KATA PENGANTAR

Kami panjatkan puji syukur kehadirat Allah SWT atas limpahan rahmat-Nya

maka tersusunlah seperangkat dokumen Kurikulum Program Bahasa Inggris ini.

LKP IYI – Sentra Ilmu & Teknologi telah berupaya meningkatkan mutu pendidikan non formal (kursus) secara berkelanjutan kearah kualitas nasional. Oleh karena

itu, perlu disusun program pembelajaran dengan standar kompetensi, standar ini akan

menjadi acuan dalam penyusunan Kurikulum untuk kurikulum berbasis kompetensi sehingga

dapat dijadian standar oleh lembaga kursus dan pelatihan sesuai UU No. 20 tahun 2003

tentang Sistem Pendidikan Nasional dan PP No. 19 tahun 2005 tentang Standar Nasional

Pendidikan, dengan demikian disusunlah Kurikulum untuk Kurikulum Berbasis Kompetensi

untuk menjawab permasalahan tersebut. Penyusunan Kurikulum ini sangat diperlukan untuk

mengakomodasi semua potensi yang ada dan meningkatkan kualitas LKP dalam mengikuti

perkembangan IPTEK dan dalam rangka memenuhi masyarakat, serta pengguna jasa kursus

dan pelatihan.

Kami menyadari bahwa perangkat ini masih belum sempurna untuk itu kami

mohon saran dan kritik dari berbagai pihak,peserta didik, orang tua / wali peserta didik,

terutama Dunia Usaha dan Dunia Industri (DUDI) demi sempurnanya dokumen Kurikulum ini.

Pada kesempatan ini kami sampaikan terima kasih yang tulus kepada Dinas

Pendidikan Kota Pasuruan dan seluruh karyawan LKP IYI yang banyak memberikan masukan.

BAB I

PENDAHULUAN

A.

RASIONAL

1. LATAR BELAKANG

Memasuki awal abad ke-21, bangsa Indonesia dihadapkan pada persaingan antarbangsa. Perkembangan ilmu pengetahuan, teknologi, gelombang globalisasi, dan demokratisasi telah membawa perubahan di hampir aspek kehidupan bangsa Indonesia. Menghadapi perubahan tersebut diperlukan kualitas sumber daya manusia yang menuntut produktivitas, efisiensi, competitive edge, dan berbagai macam peningkatan kinerja dan kualitas agar dapat memenangkan persaingan global. Menciptakan kualitas sumber daya manusia membutuhkan kemauan, komitmen, dan kesadaran dari berbagai pihak. Kita membutuhkan prakarsa dan upaya yang nyata untuk membenahi dan meningkatkan sumber daya manusia. Salah satu prakarsa yang strategis dalam mempersiapkan sumber daya manusia yang kualitas adalah membenahi sistem pendidikan nasional.

Mengingat kemajemukan bangsa Indonesia, maka Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 Pasal 31 ayat (3) mengamanatkan bahwa Pemerintah mengusahakan dan menyelenggarakan satu sistem pendidikan nasional, yang meningkatkan keimanan dan ketakwaan serta akhlak mulia dalam rangka mencerdaskan kehidupan bangsa, yang diatur dengan undang-undang. Atas dasar amanah tersebut telah diterbitkan Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional yang memberikan pedoman dalam penyelenggaraan kebijakan pendidikan. Sesuai pasal 3 UU Sisdiknas Nomor 20 Tahun 2003 tersebut ditegaskan tujuan pendidikan nasional sebagai berikut :

“Pendidikan nasional berfungsi mengembangkan kemampuan dan membentuk watak serta peradaban bangsa yang bermartabat dalam rangka mencerdaskan kehidupan bangsa, bertujuan untuk berkembangnya potensi peserta didik agar menjadi manusia yang beriman dan bertakwa kepada Tuhan Yang Maha Esa….”(UU Sisdiknas, 2004 : 5).

Implementasi Undang-Undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional dijabarkan ke dalam sejumlah peraturan yang menjadi pedoman dan arahan dalam pelaksanaan pendidikan di lembaga kursus, diantaranya adalah Peraturan Pemerintah Nomor 19 Tahun 2005 tentang Standar Nasional Pendidikan sebagaimana diubah dalam Peraturan Pemerintah Nomor 32 Tahun 2013 tentang Perubahan atas Peraturan Pemerintah Nomor 19 Tahun 2005 tentang Standar Nasional Pendidikan. Peraturan pemerintah tersebut memberikan arahan tentang perlunya disusun dan dilaksanakan delapan standar nasional pendidikan, yaitu: standar isi, standar proses, standar kompetensi lulusan, standar pendidik dan tenaga kependidikan, standar sarana dan prasarana, standar pengelolaan, standar pembiayaan, dan standar penilaian pendidikan.

KURIKULUM LKP IYI – Sentra Ilmu & Teknologi | 2017 / 2018 2 berbeda antar daerah dalam rangka meningkatkan mutu dan mencerdaskan kehidupan masyarakat di setiap daerah. Terkait dengan pembangunan pendidikan, masing-masing daerah memerlukan pendidikan yang sesuai dengan karakteristik daerah.

Hal ini tentu berpengaruh terhadap perubahan kurikulum yang dipakai di lembaga kursus-lembaga kursus karena kurikulum sebagai jantungnya pendidikan perlu dikembangkan dan diimplementasikan secara kontekstual untuk merespon kebutuhan daerah, satuan pendidikan, dan peserta didik. Penyesuaian atau perubahan kurikulum merupakan keniscayaan karena masyarakat terus berkembang. Kita dihadapkan pada tantangan internal, tantangan eksternal, keharusan penyempurnaan pola pikir, dan penguatan tata kelola kurikulum seperti upaya memenuhi kebutuhan masa depan dan menyongsong Generasi Emas Indonesia Tahun 2045, Penyiapan Kompetensi Abad XXI, Bonus Demografi Indonesia, dan Potensi Indonesia menjadi Kelompok 7 Negara Ekonomi Terbesar Dunia, dan sekaligus memperkuat kontribusi Indonesia terhadap pembangunan peradaban dunia sehingga kurikulum harus disempurnakan.

Penyempurnaan kurikulum meliputi 4 standar nasional pendidikan, yaitu Standar Kompetnsi Lulusan, Standar Isi, Standar Proses, dan Standar Penilaian. Standar Kompetensi Lulusan yang merupakan kriteria mengenai kualifikasi kemampuan lulusan yang mencakup sikap, pengetahuan, dan keterampilan. Untuk mencapai kompetensi lulusan tersebut perlu ditetapkan Standar Isi yang merupakan kriteria mengenai ruang lingkup materi dan tingkat kompetensi peserta didik untuk mencapai kompetensi lulusan pada jenjang dan jenis pendidikan tertentu.

Ruang lingkup materi dan tingkat kompetensi peserta didik yang harus dipenuhi atau dicapai pada suatu satuan pendidikan dalam jenjang dan jenis pendidikan tertentu dirumuskan dalam Standar Isi untuk setiap mata pelajaran. Berdasarkan Peraturan Pemerintah Nomor 19 tentang Standar Nasional Pendidikan sebagaimana telah diubah dengan Peraturan Pemerintah Nomor 32 Tahun 2013 tentang Perubahan Atas Peraturan Pemerintah Nomor 19 tentang Standar Nasional Pendidikan ditetapkan bahwa Standar Isi adalah kriteria mengenai ruang lingkup materi dan tingkat kompetensi untuk mencapai kompetensi lulusan pada jenjang dan jenis pendidikan tertentu. Ruang lingkup materi dirumuskan berdasarkan kriteria muatan wajib yang ditetapkan sesuai ketentuan peraturan perundang-undangan, konsep keilmuan, dan karakteristik satuan pendidikan dan program pendidikan. Selanjutnya, tingkat kompetensi dirumuskan berdasarkan kriteria tingkat perkembangan peserta didik, kualifikasi kompetensi Indonesia, dan penguasaan kompetensi yang berjenjang.

Standar Isi disesuaikan dengan substansi tujuan pendidikan nasional dalam domain sikap spiritual dan sikap sosial, pengetahuan, dan keterampilan. Oleh karena itu, Standar Isi dikembangkan untuk menentukan kriteria ruang lingkup dan tingkat kompetensi yang sesuai dengan kompetensi lulusan yang dirumuskan pada Standar Kompetensi Lulusan, yakni sikap, pengetahuan,dan keterampilan. Karakteristik, kesesuaian, kecukupan, keluasan, dan kedalaman materi ditentukan sesuai dengan karakteristik kompetensi beserta proses pemerolehan kompetensi tersebut.

Ketiga kompetensi di atas memiliki proses pemerolehan yang berbeda. Sikap dibentuk melalui aktivitas-aktivitas: menerima, menjalankan, menghargai, menghayati, dan mengamalkan. Pengetahuan dimiliki melalui aktivitas-aktivitas: mengetahui, memahami, menerapkan, menganalisis, mengevaluasi, dan mencipta. Keterampilan diperoleh melalui aktivitas-aktivitas: mengamati, menanya, mencoba, menalar,menyaji, dan mencipta. Karakteristik kompetensi beserta perbedaan proses pemerolehannya mempengaruhi Standar Isi.

KURIKULUM LKP IYI – Sentra Ilmu & Teknologi | 2017 / 2018 3 Pembelajaran pada satuan pendidikan diselenggarakan secara interaktif, inspiratif, menyenangkan, menantang, memotivasi peserta didik untuk berpartisipasi aktif, serta memberikan ruang yang cukup bagi prakarsa, kreativitas, dan kemandirian sesuai dengan bakat, minat, dan perkembangan fisik serta psikologis peserta didik. Untuk itu setiap satuan pendidikan melakukan perencanaan pembelajaran, pelaksanaan proses pembelajaran serta penilaian proses pembelajaran untuk meningkatkan efisiensi dan efektivitas ketercapaian kompetensi lulusan. Proses pembelajaran di atas ditagih melalui sistem penilaian autentik.

Mengantisipasi berbagai tuntutan perubahan di atas, LKP IYI - Sentra Ilmu & Teknologi telah melaksanakan berbagai program pada masa 4 tahun sebelumnya. Pencapaian 8 standar nasional pendidikan LKP IYI - Sentra Ilmu & Teknologi adalah sebagai berikut:

a. STANDAR KOMPETENSI LULUSAN

Dari segi SKL dapat dijelaskan bahwa LKP IYI - Sentra Ilmu & Teknologi telah mencapai pada sasaran yang baik dari berbagai aspek dan jenjang kompetisi. Hal ini sejalan dengan komitmen warga lembaga kursus untuk terus mempertahankan prestasi, menumbuhkan karakter peserta didik, kepedulian terhadap tata kelola lingkungan, serta mampu berkompetisi di era global.

b.STANDAR ISI

Upaya untuk mencapai SKL sesuai dengan tuntutan di atas diwujudkan melalui pembenahan kurikulum pada standar isi. Perluasan dan pendalaman kurikulum dilakukan untuk memenuhi kebutuhan di masa yang akan datang. Integrasi kurikulum juga dilakukan untuk mperkuat kurikulum yang digunakan di tingkat lembaga kursus. Seluruh warga lembaga kursus berkomitmen untuk melaksanakan kurikulum baru dengan baik.

c. STANDAR PROSES

Sesuai dengan tuntutan standar proses diharapkan pendidik / instruktur memiliki kompetensi untuk membelajarkan kompetensi dengan inovatif dengan menggunakan berbagai media dan teknologi terkini. Terhadap tuntutan ini, upaya peningkatan profesional pendidik / instruktur terus ditingkatkan. Seluruh perangkat pembelajaran sebagai dokumen kurikulum telah diselesaikan dan terus akan disempurnakan. Penggunakan E-Learning juga terus dikembangkan sebagai media belajar mandiri peserta didik.

Tantangan terbesar adalah bagaimana pendidik / instruktur mampu memahami perubahan paradigma dan mampu mengimplementasikan dalam proses pembelajaran dengan baik.

d.STANDAR PENDIDIK DAN TENAGA KEPENDIDIKAN

Secara kompetensi, pendidik dan tenaga kependidikan semakin menunjukkan kualitasnya dengan diperolehnya piagam penghargaan bagi pendidik / instruktur baik dalam lomba tingkat kabupaten, provinsi, maupun nasional. Tantangan terbesar adalah bagaimana mempertahankan disiplin, semangat, dan kompetitif pendidik / instruktur dalam mengembangkan lembaga kursus.

e.STANDAR SARANA PRASARANA

f. STANDAR PENGELOLAAN

Sesuai dengan permendiknas no.19 tahun 2007, lembaga kursus telah memenuhi seluruh standar pengelolaan khususnya dokumen tertulisnya. Setiap tahun dikaji dan disempurnakan. Hal ini sangat membantu dalam pengelolaan lembaga kursus yang lebih baik pada masa yang akan datang.

Tantangan terbesar yang dihadapi adalah tuntutan pengelolaan lembaga kursus lebih inovatif selain tindak lanjut sister school di luar negeri yang selama ini masih dalam proses implementasi.

g. STANDAR PEMBIAYAAN

Upaya untuk memenuhi pembiayaan lembaga kursus terus dilakukan. Sampai dengan tahun 2013 telah diperoleh tingkat pembiayaan lembaga kursus yang cukup memadai walaupun belum sempurna. Pendanaan yang cukup memadai berdampak positif pada pengelolaan lembaga kursus yang secara langsung atau tidak langsung akan mempengaruhi proses pencapaian SKL.

Tantangan terbesar dari sistem pendanaan ini adalah pendanaan lembaga kursus masih berpusat pada sumbangan orang tua dan hanya sedikit yang dari pemerintah.

h.STANDAR PENILAIAN

Sesuai dengan tuntutan standar penilaian diharapkan pendidik / instruktur memiliki kompetensi untuk menagih atau menilai pembelajaran sesuai dengan kaidah penilaian yang benar. Terhadap tuntutan ini, upaya peningkatan profesional pendidik / instruktur terus ditingkatkan. Tim Pengembang Kurikulum terus melakukan inovasi untuk dapat dijadikan pedoman pendidik/instruktur dalam melakukan proses penilaian.

Seluruh perangkat pembelajaran khususnya dokumen penilaian sebagai dokumen kurikulum telah diselesaikan.

Tantangan terbesar adalah bagaimana pendidik/instruktur mampu memahami perubahan paradigma dan mampu mengimplementasikan dalam proses penilaian dengan baik.

Memperhatikan ketentuan-ketentuan perundang-undangan dan kondisi nyata lembaga kursus di atas, lembaga kursus harus menyusun kurikulum untuk memenuhi standar nasional tetapi tetap memperhatikan kondisi nyata lembaga kursus. Ketentuan-ketentuan tersebut harus dituangkan dalam kurikulum operasional tingkat lembaga kursus. Lembaga kursus diberi wewenang penuh untuk menyusun kurikulum sesuai dengan rambu-rambu tersebut sehingga memungkinkan antara lembaga kursus yang satu dengan lembaga kursus lain memiliki ciri khusus yang berbeda dengan lembaga kursus lainnya.

1. Memberikan pelayanan pendidikan yang berkualitas dan menyenangkan.

2. Meningkatkan sumber daya pendidikan dan lulusan yang berkualitas serta mempunyai daya saing tinggi.

3. Membangun kemitraan dengan instansi pemerintah/swasta dan Dunia Usaha/Dunia Industri (DU/DI)

4. Meningkatkan keimanan dan ketaqwaan terhadap Tuhan Yang Maha Esa.

BAB II

STRUKTUR DAN MUATAN KURIKULUM

A.

STRUKTUR KURIKULUM

Kurikulum Bahasa Inggris Berbasis Kompetensi yang akan digunakan oleh LKP IYI dalam melaksanakan proses pendidikan dan pelatihan terdiri dari delapan program:

1) Program English for Kids 1 dengan 25 unit kompetensi dengan lama belajar 120 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

2) Program English for Kids 2 dengan 20 unit kompetensi dengan lama belajar 96 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

3) Program Survival English 1 dengan 11 unit kompetensi dengan lama belajar 72 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

4) Program Survival English 2 dengan 11 unit kompetensi dengan lama belajar 72 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

5) Program English for Communication 1 dengan 10 unit kompetensi dengan lama belajar 72 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

6) Program English for Communication 2 dengan 10 unit kompetensi dengan lama belajar 72 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.

7) Program Advanced Communication in English 1 dengan 12 unit kompetensi dengan lama belajar 72 jam dan distribusi waktu 30% teori dan 70% praktek yang diberikan secara terintegrasi.
