The Government of the Republic of Indonesia ,
and
the Government of the Kingdom of Belgium
Within the framework of the General Agreement on Technical Co-operation
of June 16, 1969.
Desiring to co-operate in the development of the Peusangan
Hydro-elec-tric Power Project.
Have agreed as follows :
Article 1 - OBJECTIVES OF THE PROJECT
1. To cope with the rapidly
growing power demand in Aceh region the
Government of Indonesia is contemplattng the development of a series
of power schemes.
The Peusangan Hydroelectric Power Plant is one
of the power projects being planned for the future.
2 . The project is further described and detailed in the "Terms of
Reference" attached to this Specific Agreement and being an integral
part 'of it.
Article 2 - EXECUTING AGENCY
1. The Government of the Kingdom of Belgium designates the Belgian
Administration for Development Co-operation (hereinafter ref erred to
as B.A.D.C.) as its executing agency.
B.A.D.C. is represented in
Indonesia by the Development Co-operation Section of the Belgian
Embassy in Jakarta. The B.A.D.C. will entrust the implementation
of its contribution to experienced consultant(s). This (These)
consultailt(s) shall staff the organization with adequate and well

and experienced personnel as required for the timely and
execution of the project.
2. The Government of the Republic of Indonesia designates the
Direc-torate General of Power.
Department of Mining and Energy,
herein-after referred to as DGP as its executing Agency.
DGP will entrust
PLN with the implementation of its contribution and operational
matters of the project.
Article 3 - CONTRIBUTION OF THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
1. The Government of the Republic of Indonesia, in accordance with the
prevailing laws and regulations, shall :
a. provide the Belgian experts with the exemptions and privileges
mentioned in article
7
of the General Agreement on Technical
Co-operation of June 16, 1969
b. grant exoneration from all duties, other levies and taxes on the
technical apparatus and equipment imported by the consultant and
which is required to implement the Project
c. give the required agreement for the Belgian experts.
2. Furthermore, through P.L.N., the Government of the Republic of
Indonesia will contribute to the project as follows
a. A responsible project engineer will be appointed by P.L.N ••

will act as an interface between the Consultant and all Indonesian
services and organizations.
b. Engineers will be assigned by P.L.N. to accompany the Consultant's
experts during their visits to the various authorities in Jakarta
as well as in Aceh region.
c. P.L.N. will provide assistance for all on-land transportation of
the Consultant's experts in Aceh region.
d. Office facilities with telephone, telex and secretarial services
will be provided by P.L.N. for the consultant's experts in
Jakarta, and at the project site during the period of the field
survey. Suitable office for all members with appurtenant
furni-tures and facilities.
e. P.L.N. will provide all available reports, maps, documents,
econo-mical and technical data and other information required for the
proper implementation of the project. All this information will
be given to the Consultant in the English language. The
Govern-ment of the Republic of Indonesia will permit any of these items
to be taken to Belgium except for confidential items.
f. All the site investigation works will be executed under the
supervision of the Consultant.
Article 4 - CONTRIBUTION OF THE GOVERNMENT OF THE KINGDOM OF BELGIUM
In
accordance with the prevailing laws and regulations, the Government
of the Kingdom of Belgium shall :
1. Bear the total cost of the Belgian Consultant which includes :
a. Wages of experts, their international and local travels and
trans-portation, their international communication expenses, their
lod-ging and miscellaneous expenses incurred in relation to the project,
including expenses of the consultant to conduct an in-house
trai-ning in order to ensure transfer of technology to the Indonesian
counterparts.

\b. If necessary, the services of local personnel and complementary
subcontractors.
c. If necessary, the technical appartus

equipment which is required
to implement the Project and which is to be imported in Indonesia ;
this includes the freight charges, insurances, storage and custody
of such apparatus and equipment.
2. Grant fellowship for a total of 4 man-months to Indonesian engineers
including their international traverA
The implementation and disbursement of the contribution of the Kingdom
of Belgium will be limited by and subject to its normal budget
appro-priation.
Article 5 - COMMUNICATIONS
Any communication or document given, made or sent by either Government
or their designated agent pursuant to this Agreement or Annexes hereto
shall be in writing and shall be deemed to have been duly given, made
or sent to the party to which it is addressed at the time of its
delivery by hand, mail, telex, cable or radiogram at its respective

1.
Both Governments may review the aims, objectives and implementation of
the project and if necessary discuss the main problems occuring during
the implementation of the project at the convening of a joint
commis-sion for this purpose.
2. The Government of Indonesia reserves the right to request the Belgian
Government to recall ar1y of the consultant's personnel in Indonesia
whose services and/or activities are found unsatisfactory or for
rea-sons of misconduct, misbehaviour or illness.
3.
At any time, both Governments may supervise and/or control on the spot
the state of progress of the project •
•
4. Where necessary and after consultation, both Governments may evaluate
the project or part of its implementation aspects.
Article
7 -
SETTLEMENT OF DISPUTE
Any dispute arising out of the interpretation or implementation of this
Specific Agreement shall be settled amicably by consultation or
negotia-tion between the two Governments.
Article 8 - ENTERING INTO FORCE AND VALIDITY
This Specific Agreement shall enter into force on the date of signing and
remain in force until the completion of the project. Amendments to this
Specific Agreement may be made at any time with the mutual consent of the
two Governments by.exchange of letters.

I. DESCRIPTION OF THE STUDY.

sq.km.situated in a strategically important position west of LNG town of
Lhokseumawe and has a large water resources potential for
agricul-ture, industri3l area, domestic water supply 。セ、@ possibility hydro power generation. ··
In spite of the promising power market in the urban area, Banda
Aceh, Lhokseumawe and other as well as rural area, adequate
trans-mission system and distribution facilities is short in Aceh region,
resulting in severe restriction of load growth.
The hydro power development in this area is required to be promoted
in due consideration of the comprehensive and long term development
program in Aceh region.
To cope with the rapidly growing power demand in Aceh region the
Government of Indonesia represented by PLN is contemplating the
deve-lopment of a series of power schemes . The purpose of Peusangan
Hydro-electric Power is one of the power projects being planned _by _P.LN .for.
future.
According to the previous study report there are many possibilities
site by hydropower schemes.
2. OBJECTIVE OF THE STUDY.
The total potential capacity of the Peusangan River Basin is presently
estimated at about

The aim of the Project . is to construct one HEPP on the Peusangan River
giving the maximum capacity.
The objective of the required studies are to formulate the optimum HEPP
and to assess its technical and economical feasibility.
3.
SCOPE OF THE WORK AND SERVICES TO BE PROVIDED BY THE GOVERNMENT OF THE KINGDOM OF BELGIUM .In accordance with the aim objectives which are to produce feasibility
study on the contribution of one hydroelectric power plant on the
Peu-sangan River, it is necessary to carry out the services with the scope
of work and plan of operation proposed in the following paragraphs .
The Government of the Kingdom of Belgium wi 11 assign Consultants firmi
with required experience and qualified personnel.
The obligations of the Consultant in this services are as follows
STAGE I.
The Consultant shall perform the study comprising among others :
1. Review and analysis of previous studies and existing relevant data
and reports available on Peusangan Hydroelectric Power Project.
Within the time al lowed for the implementation of the project, the
Consultant will check on the reliability of the available data and
reports.
2. Field or site survey and investigation for two different sites as
required.
This should comprise
- Geology Visual reconnaissance of the sites
- Analysis of possible hand dug test pits
- Interpretation of possible geophysical
prospection ;
- Geological interpretation of the existing
aerial photos.

- Hydrology and Topography :
- Visual reconnaissance of the sites
Checking the cross sections of the gauging station
and reference leve 1 s . ;
Give indication for topographical survey (
longitu-dinal profile and cross section ).
- Economy and social survey :
- Inquires and discussions with local authorities
- Examination of environmental problems.

Site selection for development of hydroelectric power scheme for two different sites. .This should comprise the following studies :
Power demand forecast and power market survey in
the services area ;
- Po...er system analysis due to interconnection with
the existing systems in the area ;
- Hydroelectric analysis and hydraulic characteristics

- Geology ;
- Determination of general construction scheme
- Environmental aspects
- Cost estimate
- Economic analysis of different sites.

Basic design at feasibility level of the major permanent structures for different alternatives and of the substation and the transmissionline.

Description of the access road.6.
Cost estimate at feasibility level for the construction, operation and maintenance of the project.7.
Environment assessment.8.
Schedule of implementation.9.
Following ....arks to be executed for the Project Design.10. Assessment of the criteria and basic assumption for the economic
feasibility study.

A tentative schedule of the field activities of the consultant is attached
in Annex l. being assumed that the duration of each mission represented
on the ba r-c ha rt are only estimates and will be adjusted acco rdin g to the
development of the project .

covering the field and office studies realised during the month,
not later than 2 weeks after the end of the month.
If within a period of two months after submitting the Draft Report
to PLN by the Government of the Kingdon of Belgium, PLN does not
transmit any co!TITients on the Draft Report, this means that these
Draft Reports are approved as such.
5.
GOODS AND SERVICES TO BE PROVIDED BY THE IHOONESIAN GOVERNMENT. The Government of Indonesia will undertake the following :5.
1. To nominate a counterpart group consisting of a project coordinator who has responsibility for the survey work and trouble arisingthroughout the survey period, and other counterpart group personnels.
Permanent survey of the field investigation works wil 1 be the
res-ponsibility of Indonesian counterparts.

5.2. To execute all the site investigation works as required with
supervision by the Consultant.
5.3.
To assist for the feasibi 1 ity study team necessary entry and exit visas, residence and work permits, and travel permits if requiredfor their study in Indonesia.
5.4.
To arrange in accordance with the GO l1s regu lation the exemptionfor the members of feasibi 1 ity study team from income tax and
charges of any kind imposed on or in connection with the living
allowances イ・セゥエエ・、@ from abroad, and from import and export
duties imposed on the member's personnel effects and instruments,
equipment and materials necessary for the survey which will be
re-exported after completion of the v.xJrk.
5.5. To provide for the feasibility study team permission to enter
rn Project area. For that purpose the experts should provide the
necessary documents for s urve y permiss ion before arriving in
Indonesia.
5.6.
To provide for the feasibility study team suitab le office forall members with appurtenant fu rniture s and facilities at the
project site during the period of the field survey.

To secure a foothpath to the different sites before the 3tart of the study and to maintain th is foothpath during the wholeper iod of the study.
5.8.
To organize the rent of a four-wheel drive and housing for the Consultant at Takingon during the stay of his experts on the site.The rent for the car and cost of the housing bei ng at the Consultants
expenses.

To provide available documents such as drawings, maps, statistics,data, existing studies 。セ、@ reports and all information relating to the s tudy.

10. To afford the best assistance for security of life and property ofthe feasibility study teams during their stay in Indonesia.

11. To undertake to hear claims, against the feasibility study team members engaged in the survey resulting from accuring in thecourse of or otherwise connected with the discharge of their
official, except those claim arising from the willful mis conduct or
gross ョ・ァャゥァセョ」・@ of the team members.

6.
GOODS AND SERVICES TO BE PROVIDED BY THE GOVERNMENT OF THE KINGDOM OF BELGIUM.The Government of the Kingdom of Belgium \"lill undertake the follo wing
1. Assign Consultant firms with qualified and experienced personnel
as required for the efficient and timel y execution o f the Project
and ensure the transfer of technology from the Consultant(s) to
the Indonesian counterpart.
2. The total cost of the Belgium Consultant which include wages of
experts (of which QTセ@ mm field-studies), their international and
local travels and transportation, their international corrmunication
expenses, their lodging and miscellaneous expenses incured in
relation to the project.
