Preface
This volume contains the best materials presented at the 5th national scientific and practical conference “Perspectives on the use of New Information and Communication Technology (ICT) in the Modern Economy,”which took place on February 1, 2018, in Pyatigorsk, Russia. The conference was devoted to complex consideration of new ICT in the modern economy and law and determination of limits and perspectives of their usage.
The volume contains the leading studies on the issue of usage of new ICT in the modern economy. The target audience of this volume includes undergraduates and postgraduates, lecturers and experts, and researchers who deal with various issues of using new ICT in the modern economy.
The conference featured sessions on the following sections, which led to the division of the volume into parts:

2. Digital Economy as a New Vector of Development of the Modern Global Economy
3. Economic and Legal Aspects of Using New Information and Communication Technologies in Developed and Developing Countries

6. Scientific Research in the Conditions of Information Society: Economic & Legal and Managerial Aspects and Peculiarities.
Introduction
Information and communication technologies develop very quickly, changing the means and approaches in all spheres of economy. However, they have contradictory influence on the development of economic systems. On the one hand, the imple-mentation of new ICT stimulates rationalization of economic & legal activities; on the other hand, it causes social, psychological, legal, and ecological problems due to the transition to a new technological mode.
Due to this, perspectives of usage of new ICT in the modern economy are uncertain and cause a lot of problems. One of them is the issue of the provision of wide application of new ICT in the conditions of deficit offinancial resources with state and corporate institutes. Another issue is overcoming of social opposition to changes of usual business and life mode due to mass distribution of new ICT.
Another issue is the complexity of mastering of new ICT and the necessity for increasing media literacy of population and media competence of working spe-cialists and applicants in the labor market. The most important issues include also the provision of security of economic operations that are conducted with usage of new ICT and the issue of their state regulation.
These and other issues are studied in this collection of the best works that were presented at the 5th national scientific and practical conference“Perspectives on the use of New Information and Communication Technology (ICT) in the Modern Economy,” which took place on February 1, 2018, in Pyatigorsk, Russia. The conference was organized by the Institute of Scientific Communications (Volgograd, Russia), the Center for Marketing Initiatives (Stavropol, Russia), and Pyatigorsk State University (Pyatigorsk, Russia).
Despite the emphasis on economic theory, the volume contains materials of new research of representatives of various disciplines, including philosophy, psychol-ogy, information technologies, law. This allowed for the systemic and complex study of perspectives of usage of new ICT in the modern economy as a socioe-conomic system.
Among the most topical works of the volume is the study by Dmitrii N. Fetisov, Tatiana V. Opeikina, Larisa V. Obyedkova, Elena A. Nemirovskaya, and Elena S. Pavlova “Managing the Process of Commercialization as a Basis of Diffusion of Innovations and Development of Innovational Economy,”in which the authors substantiate the key role of new ICT in commercialization and diffusion of innovations and formation of innovational economy.
One of the most prominent works of the volume is the study by Vladimir P. Kamyshansky, Evgenia Y. Rudenko, Andrey M. Solovyev, Evgeny A. Kolomiets, and Anna V. Dudchenko “Electronic Commerce in the Modern Economy: Legal Aspect,” in which the authors study the economic and legal foundation of the development of electronic commerce in the modern econ-omy, emphasizing its importance as a direction of modernization of socioeconomic systems.
It is necessary to note that work by Shamil A. Imnaev, Aleksandr I. Osadchy, and Anna P. Babchenko “Information and Communication Technologies as a Factor of Tourist Product Promotion,” in which top-priority role of new ICT is shown as a factor and tool of promoting tourist product and formation of service economy.
In the article by Lyudmila I. Gubareva, Valentina S. Tenetilova, Svetlana V. Derepasko, Irina S. Gavrilova, and Marina I. Suganova“Peculiarities of Formation of‘Knowledge Economy’Through Modernization of the Higher Education System in Russia,”the authors substantiate the necessity for modernizing the system of higher education with the help of implementing new ICT for formation of “knowledge economy”in modern Russia.
These and other researchers provide various arguments in favor of usage of new ICT in the modern economy.
Conclusions
It should be concluded that perspectives of usage of new ICT in the modern economy are very wide. These technologies are in high demand by economic subjects and, at the same time, their implementation should be accompanied by target and justified state regulation for prevention and timely solution of emerging problems, including social opposition, deficit of resources, security.
Due to the unification of efforts of scholars from various disciplines of modern science, this volume shows various aspects of usage of new ICT in the modern economy. This allowed determining potential advantages and possible drawbacks and problems of this process, as well as offering perspective solutions.
Despite the diversity of scientific studies presented in this volume, which allowed describing the perspectives of usage of new ICT in the modern economy, this direction requires further scientific elaboration.
For example, the issue of modernization of various spheres of national economy on the basis of usage of new ICT deserves more attention. Like most problems that are studied in this collection, this issue is researched by the example of modern Russia. During further analysis, it is expedient to pay more attention to the issues of adaptation of authors’developments and recommendations to peculiarities of other economic systems.

Abstract. The article is devoted to one of the most topical problems of modern times–establishment of information economy under the influence of scientific and technical progress. Establishment of information economy is a complex historical process, which is implemented in the conditions of transition to a new type of economy. Special emphasis is made on change of technological modes with change of the information environment and evolution of the theory of information. The perspectives of information economy development are studied.

Speaking of the notion “information economy”, it should be noted that it is a rather complex and specific phenomenon of economic science. This notion began to form in the conditions of transition from industrial society to post-industrial society. This phenomenon is based on scientific and technical progress, which stimulated not only active establishment and development of information technologies and cardinal change of the mechanism of functioning of production from the practical point of view but also the change of economic thinking.
2 Materials and Methods
The information sources include the works of popular scholars in the sphere of information economy. It is expedient to systematize various treatments of information economy into groups, conduct analysis with further synthesis, and study the estab-lishment of information economy in view of the change of technological shifts together

with evolution of the theory of information and change of information environment. Eventually, it is necessary to determine further perspectives of development of infor-mation economy.
3 Results
The performed analysis showed that the notion“information economy”, which formed in the modern conditions, is rather complex and multi-aspect. There are a lot of treatments of this notion, which could be conventionally divided into two groups. Thefirst group includes the treatments that suppose a special information resource or informationfield that determines the functioning of economic systems.
This group of treatments includes the following definitions. According to Nikolaeva (1999) and Selishcheva (2006), information economy is a“system of interconnected economic sectors (production spheres and infrastructure) in which the sphere of infor-mation and technological production dominates”. Korneychuk (2006), Evans and Wurster (2005) connect information economy to the functioning of a market: on the one hand, information market, on the other hand, market of goods and services in the conditions of incomplete or asymmetric information on a product. Stiglitz (2001), Akerlof (1994) and Arrow (1995) see information economy as a factor of reduction of uncertainty and risks–asymmetry of information, moral risks, etc. in the conditions of choice in the market.
As a matter of fact, treatments of information economy from this point of view are connected to the notion of information as a resource that has been studied in this context by a lot of economists (Bell 1986) and (Stounier 1986), which is rather debatable due to the fact that information does not possess sufficient characteristics of the resource–limitation, uniqueness, mobility, interchangeability, etc.
In the work (Dumnaya 2013) the author states that in the conditions of market economy the market is characterized by such important function as transfer of eco-nomic information, i.e., signals between companies and external market environment. At that, economic information, due to its dependence on actions of economic agents, cannot be perfect, and the level of intension of information market has certain limits. Transformation of the notion sin this context is related to changes of the techno-logical modes (Table1) and economic conditions.
It should be noted that institutional economic theory views the conditions of eco-nomic systems’ development and emphasizes the existence of formal and informal institutes. Accompanying the transformation of technological modes, information becomes formalized (appearance of constitutions, laws, decrees, administrative norms,

etc.) which ensure formal rules of economic agents’functioning–on the other hand, it often becomes an informal institute (traditions, customs, moral rules, religious beliefs, etc.) – i.e., forms and develops conditions for effective functioning of economy (Stroeva et al.2016).
Regarding the second group of treatments of the notion“information economy”, it is necessary to emphasize that most of them concentrate on development of information technologies. Thus, Artakhov (Artakhov2003) and Mayorov (2000) define information economy and pay attention to the fact that it should be viewed as a system of public reproduction, each phase of which is rich with information by means of application of information technologies and information. Castels (2000) and Strelets (2006) note that information economy is an organized multi-level information environment, in the conditions of which information agents can actively interact. Glazyev (1993) views information economy as a complex of spheres that conduct production of scientific information, information products, means and technologies. Ivanov (2004) compares information economy to economy images (virtual economy) within which institu-tionalized practices are replaced by computer simulations.
4 Discussion
The change of technological modes eventually stimulates complication of connections, appearance of excessive information, presence of contradictory information, and information asymmetry. As a result, the character of information usage changes with the mode itself. While from thefirst to the fourth technological mode the implemen-tation of economic activities required using the existing information data and searching for the required data, at the further stages – due to emergence of new sources of information (including emergence of the Internet between the fourth and fifth tech-nological modes) it leads to the fact that a lot of time and resources are spent for search, processing, verification, and selection of authentic and objective information.
In the conditions of the third and fourth technological modes it is possible to create new sources of information and new information resources, which stimulates the emergence of information noise. As a result, resources are spent irrationally, which shows that the economic system is ineffective; also, in some cases informationflows hinder general development of socio-economic systems. In this case, we think that there’s no notion“information economy”. It becomes a treatment of the philosophy of economic spaces and ensures the internal essence of development of the matrix of economic behavior of agents.
The issue of observation of formal and informal information rules within each technological mode from the point of view of economic development is rather con-tradictory, as a lot of authors (Yasinsky and Tikhonov2007) and (Kelly1998) speak of information economy as of the system of self-regulating entities. At that, the conditions of this self-regulation cannot be explained and are too dynamic.
conditions of establishment of information economy the main factor that ensures effectiveness of socio-economic development of society is traditional economic resources. There are certain problems during determining the effectiveness of using information resources, which are related to a large gap between the accumulated information and the possibilities of its usage. This gap is predetermined by the presence of asymmetry between information and information noise and by the presence of information vacuum, as well as the lack of useful and objective information that is ready for direct usage (Zaytsev2009). Also, information noise leads to offer exceeding demand for information.
Also, in view of technological modes, together with information inventions (events), there were other events – primary as to socio-economic development of society, while information inventions (events) were accompanying ones (Table3).

Speaking of perspectives of information economy development, it should be noted that this terms exists in economic at least for the following purpose: with rational functioning it stimulates increase of speed of reproduction, development of innovative activities, increase offlexibility of reaction for market challenges, etc. A large con-tribution into dynamics of development of information economy could be done by the seventh technological mode, within which it is possible to implement effective eco-nomic maneuvers with information and provide optimal ratio of informationflows with existing institutes. Eventually, a minimum task is forecasting and justified selection in the condition of functioning information economy on the basis of determining the system of coordinates of its development.
5 Conclusions
As a result of studying the establishment of information economy under the influence of scientific and technical progress, we came to the conclusion that existence of information economy is debatable. However, despite this, there are certain perspectives of its development.

Abstract. The paradigm of“knowledge economy”influences socio-economic and political processes within national economies. The primary role of knowl-edge, wide reproduction of the elements of technical interaction of innovational goods, quick growth of high-tech sector of economy, and qualitative develop-ment of human capital–these elements are the main requirements set to the countries that implement the projects of “knowledge economy”. At that, the existing difficulties of implementing the paradigm of“knowledge economy”are related to old ideas of effective development of economy, science, and tech-nological spheres. This problem lies in the system of higher education, which needs substantial modernization. According to this thesis, the purpose of the research is stage-by-stage evaluation of formation of the“knowledge economy” formation through modernization of education system. In order to achieve this goal, it is necessary to solve the following tasks: study“knowledge economy” from the positions of determining the theoretical regularities and the essence of this category; conduct analysis of genesis of“knowledge economy”at various stages of society’s development; determine peculiarities of“knowledge econ-omy” in the system of higher education; form the system of “knowledge economy”according to the authors’ ideas. Scientific novelty of the research consists in studying the issue of“knowledge economy”through the prism of modernization of the system of higher education. Besides, the authors perform comparative evaluation of the levels of higher education of the USA and the Russian Federation and determine the final results of“knowledge economy” formation in each of the above models. The result of the research is formed proprietary system of interaction within“knowledge economy”, between the institutional environment of higher education, R&D system, market structures, state, and human. This research is interesting from the position of application of the new approach to studying the peculiarities of“knowledge economy” for-mation. According to this, the article will be interesting for specialists that participate in implementation of strategic projects in the sphere of formation of a new economic model of the country’s development.

1 Introduction
Globalization of the processes of development of technologies and transformation of scientific knowledge are caused by the necessity for changing the type of society’s development. The traditional paradigm of society management is replaced by “knowledge economy”, based on support for innovational development by means of creation of new knowledge. The main role belongs to human capital as a means of formation of new fundamental institutes that replacefinancial capital. However, despite the fact that the paradigm of“knowledge economy”is being implemented into various spheres of activities and spheres of international economy, the Russian Federation is an “outsider”in application of the elements of this model of economy. In order to solve this problem, it is necessary to create the infrastructure of industrial and digital economy, form new growth points in view of innovational knowledge, and modernize the system of higher education.
At present, the system of higher education of the Russian Federation experiences a range of difficulties, related to adaptation to the processes of globalization within the expansion of“knowledge economy”. Development of new technologies requires for-mation of inforfor-mation society that is capable of realizing the projects in everyday life, the process of constant studying and production activities. The system of higher education of the Russian Federation has another goal: it provides educational systems to the population. In the aspect of this goal, new source of knowledge that correspond to the global challenges of the 21stcentury do not form. Realizing the complexity of these problems, we deem it necessary to conduct stage-by-stage assessment of the “knowledge economy”model through modernization of the system of education. The following tasks should be solved for this:
– consider “knowledge economy”from the position of determining theoretical reg-ularities and essence of this category;
– conduct analysis genesis of“knowledge economy”at various stages of development of society;
– determine peculiarities of“knowledge economy”in the system of higher education; – form the system of“knowledge economy”according to the authors; ideas.
The methodology of this work include the method of theoretical analysis (stimu-lates determining common directions of the research on the issue of “knowledge economy”), comparative method (allows determining peculiarities of formation of “knowledge economy”by studying the peculiarities of creation of the higher education system), historical method (stimulates the grouping of the stage structure of “knowl-edge economy”), and method of systematization and generalization of knowl“knowl-edge (forms the authors’ subjective idea of the problems of development of “knowledge economy”).
2 Knowledge Economy: Theoretical Aspect of Development
of the Essence of the Notion
Formation of“knowledge economy”took place on the basis of efforts of economists in the sphere of systematization of knowledge that would become the basis of future development of large economies. These ideas are based on four approaches:
1. “Knowledge economy”as a prototype of“innovational economy”, implemented in the works of B. Asheim (Asheim 2012), L.A. Kormishkina, E.D. Kormishkin, V.A. Gorin, E.S. Zemskova (Kormishkina et al.2014), V. Draskovich, R. Jovovich, and M. Draskovich (Draskovich et al. 2013), V.I. Novichkov and K.I. Kapilina (Novichkov and Kapilina 2013).
2. “Knowledge economy”as a model with top-priority factor of“economic growth”, formed in scientific articles by S.E. Isachi and G. Chitiga (Isachi and Chitiga2014), F. Lafond (Lafond 2015), A.V. Dushin (Dushin 2013), and A.A. Ermilova (Ermilova2014).
3. “Knowledge economy”as an indicator of domination of science and technologies in formation of gross domestic product was reflected in the scientific works by R. Brown and R. Strizhenko (Brown and Strizhenko2011), C. Ciobanu (Ciobanu 2012), O.A. Stroeva, I.R. Lyapina, N.V. Mironenko, and E.V. Petrukhina (Stroeva et al.2016), Z. Mingaleva and I. Mirskikh (Mingaleva and Mirskikh 2010), N.V. Ovchinnikova and O.Y. Artemov (Ovchinnikova and Artemov2013).
4. “Knowledge economy”as an approach to implementation of economy of the future is reflected in the scientific works of Z. Khan, Y.K. Lew, and R.R. Sinkovics (Khan et al.2015), O.O. Komarevtseva (Komarevtseva2017), J. Routti (Routti2010), and S.M. Gasymov (Gasymov2013).
Let us view these approaches in detail. As for formation of the essence of “knowledge economy”, a lot of authors state that this definition is identical to the term “innovational economy”(Draskovich et al.2013; Novikov and Kapilina2013). Firstly, etymological differences of these notions are not significant (Asheim2012). Secondly, like in thefirst definition, the dominating role of this type of development belongs to innovations. Besides, interconnection between these two notions is not separate. There’s an opinion that the term “knowledge economy” is identical to definition “economy, based on knowledge”(Safiullin and Saygina 2016) and “new economy” (Kormishkina et al.2014).
Recently there appeared an opinion that “knowledge economy” is a model with top-priority factor of “economic growth”. Thus, simply speaking,“knowledge econ-omy”leads to economic growth (Lafond2015). This approach allows determining the moving forces of modern economy and comparing the factors of economic growth.
and Tsamalaidze2013). It should be noted that this concept is similar to the ideas of “knowledge economy”as an approach to implementation of economy of the future. This approach is based on application of technologies of smart city as the main ones in development of society and economy (Shmalenyuk2013). On the whole,“knowledge economy”is a precondition type of formation of economy of a new industrial type.
In this article, the topic of formation of“knowledge economy”is studied through modernization of the system of higher education. The main aspects of this topic are studied in the works of D. Khajeheian (Khajeheian2014), L. Maier and I. Birca (Maier and Birca 2015), V.V. Vorobyova (Vorobyova 2013), N.V. Smirnova, A.E. Cherepovitsyn, and A.A. Ilyinova (Smirnova et al.2013), and E.A. Yarushkina (Yarushkina2013). These research are based on theses related to the peculiarity of development of“knowledge economy”and the system of higher education in Russia, evaluation of formation of the “knowledge economy”elements in the universities of the USA and European countries, and determination of the role of higher education in establishment of the approach to “knowledge economy”. According to this, we deem it necessary to conduct analysis of genesis of“knowledge economy”at various stages of development of society.

Formation of the model of “knowledge economy” took place stage-by-stage. The preconditions of emergence of“knowledge economy”appeared according to the ten-dencies that took place in the world economy. They included the following:
– emergence of new technologies in the production sphere led to transformations in economies of developed countries;
– growth of the need for highly-professional personnel raised significance of science within the national economy;
– change of the methods of organization and functioning of market structured created vacuum in production of knowledge on the basis of practical developments within R&D.
Besides, the preconditions meant that the type of industrial and post-industrial econ-omy was ineffective and required transformation. Further development of econecon-omy could not be built only of using resources and information. It was necessary to develop another concept that would allow using public-private mechanisms and institutes that imple-mented the programs for provision of high living standards. According to this, American economists started implementing the concept of“knowledge economy”in 1975 in the aspect of need for formation of highly-developed human capital (Table1).
According to Table1, genesis of development of the“knowledge economy” ele-ments took place over 52 years, forming and enlarging knowledge in the sphere of innovational and technological development. Despite the formed foundation of this type of economic development, the concepts within“knowledge economy”changed. Let us view these changes depending on the periods distinguished by the authors.
formation of highly-developed human capital. During this period, human capital was viewed as the main production factor that stimulated creation and development of new productions, increase of effectiveness of feedback, and implementation of the programs of surpassing development.
The period of 1980-1983 determined the necessity for structural changes of labor efficiency. The concept of knowledge economy as a need for highly-qualified work force was important. Developed countries created optimal conditions for implemen-tation of precise projects and conducted research in the sphere of future development of national economy.
The period of 1984-1989 was the result of industrial development of economies– including the ones with administrative system of management. The main idea was the thought that competitiveness of the countries should be provided through science and technology. The concept“knowledge economy”began to be viewed as a resource of development of economic system on the whole.

The period of 1990-1995 formed the origins of the new economic model of the world economy’s development. The concept“knowledge economy”was determined as a factor of economic and production growth. At that, striving for perfect post-industrial development of economy did not stimulate the formation of new markets and tech-nological productions.
The period of 1996-2000 determined the change of priorities of human capital over investment capital. Innovations should develop only in a favorable investment climate, formed by the state. The concept “knowledge economy” included the conditions of development of economic relations in the process of creation of new product. The role of public-private partnership grew for thefirst time over a long period.
The period of 2001-2007 formed the significance of provision of economic development by means of high-tech sector. The concept of“knowledge economy”is included into the process of formation of analytical thinking within human capital. Priority is given to development of professional qualities of human capital.
The period of 2008-2012 is related to start of implementation of project manage-ment of economic growth. The concept of“knowledge economy”is viewed as a factor of development of communication technologies. Communications are very important in implementation of state programs and for efficiency of economic management at a company.
The period of 2013-2015 was supplemented by the elements of “knowledge economy”as a factor of development of information technologies. Authomatization of modernized productions and creation of new materials led to appearance of the inno-vational sector. New drivers of economic development, as well as economic growth, began to form in digital environment as a future paradigm of development of the world economy.
The period of 2016-2018 is predetermined by creation of the society of economic knowledge. Domination of information development within the concept“knowledge economy”continues. Present efforts within “knowledge economy” are aimed at cre-ation of effective infrastructure, namely: production of knowledge, high technologies, and scientific and technical developments within venture capital; reconsideration of old concept within fundamental sciences; improvement of infrastructure on implementation of transfer of innovational ideas and offers; transformation of higher education.
The aspect of economic development of Soviet/Russian society within“knowledge economy”is very interesting. Underrun in creation of innovational infrastructure and formation of new growth points of economic growth was set in ineffective economic policy, which was implemented since 1984-1989 (Table1). Unacceptability of implementation of a new model led to the fact that Russia’s economy is constantly behind the developed countries. However, with “knowledge economy”, there’s no division into developed, developing, and underdeveloped countries. There are countries that are leaders orfinal consumers of second-class goods.
According to this, the primary requirement of improving the situation in the sphere of formation of“knowledge economy”is modernization of higher education, which is based on formation of professional competences of the one who learns. Let us deter-mine peculiarities of “knowledge economy”in the system of higher education, con-ducting comparative assessment of the USA and the RF.

The system of higher education is a primary point in formation of“knowledge econ-omy”. This is caused by the fact that support for innovations should be ensured by global sources of knowledge, including universities which perform the role of educational institutes within“knowledge economy”. This support could be conducted on the basis of modernization of the system of higher education, which is caused by deep transfor-mations in economies of developed and developing countries; the necessity for quick and clear improvement of production technologies; lack of non-standard creative vision of future development of economy.
At that, the systems of higher education of the Russian Federation experiences a range of difficulties, which do not allow for transition to implementation of the main elements of“knowledge economy”. We think that these problem include the following: 1. Lack of sources of financing of developments in the sphere of “knowledge
economy”.
2. Bureaucratization of the R&D process, which reduces the effectiveness of creation of innovational products and technologies.
3. Absence of balance between the system of higher education of centers and periphery.
4. Increase of the processes of academic capitalism during solving the conflicts in selected top-priority directions of implementation of R&D.
Besides, despite the copying of the system of foreign higher education, imple-mentation of the models of“knowledge economy”differs. While the foreign system of higher education forms practical knowledge for implementation of this model, the Russian system of higher education follows the path of constant theoretical develop-ment of the current processes.
Thus, one system forms a practical approach by theoretical knowledge, and another forms a theoretical approach by determining methodological peculiarities of practical skills. Also, there is a difference between the models of“knowledge economy”in the aspect of the Bologna educational system (Figs.1 and2).
