FOR THE PROJECT FOR SAFE SCHOOL RECONSTRUCTION

IN DEVASTATED AREAS OF EARTHQUAKE

IN OFFSHORE OF PADANG IN WEST SUMATRA REGION

1. The Government of the Republic of Indonesia (hereinafter referred to as the “GOI”) has received a Grant from the Japan International Cooperation Agency (JICA) as per the Grant Agreement dated 7th June, 2010 for the purchase of products and services necessary for the execution of the Project for Safe School Reconstruction in Devastated Areas of Earthquake in Offshore of Padang in West Sumatra Region (hereinafter referred to as “the Project”) and intends to apply part of the Grant to eligible payments under the contract(s) for the reconstruction of the following schools. Japan International Cooperation System (hereinafter referred to as “JICS”) is acting as a procurement agent for and on behalf of the National Disaster Management Agency (hereinafter referred to as “BNPB”) and invites firms and companies who have interests in participating in the Bid of the Project to the Pre-Qualification.

2. Products and services necessary for the construction of education facilities for the following nine (9) schools.

(1) The Construction works for SMPN7 Padang (Padang City)

(2) The Construction works for SMPN25 Padang (Padang City)

(3) The Construction works for SDN02 V Koto Timur (Padang Pariaman District)

(4) The Construction works for SDN08 2×11 Enam Lingkung (Padang Pariaman District)

(5) The Construction works for SDN03 V Koto Kampung Dalam (Padang Pariaman District)

(6) The Construction works for SDN07 Sungai Geringging (Padang Pariaman District)

(7) The Construction works for SMPN1 Enam Lingkung (Padang Pariaman District)

(8) The Construction works for SDN05 Batang Gasan (Padang Pariaman District)

(9) The Construction works for SDN01 Enam Lingkung (Padang Pariaman District)

3. Bid Schedule

Table-1: Bidding will proceed with the following schedule.

21 July, 2010 ― Issue of Invitation Letter to the qualified Applicants.

30 July, 2010 16:00 Closing date and time for the Questionnaires

6 August, 2010 16:00 Final date and time of the reply for the Questionnaires

26 August, 2010 16:00 Closing date and time of Letter of Intention to Bid.

30 August, 2010 10:00 Bid date and Bid Opening

Around 30 September

2010 Expected Start Date of Construction

4. Pre-Qualification Documents will be available at JICS Padang Office from 2nd July to 9th July 2010 during 09:00 and 17:00 (except 12:00 to 13:00) WIST during week days. Applicants may obtain further information from JICS Padang Office through the below contact information.

5. The eligible firms or companies, however, are limited to; (1) In the case of “Single Applicants”

1) those who have Contractor’s Certificate of “B (Besar)” issued by the Indonesian authority or equivalent.

2) those who have or will have their head office or branch office, in Padang City or Padang Pariaman District, West Sumatra Province in the Republic of Indonesia. 3) those who have no current litigation such as Civil litigation, Company lawsuit,

Administrative litigation , Authority litigation, etc. which severely affects their financial condition or/and company performance and those who have no litigation against the authorities of GOI for a reason of Applicant’s non-fulfillment of Contract. 4) those who have similar construction experience where contract amounts more than 40

billion IDR within last five (5) years in the Recipient Country.

5) those who have at least one (1) fiscal year in the black for the latest consecutive three (3) years for Income before Tax Expense, and NO Accumulated Deficit.

(2) In the case of “Joint Operation Applicants”

Joint Operation is accepted under the conditions below.

1) those who have a lead firm complying with the above condition 5.(1).

2) those who clearly state that the partners in the Joint Operation will be “jointly and severally” responsible for performance under the Construction Contract in a joint operation agreement, and it shall state which partner will be acting on behalf of the

Joint Operation at the time of participating in the Bid.
