Overview

Thank you for your interest in the position of Finance and Administrative Officer with the KOMPAK Program, as managed by Abt JTA on behalf of the Australian Government.

This document includes information on the following:  Program Overview;

 Introduction to Abt JTA;  Application process;  Terms of Reference; and  Key Selection Criteria.

Program Overview

KOMPAK is a large and complex program that is uniquely placed to add value to the Government of Indonesia’s own efforts to improve the social and economic conditions of its citizens; it is aimed at economic expansion and poverty reduction in Indonesia. Abt JTA is supporting frontline services—including health and education—while identifying governance constraints. The work accompanies implementation of Village Law, new national rules that empower local communities and increase the direct flow of money to village governments and services. KOMPAK seeks to strengthen the capacity of all levels of government to improve services, respond to citizen needs and contribute to stable prosperity.

Terms of Reference

The Services that the successful candidate is to provide include, but are not limited to, fulfilling the following Terms of Reference:

Position Title: Finance and Administrative Officer

Nama Jabatan: Finance and Administrative Officer

Reporting To: Provincial Manager Melapor Kepada: Manager Provinsi Duty Statement

To provide quality administrative and finance support with regards to the implementation of the Accessible Quality Services (AQS) portfolio of projects and activities.

Keterangan Tugas

Mendukung pelaksanaan kegiatan-kegiatan portfolio AQS dalam hal implementasi kegiatan, administrasi dan keuangan

Specific Duties

 Responsible for ensuring that team requests to purchase goods, accommodation and travel are fulfilled on time.

 Identifying and selecting the most appropriate suppliers to fulfil purchase requests, raising efficiency and achieving greater cost effectiveness.  Oversee the team needs regarding office

supplies and ensuring that stock control is managed to allow purchase requests to be fulfilled quickly.

 Oversee the processing of supplier invoices in accordance with the Operations and Finance Manual.

 Support the AQS team in preparing for and carrying out events (workshops, training seminars) in the regions.

 Developing and monitoring activity and event budgets, proactively providing updates and checking in with team members on their disbursement rates.  Helping team members to prepare

activity budget forecasts.

Tugas Spesifik

 Bertanggungjawab untuk memastikan semua permintaan barang oleh tim dipenuhi tepat waktu, pembelian barang, akomodasi dan mengatur perjalanan.  Mengenali dan memilih pemasok yang

paling sesuai untuk memenuhi permintaan pembelian, meningkatkan efisiensi dan mencapai efektivitas pembiayaan yang lebih besar.

 Mengawasi kebutuhan tim termasuk persediaan alat-alat kantor – pemeriksaan persediaan dan memastikan bahwa persediaan dijaga sedemikian rupa untuk memenuhi dengan cepat setiap permintaan pembelian.

 Mengawasi proses tagihan-tagihan dari pemasok; semua harus sesuai dengan Oprations and Finance Manual.

 Mendukung tim AQS dalam mempersiapkan dan menyelenggarakan acara-acara (lokakarya, training, seminar) di daerah

 Mengembangkan dan memantau anggaran kegiatan dan berbagai acara, serta secara proaktif menyediakan update dan mengecek dengan anggota team terkait arus pengeluaran kegiatan  Membantu anggota tim dalam

menyiapkan perkiraan pengeluaran kegiatan

 Assist the team with processing budget advances for projects and activities.  Provide the activity and event finance

report (trainings, seminar, workshops, FGD and other events).

 Provide updates on spending.

 Work collaboratively with the Operations (COB) team, especially the finance team regarding monthly financial reporting and with the preparation of forecasts.

 Undertake all other duties as reasonably directed by the Provincial Manager.

 Melakukan semua tugas-tugas lain yang selayaknya sesuai pengarahan Provincial Manager

Other Tasks

 Immediately report any suspected fraudulent or corrupt activities to your KOMPAK supervisor or relevant Director.

 Proactively identify and report risks, and manage risks within your level of accountability.

 Undertake other duties as required by your supervisor.

 Comply with Abt JTA and Program’s policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection and the environment.

Key Selection Criteria

For your application to be considered by the panel, interested applicants must submit a response to each of the following Key Selection Criteria:

KSC 1. Minimum Diploma III in relevant field of administration, finance, or accounting. KSC 2. Demonstrated experience (minimum 3 years) in logistics, administrations, contract

development, procurement and contract management;

KSC 3. Good interpersonal skills and adaptability to different circumstances; KSC 4. Strong communication skills and, including negotiation skills;

KSC 5. Must be strongly detail oriented and able to show patience and determination in investigating problems and finding solutions;

KSC 6. Active communication style with fluency in English and Bahasa Indonesia;

KSC 7. Working experience with, and proven knowledge of, Commonwealth Procurement Guidelines will be an advantage.

If no response to the above Key Selection Criteria is made, applications will not be considered further.
