Coal DMO Realization Reaches 25.88 Million Tons Until

HE REALIZATION of the fulfillment of domestic coal needs, aka the domestic market obligation (DMO) in the first two months of this year reached 25.88 million tons.

Director of Coal Business Development at the Ministry of Energy and Mineral Resources (MEMR) Lana Saria said the DMO realization figure was the DMO as a whole, including the DMO for the non- electricity sector. "(DMO realization until February 2022) is in line with the 166 million ton plan," said Lana to Kontan.co.id, Friday (18/3).

This year, the Ministry of EMR has launched a coal production plan of 663 million tons. From the production plan, the government set a coal DMO plan of 166 million tons. A total of 130 million tons of which are for the electricity sector.

The obligation to fulfill this DMO applies to all companies holding Coal Mining Concession Work Agreements (PKP2B), Mining Business Permits (IUP), and Special Mining Business Permits (IUPK) for 25% of production.

To encourage the fulfillment of DMO realization, the government launched the Mineral and Coal Information System between Ministries and Agencies (SIMBARA). The system contains an integrated monitoring ecosystem for all mineral and coal data management and monitoring applications (minerba).

EALISASI pemenuhan kebutuhan batubara domestik alias domestic market obligation (DMO) di dua bulan pertama tahun ini men- capai 25,88 juta ton.

Direktur Pembinaan Pengusahaan Batubara Kementerian Energi dan Sumber Daya Mineral (ESDM) Lana Saria mengatakan, angka realisasi DMO itu merupakan DMO secara keseluruhan, termasuk DMO sektor non kelistrikan. “(Realisasi DMO sampai Februari 2022) Sudah sejalan dengan rencana 166 juta ton,” ujar Lana kepada Kontan.co.id, Jumat (18/3).

Tahun ini, Kementerian ESDM mencanang- kan rencana produksi batubara 663 juta ton.

Dari rencana produksi itu, pemerintah me- netapkan rencana DMO batubara sebanyak 166 juta ton. Sebanyak 130 juta ton di antaranya untuk sektor kelistrikan.

Kewajiban pemenuhan DMO ini diberlaku- kan bagi semua perusahaan pemegang Perjanjian Karya Pengusahaan Pertam- bangan Batubara (PKP2B), Izin Usaha Pertambangan (IUP), dan Izin Usaha Pertambangan Khusus (IUPK) sebesar 25%

dari produksi.

Guna mendorong pemenuhan realisasi DMO, pemerintah meluncurkan Sistem Informasi Mineral dan Batubara antara Kementerian dan Lembaga (SIMBARA). Sistem tersebut memuat ekosistem pengawasan terintegrasi bagi seluruh aplikasi pengelolaan dan pengawasan data mineral dan batubara (minerba).

SIMBARA integrates processes starting from the single identity of taxpayers and taxpayers, mining licensing processes, sales plans, sales verification, PNBP payments, as well as exports and transportation or shipping, and foreign exchange earnings from exports.

"We have built a system with PLN to monitor the supply of each contracting company," said Lana.

When asked about the continuation of the discourse on the implementation of the coal Public Service Agency (BLU) scheme, Lana said that the option was still under discussion.

Ketika ditanyai soal kelanjutan wacana penerapan skema Badan Layanan Umum (BLU) batubara, Lana menyebutkan bahwa opsi tersebut masih dalam pembahasan.

“Masih dalam tar af kajian,” tutur Lana singkat.

IRECTOR of PT Freeport Indonesia (PTFI), Tony Wenas estimates that the construction of the smelter in Gresik will cost a budget of Rp. 25 trillion by the end of 2022. "Currently the progress is still ongoing at more than 12 percent and in terms of financing it reaches more than Rp.

10 trillion, "said Wenas in Manado, Friday (18/3/2022).

Currently, more than 2,000 piles have been planted and some of them are already in the casting stage for foundations. "The plan is that by the end of the year the progress has reached 50 percent with a budget absorption of around Rp. 25 trillion. We will continue development according to our commitments," he said.

RESIDEN Direktur PT Freeport Indonesia (PTFI), Tony Wenas memper- kirakan pembangunan smelter di Gresik akan menelan anggaran sebesar Rp 25 triliun hingga akhir tahun 2022. "Saat ini progresnya masih berjalan terus lebih dari 12 persen dan dari segi pembiayaannya mencapai lebih dari Rp 10 triliun," sebut Wenas di Manado, Jumat (18/3/2022).

Saat ini, lebih dari 2.000 tiang pancang yang ditanam dan sebagiannya sudah dalam tahapan pengecoran untuk pondasi.

"Rencananya hingga akhir tahun progres- nya sudah mencapai 50 persen dengan serapan anggaran berkisar Rp 25 triliun.

Kita akan melanjutkan pembangunan sesuai komitmen," katanya.

PTFI estimates that the smelter cons- truction project will be completed in 2024 according to the plan. "Building this smelter is our commitment, and we must complete it. The construction is on the track and there are no obstacles," he said.

Previously, Indonesian President Joko Widodo conducted a groundbreaking for the construction of the PT Freeport Indonesia (PTFI) smelter in the Gresik Special Economic Zone (SEZ), last October.

The smelter with an investment value of Rp 42 trillion rupiah was built on an area of 100 hectares, and will be the largest single line smelter in the world with a design capacity of 1.7 million tons of concentrate per year.

This inauguration marks the start of the smelter construction stage, after a number of stages were carried out including Front- End Engineering Design, land reclamation and strengthening, as well as detailed engineering which had begun at the end of 2018. This inauguration confirms PTFI's commitment to build a smelter, in accor- dance with the 2018 divestment agreement.

The copper concentrate supplied to the Smelter comes from the world's largest underground mine managed by PT Freeport Indonesia, where 98 percent of its employees are the nation's best sons and daughters from various ethnic groups and regions, both in Papua and other regions in Indonesia.

Tony also added that the downstream industry of copper and its derivatives in Indonesia needs to be improved, so that more copper cathode products can be absorbed domestically and provide wider economic benefits.

PTFI memperkirakan proyek pem- bangunan smelter ini akan diselesaikan pada tahun 2024 mendatang sesuai dengan perencanaan. "Membangun smelter ini adalah komitmen kami, dan kita harus menyelesaikannya. Pembangunan on the track dan tidak ada kendala," ujarnya.

Sebelumnya, Presiden RI Joko Widodo melakukan groundbreaking pembangunan smelter PT Freeport Indonesia (PTFI) di Kawasan Ekonomi Khusus (KEK) Gresik, pada Oktober lalu. Smelter dengan nilai investasi mencapai Rp 42 triliun rupiah dibangun di atas lahan seluas 100 hektare, dan akan menjadi smelter single line terbesar di dunia dengan kapasitas desain 1,7 juta ton konsentrat per tahun.

Peresmian ini menandai dimulainya tahap konstruksi smelter, setelah sejumlah tahapan dilakukan termasuk Front-End Engineering Design, reklamasi dan penguatan lahan, serta rekayasa detail yang sudah dimulai sejak akhir 2018.

Peresmian ini menegaskan komitmen PTFI untuk membangun smelter, sesuai dengan kesepakatan divestasi tahun 2018.

Konsentrat tembaga yang dipasok ke Smelter ini berasal dari tambang bawah tanah terbesar di dunia yang dikelola PTFI, di mana 98 persen karyawannya adalah putra putri terbaik bangsa yang berasal dari berbagai suku dan daerah, baik di Papua dan daerah lainnya di Indonesia.

Tony juga menambahkan bahwa industri hilir tembaga dan turunannya di Indonesia perlu ditingkatkan, sehingga produk katoda tembaga dapat semakin banyak diserap di dalam negeri dan memberikan manfaat ekonomi yang lebih luas.

BUMI Confirms Coal DMO Supply Commitment

T BUMI Resources Tbk (BUMI) confirmed its commitment to fulfill the domestic market obligation (DMO) for coal this year.

"DMO's commitment to maintaining domestic supply has been fulfilled in previous years and will also be achieved this year," explained BUMI Director and Corporate Secretary Dileep Srivastava to Kontan.co.id, Sunday (20/3).

Although he has not yet detailed the latest production realization and DMO, Dileep ensured that his party prioritizes domestic supply specifically for PLN before supplying it for the export market.

Kontan noted, this year BUMI targets production to reach 85 million tons to 90 million tons. Of this amount, around 65%

to 70% is estimated to be directed to the export market.

On the other hand, the Ministry of EMR through the Directorate General of Mineral and Coal (Ditjen Minerba) ensures that efforts are being made to ensure the fulfillment of DMO in the midst of price spikes. The selling price of coal for general electricity is confirmed to remain at US$ 70 per tonne according to the Minister of EMR Decree No. 139 of 2021.

"PLN buys directly from coal mining companies, not from coal transportation or sales companies," said the Directorate General of Mineral and Coal as quoted from the official website.

BUMI Menegaskan Komitmen Pasok DMO Batubara

T BUMI Resources Tbk (BUMI) me- negaskan komitmen untuk memenuhi domestic market obligation (DMO) batu bara di tahun ini.

"Komitmen DMO untuk menjaga pasokan dalam negeri telah terpenuhi pada tahun- tahun sebelumnya dan akan tercapai pula untuk tahun ini," terang Direktur dan Sekretaris Perusahaan BUMI Dileep Srivastava kepada Kontan.co.id, Minggu (20/3).

Meski belum merinci lebih jauh realisasi produksi dan DMO terkini, Dileep memastikan pihaknya memprioritaskan suplai domestik secara khusus untuk PLN sebelum memasok untuk pasar ekspor.

Kontan mencatat, tahun ini BUMI me- nargetkan produksi mencapai 85 juta ton hingga 90 juta ton. Dari jumlah tersebut, sekitar 65% hingga 70% diperkirakan dapat diarahkan ke pasar ekspor.

Di sisi lain, Kementerian ESDM melalui Direktorat Jenderal Mineral dan Batubara (Ditjen Minerba) memastikan upaya-upaya yang tengah dilakukan demi menjamin pemenuhan DMO di tengah lonjakan harga.

Harga jual batubara untuk kelistrikan umum dipastikan tetap sebesar US$ 70 per ton sesuai Kepmen ESDM Nomor 139 Tahun 2021.

"PLN membeli langsung dari perusahaan tambang batubara, bukan dari perusahaan pengangkutan atau penjualan batubara,"

ungkap Ditjen Minerba dikutip dari laman resmi.

In addition, it is confirmed that PLN has a coal procurement contract with a supplier company for coal needs in 2022. The Ministry of EMR has also ensured that it has prepared a periodic monitoring system together with PLN.

The integration of this system is considered to be able to minimize and anticipate if there is a coal loading failure.

Furthermore, it is also confirmed that PLN has changed the type of procurement contract to a long-term contract.

Just so you know, for this year's DMO is planned to reach 166 million tons.

Referring to the Minerba One Data Indonesia (MODI) website, coal production has now reached 108.71 million tons or 16.40% of this year's planned production of 663 million tons.

Selain itu, PLN pun dipastikan telah memiliki kontrak pengadaan batubara dengan perusahaan pemasok untuk kebutuhan batubara tahun 2022. Kementerian ESDM juga memastikan telah menyiapkan sistem pengawasan berkala bersama dengan PLN.

Integrasi sistem ini dinilai dapat me- minimalisir dan mengantisipasi jika terjadi kegagalan pemuatan batubara. Selanjutnya, PLN juga dipastikan telah mengubah jenis kontrak pengadaan menjadi kontrak jangka panjang.

Asal tahu saja, untuk tahun ini DMO di- rencanakan mencapai 166 juta ton. Merujuk website Minerba One Data Indonesia (MODI), produksi batubara kini mencapai 108,71 juta ton atau 16,40% dari rencana produksi tahun ini yang mencapai 663 juta ton.

FTER last week's nickel price went up insanely due to the ban on Russian nickel exports after the Ukrainian invasion, now the world nickel price has fallen to the lower trading limit set on the third trading day after being suspended last week.

Nickel price on Friday (18/03/2022) was recorded at US$ 36,915/ton, down 12 percent compared to yesterday's closing price.

The London metals exchange (LME) has changed the lower limit for nickel trading to 12 percent. Previously, the LME had set a limit of 5 percent on the first trading day on Wednesday (16/03/2022). Then it was revised to 8 percent on Thursday (17/3/

2022).

ETELAH pekan lalu harga nikel naik gila- gilaan akibat pelarangan ekspor nikel Rusia pasca invasi Ukraina, kini harga nikel dunia amblas mencapai batas bawah perdagangan yang ditetapkan pada perda- gangan hari ketiga setelah ditangguhkan pekan lalu.

Harga nikel pada Jumat (18/03/2022), tercatat US$ 36.915/ton, anjlok 12 persen dibandingkan harga penutupan kemarin.

Bursa logam London (LME) telah meng- ubah batas bawah perdagangan nikel menjadi 12 persen. Sebelumnya LME sempat memberi batasan 5 persen pada hari pertama perdagangan pada Rabu (16/03/2022). Kemudian direvisi menjadi 8 persen pada Kamis (17/3/2022).

Today's trading volume is only 103 lots with few buyers willing to pay. This is because the LME nickel price is still far above the Shanghai futures exchange price (ShFE). Nickel in ShFE for April delivery was trading at CNY 219,620/ton, or US$

34,566/ton.

The exchange's electronic system, LME- select, has been hit by technical glitches since it reopened with some traders unable to place nickel orders ahead of the open.

Previously, the stock exchange, which is the reference for world metal trading, was suspended for more than a week because short selling brought nickel prices to more than US$ 100,000/ton.

The start of trading has ended the most dramatic week in the history of the London metals market. The incident brought the industry into 'chaos'. Causing a handful of brokers already on the verge of bankruptcy.

According to Refinitiv data, the reference price of Ice Newcastle (Australia) coal for April contract on Friday (18/3/2022) closed at US$ 240/ton, down 0.81%

compared to the previous day's trading. In a week or compared to March 11 where coal closed at US$ 361.65, the price fell 34%.

The last time coal moved below US$

300/ton was on February 28 (US$

251.5/ton). Despite being sluggish, coal prices still rose 9% in a month and jumped 269% in a year.

Coal prices had soared after Russia attacked Ukraine on February 25. The price of the black stone jumped quickly from US$251.5/ton to around US$400/ton.

Coal prices hit a record high on March 2 to the level of US$446 ton and remained in the range of US$ 400/ton until March 9 (US$ 426.85/ton). However, after that the price went down.

One of the reasons for the decline in coal prices was profit-taking until this week, because the price was deemed too high.

Energy Watch Executive Director Mamit Setiawan said the decline in coal was also due to the biggest importers such as China increasing their domestic production in order to reduce their coal imports. Prices that soared too high in early March were also the cause of price corrections.

For the record, during January-February, China produced 686.6 million tons of coal, up 10.3% over the same period last year.

Beijing has asked producers to increase production ahead of holidays and festival celebrations in China. They also asked producers to operate normally during the holidays to maintain supply and prices.

Harga batu bara sempat melambung setelah Rusia menyerang Ukraina pada 25 Februari lalu. Harga si batu hitam melonjak cepat dari US$251,5/ton ke kisaran US$

400/ton.

Harga batu bara menembus rekor ter- tingginya pada 2 Maret ke level US$446 ton dan bertahan di kisaran US$ 400/ton hingga 9 Maret (US$ 426,85/ton). Namun, setelah itu harganya ambles.

Penurunan harga batu bara salah satunya dipicu aksi ambil untung (profit taking) hingga pekan ini, karena harganya dinilai sudah terlalu tinggi. Direktur Eksekutif Energy Watch Mamit Setiawan mengata- kan penurunan batu bara juga disebabkan importir terbesar seperti China menambah produksi dalam negeri mereka dalam rangka mengurangi impor batu bara mereka.

Harga yang terlalu melambung tinggi pada awal Maret juga menjadi sebab koreksi harga.

Sebagai catatan, Selama Januari-Februari, China memproduksi 686,6 juta ton batu bara, naik 10,3% dibandingkan periode yang sama tahun lalu. Pihak Beijing sudah meminta produsen untuk meningkatkan produksi menjelang hari libur dan perayaan festival di China. Mereka juga meminta produsen untuk beroperasi secara normal selama liburan guna men-jaga pasokan dan harga.

Mamit estimates that coal prices will still be in a downward trend this week, although supply from Australia has not been normal. Australia as one of the largest coal suppliers in the world experienced heavy flooding in early March which disrupted mining activities.

Mamit memperkirakan harga bara masih dalam tren penurunan pekan ini meskipun pasokan dari Australia belum normal.

Australia sebagai salah satu pemasok batu bara terbesar di dunia mengalami banjir besar awal Maret lalu yang mengganggu aktivitas penambangan.

Euro emission standards are standards used by European countries to maintain air quality. In this case, the higher the Euro standard applied, the smaller the tolerance limit for carbon dioxide gas emissions, nitrogen oxides, carbon monoxide, and other particles that have a negative impact on humans and the environment.

Launching Kompas.com news on Wednes- day (16/3), the plan to implement the Euro 4 emission standard was confirmed by the Minister of Industry (Menperin) Agus Gumiwang Kartasasmita on March 15, 2022, at the inauguration of the Jakarta Auto Week (JAW) at the JCC.

The exercise price is a premium compared to the closing of BUMI's share trading this week of Rp. 54.

USTRALIA has imposed an outright ban on exports of alumina and aluminum ores, including bauxite, to Russia, the govern- ment says is part of ongoing sanctions against Moscow over its invasion of Ukraine.

"Russia relies on Australia for nearly 20 per cent of its alumina need s," the Australian government said in a joint statement from several ministries.

He added that the move would limit Russia's capacity to produce aluminum, which is an important export for Russia.

"The government will work closely with exporters and associations who will be affected by the export ban to find new markets and expand existing markets," the statement said.

Anglo-Australian mining giant Rio Tinto has an 80% stake in Queensland Alumina Ltd (QAL) which is a joint venture with Russia's Rusal International PJSC, the world's second largest aluminum producer.

Last week, Australia imposed sanctions on two Russian businessmen with ties to its mining industry, one of whom is billionaire Oleg Deripaska who holds a stake in QAL.

Australia has so far imposed a total of 476 sanctions against 443 individuals, including businessmen close to Russian President Vladimir Putin and 33 entities.

Including most of Russia's banking sector and all companies responsible for the country's debt, the statement said.

The government also said it would donate at least 70,000 tons of thermal coal to Ukraine to meet its energy needs.

Australian coal producers have been bombarded with obligations to secure supplies to Ukraine over the past few weeks. In addition, another country that also received assistance was Poland, where they depended heavily on Russian supplies.

"The Australian government has been working with the coal industry as a source of supply," the statement said.

Whitehaven Coal has quickly arranged shipments, and the Government is now working with the company and the Governments of Ukraine and Poland to deliver once supplies become available.

The Aussie government has also pledged additional military equipment and humanitarian assistance to Ukraine. (akr)

The Australian government has held talks with the country's coal companies to accumulate certain volumes of coal for further transfer to Ukraine as part of humanitarian aid.

It is noted that the Australian company Whitehaven Coal will organize a corresponding dispatch. Coal and its delivery costs will be covered by the Australian government.

“Australia is internationally recognized as a leading and reliable supplier of energy resources.

We thank our Australian partners for helping Ukraine in this difficult time when our state is resisting an illegal and brutal military invasion by Russia," Ukrainian Energy Minister German Galushchenko said.

As reported, on February 24, Russian President Vladimir Putin announced the beginning of a full-scale invasion of Ukraine. MoIT tells coal producers to maintain production capacity

INISTRY of Industry and Trade (MoIT) has said the Viet Nam Coal and Mineral Industries Group (Vinacomin) and Dong Bac Corporation must immediately implement measures to ensure coal production capacity for thermal power plants.

MoIT said in its Document No 1225/BCT-DK that in accordance with signed coal sale and supply contracts, especially BOT thermal power plants using domestic coal to avoid compensation for stopping thermal plants, the groups must keep production as committed in the signed contracts.

The MoIT also requested Viet Nam Electricity (EVN) to direct the National Load Dispatch Centre (A0) to have a dispatch solution, notify the monthly updated mobilisation plan to the owner, and invest in coal-fired power plants to promptly arrange coal sources for electricity production.

Previously, the ministry received several documents from coal-fired power plant investors reporting that Vinacomin and Dong Bac Corporation did not supply enough coal in the first two months of 2022 as per the purchase contracts.

In February, the total volume of coal supplied by Vinacomin and Dong Bac Corporation to EVN's coal-fired power plants was 69.24 per cent of the volume signed, and much lower than the demand of the plants.

Vinh Tan 1 BOT coal-fired power plant was not supplied with enough coal according to the supply contract signed at the end of 2013, which may lead to the Vietnamese side having to compensate due to the shutdown.

Vinacomin made a written explanation about the reason for not recently supplying enough coal for electricity production, citing the impact of COVID-19 leading to a shortage of staff at coal mines,

The Russia-Ukraine conflict was also a remarkable development affecting the international energy market, it said.

The price of oil and gas in the global market is increasing rapidly.

For the first time in history, the price of European gas has reached US$3,600 per 1,000cu.m, according to data from the ICE Commodity Exchange in London, UK, on March 7, 2022.

The gas futures price for April delivery at the TTF hub in the Netherlands increased to

$3,639.1 per 1,000cu.m.

For companies using oil and gas as input materials, increasing prices will increase product costs. Gas-fired power plants are less competitive, and the current situation also negatively affects the share of output offered in the power generation market.

Transporting fuel by all modes of transport was also difficult due to sanctions, including seagoing coal ships, limiting the volume of coal circulating in the market and increasing the international coal price to an unprecedented record.

China Jan-Feb aluminium imports fall 26.2% on year

HINA's aluminium imports in the first two months of 2022 fell 26.2% from a year earlier, data from the General Administration of Customs showed on Friday.

Arrivals of unwrought aluminium and products - which include primary metal and unwrought, alloyed aluminium - totalled 336,007 tonnes in January and February combined, compared with 455,128 tonnes in the corresponding period last year.

Customs also gave the January import figure as 193,177 tonnes, down 37.3% on year, and the February figure as 142,829 tonnes, down 2.6%. The December total was 243,729 tonnes.

China, the world's biggest aluminium producer and consumer, imported a record amount of the base metal in 2021 - 3.2 million tonnes - as higher prices of Shanghai aluminium versus international prices through most of 2021 made imports favourable.

In comparison, China's exports of unwrought aluminium and aluminium products rose 22%

Barrick to restart Reko Diq project in deal ending dispute with Pakistan

ARRICK Gold has ended a long-running dispute with Pakistan and will now start to develop one of the world’s biggest gold and copper mining projects under an agreement signed on Sunday.

Under the out-of-court deal, an $11 billion penalty slapped against Pakistan by a World Bank arbitration court and other liabilities will be waived and Barrick and its partners will invest

$10 billion in the project, Pakistan Finance Minister Shaukat Tarin said.

The Reko Diq project in southwestern Pakistan, which hosts one of the world’s largest undeveloped copper and gold deposits, was suspended in 2011 after Pakistan denied Barrick Gold and Chile’s Antofagasta a licence to develop it.

Barrick said in a statement it will operate the project which will be granted a mining lease, exploration licence and surface rights.

In a separate statement, Antofagasta said it had agreed to exit the project as its growth strategy was now focused on the production of copper and by-products in the Americas.

“The new project company shall be owned 50% by Barrick Gold. The remaining 50%

shareholding shall be owned by Pakistan, divided equally between Federal Government and the provincial government of Balochista,” a statement from the office of Prime Minister Imran Khan said after the signing ceremony in Islamabad.

The Barrick-Antofagasta joint venture discovered the vast mineral deposits more than a decade ago at the foot of an extinct volcano in the Balochistan region on Pakistan’s borders with Iran and Afghanistan.

The report highlights how India has a rich heritage of gold mining, but the industry’s growth has been hampered by legacy processes and under-investments. Despite India being one of the world’s largest consumers of gold, the mining market operates on a small scale and is not an easy one to enter. In 2020 gold mine production was just 1.6 tonnes. India’s current resources, when compared to production and resource levels in other countries, could reasonably be expected to support annual output of approximately 20 tonnes per year in the longer-term.

Somasundaram PR, Regional CEO, India, World Gold Council, said, “Given that India is one of the world’s largest gold consuming countries, it makes sense for it to develop mining capacity.

But change is needed for this to happen, legacy hurdles must be reduced considerably, and investments encouraged. There are promising signs in recent years with the changes to the Mines and Minerals (Development and Regulation) Act and introduction of National Mineral Policy and National Minerals Exploration Policy. If this trend continues India’s, mine production is expected to increase in coming years. That said, we see this materialising only over the longer-term as potential investors will, for the foreseeable future, wait to see how successfully the new policies will be implemented and how effective they will be.”

He adds, “Gold mining has the potential to provide significant sustainable socio-economic development for India, not just through investment in exploration of and mining for gold, but also through the legacy of training a skilled workforce. Furthermore, mining helps to bring infrastructure investment to a region, initiating and supporting associated service industries, many of which often persist long beyond the working life of the mine. It is only when investors can see real evidence of India managing its gold mining assets more efficiently that we can expect inward investment to emerge. And at that point, the country’s gold mining sector will enjoy a much brighter future.”

The report also highlights three areas of problem which are acting as stumbling blocks for the development of gold mining in the country.

Firstly, the process of securing approval for a mining licence is usually lengthy, involving multiple agencies and requiring 10-15 approvals for a single licence. Applications are often subject to substantial delays, leading to lengthy and costly hold-ups in project development.

All of this dissuades investment, particularly from multi-national companies who can invest their resources into countries with similar geological perspectivity but with less legacy burden.

Secondly, the import tax on mining equipment and other direct and indirect taxes remain high compared to other countries. In the absence of domestically produced alternatives, project developers have little option other than to import specialist mining equipment, much of which comes from a small number of manufacturers. High import taxes increase capital cost and deter development.

And finally, many of the key gold mining areas are in remote locations in states with poorly developed infrastructure. In particular, inadequate road and rail links can make moving materials to and from sites difficult and costly. As a result, there has been limited investment in gold exploration over the past 15 years.

Climate Impact From China’s Coal Push Can Be Seen From Space

HINA’s increased reliance on coal to combat an energy shortage was never going to bode well for its ambitions to cut planet-warming emissions. Now, thanks to new analysis of satellite data, the effects of that climate choice could already be evident from space.

A plume of methane, which traps over 80 times more heat than carbon dioxide in its first two decades in the atmosphere, was detected by the European Space Agency’s Sentinel-5P satellite near a remote coal mine in Inner Mongolia on March 1. The Sentinel-5P had never before spotted the powerful greenhouse gas in that location, suggesting new or expanded activity.

In bigger or more developed fossil fuel regions — such as China’s Shanxi province or the Appalachian basin in the U.S. — satellite data has laid bare a bleak history of dozens of invisible, sustained leaks that escape from the Earth when sedimentary rocks are crushed or coal seams are exposed. Although Inner Mongolia is a major coal producer, the satellite hadn’t previously picked up methane in the autonomous region's Xilingol League, a sparsely populated area that borders the country of Mongolia.

President Xi Jinping is deepening China’s dependence on coal as soaring energy prices and geopolitical instability resulting from Russia’s invasion of Ukraine threaten to hurt economic growth. China’s top economic planner has told major mining regions it wants to boost domestic output capacity by about 300 million tons and Beijing last month approved three different billion-dollar coal mine projects.

Researchers from Kayrros, a French geoanalytics company, estimate that the cloud of methane spotted on March 1 originated within 20 kilometers (12 miles) of the Manglai Surface Mine. The mine’s operator, Manglai Mining Co., is aiming to expand its capacity to 5 million tons of coal a year from 900,000 this year. It said last month it met safety requirements for the expansion and was moving toward a production license for the increased capacity.

“If full production at the Manglai mine has just now begun, then that may explain the observed satellite data,” said Ryan Driskell Tate, a research analyst with nonprofit Global Energy Monitor.

Manglai Mining, China’s National Energy Administration and Ministry of Ecology and Environment didn’t respond to questions. An official with Inner Mongolia’s environmental department declined to comment when reached by phone.

The plume spotted near Manglai underscores an often overlooked climate consequence of the turn back to coal. The 20-year impact of methane emissions from operating coal mines around the world each year has the same effect as about 4.32 billion tons of carbon dioxide — which is comparable to all the CO2 emissions from China’s coal plants, according to an analysis from Global Energy Monitor.

While curbing methane from coal mines can stem some of their planet-warming impact, ultimately the fuel has to be phased out to avoid the worst effects of climate change. Methane from coal mines have to fall 11% each year for the rest of the decade to maintain a transition pathway that avoids the worst of climate change, according to Global Energy Monitor.

“A wind down to that extent requires proactive planning and careful scrutiny in climate governance, including targeted mitigation plans and closures, and a faster phase-out of coal production,” GEM’s researchers wrote. “Outright cancellation of new mine projects is the only way to guarantee zero emissions from new sources.”

Yet Xi voiced new support for coal while addressing a group of Inner Mongolian lawmakers earlier this month at the National Party Congress. “We can’t toss away what’s feeding us now while what will feed us next is not yet in our pocket,” he said.

China, the world’s largest producer and consumer of coal, has declined to join an international effort to curb methane led by the U.S. and EU, but has said it’s working on a plan to contain emissions of the greenhouse gas. It has said that coal consumption should begin to drop in the second half of this decade as it strives to peak emissions across the economy by 2030.

But the recent push to boost coal supplies endangers that goal. Kayrros estimated the methane plume in Inner Mongolia had an emissions rate of 121 tons of methane an hour — though it cautioned there was significant uncertainty because of winds at the time. If the release lasted an hour at that rate, it would have had the same short-term climate impact as the annual emissions from roughly 6,000 U.K. cars.
