on.As you know,

thiscommittee that was here a few years ago when you explained
tothe committee that you had hundreds and thousands of
cratesand boxes of
historicalgoods, of
historical value,that had never been unpacked.
Dr. Carmichael. Yes,

itwas that statement which induced
thiscom- mittee
toappropriate money for your new buildings,
asyou
willremember.
Dr. Carmichael. I do indeed,
sir.Mr. Jensen. Are there any of those goods that I
justspoke of now on display

stateof the develop- ment of our new displays
?We have,

resultof the funds that the committee has given us for our renovation-of-exhibits program, developed 24
halls;and
ineach one of those
hallsMr. Jensen. What
is a hall?Dr. Carmichael. A
hallis alittlemuseum.
It isa unit of the mu- seum. In many places one of our great
hallsalone would be a museum.
Let me give a typical example of
justthe things that you are
re-ferring
to, sir, inthe
caseof our American Indian
hall,the second American Indian
hall.This
hall isnew. In
this hall,I presume there are probably 10,000
objects,almost
allof which were
instorage and never available for the
visitorbefore your program made
theirdisplay
possible.Let me take one dramatic example. There
isprobably the
bestteepee
inany museum anywhere
inthe world on display
in this hall.This teepee was
collectedby the Army on the plains right
afterthe
CivilWar, brought
on,and made
intoa big exhibit
inthe great centennial exhibition
inPhiladelphia
in1876.After the centennial closed
inPhiladelphia, one of my predeces-
sors—
Iam the seventh head of the Smithsonian
in116 years — Dr.
Baird, who had been up
atPhiladelphia working on the exhibits for the
centennial,was able
toget many important
exhibitsfrom the Government and many from foreign lands when the exposition
closed.Some 60 freight car loads of important
objectswere brought down
to this city
for storage
afterthe centennial
closed.Now, that great teepee was wrapped up
inthe newspapers of Philadelphia —
Ithink the papers were of 1878 — and never unwrapped
until
your committee's funds made
it possiblefor us
tohave
thisgreat
exhibit.I can say conservatively that millions of people have looked
at itwith
interest.This
isa wonderful
exhibit.This
is justa dramatic

example of the
\Yay inwhich
theseold stored
objectsare now out on view for the
benefitof the
people.Of
course, sir, in tlie fieldof history and technology, we
are build-ing new
exhibits.That
iswhy some of
thismoney
isnecessary. We
are building
theseexhibits and.
as itwere, putting them
in a '"deep freeze," sothat when the
liuilderegetthrough with the new Museuni of
Historv' fiiidTechnology, we
willnot have
towait for
yeai'Sbut can put
exhibits inplace and then millions of people
willhave an opportunity
toseethem.
This

tobe the great
realizationof the point that you have made,

I
don't quiteunderstand what you mean by saying you
arebuilding
exhibits.Will you

Iwill.Let me take an example. Suppose we are going
toshow an exhibit of the Indian
artifactsfrom a part of the Great
Plains.We
can'tjust
buy a
caseand put these
objects inand print some
labels.We
have
to see thatthe lighting
isright
toshow these particular
objects.We have
to seethat there
isa background which
isappropriate, and probably by the use of what we
callthe
silkscreen process
itmay be necessary
touse an old print of that period, enlarge
it,and put
it in asa backgi'ound. In the end the
visitordoesn't just see,for
exam])le,an Indian pipe
in isolation,but
ashe looks
at this exhibit,he can interpret what he
sees inthe context of the knowledge that the
his-torian and the anthropologist have
inregard
tosuch matters. That
is
what we mean by building
exhibits,sir.Mr. Jensen. Thank you. Doctor.

an increase
inexhibit workers, and an
increaseof maintenance
workers for the new museum.

I must say that when we get these new physical
facilities, ittakes
more maintenance, more guards. That explains the reason for the
