1. Disast er is event or ser ies of ev ent s t hat t hr eat ens and disr upt s lives and livelihoods caused eit her by nat ur al and/ or non- nat ur al and m an- m ade fact ors t o claim t oll, env ir onm ent al dam age, loss of asset s, and psychological im pact .
2. Nat ur al disast er is disast er set off by nat ur al event or ser ies of ev ent s and includes eart hquak es, t sunam is, volcanic er upt ions, floods, dr ought s, hur ricanes, and landslides.
3. Non- nat ur al disast er is disast er set off by non- nat ural event or series of ev ent s and includes t echnological disast er s, m odernizat ion disast er s, epidem ics, and out br eaks.
4. Social disast er is disast er set off by m an- m ade event or series of ev ent s and includes social conflict am ong groups or am ong com m unit ies, and t er ror izat ion.
5. Or ganizat ion of disast er m anagem ent is series of effor t s com prising disast er sensit ive developm ent policym aking, disast er pr ev ent ion act ivit ies, em er gency r esponse, and r ehabilit at ion.
6. Disast er prevent ion act ivit y is ser ies of act ivit ies im plem ent ed in an effort t o elim inat e and/ or r educe hazar d.
8. Early w arning is series of act ivit ies w arning t he public at a m ost im m ediat e st age on possibilit y of disast er at specific locat ion by aut horized agency.
9. Mit igat ion is series of effort s t o reduce disast er risks t hrough bot h built developm ent and aw ar eness rising on, and capacit y building for, addr essing hazar d.
10. Em ergency r esponse is ser ies of act ivit ies im plem ent ed im m ediat ely upon occurr ence of disast er t o addr ess r esult ing negat iv e im pact s, w hich com prises rescue and evacuat ion of vict im s, asset s, delivery of basic needs, prot ect ion, I DP m anagem ent , r escue, and r ecover y of facilit ies and infr ast r uct ure.
11. Rehabilit at ion is repair ing and r ecov ering all public or com m unit y ser vices up t o a degr ee t hat suffices geogr aphical post - disast er ar ea w it h t he m ain goal being t o nor m alize or br ing t o norm alit y all governance and com m unit y life aspect s in geogr aphical post - disast er ar ea.
12. Reconst ruct ion is rebuilding all infr ast r uct ure and facilit ies, inst it ut ions in geogr aphical post - disast er ar ea, at bot h governm ent and com m unit y level w it h t he m ain goal being t o init iat e and grow econom ic, social and cult ural act ivit ies, uphold law and or der, and pr om ot e public part icipat ion in all aspect s of com m unit y life in geogr aphical post - disast er ar ea.
13. Hazard is occurrence or event t hat m ay lead t o disast er.
14. Disast er vulner abilit y is geological, biological, hydrological, clim at ic, geogr aphical, social, cult ural, polit ical, econom ic and t echnological condit ion or char act er ist ic in a geogr aphical ar ea for a given period of t im e t hat r educes capacit y for pr ev ent ing, m it igat ing, achieving prepar edness, and t hat r educes capacit y for addr essing negat iv e im pact of specific danger .
15. Recovery is series of act ivit ies t o recover condit ion of disast er im pact ed com m unit y and living environm ent by r e- funct ioning inst it ut ions, infr ast r uct ure, and facilit ies t hrough r ehabilit at ion effor t .
16. Disast er pr ev ent ion is series of act ivit ies im plem ent ed t o r educe or elim inat e disast er r isk t hrough bot h r educt ion of hazard and r educt ion of disast er vulnerable par t ies.
17. Disast er risk is pot ent ial loss arising out of disast er w it hin a specific geogr aphical ar ea for a specific per iod of t im e t hat m ay com prise deat h, inj ur y, illness, life- t hreat ening cir cum st ances, loss of sense of securit y, displacem ent , dam age or loss of asset s, and disrupt ed social act ivit ies.
19. St at e of disast er em ergency is st at e proclaim ed by Gover nm ent for a specific period of t im e on r ecom m endat ion of Agency assigned t o m anage disast er.
20. I nt ernally displaced person( s) is individual or group of individuals whom volunt ar ily or ot her w ise hav e t o r elocat e fr om t heir place of origin for an unspecified period of t im e as r esult of negat ive im pact of disast er .
21. Ev er y person is individual, gr oup of individuals, and/ or legal ent it y.
22. Disast er vict im ( s) is individual or group of individuals t hat suffer or died because of disast er .

Pot ent ial disast er causes in t err it ory of t he Unit ar y St at e of I ndonesia can
be gr ouped int o 3 ( t hree) t ypes, i.e. nat ur al disast er, non- nat ural disast er ,
and social disast er.
Nat ur al disast er includes am ongst ot hers eart hquak es because of nat ur e,
volcanic er upt ion, hur ricanes, landslides, drought s, for est / land fir es
out br eaks, ext r aor dinar y event s, and out er space event s/ out er space
obj ect s.
Non- nat ur al disast er includes am ongst ot hers for est / land fir es caused by
m an, t r ansport accident s, const ruct ional/ t echnological failur es, indust rial
im pact s, nuclear ex plosions, environm ent al pollut ion, and out er space
act ivit ies.
Social disast er com prises am ongst ot hers social unrest and social conflict
in t he societ y w hich have had frequent ly t aken place.
Disast er Managem ent is an elem ent of nat ional dev elopm ent , i.e. a series
of Disast er Managem ent act ivit ies im plem ent ed before, during and aft er
occurrence of disast er. Flaw s ar e not ed in t he im plem ent at ion of Disast er
Managem ent and in m at t ers r elat ed t o it s legal base. As no Law is in
place yet dedicat ed t o handling disast er .
I n consider at ion of t he abov em ent ioned m at t ers and in t he fr am ew or k of
pr oviding a st r ong legal base for oper at ions of Disast er Managem ent , t he
Disast er Managem ent Law w as dr aft ed w hich in principle r egulat es
phasing of disast er int o pre- disast er , dur ing disast er and post - disast er .
The cont ent of t his Law set s out t he follow ing principal pr ovisions:
1. Oper at ions of Disast er Managem ent are t he responsibilit y and
aut hor it y of t he Gov er nm ent and r egional governm ent , im plem ent ed
in a planned, cohesiv e, coordinat ed, and inclusive m anner.
2. Operat ions of Disast er Managem ent during em er gency response
phase are fully carried out by t he nat ional disast er m anagem ent
agency and t he r egional disast er m anagem ent agency.
Afor em ent ioned disast er m anagem ent agencies com prise st eering
elem ent and ex ecut iv e elem ent . The nat ional disast er m anagem ent
agency and t he regional disast er m anagem ent agency have funct ions
and dut ies t hat com prise am ongst ot hers coordinat ion of oper at ions of
disast er m anagem ent in a planned and cohesive m anner in
accordance w it h t heir aut horit y .
3. Oper at ions of disast er m anagem ent ar e carried out by heeding
