HE MINISTRY of Energy and Mineral Resources (MEMR) is ready to crack down on the practice of gold mining without a permit on the land of the former Coal Mining Concession Work Agreement (PKP2B).Director of Coal Business Development at the Ministry of EMR, Lana Saria, said that the government is working with the police to handle gold mining without a permit.
"Regarding gold mining without a permit, the government is cooperating with the National Police Chief, Regional Police and Resort Police," explained Lana to Kontan, Sunday (19/6).
Lana continued, the use of ex-PKP2B land was directed according to the approved post-mining plan (RPT).
Lana did not elaborate further on the latest developments for the ex-PKP2B lands that have been reduced.
According to Kontan's previous report, currently the total land area of the former first generation PKP2B has reached 90,441 ha. This amount consists of 34,583 ha of ex PT Tanito Harum's land, 22,900 ha of ex PT Arutmin Indonesia's land and 23,395 ha of former PT Kaltim Prima Coal land and 9,563 ha of ex PT Multi Harapan Utama's land.
Acting Director of Mineral and Coal Program Development, Sunindyo Suryo Herdadi explained, currently the former PKP2B area of East Kalimantan Prima Coal is in the evaluation stage to be designated as WIUPK or WPN.

KEMENTERIAN Energi dan Sumber Daya Mineral (ESDM) siap menindak praktik pertambangan emas tanpa izin di lahan eks Perjanjian Karya Pengusahaan Pertam- bangan Batubara (PKP2B).
Direktur Pembinaan Pengusahaan Batubara Kementerian ESDM Lana Saria mengatakan, upaya penanganan pertambangan emas tanpa izin dilakukan pemerintah dengan menggandeng kepolisian.
"Terkait pertambangan emas tanpa izin, pemerintah bekerjasama dengan Kapolri, Polda dan Polres," terang Lana kepada Kontan, Minggu (19/6).
Lana melanjutkan, untuk pemanfaatan lahan eks PKP2B diarahkan sesuai dengan rencana pasca tambang (RPT) yang telah disetujui.
Lana tak merinci lebih jauh perkembangan terkini untuk lahan-lahan eks PKP2B yang telah diciutkan.
Dalam pemberitaan Kontan sebelumnya, saat ini total lahan eks PKP2B generasi pertama mencapai 90.441 ha. Jumlah ini terdiri dari lahan eks PT Tanito Harum sebesar 34.583 ha, lahan eks PT Arutmin Indonesia sebesar 22.900 ha dan lahan eks PT Kaltim Prima Coal sebesar 23.395 ha serta lahan eks PT Multi Harapan Utama sebesar 9.563 ha.
Plt. Direktur Pembinaan Program Mineral dan Batubara, Sunindyo Suryo Herdadi menjelaskan, saat ini untuk wilayah eks PKP2B Kaltim Prima Coal sedang dalam tahap evaluasi untuk ditetapkan menjadi WIUPK atau WPN.

"Some of the ex-Arutmin areas have been proposed to become WIUPK," he explained to Kontan.co.id, Thursday (16/6).
Then, after the WIUPK was established, Sunindyo said, according to the provisions of the law, the area would be offered priority to SOE and ROE.
Executive Director of the Indonesian Coal Miners Association (APBI) Hendra Sinadia said, according to the information he knows, so far the land of former PT Arutmin Indonesia which has been released (shrunk) and returned to the government, there is no news whether it will be auctioned off or given to SOEs.
"That's why many PETI activities are carried out in the area," he said.
Meanwhile, said Hendra, for the ex-region of PT Kaltim Prima Coal, it is also reported that mining activities there are still relatively safer.
Chairman of the Association of Indonesian Coal and Energy Suppliers (Aspebindo) Anggawira hopes that business actors will be involved in the plan to exploit the existing lands.
"We need to talk about the mechanism (of the business). We have to make sure the management," said Anggawira to Kontan.
Aspebindo has not yet been able to determine whether the existing lands have potential or not. For this reason, it is still necessary to confirm whether the land that has been reduced by the government has previously been used or not.

Lantas, setelah WIUPK ditetapkan, Sunindyo mengatakan, sesuai ketentuan perundangan bahwa wilayah tersebut akan ditawarkan terlebih dahulu secara prioritas kepada BUMN dan BUMD.
Direktur Eksekutif Asosiasi Penambang Batubara Indonesia (APBI) Hendra Sinadia bilang, menurut informasi yang diketahui- nya, sejauh ini lahan eks PT Arutmin Indonesia yang dilepas (diciutkan) dan dikembalikan ke pemerintah belum ada kabar terbaru apakah mau dilelang atau diberikan ke BUMN.
“Makanya banyak kegiatan PETI dilakukan di wilayah tersebut,” ujarnya.
Sedangkan, kata Hendra, untuk eks- wilayah PT Kaltim Prima Coal, kabarnya juga kegiatan pertambangan di sana masih relatif lebih aman.
Ketua Umum Asosiasi Pemasok Energi dan Batubara Indonesia (Aspebindo) Anggawira mengharapkan, pelaku usaha dilibatkan dalam rencana pengusahaan lahan-lahan yang ada.
"Kita perlu diajak bicara bagaimana mekanisme (pengusahaan). Harus pastikan tata kelolanya," kata Anggawira kepada Kontan.
Aspebindo pun belum bisa menentukan apakah lahan-lahan yang ada potensial atau tidak. Untuk itu, masih perlu di- pastikan mengenai lahan yang diciutkan oleh pemerintah ini apakah lahannya sebelumnya sudah dimanfaatkan atau belum.

Kobexindo Distributes Dividends of Rp20.45 Billion

HE ANNUAL general meeting of shareholders (AGMS) of PT Kobexindo Tractors Tbk (KOBX) decided to distribute dividends of US$ 1,433,352 or equivalent to Rp. 20.45 billion or 10.6% of net profit in 2021. In addition, the shareholders also Approved the allocation of net profit for 2021 of US$ 27,865 as a reserve fund, and the remaining unspecified use of 2021 net profit of US$ 12,084,085 as retained earnings.The President Director of Kobexindo Tractors, Andry B Limawan in a press release in Jakarta, yesterday said that this dividend distribution is a form of the company's gratitude for the support and trust of the shareholders. In addition to the distribution of dividends, the shareholders also approved the agenda for changing the members of the Board of Commissioners, namely adding Christina as an independent commissioner.
Andry said that this decision cannot be separated from KOBX's solid performance in 2021. Revenue grew 134.11% through- out 2021 to US$ 119.32 million compared to 2020 which was US$ 50.97 million. The largest contributor came from sales of heavy equipment units, which grew 205.01% throughout 2021 and contributed 75.42% to consolidated revenue. This revenue growth boosted the profit that could be allocated to the parent owner of US$ 13.52 million, after experiencing a loss of US$ 10.46 million in 2020.

APAT umum pemegang saham tahunan (RUPST) PT Kobexindo Tractors Tbk (KOBX) memutuskan untuk membagikan dividen sebesar US$ 1.433.352 atau setara Rp 20,45 miliar atau 10,6% dari laba bersih tahun 2021. Selain itu, para pemegang saham juga menyetujui alokasi laba bersih 2021 sebesar US$ 27.865 sebagai dana cadangan, serta sisa dari laba bersih 2021 yang tidak di- tentukan penggunaannya sebesar US$12.084.085 sebagai laba ditahan.
Direktur Utama Kobexindo Tractors, Andry B Limawan dalam siaran persnya di Jakarta, kemarin mengatakan, pembagian dividen ini merupakan bentuk terima kasih perseroan atas dukungan dan kepercayaan para pemegang saham. Selain pembagian dividen, para pemegang saham juga menyetujui agenda perubahan anggota Dewan Komi- saris, yaitu menambah Christina sebagai komisaris independen.
Disampaikan Andry, keputusan tersebut tidak dapat dipisahkan dari kinerja solid KOBX pada 2021. Pendapatan tercatat tumbuh 134,11%

In the first quarter of 2022, KOBX posted revenue growth of 106.23%. Sales as of the end of March were recorded at US$ 46.52 million compared to US$ 22.56 million in the same period last year. Even the bottom line of KOBX recorded significant growth.
Net profit jumped 295.58% or reached US$
3.94 million in the first quarter of 2022 compared to the same period last year of US$ 996,976.
In order to maintain the revenue structure between mining and non-mining, KOBX continues to strengthen diversification. In 2022, KOBX has diversified into the construction sector by bringing in Dynapac and Doosan Portable Power products, after previously entering the mining contractor service sector in 2021.

HE PRICE of coal this week is predicted to rise again after Russia cut gas flows to Europe.In the last trading last week, Friday 917/6/

ARGA batu bara pada pekan ini diramal akan kembali merangkak naik setelah Rusia memangkas aliran gas ke Eropa.Pada perdagangan terakhir pekan lalu, Jumat 917/6/2022), harga batu bara kontrak Juli di pasar internasional ditutup menguat 3,6% ke posisi US$ 358,75%.
Dalam sepekan, harga batu bara naik 4%
secara point to point. Kenaikan tersebut menjadi pembalikan setelah batu hitam amblas 11,7% pada pekan sebelumnya.
Namun, harga batu bara masih anjlok 10,2% dalam sebulan. Selama setahun ke belakang, harga masih melonjak 188,7%.

Demand is expected to increase after Russia cut gas supplies to a number of European countries. Market participants had actually predicted that Russia would cut gas supplies to Europe but they were worried that a worse situation could happen that could make coal demand soar and supply tight again.
"Supply disruptions in gas and coal will trigger a rally. Coal supply is sufficient but coal prices will continue to be carried away by rising gas prices," said the trader, as quoted by Montel news.
After cutting gas to Finland, Poland, Bulgaria, Denmark, the Netherlands, Gazprom has also limited its supply to Europe, which flows through the Nord Stream 1 pipeline to Germany. This decision ultimately reduced the flow of gas to Italy which was obtained from the same route.
On Friday (06/17/2022), the Russian- owned company Gazprom said it would cut gas supplies to Germany via the Nord Stream 1 pipeline by 60%, more than the initial estimate of 40%.
The German cabinet has agreed to cut gas consumption in the electricity sector for next winter to 10.4 Giga Watt (GW). They will also reactivate coal and oil plants as reserves in anticipation of a surge in demand.
"To reduce gas consumption, the use of gas must be reduced. Instead, coal power plants will be used more often. This reality is bitter but this must be done to reduce gas consumption," said German Economy Minister Robert Habeck, as reported by CNN.

Setelah memotong gas ke Finlandia, Polandia, Bulgaria, Denmark, Belanda, Gazprom juga membatasi pasokannya ke Eropa yang dialiri melalui pipa Nord Stream 1 ke Jerman. Keputusan ini akhirnya mengu- rangi aliran gas ke Italia yang didapat dari jalur yang sama.
Pada Jumat (17/6/2022), perusahaan Gazprom yang dimiliki Rusia mengatakan akan memangkas pasokan gas ke Jerman yang dialirkan melalui pipa Nord Stream 1 sebesar 60%, lebih besar daripada per- kiraan awal yakni 40%.

Shipments could be increased to 12 million tonnes depending on the situation.
Zuhdi added that the surge in commodity prices that has occurred since the Russo- Ukrainian war will also reduce demand so that prices can return to their funda- mentals.

Namun, analis Industri Bank Mandiri Ahmad Zuhdi memperkirakan harga batu bara bisa terkoreksi pada pekan ini karena sejumlah faktor, salah satunya karena ancaman kembalinya lockdown di China.
Pekan lalu sebagian kota Shanghai 'digembok' akibat kenaikan kasus positif Covid-19.
China melaporkan adanya tambahan kasus sebanyak 159 pada Sabtu (18/6/2022), lebih rendah dibandingkan 204 pada hari sebelumnya. Namun, kebijakan zero case yang dianut China membuat negara ter- sebut memperketat kebijakan di sejumlah wilayah untuk menekan penyebaran.
Zuhdi mengatakan permintaan dari India kemungkinan melandai setelah mereka mengejar pasokan. "India sudah mulai menstabilkan stok batu bara mereka untuk kebutuhan jangka pendek," tutur Zuhdi, kepada CNBC Indonesia.
Perusahaan tambang batu bara India Coal India yang ditugasi pemerintah untuk melakukan impor telah mengumumkan tender impor sebanyak 6 juta ton.
Pengiriman bisa dinaikkan menjadi 12 juta ton tergantung situasi.

Coal Demand Rises, Experts Encourage Accelerated Use of

LPHA Research Database researcher Ferdy Hasiman hopes that the momentum of increasing demand for coal from a number of countries which are non- traditional markets can also be enjoyed by lower-middle-class mining companies, which so far have relatively no access to global markets.Ferdy asked the government to negotiate with prospective buyers to involve small and medium-sized mining companies related to plans to fulfill coal supply in the midst of this year's energy disruption.
“Therefore, we hope that not only big producers can profit from this coal export, but also small ones. The government must be able to negotiate with lower-middle- class coal companies in Kalimantan and Sumatra," said Ferdy by telephone, Friday (17/6/2022).
On the other hand, Ferdy said, there are a number of obstacles for lower middle class domestic coal producers to participate in selling goods to the international market.
In addition to the relatively high shipping costs, transaction infrastructure also tends to be the reason small producers are reluctant to join the export market.
"The government must guarantee the use of local currency settlement for small companies so that they are immediately taken care of, otherwise they cannot participate in exports," he said.

ENELITI Alpha Research Database Ferdy Hasiman berharap momentum kenaikan permintaan batu bara dari sejumlah negara yang merupakan pasar non- tradisional dapat ikut dinikmati oleh per- usahaan tambang menengah ke bawah yang selama ini relatif tidak memiliki akses ke pasar global.Ferdy meminta pemerintah dapat ber- negosiasi dengan calon pembeli untuk ikut melibatkan perusahaan tambang me- nengah ke bawah terkait dengan rencana pemenuhan pasokan batu bara di tengah disrupsi energi tahun ini.
“Karena itu berharap bukan hanya produsen gede yang dapat untung dari ekspor batu bara ini, tetapi juga yang kecil- kecil. Pemerintah harus bisa bernegosiasi dengan perusahaan batu bara menengah ke bawah yang banyak di Kalimantan dan Sumatra,” kata Ferdy melalui sambungan telepon, Jumat (17/6/2022).
Di sisi lain, Ferdy mengatakan, terdapat sejumlah hambatan produsen batu bara domestik kelas menengah ke bawah untuk ikut menjual barang ke pasar inter- nasional. Selain biaya pengapalan yang relatif lebar, infrastruktur transaksi juga cenderung menjadi alasan produsen kecil itu enggan bergabung ke dalam pasar ekspor.
“Pemerintah harus menjamin penggunaan mata uang lokal atau local currency settlement pada perusahaan yang kecil- kecil itu agar segera diurus, kalau tidak mereka tidak bisa ikut ekspor,” tuturnya.

Coal Production Target
As previously reported, the Ministry of Energy and Mineral Resources (ESDM) will increase the coal production target in the work plan and budget or RKAB of companies that have IUPs by the middle of this year.
This step was taken in line with the increasing demand for coal commodities from several European countries and India in the midst of the ongoing disruption of global energy supply.
Director General of Mineral and Coal (Dirjen Minerba) of the Ministry of EMR, Ridwan Djamaluddin, said that Germany has officially submitted a request for coal to reach 150 million tons this year. Meanwhile, some other countries are still waiting for the official submission process which is predicted to increase the mining production target by the end of the year.
"Later we will add production in the RKAB, there is no figure yet but the description of the demand is already 150 million [tons], that's what German figures speak for as far as I know," Ridwan said when met after the Briefing to the Acting Governor and Acting Regent/Mayor in Ministry of Home Affairs office, Thursday (16/6/2022).
Percepatan sistem local currency settlement (LCS) pada transaksi batu bara itu, kata dia, bakal ikut berdampak positif pada upaya produksi dan pengiriman komoditas emas hitam itu ke tengah pasar. Dengan demikian, rencana pemerintah untuk menaikkan target produksi pada rencana kerja dan anggaran belanja (RKAB) tahun ini relatif bakal terbantu lewat percepatan LCS itu di sektor perdagangan batu bara.

Target Produksi Batu Bara
Seperti diberitakan sebelumnya, Kemen- terian Energi dan Sumber Daya Mineral (ESDM) bakal menaikkan target produksi batu bara pada rencana kerja dan anggaran belanja atau RKAB perusahaan yang memiliki IUP pada pertengahan tahun ini.
Langkah itu diambil seiring dengan mening- katnya permintaan komoditas batu bara dari sebagian negara eropa dan India di tengah disrupsi pasokan energi global yang masih berlanjut.
Direktur Jenderal Mineral dan Batu Bara (Dirjen Minerba) Kementerian ESDM Ridwan Djamaluddin mengatakan Jerman secara resmi sudah mengajukan permintaan batu bara mencapai 150 juta ton pada tahun ini. Sementara itu, sebagian negara lain masih menunggu proses pengajuan resmi yang diprediksi ikut menaikkan target produksi tambang hingga akhir tahun.
“Nanti kita akan tambahkan produksinya di RKAB, belum ada angkanya tapi gambaran permintaanya sudah 150 juta [ton], itu yang bicara angka Jerman kalau yang saya tahu,”
kata Ridwan saat ditemui selepas acara Pengarahan Kepada Penjabat Gubernur dan Pejabat Bupati/Walikota di kantor Kemen- terian Dalam Negeri, Kamis (16/6/2022).

Ridwan memastikan kapasitas produksi di dalam negeri relatif stabil hingga akhir tahun seiring dengan permintaan yang signifikan dari sejumlah negara non tradisional. Realisasi Produksi Batu Bara
Adapun, realisasi produksi batu bara hingga pertengahan tahun ini masih relatif rendah akibat gangguan cuaca pada awal tahun ini.
Selain itu, pendanaan yang seret dari perbankan turut memengaruhi kegiatan eksplorasi pada hulu tambang batu bara.
Berdasarkan data Minerba One Data Indonesia per Jumat (17/6/2022), realisasi produksi batu bara baru mencapai 271,78 juta ton. Sementara realisasi ekspor menyentuh di angka 95,79 juta ton dan domestik berada di kisaran 72,65 juta ton.
Di sisi lain, pemenuhan pasar domestik atau domestic market obligation (DMO) sudah mencapai 54,03 juta ton.
Sementara itu, Bursa ICE Newcastle per Jumat (17/6/2022) menunjukan harga batu bara untuk kontrak Juli 2022 kembali mengalami penguatan setelah naik 0,41 persen ke posisi US$346,4 per ton. Dalam tiga bulan terakhir harga batu bara terus mengalami kenaikan sebesar 51,17 persen dari perdagangan Maret 2022 di posisi US$198,30 per ton.

Lana menambahkan, sejauh ini pun belum ada keputusan final untuk permintaan dari Jerman. Untuk itu, saat ini revisi Rencana Kerja dan Anggaran Belanja (RKAB) belum akan dilakukan.
"Bila sudah final akan ada revisi," terang Lana.
Tercatat, pada penghujung Mei 2022 lalu, pihak Jerman mengungkapkan keinginannya untuk kerja sama suplai batubara dari Indonesia pada pertemuan antara Menteri ESDM dengan CEO Asosiasi Perusahaan Batubara di Jerman (VDKI) dan juga CEO HMS Bergbau AG, Lars Schernkau di Berlin.
"Pada pertemuan tersebut disampaikan bahwa 50% dari suplai batubara Jerman berasal dari Rusia, dan dengan perkembangan situasi saat ini Jerman ingin mengembangkan kerja sama suplai batubara dari Indonesia," kata Kepala Biro Komunikasi Layanan Informasi Publik dan Kerja Sama Kementerian ESDM, Agung Pribadi dalam keterangan resmi, Mei lalu.

Ia mengatakan Pemprov Kepulauan Bangka Belitung telah mengeluarkan kebijakan membentuk Satgas Tambang Timah Ilegal untuk mengatasi penambangan ilegal yang merusak lingkungan dan merugikan masyarakat serta pemerintah.
"Penambangan ilegal ini marak, karena ada kolektor yang menampung dan membeli bijih timah dari hasil tambang tanpa izin tersebut," ujarnya.
Oleh karena itu, kata Ridwan Djamaluddin, juga menjabat sebagai Dirjen Minerba Kementerian ESDM meminta kolektor dan pengusaha tambang mendukung kebijakan pemerintah provinsi ini dengan tidak lagi membeli bijih timah ilegal ini.

India's domestic coal production goes up by 28% as of 16 June

FTER a record-breaking coal production of 777 million tonnes (MT) in 2021-22, domestic coal production continues to witness an increasing trend in the current financial year as well.The total domestic coal production in 2022-23, as of May 31, 2022, is 137.85 MT, which is 28.6 per cent more as compared to the production of 104.83 MT in the same period of last year. This trend is being maintained in June, 2022 also, the Ministry of Coal said today.
The coal production by Coal India Ltd (CIL) is 28 per cent more than the production in the same period of the previous year (as of June 16, 2022). The Domestic coal production target for the current financial year is 911 MT which is 17.2 per cent more than the previous year.
The coal imports for blending by the Domestic Coal Based (DCB) power plants have dropped to 8.11 MT in the year 2021-22 which has been the lowest coal import in the last eight years.
This was possible solely due to the robust coal supply from domestic sources and increased domestic coal production.
The Imported Coal Based (ICB) power plants had imported coal of more than 45 MT per year from 2016-17 to 2019-20. However, coal import by the ICB power plants dropped to the lowest level of 18.89 MT in 2021-22 and the generation from these plants also dropped to 39.82 billion units (BU) in the year 2021-22 as compared to the 100+ BU which these plants have been generating since quite some time. This year too their generation remains very low due to high price of imported coal.
In the last five years, the coal-based power generation has grown at a CAGR of 1.82 per cent whereas the domestic coal supply to power sector had grown at a CAGR of 3.26 per cent.
Thus, coal supply to power sector has outpaced the growth in coal-based power generation and continues to do so in the present year too.
In the year 2021-22, coal supply from CIL to the DCB power plants has been more than the supply required to be made under Fuel Supply Agreement (FSA). CIL had supplied 540 MT coal, out of which 483 MT coal was supplied against FSA. This coal was sufficient for the power plants to run at 69 per cent PLF whereas the DCB power plants operated at a PLF of only 61.3 per cent in the year 2021-22. In the year 2022-23, as per FSA, CIL was supposed to supply 120.67 MT coal to its linked power plants (at 85 per cent PLF) whereas CIL had supplied 129.58 MT coal (till 16.06.22). This supply is 7.4 per cent more than the supply required by the plants if they operate at 85 per cent PLF. The plants have operated at about 70 per cent PLF and the CIL coal supply to its FSA-linked plants is 30.4 per cent more than their requirement.

With increased production, the rake supply from CIL to the power sector has also been at an all-time high. The rake loading to power sector increased from 215.8 rakes per day in 2020- 21 to 271.9 rakes per day in 2021-22, registering a growth of 26 per cent.
In the current year also (till June 16, 2022), the rake supply from CIL to power sector has increased by 25 per cent as compared to the same period of last year. At the same time, coal stocks at pit head power plants are much higher than the distant plants.
The DCB power plants have generated a record high power of 3.3 BU per day in the month of June 2022 (till June 16, 2022). The coal stock at the DCB power plants during this period, however, have not depleted, rather the same has increased from 21.85 MT (as on June 1, 2022) to 22.64 MT (as on June 16, 2022). This reflects the robust coal production and sufficient supply to keep up with the increasing demand. The coal stock is sufficient for more than 10 days' requirement.
As on 16 June 2022, coal stock at different domestic coal mines is more than 52 MT, which is sufficient for about 24 days requirement of power plants. In addition to it, about 4.5 MT coal stock is available at various Goodshed sidings, Private Washeries and ports and is awaiting to be transported to the power plants.
During the monsoons, despite having high coal stock at mine ends, the coal companies face problems in transporting coal to the sidings due to flooding of mines and the wet coal jamming the Coal Handling Plants conveyor systems.
Even by end of the second quarter, coal stocks remain high at CIL mines when stocks are low at thermal plant end. There domestic coal production is not an issue. The coal supplies from CIL are more than the FSA requirements.
However, CIL has agreed to import coal for the interested power sector consumers (State Gencos and IPPs) and have floated a short-term tender for 2.4 MT imported coal for supply within three months and two long term imported coal supply tenders of 6 MT each for supply over a period of one year.
The ICB power plants and the Gas based power plants have been operating at very low capacities due to constraints in easy availability of required fuel and issues related to PPAs.
However, coal supplies from CIL and other domestic sources is sufficient to ensure that there is adequate coal at the power plants during the monsoon season.
China's coal output up 10.3 pct in May

HINA's raw coal output sustained steady growth in May as policy measures to ensure energy supply and stabilize prices have taken effect, official data showed.The output rose 10.3 percent year on year to 370 million tonnes last month, according to the National Bureau of Statistics.
The growth rate was 0.4 percentage points lower than that in April, the bureau said.

New Wyoming facility to boost extraction of REEs from coal

OMPANIES and researchers developing asphalt, graphene, graphite, agricultural char, and carbon fibre and extracting rare earths from coal and coal byproducts, now have a 9.5-acre site to work on their innovations.Earlier this week, non-profit Energy Capital Economic Development officially opened the Wyoming Innovation Center (WyIC), a 5,500-square-foot coal commercialization facility located on a reclaimed mine site in the US’ coal-rich “Carbon Valley” region. This area hosts 65 billion tons of recoverable coal.
Built under a $1.5-million grant from the Wyoming Business Council and a $1.46-million grant from the US Economic Development Administration, the WyIC features two buildings and seven demonstration sites for pilot plants, for private companies and researchers to advance coal-to-product and rare earth element processes.
In a press release, Energy Capital Economic Development said that tenants at WyIC will focus on evaluating the commercial viability of high-value nonfuel, low- or zero-emissions products made from coal and extracting REEs found in coal fly ash.
Previous studies have shown that the region’s Powder River Basin coal contains high extractable rare earth element content in portions of the coal seams—particularly in the coal ash materials produced at power plants.
“It’s the perfect destination for us to fulfill our mission— to research and develop the commercialization of rare earth elements,” Tom Tarka, an engineer at the National Energy Technology Laboratory (NETL), said. NETL focuses on applied research for producing and using clean energy resources and is the Wyoming Innovation Center’s first tenant.
According to Tarka, in addition to the massive facilities, the main draw of the WyIC is the 7.5- acre demonstration sites that function as an open-access platform for tenants to upscale lab- proven processes from using a few pounds of coal a day to processing up to several hundred pounds of coal or coal byproducts daily.

India's Russian coal buying spikes as traders offer steep discounts

NDIA's purchases of Russian coal have spiked in recent weeks despite global sanctions on Moscow, as traders offer discounts of up to 30 per cent, according to two trade sources and data reviewed by Reuters.Russia, facing severe Western sanctions over its invasion of Ukraine, warned the European Union in April against sweeping sanctions on coal, saying they would backfire as the fuel would be redirected to other markets.
India has refrained from condemning Russia, with which it has longstanding political and security ties, while calling for an end to violence in Ukraine. New Delhi defends its purchases of Russian goods as part of an effort to diversify supplies and argues a sudden halt would jack up world prices and hurt its consumers.
US officials have told India there is no ban on energy imports from Russia but they do not want to see a "rapid acceleration".
Yet as European importers shun trade with Moscow, Indian buyers are lapping up huge quantities of Russian coal despite high freight costs.
Its purchases of coal and related products jumped more than six-fold in the 20 days through Wednesday from the same period a year earlier to $331.17 million, according to unpublished Indian government data reviewed by Reuters.
Indian refiners similarly have snapped up cheap Russian oil shunned by Western countries.
The value of India's oil trade with Russia in the 20 days through Wednesday jumped more than 31-fold to $2.22 billion, the data showed.
India's trade ministry did not immediately respond to a request for comment on Saturday.
"The Russian traders have been liberal with payment routes and are accepting payments in Indian rupee and United Arab Emirates dirham," one source said. "The discounts are attractive, and this trend of higher Russian coal purchases will continue."
Coal buying to continue
Offshore units of such Russian coal traders as Suek AG, KTK and Cyprus-based Carbo One in places including Dubai and Singapore offered discounts of 25 per cent to 30 per cent, triggering bulk purchases of Russian thermal coal by traders supplying to utilities and cement makers, the sources said.
The second source said the Singapore-based unit of Suek was also accepting payments in dollars.
Suek and KTK did not immediately respond to requests for comment. Reuters could not immediately reach Carbo One.
