Herbert Simon rational model assumes
Decision makers have knowledge of their
alternatives and of the consequences of
implementing those alternatives, but that real
decision makers often posses incomplete and
imperfect information about alternatives and
consequences.
The rational models ignored the internal politics of
the organizational system.

Implication of Bounded Rationality
In some situation, decision makers will have too little
information to meet the demands of the rational
model. (ex: complexity and changing environment)
Derives from an understanding of conflicting goals.
Interpretation is not problematic because there is
agreement
about the framework within which
decision makers are making their choices, that is,
there is concencus about goals and values.

Disagreement vs Agreement
Disagreement (regardless of wheter it is associated
with uncertainty or ambiguity) is a critical factor
establishing what sort of decision-making process
will unfold in a given situation.
With agreement, the condition of rational
decision-making model are more likely to met, than under
conditions of disagreement.
Disagreement has several faces
1.Disagrements about goals to pursue or problems
to solve (what direction to take)
2.
Disagrements about what knowledge to bring to
bear on the decision-making process, in other
words, about how the goals should be achieved.
The first form of disagreement involves ambiguity,
while the second is generally a problem of uncertainty
(too litle information).
Kelemahan & Keterbatasan dalam Pengambilan Keputusan (Sanchez & Heene, 2004)
Pengambil keputusan tidak jarang mengabaikan informasi
penting.
Cenderung secara selektif berfokus pada informasi yang
cocok dengan perasaan atau opini mereka mengenai suatu keadaan.
Tidak jarang terlalu cepat melakukan goal-drift
(menurunkan sasaran).
Terkadang tidak mengacuhkan peluang-peluang yang
belum pernah tergali.
Lebih suka pada peluang-peluang “baru” yang secara
konseptual dekat dengan proses-proses organisasional yang ada saat ini.

Khususnya untuk masalah-masalah teknis yang
terdefinisi secara jelas (
ex: engineering
), biasanya
dibekali dengan berbagai perangkat atau alat
bantu pengambil keputusan, seperti prosedur
statistik, dll.
Sehngga permasalahan yang kompleks sekalipun
masih dapat dijabarkan secara sederhana,
sehingga memudahkan pengambilan keputusan
secara rasional.
Trial & Error
Keputusan tidak diambil secara drastis, melainkan
dicoba dulu satu langkah kecil atau terbatas,
kemudian dilihat dampak atau hasilnya.
Jika hasilnya positif, maka dilanjutkan dalam
langkah yang lebih besar dan luas.
Jika hasilnya negatif, diambil langkah atau solusi
alternatif yang berbeda dari sebelumnya (
plan B
),
dmeikian seterusnya.
Coalition Method
Biasa terjadi di organisasi besar, dimana berbagai
kepentingan dan kelompok saling memperebutkan sumber daya organisasi untuk mewujudkan berbagai tujuannya sendiri.
Model keputusan koalisi, dimana suara terbanyak adalah
pemenang atau semacam voting, tidak ideal untuk keutuhan organisasi, karena cnderung mempertajam friksi.
Pada kondisi dimana ketidaksepakatan mengenai tujuan
sedemikian tajam, tampaknya tidak ada cara lain yang lebih efektif selain „voting‟.
Garbage Can Model
Keputusan-keputusan diambil secara acak (random), oleh
peserta secara silih berganti, melalui perumusan maslaah yang tidak ada hubungannya satu sama lain.
Organisasi, hanya semacam wadah yang menampung
beraneka jenis keputusan dari peserta yang berbeda-beda.
Bukan tidak adanya kesepakatan mengenai cara dan
tujuan, melainkan lebih kepada sifat aktivitas anggota organisasi yang terpecah-pecah oleh bermacam-macam urusan yang berbeda, sehingga tidak ada waktu untuk senantiasa ikut serta memproses keputusan secara penuh.
Intuisi

Keputusan intuitif lahir dari kemampuan seseorang mengintegrasikan dan menggunakan informasi dari otak kiri maupun otak kanan. (Agor)
Merupakan hasil perpaduan antara data yang bersifat faktual dan isyarat-isyarat yang bersifat perasaan (feeling).
Intuisi penting digunakan pada saat :
Permasalahan yang dihadapi mengandung unsur ketidakpastian yang tinggi.
Tidak ada atau sangat sedikit contoh atau preseden yang serupa. Variabel-variabel keputusan tidak bisa diprediksi secara ilmiah. “Fakta-fakta” yang tersedia sangat sedikit.
Analisis data tidak banyak membantu.
Terdapat sejumlah alternatif pemecahan masalah , yang masing-masing masuk akal dan memiliki argumen yang sama kuat.
Waktu untuk mengambil keputusan sangat sempit dan keputusan harus diambil dengan segera.

When action rationality is invoked, the
usefulness of irrationality in the
decision-making process becomes clear.
Conflicting, contradictory, or incompatible
alternatives can paralyze action by
undermining expectations of success.

makers should:
Analyze few alternatives, and of these it is best if only one
has a good chance of being accepted (proposing unacceptable alternatives reinforces the decision to accept the preferred alternative with positive consequences for expectations of success, motivation, and commitment).
Consider only positive consequences of the favored
alternative (this reduces doubt, bolsters expectation of success, and creates enthusiasm and commitment to the alternative).
Avoid formulating objectives in advance; instead
reformulate the predicted consequences of the favored alternative as your decision-making criteria (this support motivation and commitment to the selected alternative).
