Foreword from Editor-in Chief

Praise be to God Almighty, Bina Praja Journal (JBP) can be present again before the reader. In this edition, JBP is different. Starting in 2016, JBP is published only twice a year, which before was published four times a year. This option is deliberately taken to maintain the quality and consistency of JBP. Nevertheless, in every publication, JBP does not reduce the quantity of articles. Within a year, JBP still publishes 28 articles, just like when JBP is published four times a year.

Another different look is from the layout. The cover, which was usually filled with the title of the published articles, this time is changed into the logo of the Ministry of Home Affairs (MoHA). As for the language used, starting from this edition, JBP is published with English version. The goal is none other than to make the articles written by researchers, lecturers, and other observers of government accessible to the reader more broadly.

In this publication, JBP still raises themes related to the main duties and functions of the MoHA. Initially, JBP received 68 articles, but due to space limitation, JBP could only publish 14 articles. These fourteen writers who participated in this edition come from various backgrounds, mostly lecturers at various universities and researchers at the Research and Development Agency of the MoHA.

Hopefully this May 2016 edition of JBP will be acceptable and useful for the readers. Happy reading!

Strengthening Regional Economic Policy for Investment Attraction: Case in Banten Province

The purpose of the study is to analyze the condition of economic potential and economic structure of the region, local investment conditions, as well as to propose a policy in order to strengthen regional economic attraction of investment. The study utilizes qualitative method with descriptive explanation. The result of this study is the attraction of foreign investors and domestic investors to invest in Banten Province is still low, despite the adequately supportive (good enough) economic potential and economic structure in the region. Therefore, it is still necessary to strengthen more appropriate regional economic policies to increase the attraction of investment in Banten province, especially the policy of increasing people’s purchasing power (not in the consumptive context).

Increasing the Scope of Birth and Death Registration: Issues and Challenges

Despite being regulated by the Presidential Decree No

25 of 2008, which then was simplified by the Law No 24 of 2013, the registration of birth and death in Indonesia does not automatically promote the scope of birth and death certificate in Indonesia. Local governments are with their respective innovations on these issue, yet these inovations tend to add more bureaucracy and create new problems. The purpose of this study is to examine how the real practice of birth and death registration, as well as to identify the problems, implications, and the causes of the registration implementation. This study was conducted in 2015 in two districts and two municipalities in Banten and West Java Provinces using descriptive research method and descriptive-qualitative analysis. This study found that birth and death registration are still referring to the Presidential Decree No 25 of 2008 which implementation is still adapting the “convenience” of the Law No 24 of 2013. The implementation of birth and death registration still experiences many obstacles, such as: the lack of death reporting by the head of neighborhood (RT); applicants still experience tiered bureaucracy that leads to a lengthy process of completing the document, limited access in the district area, and time service mismatch; human resources in the sub-district/village that are not adequately supportive to the civil registration services; and documentation process in the implementing agencies still relies on manual systems.

Factors Affecting Traditional Markets Competitiveness

Nowadays, traditional market is increasingly squeezed by

the emergence of modern market that develops rapidly. The dominance shift in national retail is apparent when globalization can no longer be contained, let alone be banned. Middle class and small class (traditional market) business retail seem to be in increasingly difficult condition to compete with upscale retail business (modern market). The purpose of this study is to analyze the factors influencing the competitiveness of traditional market and to develop policies to improve the competitiveness of traditional market. This study utilizes research strategy of case study in Bandung City, Serang City, and Surabaya City with qualitative descriptive approach. The study shows that the factors inhibiting the competitiveness of traditional market with modern stores are (1) Traditional market’s bad image, and (2) Traditional market’s sellers and managers are unprofessional. To improve the competitiveness of traditional market, this study recommends: (1) routine and regular maintenance of buildings and infrastructure of traditional market, (2) professionalism improvement of traditional market’s sellers and managers, and (3) the partiality of local government in traditional markets.

Implementation of Computer Assisted Test Selection System in Local Governments

As an evaluative way of selection of civil servant system in all government areas, Computer Assisted Test selection system was started to apply in 2013. In phase of implementation for first time in all areas in 2014, this system selection had trouble in several areas, such as registration procedure and passing grade. The main objective of this essay was to describe implementation of new selection system for civil servants in the local governments and to seek level of effectiveness of this selection system. This essay used combination of study literature and field survey which data collection was made by interviews, observations, and documentations from various sources, and to analyze the collected data, this essay used reduction, display data and verification for made the conclusion. The result of this essay showed, despite there a few parts that be problem of this system such as in the registration phase but almost all phases of implementation of CAT selection system in local government areas can be said was working clearly likes in preparation, implementation and result processing phase. And also this system was fulfilled two of three criterias of effectiveness for selection system, they were accuracy and trusty. Therefore, this selection system can be said as an effective way to select new civil servant. As suggestion, local governments have to make prime preparation in all

phases of test and make a good feedback as evaluation mechanism and together with central government to seek, fix and improve infrastructures as supporting tool and competency of local residents.

Value-added in Public Service Innovation: The Practice at Integrated Service Units in Pontianak Municipality and Tanah Bumbu District

The rise of innovations in the public sector creates something new in delivering public services. This study aims to analyze value-added in the practices of service innovation in the public sector. Drawing on desk research method, this study uses secondary data from literature sources. Innovation becomes a way to create value-added in public service sphere. This study concludes that some innovations created in the integrated service units in Pontianak Municipality and Tanah Bumbu District are included in innovation process which delivers efficiency and easiness values for the users of SITU, SIUP and TDP services. The innovation in the two service agencies has succeeded to reduce service delivery duration and minimized the occurrence of opportunity lost among citizens so that the innovation creates public value. Furthermore, those innovation practices demonstrate that there is an adjustment of network community governance in the process of public service administration.

the relation and activities of the two sides: government and civil society, and open-ended interview with a representative of civil society groups, the results showed that the barrier is the absence of a national disaster status. Acting Governor and Regional Working Unit (SKPD) have a limitation in funding, equipment, and human resources to conduct fire fighting and are unresponsive in treating the haze victims. The persistence of civil society groups which work independently to help victims and encourage the government to be more responsive led to the issuance of Local Regulation on Forest and Land Fires. Finally, this study recommends the government of the Republic of Indonesia to formulate task and function certainty of the central government and Acting Governor in the handling of smoke haze under the condition without national disaster status.

Participation and Neutrality of State Civil Apparatus in Direct Regional Election: Surabaya City Case

In relation to the existence of State Civil Apparatus, at least there are two issues that must be observed in the implementation of Regional elections, namely the issues of participation and neutrality of State Civil Apparatus. The phenomenon that occurs during this time is the involvement of the State Civil Apparatus in attendance is still minimum (low). Moreover, it is believed that there are many Civil Apparatus State who is not neutral in the organization of Regional Elections. In this regard, this study aims to analyze the participation and neutrality of State Civil Apparatus. The method utilized in this study is qualitative. The result of the study shows that in general the participation of State Civil Apparatus in Surabaya is adequately good, but the neutrality of State Civil Apparatus has not implemented well enough. There are at least three (3) main factors influencing the participation of Civil State Apparatus, namely the factors of leadership exemplary, commitment to employees, and employee development. As for the neutrality of the State Civil Apparatus, among others, is influenced by the factors of the ambition of employee, primordialism, and working environment of employees.

This study aims to evaluate the implementation of the regulation in the province of East Java. The method used in this study is naturalistic or qualitative with a descriptive explanation. The study result shows that in general, the implementation of the regulation in the province of East Java has not been effective. Factors that affect, among others, are the lack of commitment of in implementing the regulation, weak socialization of the regulation, weak law enforcement, and the lack of multicultural education to the community. The policy that needs to be implemented is mainly of the regulation needs to be improved to become a Law. The approval of the existing Draft Law on the Protection of Religious Community needs to be accelerated.

The Development of e-Government System in Indonesia

The purpose of this study is to provide an overview of the system of electronic-based government or e-government in Indonesia. The development of e-government system in Indonesia is very important to answer the demands of globalization and modernization that are growing rapidly. E-government system is intended so that the governance is easier, faster, transparent, and effective. However, in its development, the implementation of e-government in Indonesia still needs various improvements. Information in this study is obtained from a variety of publications and documents related to the purposes of the study. The results of the study, among others, show that for technology resources, should the current government to allocate funds sufficient to meet the various devices related to the development of e-government. As for human resources, starting now, the government should have a commitment to provide informal education in the field of ICT in the state apparatus and society. To synchronize both strategies, it is necessary to build digital communities (digital society) throughout the region in Indonesia. The existence of digital society is considered not only able to develop better e-government system but also has an impact on economic acceleration. Other than those two things, the most important thing also requires

commitment and strong leadership in developing e-government.

Solving Local Violence by Cosmopolitan Democracy Approach

The implementation of democracy intensified since the fall of the new order era has some failures. One of the factors is violence phenomena still continue in the region. This study aims to discuss the violence in the region by presenting cosmopolitan democracy as a new design of more humane democracy. In addition, this research method uses library research, because library research can understand the problem in-depth to find the pattern and recommendation from the violence problems which happens in Indonesia. This study uses Hannah Arendt observations on the phenomenon of violence. In addition, the concept of cosmopolitan democracy is referred from Daniele Archibugi, David Held, and Ulrich Beck is presented as a draft of new democracy direction which is more inclusive and humane. The result of this study discloses that the occurrence of incidence is triggered by failed implementation of the democratic system in Indonesia.

Intergovermental Cooperation Initiative on Sustainable Transportation Management in Jabodetabek

The main issues in Jabodetabek concerning the management of transportation are related to the increased use of private vehicles and the decreased use of public transportation, overcrowding daily traffic in Jabodetabek, the high congestion followed by insecurity in traffic, environmental pollution, uncontrolled growth of and underdeveloped infrastructure, and irregularities in land use. To overcome these problems, sustainable transportation management becomes very important in which the government should be able to cope with

environmental, economic and social factors under the decision making related to transportation in Jabodetabek. Therefore, through interactive planning, this study will examine intergovernmental cooperation initiatives on sustainable transportation management in Jabodetabek. This study uses qualitative and descriptive method through literature study and existing statistics as the resources to apply the interactive planning approach. The result shows that there are found a number of problems and gaps in the management of transportation in Jabodetabek that needs to be reduced because it has the same scope of other gaps. From these problems can be made further action programs and policies in accordance with the resources owned, and then, the design of implementation made and controlled whether in accordance with the purpose or not. Thus, sustainable transportation management in the Jabodetabek needs to be done jointly in an institutional or policy framework involving governments Jabodetabekpunjur, BKSP Jabodetabekpunjur, and the private sector.

The Application of Participatory Communication in the Implementation of Small Farmers Empowerment Program

An agricultural development approach that is centralized, top down, and applied linear communication (transfer of technology) puts farmers as a tool to achieve national’s goals (rice self-sufficiency) and makes them dependant to the outsiders. This study aims to analyze the level of participatory communication implementation in the implementation of Small Farmers Empowerment Program. The data are collected using some methods: observation, interview and focus group discussion. The data are analyzed using descriptive statistic. The study result shows that the implementation of participatory communication is in a low category. The recommendations of this study are to enhance the ability of small farmers through increasing the intensity of dialogue between the small farmers and the stakeholders (insiders and outsiders). Exchange of information and knowledge through ideal dialogue as the medium of exchange of information and knowledge to cope with problems of farming.

The Relation Between Multi Actors and Local Reform in Solo City During Joko Widodo’s Leadership Era (2005-2012)

This study explored power relation of Jokowi as mayor of Solo City and his efforts to create inclusive populist policies in the case of street vendors’ arrangement and resettlement of people on the banks of Solo River. Specifically, this study explores how Jokowi build his relations with many actors, namely, how the relations can be established, who were they, how were the relationships between Jokowi and CSO (Civil Society Organization) and CSA (Civil Society Activist) as the agencies with serious interest in pursuing reform, and how these relations contribute to achieving local reform agenda. By using qualitative approach with case study strategy as the methodology, this study was conducted from December 2010 to early 2012 and obtained some results as follows: there are some strong enough relations between Jokowi with state and non-state actors, which exist as the attempt to overcome the structural constraints (limited human resources) and because of the similar agendas between Jokowi and those actors (especially with CSO and CSA), and that the relations (with CSO and CSA) are proven effective in helping to achieve local reform agenda progressively. The study also refines Tilly’s theory (1978) on several aspects, namely: the variant of member and challenger, the radical challenger, and neutral, and that the positions of challenger or member are not permanent (depend on the issues).

The Role of Non-Governmental Organization (NGO) in Advocating the National Security Bill

The role run by a coalition of NGOs in advocating the National Security Bill aimed at encouraging the birth of national security policy to appropriate to the purpose of reform. However, until now the role of NGOs in advocating National Security Bill has not been able to encourage the authorities to reconstruct the draft of national security policy that is consistent with the objectives of security sector reform. This study is conducted to analyze the role of NGOs in the security sector reform in Indonesia,

particularly through the advocacy of the National Security Bill. The method used in this study is a qualitative method. The result shows that NGOs, which are members of the KMSRK, have been running the multiple roles, such as: popularly involved in policy making, providing political education to the community, promoting or encouraging reform, and promoting the interests of the community. The study also suggests the existence of new findings of the role of NGOs, which is forming a coherent unity of interests.
