KATA PENGANTAR

Dalam rangka meningkatkan ketersediaan dan pelayanan data dan informasi

pertanian, Pusat Data dan Sistem Informasi Pertanian menerbitkan Buku

Statistik Makro Sektor Pertanian tahun 2014. Buku ini berisi data

perkembangan indikator makro sektor pertanian untuk periode lima tahun

(2009-2013) yang mencakup indikator Produk Domestik Bruto (PDB),

Realisasi Investasi PMA dan PMDN, Ekspor Impor Pertanian, Indeks Harga

Konsumen dan Inflasi, Nilai Tukar Petani, APBN Pembangunan Pertanian,

Konsumsi, Kredit Perbankan, Suku Bunga Bank Indonesia, Nilai Tukar

Rupiah, serta Upah Buruh Tani.

Data yang disajikan dalam buku ini diolah oleh Pusat Data dan Sistem

Informasi Pertanian yang berasal dari beberapa instansi sumber data baik di

lingkup Kementerian Pertanian maupun instansi lainnya seperti Badan Pusat

Statistik (BPS), Badan Koordinasi Penanaman Modal (BKPM), Kementerian

Keuangan, dan Bank Indonesia.

Kepada semua pihak yang telah memberikan dukungan dan terlibat langsung

PREFACE

In order to improve the availability and services of agricultural data and

information, Center for Agricultural Data and Information System has been

published The Book of Macro Indicators Statistics for Agricultural Sector

2014. This book presents the data of agricultural macro indicators in five year

series (2009-2013), including Gross Domestic Product (GDP), Domestic and

Foreign Investment Realization, Agriculture Export and Import,Consumer

Price Index and Inflation, Farmers’ Term of Trade, State Nation Budget for

Agricultural Development, Consumption, Bank Credit, Bank of Indonesia

Interest Rate, Rupiah Exchange Rate, and Farmer Labor Wages.

These data are presented by Center for Agricultural Data and Information

System which are collected from many institutions within the Ministry of

Agriculture, Badan Pusat Statistik (BPS) - Statistics Indonesia, Board of

Investment Coordination, Ministry of Finance, and Bank of Indonesia.

Appreciation and thanks are conveyed to all parties who have dedicated their

PENJELASAN TEKNIS / TECHNICAL NOTES

Untuk mempermudah pemanfaatan buku ini, data statistik dan informasi

tersebut dibagi kedalam 11 topik yang selanjutnya diikuti dengan penjelasan

istilah teknis yang ada di masing-masing bidang tersebut. Beberapa istilah

teknis yang digunakan dalam buku ini adalah sebagai berikut :

To help users, the statistical data and information are grouped into 11

categories and then followed by technical explanation of the definitions and

glossaries for each categories. Some concepts and definitions used in this

book:



Produk Domestik Bruto adalah satu indikator penting untuk mengetahui

kondisi ekonomi di suatu negara dalam suatu periode tertentu. PDB

didefinisikan sebagai total nilai tambah dari semua unit produksi di suatu

negara dalam periode tertentu (biasanya dalam kurun waktu satu tahun).



Gross Domestic Product (GDP) is the important economic indicator to

show the economic condition of a country at certain period in time. GDP is

defined as the total value added for all production units in a certain

country for a certain period (usually one year).



Harga Berlaku adalah nilai tambah barang dan jasa yang dihitung

dengan menggunakan harga yang berlaku pada setiap tahun.



GDP at Current Price show the value added of goods and services at

current price for a certain year.



Harga Konstan adalah nilai tambah barang dan jasa yang dihitung

menggunakan harga yang berlaku pada satu tahun tertentu sebagai tahun

dasar.



GDP at Constant Prices show the value added of goods and services

calculated at fix price as a base year.



Data Penanaman Modal dalam data ini tidak termasuk investasi di sektor

minyak dan gas bumi, perbankan, lembaga keuangan non bank, asuransi,

sewa guna usaha, pertambangan dalam rangka kontrak karya, perjanjian

kerja pengusahaan pertambangan batu bara, investasi yang perizinannya

dikeluarkan oleh instansi teknis/sektor, investasi portfolio (pasar modal)

dan investasi rumah tangga. Data tahun 2006 – 2010 berdasarkan atas

izin usaha tetap, sementara data tahun 2010 berdasarkan atas Laporan

Kegiatan Penanaman Modal.



Investment Data is excluded investment in oil and gas, non bank financial

institution, insurance, leasing, mining in term of contracts to work, coal

mining in terms of agreement of work, investment which licenses issued

by technical/sectoral agency, portfolio as well as household investment.

The data of year 2006 - 2010 based on investment realization, while the

data of year 2010 based on Capital Investment Activity Report



Data Realisasi Investasi adalah data kegiatan investasi yang

direalisasikan oleh perusahaan dalam bentuk kegiatan nyata yang sudah

Posisi Kredit adalah debet atau penggunaan netto oleh nasabah, yaitu

pinjaman setelah dikurangi dengan pembayaran kembali, termasuk

pinjaman investasi, kredit investasi kecil (KIK), kredit modal kerja

permanen (KMPK), tetapi tidak termasuk pinjaman antar bank, pinjaman

kepada pemerintah pusat dan bukan penduduk, serta nilai lawan valuta

asing pinjaman investasi dalam rangka bantuan proyek.

perbandingan relatif antara tingkat harga (konsumen/eceran) pada saat

bulan survei dan tingkat harga pada bulan sebelumnya.

between price level (consumer/retail) on the survey’s month and price

level on the previous month.

Inflasi adalah indikator yang dapat memberikan informasi tentang

Inflation is the indicator that gives information on fluctuation of general

price level of goods and services consumed by people.

Mulai Juni 2008 indeks harga konsumen (IHK) mencakup sekitar

284-441 komoditas dihitung berdasarkan pola konsumen hasil Survei Biaya

Hidup (SBH) di 66 kota tahun 2007.



Since June 2008 the calculation of the Consumer Price Index (CPI) has

been based on a consumption pattern obtained from the 2007 Cost of

Living Survey (CLS) in 66 cities, covering 284-441 commodities.



Nilai Tukar Petani (NTP) adalah perbandingan antara indeks harga yang

diterima petani (IT) dengan indeks harga yang dibayar petani (IB) yang

dinyatakan dalam persentase.



Farmer’s Term of Trade (NTP) is computed as the ratio of the index of

prices received by farmer (IT) and the index of prices paid by farmers (IB),

and presented in percentage.



NTP merupakan salah satu indikator yang berguna untuk mengukur

tingkat kesejahteraan petani, karena mengukur kemampuan produk

(komoditas) yang dihasilkan/dijual petani dibandingkan dengan produk

yang dibutuhkan petani baik untuk proses produksi (usaha) maupun

untuk konsumsi rumah tangga petani

NTP is the useful indicator to determine welfare level of farmers. It

measures the exchange value of products produced or sold by farmers

compare to the products needed by farmers for production process and

consumption.



Sejak Januari 2008, indeks harga yang diterima dan indeks harga yang

dibayar petani serta NTP menggunakan tahun dasar 2007 dengan

cakupan sebanyak 32 provinsi serta penyajian data untuk masing-masing

sub sektor, sebelumnya indeks harga yang diterima petani dan indeks

harga yang dibayar petani serta NTP menggunakan tahun dasar 1993

dengan cakupan provinsi sebanyak 23 provinsi



Since January 2008, the price index received by farmer (IT) and the price

index paid by farmers (IB) and Farmers Term of Trade (NTP) use 2007 as

the base year which cover of 32 provinces and present data for each

sub-sector, the previous year, price index received by farmer (IT) and price

index paid by farmers (IB) and Farmers Term of Trade (NTP) use 1993 as

the base year which cover of 23 provinces.



Buruh tani adalah seseorang yang melakukan kegiatan/pekerjaan di

sawah atau ladang pertanian dengan tidak menanggung resiko terhadap

hasil panen dan bertujuan mendapatkan upah. Buruh yang disajikan pada

publikasi ini adalah buruh laki-laki dan tidak dikaitkan dengan kriteria

umur, tingkat pendidikan, dll.



Farm worker/hodge is a person who work in the fields of agriculture by

not bear the risk of crop yields but only to earn wages. Hodge presented

in this publication are the male workers and not associated with criteria of

age, educational level, etc.

Upah adalah balas jasa baik berupa uang atau barang yang diberikan

langsung kepada buruh untuk suatu pekerjaan/jasa yang telah dilakukan.

Upah yang disajikan adalah upah yang diberikan dalam bentuk uang saja

per orang selama setengah hari atau waktu bekerjanya 4 – 6 jam dalam

satu hari.

RINGKASAN EKSEKUTIF / EXECUTIVE SUMMARY

Kinerja perekonomian Indonesia pada periode tahun 2009-2013

menunjukkan peningkatan. Hal ini tercermin dari capaian Produk Domestik

Bruto (PDB) baik secara nominal maupun riil. Pada periode tersebut rata-rata

laju pertumbuhan PDB Indonesia mencapai 6,19% per tahun. Sektor

pertanian juga mengalami pertumbuhan positif sebesar 3,53% per tahun.

Pada tahun 2013 kontribusi sektor pertanian terhadap total PDB Indonesia

sebesar 14,43%.

Indonesia’s economy performance in the period of 2009 – 2013 showed an

increasing pattern. It was reflected by the achievements of the Gross

Domestic Product (GDP) both in nominal and real terms. In this period, the

average growth rate of Indonesia's GDP reached 6,19% per year. The

agricultural sector also had a positive growth of 3.53% per year. In 2013, the

contribution of agricultural sector for total GDP of Indonesia was 14.43%.

Pada tahun 2013, realisasi investasi PMDN berdasarkan Laporan Kegiatan

Penanaman Modal mencapai Rp. 128,15 triliun yang terdiri dari sektor primer

sebesar Rp. 25,72 triliun, sektor sekunder sebesar Rp. 51,17 triliun dan

sektor tersier sebesar Rp. 51,26 triliun. Sementara, realisasi investasi PMA

mencapai US$ 28,62 milyar.

In 2013, the achievement of domestic investment on Capital Investment

Activity Report reached Rp. 128.15 trillion, consist of the primary sector

reached Rp. 25.72 trillion, the secondary sector reached Rp. 51.17 trillion and

the tertiary sector reached Rp. 51.26 trillion. Meanwhile, the achievement of

foreign direct investment reached about USD. 28.62 billion.

Selama periode tahun 2009 - 2013 nilai ekspor komoditas pertanian

berflutuatif namun cenderung mengalami peningkatan dengan rata-rata

pertumbuhan sebesar 10,83% per tahun. Peningkatan ini merupakan

kontribusi dari meningkatnya ekspor semua komoditas. Demikian pula,

perkembangan nilai impor komoditas pertanian pada periode tersebut juga

terus mengalami peningkatan sebesar 14,77% per tahun.

increased rapidly by 10.83%. It caused by the increasing of export value for

all commodities. In the same period, the import value increased by 14.77%.

Total nilai ekspor komoditas pada sektor pertanian pada tahun 2013 sebesar

US$ 30,7 milyar, dimana 96,03% atau setara dengan US$ US$ 29,48 milyar

berasal dari sumbangan ekspor komoditas perkebunan. Sisanya berasal dari

sumbangan subsektor lainnya, yakni peternakan 1,99% (setara US$ 609,67

juta), hortikultura 1,38% (setara US$ 422,5 juta), dan tanaman pangan 0,61%

(setara US$ 187,29 juta).

In 2013, the export of value for agricultural commodities reached US$ 30.7

billion. It covered of 96.03% (US$ 29.48 billion) export value from estate crops

commodities, 1.99% (US$ 609.67 million) from livestock products, 1.38%

(US$ 422.5 million) from horticulture commodities, and 0.61% (US$ 187.29

million) from food crop commodities.

Sementara, impor sektor pertanian pada tahun 2013 sebesar US$ 14,85

milyar, dimana 50,36% (setara US$ 7,48 milyar) merupakan impor komoditas

tanaman pangan, 21,37% (setara US$ 3,17 milyar) dari komoditas

peternakan, 17,97% (setara US$ 2,67 milyar) dari komoditas perkebunan dan

10,30% (setara US$ 1,53 milyar) merupakan impor dari komoditas

hortikultura.

Meanwhile, the value of agricultural import in 2013 reached US$ 14.85 billion.

It included import value of 50.36% (US$ 7.48 billion) from food crops

commodities, 21.37% (US$ 3.17 billion) from livestock products, 17.97% (US$

2.67 billion) from estate crops commodities and 10.3% (US$ 1.53 billion) from

horticulture commodities.

Perkembangan inflasi umum dari tahun 2009 – 2013 terlihat berfluktuasi.

Pada tahun 2013, inflasi umum mencapai 8,38%. Penyusun laju inflasi terdiri

dari beberapa kelompok yaitu (1) bahan makanan; (2) makanan jadi,

minuman, rokok dan tembakau; (3) perumahan, air, listrik dan bahan bakar;

(4) sandang; (5) kesehatan; (6) pendidikan, rekreasi dan olahraga; serta (7)

transpor, komunikasi dan jasa keuangan.

The growth of inflation during the period 2009 – 2013 generally fluctuates. In

2013, inflation in Indonesia reached 8.38%. The following group of products

and services which influenced the inflation rate are as follow: (1) food, (2)

food, beverages, cigarettes and tobacco; (3) housing, water, electricity and

fuel; (4) clothing; (5) health; (6 ) Education, recreation and sport; and (7)

transport, communication and financial services.

Pada tahun 2013, perkembangan laju inflasi terbesar terjadi pada kelompok

bahan makanan sebesar 11,35%, sedangkan kelompok yang mengalami laju

inflasi terendah terjadi pada kelompok sandang sebesar 0,52%.

In 2013, the largest inflation rate was reached by the group of foodstuff at

11.35%, however the lowest inflation rate was reached by clothing group at

0.52%.

Perkembangan nilai tukar petani (NTP) Indonesia pada tahun 2009-2013

mengalami peningkatan dengan rata-rata pertumbuhan sebesar 1,26%. Hal

ini disebabkan peningkatan indeks harga yang diterima petani (IT) secara

nasional lebih besar dibandingkan peningkatan indeks yang dibayar petani

(IB). IT naik rata-rata pertumbuhan sebesar 6,62%, sementara indeks yang

dibayar petani (IB) mengalami peningkatan dengan rata-rata pertumbuhan

hanya sebesar 5,30%.

Trend of the farmers’ term of trade in Indonesia in 2009-2013 increased by

1.26%. This was due to the increasing in prices received by farmers index (IT)

nationwide was greater than the increasing in the index paid by farmers (IB).

IT rose an average growth of 6.62%. Likewise with the index that paid by

farmers (IB) has increased by an average growth of 5.30%.

Nilai tukar petani (NTP) sub sektor tanaman pangan naik sebesar 2,44%,

NTP sub sektor hortikultura naik sebesar 1,03%, NTP sub sektor tanaman

perkebunan rakyat naik sebesar 0,11%. Sebaliknya, NTP sub sektor

peternakan dan sub sektor perikanan turun masing-masing sebesar 0,63%

dan 0,11%.

The farmers’ term trade of food crops sub sector increased by 2.44%,

horticulture sub sector increased by 1.03%, smallholder estate crops sub

sector increased by 1.11%. In the other hand, the farmers’ term of livestock

and fisheries sub sector fell by 0.63% and 0.118% respectively.

Selama periode 2009 – 2013, Provinsi Lampung mempunyai rata-rata

perkembangan NTP terbesar yang mencapai 3,72%, sedangkan peningkatan

NTP terkecil terjadi di Provinsi Maluku Utara sebesar 0,12%. Penurunan NTP

terjadi di 15 provinsi, dengan penurunan terbesar terjadi di Provinsi Papua

Barat sebesar 1,56%, sementara penurunan terkecil terjadi di Kalimantan

Tengah masing-masing sebesar 0,05%.

During the period 2009-2013, Lampung Province has the biggest average

growth of the farmers’ term trade reached 3,72%, while the smallest increase

in the farmers’ term trade occur in Maluku Utara Province of 0.12%. The

farmers’ term trade decline occurred in fifteen provinces, with the largest

decrease occurred in the province of Papua Barat by 1.56%, while the

smallest decline occurred in the provinces of Kalimantan Tengah each at

0.05%.

Alokasi belanja pemerintah pusat selama periode 2010-2014 rata-rata naik

sebesar 14,99%. Pada tahun 2014, total alokasi belanja pemerintah pusat

sebesar Rp. 1.265,76 trilyun. Dari sisi alokasi, anggaran terbesar

dipergunakan untuk subsidi yakni sebesar Rp. 444,86 trilyun atau 35,15%

dari anggaran pusat.

The allocation of government expenditure during the period 2010-2014,

increase about 14.99% per year. In 2014, the total allocations of central

government expenditure is 1,265.76 trillion rupiah. In terms of allocation,

subsidy is the largest expenditure of the government budget that reached by

444.86 billion rupiah or 35.15%.

Anggaran belanja Kementerian Pertanian selama periode 2010-2014

rata-rata meningkat sekitar 20,03% per tahun. Pada tahun 2014 APBN

Kementerian Pertanian sebesar Rp. 11,03 trilyun.

The government expenditure of Ministry of Agriculture during the period of

2010-2014 increased by 20,03% per year. In 2014, it reached 11.03 trillion

rupiah.

Pengeluaran rata-rata untuk bahan makanan per kapita sebulan penduduk

Indonesia, pada tahun 2013 adalah Rp. 356.435,- atau naik 10,19%

dibandingkan tahun 2012. Rata-rata pertumbuhan pengeluaran rata-rata

bahan makanan per kapita sebulan penduduk Indonesia tahun 2009-2013

naik sebesar 13,16%.

The average food expenditure per capita per month in Indonesia, in 2013 was

Rp. 356.435,- or increased 10.19% compared to the year 2012. The growth

average of food expenditure per capita per month in Indonesia since 2009 to

2013 was increased by 13.16%.

Perkembangan persetujuan kredit baru pada tahun 2009 hingga 2013

rata-rata meningkat sebesar 74,96% per tahun. Perkembangan persetujuan kredit

baru yang paling tinggi adalah dalam bentuk valuta asing yaitu sebesar

107,68% per tahun. Sementara dalam bentuk rupiah naik sebesar 31,29%

per tahun..

The trend of new loan agreement during the period 2009 to 2013 increased

74.96% per year. The highest trend of new loan approvals was in foreign

currency about 107,68% per year, and in rupiahs. was increased by 31.29%

per year.

Perkembangan persentase suku bunga kredit menurut sektor ekonomi pada

tahun 2009–2013 berfluktuasi namun cenderung mengalami penurunan.

Pada tahun 2013, perkembangan perrsentase suku bunga kredit terendah

dari sembilan sektor (pertanian, pertambangan, industri pengolahan, listrik,

gas dan air, konstruksi, perdagangan, pengangkutan dan komunikasi,

keuangan serta jasa-jasa) yaitu pada sektor listrik, air bersih dan gas sebesar

8,85%. Suku bunga kredit yang tertinggi terjadi pada sektor perdagangan

sebesar 12,85%. Rata-rata perkembangan suku bunga kredit sektor pertanian

tahun 2009 hingga 2013 mengalami penurunan sebesar 1,33%.

percentage growth of electricity, water and gas was the smallest from nine

sectors (agriculture, mining, processing industry, electricity, gas and water,

construction, trade, transportation, finance and services) 8.85%. The highest

mortgage interest rates occurred in the trade sector by 12.85%. The average

growth rate of agriculture laon during the period 2009 to 2013 decline by

1.33%.

Perkembangan upah harian buruh tani selama periode tahun 2009–2013

secara nominal mengalami peningkatan sebesar 3,28%, namun secara riil

mengalami penurunan sebesar 2,35%.

The trend of the daily wage of farmer labor during the period 2009–2013

nominally increased by 3.28%, but in real terms declined by 2.35%.
