increased coal imports from Russia.
The EU, Japan and South Korea have lowered their imports of Russian coal in their seas in recent months.
In early June, Russia's coal exports to Europe fell to 10 to 15 percent of all coal exports, compared with 30 percent before the war, executives at Russian coal miners told Bloomberg.
Russian coal exports to Europe had to stop in August when Europe had to increase purchases from South Africa, Australia and Colombia for supplies. Especially if it will run more coal-fired power plants in a bid to save gas which will be scarce by winter.
Europe itself has significantly increased South Africa's coal imports, with purchases from South Africa's main coal export hub surging by 40% in January-May 2022 compared to the whole of 2021, according to figures obtained by Reuters in June.

Tin Begins to Bloom! Price Up 4% More
Robertus Andrianto, CNBC Indonesia
T
HE DOWNWARD trend in world tin prices has stopped. Today the price of tin is able to soar up to 4% more.On Thursday (7/7/2022) at 16:10 WIB, the world tin price was recorded at US$ 25,850, up 4.61% compared to yesterday's closing price.
Investors take advantage of low prices to buy copper. When demand rises, prices also follow.
In addition, the tin price was supported by the weakening of the Dollar Index (which measures the greenback against six major currencies) by 0.12% during the day to 106.97. The weakening of the dollar is a positive sentiment because it makes tin, which is priced at the greenback, cheaper for holders of other currencies.
Nevertheless, world tin prices so far this year have fallen by 33% on a point-to-point basis. One of the shocks in tin stems from slowing consumer demand.
Timah Merekah! Harga Naik 4% Lebih

REN penurunan harga timah dunia terhenti.

Tin itself is widely used as a raw material for soldering for electronic equipment.
Samsung Electronics has reportedly suspended new orders and asked suppliers to delay or reduce parts deliveries for several weeks due to high stockpiles.
The decline in semiconductor demand from South Korea is expected to occur this year and will weigh on tin demand and prices.
"Tin has been the culprit for the boom we've had in consumer electronics over the last two and a half years. For tin to drop further, people need to cut back on (sell) tin," said Macquarie analyst Marcus Garvey. CNBC INDONESIA RESEARCH TEAM (ras/ras)
TIM RISET CNBC INDONESIA (ras/ras)
Copper price up supported by pullback in the dollar

OPPER prices climbed on Thursday after hitting a near 20-month low in the previous session, supported by a slight pullback in the US dollar.Copper for delivery in September rose 5% from Wednesday’s settlement, touching $3.58 per pound ($7,876 per tonne) Thursday morning on the Comex market in New York, after hitting its lowest since November 2020 this week.
The most-traded August copper contract in Shanghai rose 0.2% to 57,950 yuan ($8,641.90) a tonne.
The dollar eased 0.1% after scaling a 20-year peak against its rivals, making greenback- denominated metals slightly less expensive for other currency holders.
The US dollar will remain strong for at least the next three months due to expectations of aggressive Federal Reserve rate hikes and safe-haven appeal stemming from global recession fears, a Reuters poll of foreign exchange analysts showed.
The head of the International Monetary Fund said the outlook for the global economy had
“darkened significantly” since April and she could not rule out a possible global recession next year given the elevated risks.

HE RETURN to the community from Australia’s mining industry has again hit record levels, with a combined $43.2 billion in company tax and royalties paid in financial year 2020-21, a 16 per cent increase from the $37.3 billion contributed in the previous period.Company taxes paid reached a new record high of $26.5 billion and royalties also reached a high of $16.7 billion in 2020-21 contributing significantly to federal, state and territory governments at a time when they needed it most during the COVID-19 pandemic.
The record company and royalties payments are highlighted in an Ernst &
Young report commissioned by the Minerals Council of Australia, which also shows that in the last decade (between 2011-12 and 2020-21), the mining industry contributed $254 billion in company taxes and royalties ($142 billion and $112 billion respectively).
MCA chief executive Tania Constable said company tax and royalties payments are expected to continue increasing in 2021-22 in line with increases in export earnings, driven by a positive outlook in the price and quantity produced of metallurgical and thermal coal coupled with a robust year for iron ore, gold and base metals.
“The industry in Australia continues to pay the highest average wages, the most company taxes, delivers the most export revenue and is critical to supporting regions and communities – supporting 1.1 million jobs in the mining industry and its supply chains,” she said.
“The Australian mining industry always pays its fair share of tax while providing royalties to state governments to pay for improved roads, hospitals and other infrastructure and services.
“Mining companies also support thousands of regional businesses around Australia and their workers who provide essential services that keep the industry operating.
“In addition to new jobs across the nation and paying its fair share of taxes and royalties, the mining industry has been supporting local communities through the COVID-19 pandemic, providing substantial donations to hospitals, charities, child care centres and schools.”

Indonesian firm Bara Daya lowest bidder in Coal India's import tender
Bara Daya Energi is blacklisted by Gujarat and was rejected by CIL in first tender Shreya Jai | New Delhi
I
NDONESIAN firm Bara Daya Energi has quoted the lowest for two coal import tenders of Coal India Limited (CIL) for supplying 3 million tonne each. The firm has outbid Adani Enterprises which was the only other bidder for these two contracts. Adani, however, has emerged as L1, or the lowest bidder, for the short term coal import tender of CIL for supplying 2.4 MT.Bara Daya, however, is a controversial company which earlier faced termination of its contract from Gujarat State Electricity Corporation over "breach of contract and failure to supply coal", said sources. Even in the first import tender of CIL, Bara Daya was rejected at the technical level on grounds of submitting invalid legal documents such as ‘power of attorney’ and ‘consortium agreement’, said sources.
Bara Daya has submitted its bid through a consortium with an Ahmedabad-based company GHV India. The two tenders pertain to supply of 3 MT of coal at the east coast and west coast of the country, issued by CIL last month. There were only two bidders for these tenders.
The Indonesian company quoted Rs 4,331 crore for the eastern coast tender and Rs 4,497 crore for the west coast. Adani Enterprises, which is the second, quoted Rs 5,035 crore and Rs 5080 crore for west and east coast, respectively. This is a medium-term supply contract for CIL to build a stock during next season.
For the first tender, for which the winning bid was submitted by Adani, is still being evaluated.
The company had quoted Rs 4,033 crore in its bid. Sources said the contract has been awarded to Adani. There were 11 other bidders for this contract to supply 2.4 MT during the June- September period.
CIL issued a tender for purchasing imported coal for power-generating companies (gencos) after the Centre directed it to meet the shortfall in the domestic coal supply chain. Recently, state-owned NTPC awarded 6.25 MT of imported coal tender worth Rs 8,300 crore to Adani Enterprises, this paper reported.
Chinese Imports Of U.S. Coal Collapse By 67%

OWER steel demand due to China’s lockdowns in the first half of this year dragged down demand for coal used in steelmaking and resulted in a 67-percent slump in Chinese imports of U.S. coal between January and June, Argus reports, citing data from analytics firm Dry Bulk X (DBX).Daily News Update Page 22
China’s coal imports from the United States were 2 million metric tons in the first half of 2022, a decline of 67 percent compared to over 6 million metric tons of coal China imported from the U.S. in the same period last year. Coal shipments from the U.S. Gulf Coast to China slumped by 71 percent year over year to 800,000 tons between January and June, DBX data quoted by Argus showed.
Per the analytics firm, the United States had a 2.1-percent share in China’s seaborne coal imports in the first half of this year, down from a share of almost 4.8 percent for the same period of 2021.Last year, the United States exported around 15 percent of its coal production, and 58 percent of all U.S. coal exports went to five countries, according to data from the U.S. Energy Information Administration (EIA).
China was the second-largest destination of U.S. coal exports last year, only behind India. China received a total of 15 percent of all the coal the United States exported last year, the EIA data showed.
In recent months, China has significantly boosted its coal production, following government orders for more coal supply. Faced with power shortages last autumn, Chinese authorities ordered an increase in domestic coal production as global coal prices soared.
In March, China’s daily coal production hit a record high as it jumped by 15 percent compared to March 2021.
China has put more emphasis on energy security since the autumn of 2021. Earlier this year, China said it would continue to maximize the use of coal in the coming years as it caters to its energy security, despite pledges to contribute to global efforts to reduce emissions.
