ABSTRAK
Pelayanan keperawatan melalui asuhan keperawatan mempunyai peranan penting dalam menghasilkan kualitas pelayanan kesehatan di rumah sakit. Kinerja Rumah Sakit Umum Melati Perbaungan, Kabupaten Serdang Bedagai ditemukan belum optimal. Pencapaian BOR (Bed Occupancy Rate) tahun 2011, sebesar 40% sementara target 60-85%. Pencapaian BOR yang belum optimal terkait dengan budaya kerja dan motivasi perawat dalam memberikan asuhan keperawatan kepada pasien.
Penelitian ini bertujuan untuk menganalisis pengaruh budaya kerja dan motivasi terhadap kinerja perawat pelaksana di ruang rawat inap Rumah Sakit Umum Melati Perbaungan Kabupaten Serdang Bedagai. Jenis penelitian survei explanatory. Penelitian ini dilaksanakan bulan Maret sampai dengan Juni 2012. Populasi adalah seluruh perawat pelaksana sebanyak 43 orang dan seluruh populasi dijadikan sampel. Data diperoleh dengan wawancara dan observasi menggunakan kuesioner, dianalisis dengan regresi berganda pada pengujian α=0.05.
Hasil penelitian menunjukkan bahwa secara statistik variabel budaya kerja dan motivasi berpengaruh signifikan terhadap kinerja perawat pelaksana di Rumah Sakit Umum Melati Perbaungan Kabupaten Serdang Bedagai. Variabel motivasi berpengaruh lebih besar terhadap kinerja perawat..
Disarankan kepada manajemen Rumah Sakit Umum Melati Perbaungan Kabupaten Serdang Bedagai untuk: (1) mensosialisasikan budaya kerja pada seluruh karyawan di lingkungan rumah sakit, sehingga para pegawai memahami secara benar mengenai budaya kerja yang diterapkan dan dapat dipedomani dalam menjalankan setiap kegiatan atau aktivitas yang berkaitan dengan organisasi, (2) membuat kebijakan khusus yang tegas kepada perawat melalui kegiatan pendisplinan korektif berupa pemberian sanksi dan mengupayakan pembuatan SOP yang baku, sehingga pelaksanaan asuhan keperawatan berjalan optimal, (3) mengupayakan pemberian reward dan punishment melalui peningkatan gaji atau insentif sesuai dengan kemampuan manajemen.

ABSTRACT
Nursing service plays an important role in producing health service quality in a hospital. The performance of Melati General Hospital, Perbaungan, Serdang Bedagai District, is not optimal. The achievement of BOR (Bed Occupancy Rate) in 2011 was 40% of the target of 60% to 85%. This undesirable achievement of BOR was related to the work culture and motivation of the nurses in providing the nursing to the patients.
The aim of the research was to analyze the influence of work culture and motivation on the nurses performance in the inpatient wards of Melati General Hospital, Perbaungan, Serdang Bedagai District. The type of the research was an explanatory survey. The research was conducted from March until June, 2012.The population was 43 nurses, and all of them were used as the samples. The data were gathered by conducting interviews and observation, using questionnaires, and analyzed by using multiple regression test with α=0.05.
The results of the research showed that statistically the variables of work culture and motivation had significant influence on the nurses performance at Melati General Hospital, Perbaungan, Serdang Bedagai District. The variable of motivation had more significant influence on the nurses performance.
It is recommended that the management of the hospital should 1) socialize work culture to all employees at the hospital so that they will completely understand the work culture and apply it in their activities related to the organization, 2) make a strict policy toward the nurses through corrective discipline by giving sanction and attempt to make a standard SOP so that the implementation of the nursing can be optimal, and 3) give reward and punishment by increasing their salary and incentives according to the management’s capacity.
