SEJARAH KEPERAWATAN DUNIA DAN INDONESIA
Mempelajari sejarah keperawatan akan memberikan kebanggaan tersendiri, karena bisa
mengingatkan kita pada perawat di masa lalu yang telah bekerja keras, hingga akhirnya
kita bisa merasakan hasilnya seperti sekarang ini. Sejarah keperawatan akan membuka
mata kita tentang bagaimana perkembangan keperawatan, bagaimana tantangan yang
dihadapi dan apa yang akan dicapai oleh keperawatan di masa datang. Mengetahui masa
lalu dan memahami keperawatan terdahulu akan memberzikan suatu kesempatan untuk
menggunakan pengalaman dan pelajaran yang dapat digunakan di masa kini dan masa
depan.
Lahirnya keperawatan dapat dikatakan bersamaan dengan penciptaan manusia,
yaitu penciptaan Adam dan Hawa. Keperawatan lahir sebagai bentuk keinginan untuk
menjaga seseorang tetap sehat dan memberikan rasa nyaman, pelayanan dan keamanan
bagi orang yang sakit. Walaupun secara umum tujuan keperawatan relatif sama dari
tahun ke tahun, praktik keperawatan dipengaruhi oleh perubahan kebutuhan
masyarakat, sehingga keperawatan berkembang secara bertahap. Keperawatan yang kita
ketahui saat ini tidak dapat dipisahkan dan sangat dipengaruhi oleh perkembangan
struktur dan kemajuan peradapan manusia.
Kepercayaan terhadap animisme, penyebaran agama besar di dunia serta kondisi
sosial ekonomi masyarakat, seperti terjadinya perang, renaissanceserta gerakan revolusi
Luther turut mewarnai perkembangan keperawatan di dunia. Pada awal sejarahnya,
keperawatan dikenal sebagai bentuk pelayanan komunitas dan pembentukannya
berkaitan erat dengan dorongan alami untuk melayani dan melindungi keluarga
(Donahue, 1995). Umur keperawatan sama tuanya dengan kedokteran. Sepanjang
sejarah, profesi keperawatan dan kedokteran saling bergantung satu sama lain. Selama
era Hipokrates, kedokteran bekerja tanpa perawat dan selama abad pertengahan,
keperawatan bekerja tanpa dukungan medis (Donahue, 1995; Deloughery, 1995).
Menurut sejarah, lakilaki dan perempuan telah memegang peran perawat, masuknya
perempuan dalam keperawatan dimulai sekitar 300 M (Shryock, 1959; Donahue, 1995).
Pada abad keenam jumlah lakilaki yang memasuki dunia keperawatan semakin
meningkat.
B. KEPERAWATAN ZAMAN PURBA
Menggambarkan keperawatan pada zaman primitive merupakan hal yang sulit, juga
sulit untuk membedakan peran dokter dan perawat. Pada masa itu, perawatan dan
penyembuhan penyakit diperoleh dari penyebaran dari mulut ke mulut. Peran wanita
tradisional sebagai istri, ibu, anak perempuan dan saudara perempuan selalu mencakup
perawatan dan pengasuhan anggota keluarga yang lainnya. Istilah perawat (nurse)
berasal dari perawatan yang diberikan ibu kepada bayinya yang tidak berdaya.
(2)menganggap bahwa dukun lebih mampu mencari, mengetahui dan mengatasi roh yang
masuk ke tubuh orang yang sakit.
Fenomena animisme terlihat pada sejarah Bangsa Mesir dan Cina. Pada masa itu
bangsa Mesir menyembah Dewa Isis, Dewa yang diyakini bisa menyembuhkan penyakit.
Masyarakat Cina menganggap penyakit disebabkan oleh syetan atau makhluk halus dan
akan bertambah parah jika orang lain memegang orang yang sakit, akibatnya perawat
tidak diperkenankan untuk merawat orang yang sakit.
C.ZAMAN PERADAPAN KUNO
Pada masa ini, keyakinan mengenai penyebab penyakit masih mirip dengan zaman
primitif, yaitu didasarkan pada takhayul dan magis, sehingga penyembuhan
membutuhkan penyembuhan magis. Pendeta atau dokter penyihir menikmati status
dalam masyarakat kuno. Sejalan dengan perkembangan peradapan, teori praktis
perawatan medis yang muncul sebagai penyebab penyakit nonmedis mulai terobservasi.
Catatan tertua mengenai praktik penyembuhan ada pada lembaran tanah liat berusia
4000 tahun yang dihubungkan dengan peradapan Sumeria. Lembaran ini berisi tentang
resep obat, tetapi tidak dituliskan untuk mengatasi penyakit apa.
Lontar Eber merupakan temuan kebudayaan Mesir. Lontar ini tertanggal sekitar
tahun 1550 SM, dan dipercayai sebagai teks medis tertua di dunia. Lontar ini berisi
uraian tentang banyak penyakit yang diketahui saat ini dan mengidentifikasi gejala
spesifik. lontar Eber juga berisi 700 zat yang digunakan untuk obatobatan disertai cara
penyiapan dan penggunaannya. Mumifikasi atau pembalseman juga muncul pada masa
ini, mumifikasi berasal dari keyakinan bahwa ada kehidupan setelah kematian.
Dibutuhkan ilmu dan pengetahuan untuk membuat larutan yang bisa digunakan untuk
mengawetkan mayat. Hal ini menunjukkan bahwa pada masa itu sudah mengenal ilmu
fisiologi, anatomi dan patofisiologi.
Bangsa Yahudi kuno menyumbangkan Mosaic Health Code. Kode ini
dianggap sebagai legislasi sanitari pertama dan berisi catatan pertama mengenai syarat
kesehatan masyarakat. Kode ini mencakup aspek individu, keluarga, dan kesehatan
komunitas, termasuk di dalamnya membedakan antara yang bersih dengan tidak bersih.
Budaya Afrika kuno, fungsi pengasuhan yang dimiliki oleh perawat termasuk
peran sebagai bidan, herbalis, ibu susu, dan pemberi perawatan untuk anak dan lansia
(Dolan, Fitzpatrick, dan Herrmann, 1983). Budaya India kuno, sudah mengenal adanya
perawat lakilaki yang memenuhi kriteria sebagai berikut:
a. Pengetahuan mengenai cara mempersiapkan obat yang akan diberikan
b. Pintar
c. Mampu mencurahkan kasih sayang ke pasien
d. Kemurnian pikiran dan tubuh
Adapun perawat wanita India bertindak sebagai bidan dan merawat anggota keluarga
yang sakit. Peran perawat dalam budaya Cina kurang disebutkan, namun peran Cina
kuno lebih banyak pada penemuan obat herbal, pemakaian akupunktur sebagai metode
pengobatan, dan publikasi Nei Ching (canon of medicine), yang merinci empat langkah
pemeriksaan: melihat, mendengar, bertanya dan merasakan.
(3)untuk menghormati Asklepios menjadi pusat penyembuhan, pendeta kuil Asklepios
memberikan penyembuhan melalui pengobatan natural dan supranatural (Donahue,
1996). Seorang dokter Yunani kuno, Hipocrates, mempercayai bahwa penyakit memiliki
penyebab alami. Pernyataan Hipocrates ini sangat bertentangan dengan pendapat tabib
pendeta di kuil yang mengatakan bahwa penyebab penyakit adalah magis dan mistik.
Sedangkan kontribusi Romawi terhadap perawatan kesehatan adalah sanitasi umum,
pengeringan rawa, dan pembangunan saluran air, tempat pemandian umum dan pribadi,
sistem drainase, dan pemanasan sentral.
D.ZAMAN KEAGAMAAN
Kemajuan peradapan manusia dimulai ketika manusia mengenal agama.
Penyebaran agama sangat mempengaruhi perkembangan peradaban manusia sehingga
berdampak positif terhadap perkembangan keperawatan. Pada permulaan Masehi, agama
kristen mulai berkembang. Agama kristen cukup besar mempengaruhi profesi
keperawatan. Salah satu catatan di awal sejarah digambarkan bahwa keperawatan
merupakan bentuk perintah dari Diakonia, suatu kelompok kerja seperti perawat
kesehatan masyarakat atau yang mengunjungi orang sakit. Dalam awal kehidupan gereja,
Diakonia dijalankan oleh perempuan yang ditunjuk oleh pimpinan gereja. Peran mereka
adalah mengunjungi orang yang sedang sakit. Penunjukan dilakukan pada wanita yang
memiliki status sosial yang tinggi. Pada masa ini, keperawatan mengalami kemajuan yang
berarti seiring dengan kepesatan perkembangan agama kristen.
Kemajuan terlihat jelas, pada masa pemerintahan Lord Constantine, ia
mendirikan xenodhoecim atau hospes dalam bahasa latin yaitu tempat penampungan
orang yang membutuhkan pertolongan, terutama bagi orangorang sakit yang
memerlukan pertolongan dan perawatan. Kemajuan profesi keperawatan pada masa ini
juga terlihat jelas dengan berdirinya Rumah sakit terkenal di Roma yang
bernama Monastic Hospital. Rumah Sakit ini dilengkapi dengan fasilitas perawatan berupa
bangsal perawatan, bangsal untuk orang cacat, miskin dan yatim piatu. Sejak abad
pertengahan institusi yang bergerak dalam bidang sosial (1100 M sampai 1200 M) mulai
bergerak merawat lansia, orang sakit dan orang miskin (Deloughery, 1995).
Seperti di Eropa, pada pertengahan abad VI masehi, keperawatan juga berkembang
di benua Asia. Tepatnya di Asia Barat Daya yaitu Timur Tengah seiring dengan
perkembangan agama Islam. Pengaruh agama Islam terhadap perkembangan
keperawatan tidak lepas dari keberhasilan Nabi Muhammad SAW dalam menyebarkan
agama Islam. Kegiatan pelayanan keperawatan berkualiatas telah dimulai sejak seorang
perawat muslim pertama yaitu Siti Rufaidah pada jaman Nabi Muhammad S.A.W, yang
selalu berusaha memberikan pelayanan terbaiknya bagi yang membutuhkan tanpa
membedakan apakah kliennya kaya atau miskin(Elly Nurahmah, 2001). Sementara
sejarah perawat di Eropa dan Amerika mengenal Florence Nightingale sebagai pelopor
keperawatan modern, Negara di timur tengah memberikan status ini kepada Rufaidah,
seorang perawat muslim. Talenta perjuangan dan kepahlawanan Rufaidah secara verbal
diteruskan turun temurun dari generasi ke generasi di perawat Islam khususnya di Arab
Saudi dan diteruskan ke generasi modern perawat di Saudi dan Timur Tengah (Miller
Rosser, 2006)
(4)menggambarkan Rufaidah adalah perawat profesional pertama dimasa sejarah islam. Dia
tidak hanya melaksanakan peran perawat dalam aspek klinikal semata, namun juga
melaksanakan peran komunitas dan memecahkan masalah sosial yang dapat
mengakibatkan timbulnya berbagai macam penyakit. Saat kota Madinah berkembang,
Rufaidah mengabdikan diri merawat kaum muslim yang sakit, dan membangun tenda di
luar Masjid Nabawi saat damai. Dan saat perang Badr, Uhud, Khandaq dan Perang
Khaibar dia menjadi sukarelawan dan merawat korban yang terluka akibat perang. Dan
mendirikan Rumah sakit lapangan sehingga terkenal saat perang dan Nabi Muhammad
SAW sendiri memerintahkan korban yang terluka dirawat olehnya.
Konstribusi Rufaidah tidak hanya merawat mereka yang terluka akibat perang.
Namun juga terlibat dalam aktifitas sosial di komuniti. Dia memberikan perhatian kepada
setiap muslim, miskin, anak yatim, atau penderita cacat mental. Dia merawat anak yatim
dan memberikan bekal pendidikan. Rufaidah digambarkan memiliki kepribadian yang
luhur dan empati sehingga memberikan pelayanan keperawatan yang diberikan kepada
pasiennya dengan baik pula. Sentuhan sisi kemanusiaan adalah hal yang penting bagi
perawat, sehingga perkembangan sisi tehnologi dan sisi kemanusiaan (human touch) mesti
seimbang. Rufaidah juga digambarkan sebagai pemimpin dan pencetus Sekolah
Keperawatan pertama di dunia Isalam, meskipun lokasinya tidak dapat dilaporkan (Jan,
1996), dia juga merupakan penyokong advokasi pencegahan penyakit (preventif care) dan
menyebarkan pentingnya penyuluhan kesehatan (health education)
Memasuki abad VII Masehi, agama Islam tersebar ke berbagai pelosok negara dari
Afrika, Asia Tenggara sampai Asia Barat dan Eropa (Turki dan Spanyol). Pada masa itu di
jazirah Arab berkembang pesat ilmu pengetahuan seperti ilmu pasti, ilmu kimia, hygiene,
dan obatobatan. Prinsipprinsip dasar perawatan kesehatan seperti menjaga kebersihan
diri (personal hygiene), kebersihan makanan, air dan lingkungan berkembang pesat. Masa
Late to Middle Ages (1000 – 1500 M), negaranegara Arab membangun RS dengan baik,
dan mengenalkan perawatan orang sakit. Ada gambaran unik di RS yang tersebar dalam
peradaban Islam dan banyak dianut RS modern saat ini hingga sekarang, yaitu
pemisahan anatar ruang pasien lakilaki dan wanita, serta perawat wanita merawat
pasien wanita dan perawat lakilaki, hanya merawat pasien lakilaki (Donahue, 1985, Al
Osimy, 2004).
KEPERAWATAN ABAD PERTENGAHAN
Permulaan abad XVI, struktur dan orientasi masyarakat mengalami perubahan,
dari orientasi kepada agama berubah menjadi orientasi kekuasaan, yaitu perang,
eksplorasi kekayaan alam serta semangat kolonialisme. Akibat dari hal tersebut adalah
banyak tempat ibadah (termasuk gereja) yang ditutup, padahal tempat ini dijadikan
tempat untuk merawat orang sakit.
(5) Di sisi yang lain, adanya perang seperti perang Salib berdampak positif terhadap
perkembangan keperawatan. Untuk menolong korban perang dibutuhkan banyak tenaga
sukarela yang dipekerjakan sebagai perawat. Mereka terdiri dari kelompok agama, wanita
wanita yang mengikuti suaminya ke medan perang turut merawat orang sakit jika
diperlukan dan tentara (pria) yang bertugas rangkap sebagai perawat. Pengaruh perang
salib terhadap keperawatan adalah mulainya dikenal istilah P3K (Pertolongan Pertama
Pada Kecelakaan), pada masa itu keberadaan perawat mulai dibutuhkan dalam
ketentaraan dan timbul peluang kerja bagi perawat di bidang sosial. Setelah perang Salib,
kotakota besar mulai berdiri dan berkembang dengan menurunkan faktor feodalisme.
Perkembangan populasi penduduk yang luas di kotakota tersebut menyebabkan
munculnya masalah kesehatan, yang secara otomatis akan membutuhkan peran tenaga
kesehatan (termasuk di dalamnya perawat).
Kurangnya pemeliharaan kesehatan dan sanitasi serta meningkatnya kemiskinan
di daerah pedesaan mengakibatkan munculnya masalah kesehatan yang serius pada
abad kelima belas sampai abad tuju belas. Faktorfaktor sosial, seperti hukum yang
menekan orang miskin dan pajak terhadap jendela rumah, menyebabkan menurunnya
ventilasi karena pemilik rumah menutup jendela guna menghindari membayar pajak. Hal
tersebut melahirkan suatu kondisi kesehatan yang memerlukan respon dari perawat.
Pada tahun 1633 dibentuklah kelompok biarawati oleh St. Vincent de paul.
Kelompok ini merawat orangorang di rumah sakit, orang terlantar dan kaum miskin.
Selanjutnya kelompok ini terkenal luas sebagai perawat keliling karena mereka merawat
orang sakit di rumahrumah. Pada masa ini juga mulai dirintis pendidikan keperawatan
yang dipelopori oleh Louise de Gras. Program pendidikan yang diberikan saat itu adalah
pengalaman merawat orang sakit di rumah sakit, dan juga melakukan kunjungan rumah.
(Donahue, 1995)
Peran rumah sakit terhadap perkembangan keperawatan tidak dapat diabaikan.
Setidaknya ada tiga rumah sakit yang berperan besar terhadap perkembangan perawat
pada zaman pertengahan. Pertama Hotel Dieu di Lion, meskipun pada awalnya pekerjaan
perawat dilakukan oleh para mantan Wanita Tuna Susila (WTS) yang telah bertobat,
namun rumah sakit ini berperan besar dalam kemajuan keperawatan. Hal ini disebabkan
karena tidak lama kemudian pekerjaan perawat digantikan oleh perawat yang terdidik
melalui pendidikan keperawatan di rumah sakit tersebut. Kedua, Hotel Dieu di Paris,
dirumah sakit ini pekerjaan keperawatan dilakukan oleh kelompok agama, namun
sesudah revolusi Perancis, kelompok agama dihapuskan dan pekerjaan diganti oleh
orangorang bebas yang tidak terikat agama. Ketiga, St. Thomas Hospital, didirikan tahun
1123 M, di rumah sakit inilah tokoh keperawatan Florence Nightingale memulai
karirnya memperbarui keperawatan. Abad XVIII, pengembangan kota yang lebih besar
membawa penambahan jumlah rumah sakit dan memperbesar peran perawat.
(6)kesulitan atau masalah yang dihadapi dan berhasil menepis anggapan negatif terhadap
wanita dan meningkatkan status perawat.
Seusai perang krim, Florence Nightingale kembali ke Inggris. Sejarah
perkembangan keperawatan di Inggris sangat penting dipahami karena Inggris membuka
jalan bagi kemajuan dan perkembangan perawat di mana kepeloporan Florence
Nightngale diikuti oleh Negaranegara lain. Tahun 1860, Nightingale menulis Notes on
Nursing: What it is and What it is not untuk masyarakat umum. Filosofinya terhadap
praktik keperawatan merupakan refleksi dari perubahan kebutuhan masyarakat. Ia
melihat peran perawat sebagai seseorang yang bertugas menjaga kesehatan seseorang
berdasarkan pengetahuan tentang bagaimana menempatkan tubuh dalam suatu status
yang bebas dari penyakit (Nightingale, 1860; Schuyler, 1992). Pada tahun yang sama, ia
mengembangkan program pelatihan untuk perawat pertama kali, sekolah pelatihan
Nightingale untuk perawat di St. Thomas’ Hospital di London. Konsep pendidikan inilah
yang mempengaruhi pendidikan keperawatan di dunia dewasa ini.
Kontribusi Florence Nightingale bagi perkembangan keperawatan adalah
menegaskan bahwa nutrisi merupakan satu bagian penting dari asuhan keperawatan,
meyakinkan bahwa okupasional dan rekreasi merupakan suatu terapi bagi orang sakit,
mengidentifikasi kebutuhan personal pasien dan peran perawat untuk memenuhinya,
menetapkan standar manajemen rumah sakit, mengembangkan standar okupasi bagi
pasien wanita, mengembangkan pendidikan keperawatan, menetapkan dua komponen
keperawatan yaitu kesehatan dan penyakit, meyakinkan bahwa keperawatan berdiri
sendiri dan berbeda dengan profesi kedokteran, dan menekankan kebutuhan pendidikan
berlanjut bagi perawat (Taylor, C. 1989).
Perang sipil (18601865) menstimulasi perkembangan keperawatan di Amerika
Serikat.Clara Burton, pendiri palang merah Amerika merawat pejuang di medan
pertempuran, membersihkan luka, memenuhi kebutuhan dasar, dan menenangkan para
pejuang dalam menghadapi kematian. (Donahue, 1995). Setelah perang sipil, sekolah
keperawatan di Amerika dan Kanada mulai membentuk kurikulum sendiri mengikuti
sekolah Nightngale. Sekolah pelatihan yang pertama di Kanada, St. Catherina di Ontario
didirikan tahun 1874. Tahun 1908, Mary Agnes Snively membantu terbentuknya The
Canadian National Association of Trained Nurses, selanjutnya nama tersebut berubah
menjadi The Canadian Nurses Association (CNA) pada tahun 1924. (Donahue, 1995).
Tahun 1899 afiliasi Amerika dan Kanada berhenti, organisasi baru dibentuk dengan
nama American Nurses Association (ANA) pada tahun 1911.
(7)Spesialisi keperawatan juga mulai dikembangkan. Sekitar tahun 1920an, dibentuk
organisasi perawat spesialis, seperti Assosiation of Operating Room
Nurses (1949),American Assosiation of CriticalCare Nurses (1969) dan Oncology Nursing
Society(1975).
PERKEMBANGAN KEPERAWATAN DI INDONESIA
Tidak banyak literatur yang mengungkapkan perkembangan keperawatan
di Indonesia. Seperti perkembangan keperawatan di dunia pada umumnya,
perkembangan keperawatan di Indinesia juga dipengaruhi kondisi sosial ekonomi yaitu
penjajahan pemerintah kolonial Belanda, Inggris dan Jepang serta situasi
pemerintahan Indonesia setelah Indonesia merdeka. Perkembangan keperawatan
di Indonesia pada dasarnya dibedakan atas masa sebelum kemerdekaan dan masa
setelah kemerdekaan (orde lama dan orde baru).
Pada masa pemerintahan kolonial Belanda perawat berasal dari penduduk pribumi
yang disebut velpleger dengan dibantu zieken oppaser sebagai penjaga orang sakit.
Mereka bekerja pada Rumah Sakit Binnen Hospital di Jakarta yang didirikan tahun 1799
untuk memelihara kesehatan staf dan tentara Belanda. Usaha pemerintah kolonial
Belanda di bidang kesehatan pada masa itu antara lain: Dinas Kesehatan Tentara yang
dalam bahasa Belanda disebut Militiary Gezondherds Dienst dan Dinas Kesehatan Rakyat
atauBurgerlijke Gezondherds Dienst. Pendirian rumah sakit ini termasuk usaha Daendels
mendirikan rumah sakit di Jakarta, Surabaya dan Semarang, ternyata tidak diikuti
perkembangan profesi keperawatan yang berarti karena tujuannya sematamata untuk
kepentingan tentara Belanda.
Ketika VOC berkuasa, Gubernur Jendral Inggris Raffles (18121816) sangat
memperhatikan kesehatan rakyat. Berangkat dari semboyannya “Kesehatan adalah milik
manusia”, ia melakukan berbagai upaya memperbaiki derajat kesehatan penduduk
pribumi. Tindakan yang dilakukan antara lain: pencacaran umum, membenahi cara
perawatan pasien dengan gangguan jiwa serta memperhatikan kesehatan dan perawatan
para tahanan.
Setelah pemerintahan kolonial kembali ke tangan Belanda, usahausaha
peningkatan kesehatan penduduk mengalami kemajuan. Di Jakarta tahun 1819 didirikan
beberapa rumah sakit, salah satu diantaranya adalah Rumah Sakit Stadsverband
berlokasi di Glodok (Jakarta Barat). Pada tahun 1919 rumah sakit ini dipindahkan di
Salemba dan sekarang bernama Rumah Sakit Cipto Mangunkusumo (RSCM). Saat ini
RSCM menjadi pusat rujukan nasional dan pendidikan nasional. Dalam kurun waktu ini
(18161942), berdiri pula beberapa rumah sakit swasta milik katolik dan protestan,
misalnya: RS Persatuan Gereja Indonesia (PGI) CikiniJakarta Pusat, RS St. Carolus
SalembaJakarta Pusat, RS St. Boromeus di Bandung dan RS Elizabeth di Semarang.
Bersamaan dengan berdirinya rumah sakitdi atas, didirikan sekolah perawat. RS PGI
Cikini tahun 1906 menyelenggarakan pendidikan juru rawat, kemudiam RSCM
menyelenggarakan pendidikan juru rawat tahun 1912.
(8)perawat. Pemimpin rumah sakit juga diambil alih dari orang Belanda ke orang Jepang.
Pada saat itu obatobatan sangat minim, sehingga wabah penyakit muncul dimanamana.
Bahan balutan juga terbatas, sehingga daun pisang dan pelepah pisang digunakan
sebagai bahan balutan.
Pembangunan bidang kesehatan dimulai tahun 1949. Rumah sakit dan balai
pengobatan mulai dibangun. Tahun 1952, sekolah perawat mulai didirikan, yaitu Sekolah
Guru Perawat dan Sekolah Perawat tingkat SMP. Pendidikan keperawatan profesional
mulai didirikan mulai tahun 1962 dengan didirikannya Akademi Keperawatan milik
Departemen Kesehatan di Jakarta untuk menghasilkan perawat profesional pemula.
Hampir bersamaan dengan itu didirikan pula Amper milik Depkes di Ujung Pandang,
Bandung dan Palembang.
Di Indonesia, keperawatan telah mencapai kemajuan yang sangat bermakna

yang menerima keperawatan sebagai pelayanan profesional (profesional service) dan
pendidikan keperawatan sebagai pendidikan profesi (professional education). Dalam
Lokakarya Keperawatan tahun 1983, telah dirumuskan dan disusun dasardasar
pengembangan Pendidikan Tinggi Keperawatan. Sebagai realisasinya disusun kurikulum
program pendidikan DIII Keperawatan, dan dilanjutkan dengan penyusunan kurikulum
pendidikan Sarjana (S1) Keperawatan.
Pengembangan pelayanan keperawatan profesional tidak dapat dipisahkan dengan
pendidikan profesional keperawatan. Pendidikan keperawatan bukan lagi merupakan
pendidikan vokasional/kejuruan akan tetapi bertujuan untuk menghasilkan tenaga
keperawatan yang menguasai ilmu keperawatan yang siap dan mampu melaksanakan
pelayanan/asuhan keperawatan profesional kepada masyarakat. Jenjang pendidikan
keperawatan bahkan telah mencapai tingkat Doktoral. Pendidikan tinggi keperawatan
diharapkan menghasilkan tenaga keperawatan profesional yang mampu mengadakan
pembaruan dan perbaikan mutu pelayanan/asuhan keperawatan, serta penataan
perkembangan kehidupan profesi keperawatan. Perkembangan keperawatan bukan saja
karena adanya pergeseran masalah kesehatan di masyarakat, akan tetapi juga adanya
tekanan perkembangan ilmu pengetahuan dan teknologi keperawatan serta
perkembangan profesi keperawatan dalam menghadapi era globalisasi.
Pendirian Program Studi Ilmu Keperawatan (PSIK) pada tahun 1985 merupakan
momentum kebangkitan profesi keperawatan di Indonesia. Sebagai embrio Fakultas Ilmu
Keperawatan, institusi ini dipelopori oleh tokoh keperawatan Indonesia, antara lain Achir
Yani S, Hamid, DN.Sc; mendiang Dra. Christin S Ibrahim, MN, Phd; Tien Gartinah, MN
dan Dewi Irawaty, MA, dibantu beberapa pakar dari Konsorsium Ilmu Kesehatan dan
sembilan pakar keperawatan dari Badan Kesehatan Dunia (WHO). Pada tahun 2000 mulai
muncul Program Studi Ilmu Keperawatan (PSIK) diberbagai Universitas di Indonesia
(Universitas Airlangga, Universitas Gajah Mada, Universitas Hasanudin, Universitas
Andalas dan Universitas Sumatra Utara).

profesi keperawatan yaitu terjadi fusi organisasi yang ada menjadi Persatuan Djuru
Kesehatan Indonesia (PDKI) sebagai upaya konsolidasi organisasi profesi tanpa
mengikutsertakan SBK karena terlibat pada pemberontakan Partai Komunis Indonesia

past who have worked hard, until finally we can feel the result as it is today. The history of
nursing will open our eyes about how the development of nursing, how the challenges faced and
what will be achieved by nursing in the future. Knowing the past and understand the foregoing
will memberzikan nursing an opportunity to use the experience and the lessons that can be used
in the present and the future.
Birth of nursing can be said to be concurrent with the creation of man, namely the creation of
Adam and Eve. Nursing was born as a form of desire to keep a person healthy and provide a
sense of comfort, service and safety for people who are sick. Although in general the goal of
nursing is relatively the same from year to year, nursing practice is influenced by the changing
needs of the community, so that nursing develop gradually. Nursing as we know today can not be
separated and is strongly influenced by the structure of the development and progress of human
civilization.
Trust in animism, the spread of major religions in the world as well as socio-economic
