The current semantics of the returnFeatureType parameter used in describing stored queries do not work for the mandatory GetFeatureById stored query because this stored query can returns a feature of any type.

1) Keep the returnFeatureType element as is in the schema but add a sentence in the specification that says if the returnFeatureTypes element is empty, like you show it here, that means that the stored query can return any of the feature types that the service advertises in its capabilities document.
2) Make the returnTypeFeatureTypes element minOccurs="0" with the same semantics as proposed fix #1.
