The process of placing the Indonesia Manpower
abroad by PT. Sukses Mandiri Utama
Labor is one of the important assets that support the movement of the
people's economy. Particularly in Indonesia, is still quite a lot of people in the
productive age does not yet have a job. The reason they do not yet have a job quite
diverse, ranging from the level of education, do not have skills, who do not meet
the criteria of age, marital status, until the salary or earnings are inadequate.
The existence of the problems above, PT. Sukses Mandiri Utama as the
Indonesia's Man power supplier companies (PPTKIS), tried to open the job
opportunities abroad that hope can answer some of the difficulties that faced by job
seekers. Where job seekers who have an average level of education elementary
school to junior high school, trained, coached, groomed, and deployed in overseas
to work by having a more decent earnings.
In running the company, PT.Sukses Mandiri Utama (PT.SMU) prepared the
planning work that refers to the UU No. 39 of 2004 concerning the placement and
protection of Indonesian Manpower (TKI) abroad.
PT.SMU is a PPTKIS based in Bekasi, West Java, and consists of a
Commissioner, a President Director, and an Operational Director, which includes
the heads of ten branches in eight provinces in Indonesia and have hundreds of staff,
employees as well as PRCTKI that take shelter in it.
CTKI and registration in the service of Labor (Disnaker) District of the city where
CTKI originated, (3) training for the informal CTKI in Balai Latihan Kerja Luar
Negeri (BLKLN) in accordance with the needs of the destination country, (4)
placement testing feasibility of CTKI competence for working abroad, (5) Provide
a Pembekalan Akhir Pemberangkatan (PAP) of CTKI and making Foreign Labor
Card (of KTKLN), and in the end (6) put the official and the competence of working
abroad of TKI in the country of destination the placement of TKI.
At the beginning of a process which is done before doing the recruiting, the
company is cooperating with the employment agencies abroad, in this case are
Singapore, Malaysia, Hong Kong, Brunei and Taiwan. The partnership on behalf
of those countries done because of the PT.SMU got permission to run his company
to channel in the area of Asia Pacific (ASPAC). The filing with the cooperation of
the overseas employment agencies is also done with the supervision of the Ministry
of labor and Transmigration and a special Biro to handle all the problems of
Indonesia Labor (TKI) abroad, the National Biro for the placement and protection
of labor of Indonesia (BNP2TKI).
After having a cooperation agreement with the overseas employment
agency, called the Job Order, then the company is obliged to submit the Surat Ijin
Pengerahan (SIP) and the Plan of Indonesia's labor Candidate Needs (RKCTKI)
that can be used to recruit the manpower in areas in accordance with the quota
requirement proposed by the company.
The recruitment process is carried out in several ways, through the Officer
schools with a recommendation from the Department of Labor (Disnaker) district
or local city, and advertising.
After the CTKI applied to the company of and complete the required
documents, then the PPTKIS, which in this case is PT.SMU will apply to be
registered the CTKI at Disnaker local city or County of the CTKI originated to get
the identification numbers (ID) online that can be used to continue the next process
that performs health tests, which the health tests results will appear in the system of
communications (sisko) of KTKLN of BNP2TKI. Passport as one of the conditions
for traveling abroad is also done after getting recommendations from Disnaker
place of CTKI originated.
For Informal CTKI that works for individual users not a company,required
language training and skills to work. This activity is done in Foreign Work Training
Hall (BLKLN), owned by PPTKIS or can use the independent BLKLN that have
earned the recommendation from BNP2TKI to do the employment training. The
training duration for the informal CTKI depends to the working country destination
of the CTKI.
After the training is over, then held the competency test to the CTKI that
carried out by the Disnaker provincial and Indonesia‘s National Professional
Certification Agency. The goal of this testing is to reduce failures TKI abroad due
to the lack of ability to work and the language of the TKI.
The granting of the Pembekalan Akhir Penerbangan (PAP) and the making
of KTKLN is the final stage before placing the TKI abroad. The whole process is
the deserve protection and recognized by users abroad. So the treatment that
arbitrarily can be avoided by the TKI abroad.
Lastly, CTKI will be placed in the country of destination in accordance with
their ability and competence. Although TKI have been placed abroad, but the
responsibility of PPTKIS are not finish automatically. The PPTKIS still has
responsibility for the TKI who is placed abroad still do their job in accordance with
the applicable employment contract, and reported himself to the Indonesia Country
Representative officials abroad, be it the Embassy of the Republic of Indonesia
(KBRI) or the Consulate General of the Republic of Indonesia (KJRI) up to the TKI
returned to the motherland safely.
On the implementation of each program is set above, PT.SMU made the
partnerships with many parties concerned, such as retailer TKI overseas or often
referred to as an employment agency of Foreign Affairs, the Indonesia’s Ministry
of manpower and transmigration, the BNP2TKI, Disnaker district and city in
Indonesia Country, police forces of the Republic of Indonesia, the PRCTKI, every
high school and or vocational high school, the Indonesia Immigration Office,
Registry Office, up to the Kelurahan where CTKI originated.
In the course of the operation of the system of work in accordance to the
Indonesia’s applicable laws and regulations, of course there are some constraints
and obstacles that arise. Constraints that often arises are: (1) the age of CTKI are
not yet eligible, (2) the incomplete documents’ of CTKI, (3) inability of CTKI to attend the provided training, (4) the CTKI ever have a troubled in the placement
placements work permit of CTKI, (5) until the country experience problems CTKI
placement after deployment.
Constraints that arise during this time can be solved because the PT.SMU
always coordinate with all parties concerned to help provide solutions and input in
the resolution of these problems.
To avoid confusion in decision-making and implementation of placements
TKI abroad, PT.SMU always hold oversight both internally and externally.
Internally can be done checking the documents of the register as well as the entire
applicant of CTKI, and also controlling the staffs, employees and the existing
PRCTKI(s) in order to perform their respective tasks well. From the external side,
supervision is carried out in cooperation with the parties, as well as related
government and to the employment agencies abroad. So the smooth process of labor
placement can stay up and running smoothly.
By doing the labor placement of Indonesia manpower (TKI) abroad that
meet the standards of competence and capability, then the PT.SMU also assist the
Indonesia Government in reducing the number of unemployed as well as to the
improvement of community welfare in the countryside with the remittances from
abroad as the income of a result of exertion from TKI to his family. So with the
