In January the P r e s i d e n t a p p o i n t e d a c o m m i t t e e f r o m the faculty to a c t w i t h the librarian in an a d v i s o r y c a p a c i t y and as a s o r t of
" g o - b e t w e e n " b e t w e e n the library and the faculty. A n o r g a n i z a t i o n m e e t i n g w a s held on F e b r u a r y 1, s i n c e w h i c h t i m e s e v e r a l m e e t i n g s h a v e b e e n held u n d e r the d i r e c t i o n o f D e a n W h i t f o r d , the chairman, and a n u m b e r of helpful s u g g e s t i o n s h a v e resulted f r o m the o p e n d i s c u s s i o n s .
Faculty C o o p e r a t i o n

T h e University Chapel
T h e Chapel c o n g r e g a t i o n s this y e a r h a v e reflected the g e n e r a l situation in size and m o o d . A t t e n d a n c e has fluctuated w i d e l y , w i t h a r a n g e f r o m 15 to 150. T h e a v e r a g e c o n g r e g a t i o n first t e r m w a s 60, w h i l e that for the s e c o n d term, reflecting the r e d u c e d e n r o l l m e n t , w a s j u s t a b o u t 30.
T h e Chapel s e r v i c e s in spirit and c o n t e n t w e r e quite helpful.
During the s e c o n d t e r m e a c h T u e s d a y ' s s e r v i c e w a s d e v o t e d t o the t h e m e , " H o w W e Got Our D e n o m i n a t i o n s " . T h e g r o w t h o f the c h u r c h up to the t i m e of the R e f o r m a t i o n w a s p r e s e n t e d in four ser- v i c e s . T h e University Church
T h e U n i v e r s i t y C h u r c h c e l e b r a t e d its t w e n t i e t h a n n i v e r s a r y as an o r g a n i z e d c o n g r e g a t i o n o n S e p t e m b e r 24, 1942. T h e o c c a s i o n w a s m a r k e d by a supper with o v e r 125 in a t t e n d a n c e . T h e g r o w t h of the c h u r c h and its v a r i o u s d e p a r t m e n t s w e r e r e v i e w e d in a s e r i e s of brief s p e e c h e s . T h e a d d r e s s o f the e v e n i n g w a s b r o u g h t b y Dr. A . J . Elliott o f C h i c a g o .
T h e C h u r c h has c o n t i n u e d the s u p p o r t o f o u r w a r refugee, John C l e w l e y , in E n g l a n d , t h r o u g h the F o s t e r P a r e n t s ' Plan for W a r Chil- dren. T h e c h i l d r e n o f our C h u r c h S c h o o l and the m e m b e r s o f our W o m e n s ' Guild h a v e united with the Church in the g e n e r o u s support o f this p r o j e c t .
T h e C h u r c h S c h o o l , u n d e r the d i r e c t i o n of M r s . N e a s e , has had a s u c c e s s f u l year. E i g h t of our U n i v e r s i t y students h a v e c a r r i e d reg- ular a s s i g n m e n t s of t e a c h i n g or o t h e r l e a d e r s h i p in the s c h o o l through- out the year.
T h e W o m e n ' s Guild, under the p r e s i d e n c y o f M r s . M o r d C o r s a w , has d e v e l o p e d a n u m b e r of w o r k i n g c o m m i t t e e s and c a r r i e d through a n e x c e l l e n t p r o g r a m a t e a c h o f their m o n t h l y m e e t i n g s . T h e Choir, under the d i r e c t i o n o f M r s . S c h o l e s , w i t h M r s . A d a B e c k e r Seidlin as Organist, has c o n t i n u e d its fine w o r k d e s p i t e the p r e s s u r e o f our a c c e l e r a t e d p r o g r a m . T h e C a n d l e l i g h t Carol S e r v i c e s e e m e d m o r e beautiful than e v e r i n t h e s e t i m e s o f w a r .
T h e E x e c u t i v e C o m m i t t e e , w i t h Dr. S. R. S c h o l e s as Chairman, p e r f o r m e d its duties faithfully.
T h e Alfred Christian F e l l o w s h i p
T h e A l f r e d Christian F e l l o w s h i p , c o n t i n u i n g the m e r g e r o f the Y . W . C . A . and the A.U.C.A., d e v e l o p e d its p r o g r a m and o r g a n i z a t i o n , a l o n g the lines d e s c r i b e d in detail in my last report. D e s p i t e a f l u c t u a t i n g m e m b e r s h i p , w e c a n c o u n t sixty students w h o c o m m i t t e d t h e m s e l v e s to the p u r p o s e of the o r g a n i z a t i o n , and m a d e a c o n t r i b u t i o n to the b u d g e t . A far l a r g e r n u m b e r p a r t i c i p a t e d in the p r o g r a m of o r g a n i z a t i o n . In fact, it m a y fairly be said that p r a c t i c a l l y e v e r y student o n the c a m p u s has b e e n t o u c h e d a t s o m e t i m e during the y e a r b y the p r o g r a m o f the F e l l o w s h i p .

T h e Chaplain w a s d e s i g n a t e d as liaison p e r s o n to the N a t i o n a l Jap- a n e s e A m e r i c a n Student R e l o c a t i o n C o u n c i l . W i t h the c o m p l e t e c o - o p e r a t i o n o f the U n i v e r s i t y A d m i n i s t r a t i o n , the B o a r d o f N a t i o n a l Mis- sions of the P r e s b y t e r i a n Church, the M a c e d o n Center M e t h o d i s t Church, and o f Mr. N o r m a n W h i t n e y , a n A l f r e d A l u m n u s , w e h a v e b e e n s u c c e s s f u l i n r e l o c a t i n g t w o students, Mr. H e n r y N a k a m u r a o f Seattle, W a s h i n g t o n , and Mr. Y u t a k a K o b a y a s h i of San F r a n c i s c o , California. T h e C a m p u s C o m m u n i t y C h e s t : In January, at the r e q u e s t of the Student Senate, the Chaplain b e c a m e the Chairman of the E x e c u t i v e C o m m i t t e e of the C a m p u s C o m m u n i t y Chest. T h e task laid u p o n this C o m m i t t e e w a s t o h o l d o n e d r i v e for the v a r i o u s relief funds w h i c h h a v e h e r e t o f o r e s o l i c i t e d the students and faculty. W i t h the e x c e l - lent c o o p e r a t i o n o f m a n y individuals and c a m p u s g r o u p s , the Chest e x c e e d e d its $1500 g o a l . T h e f o l l o w i n g d i s b u r s e m e n t s h a v e a l r e a d y b e e n m a d e : T h e A m e r i c a n R e d Cross, $900; T h e United S e r v i c e Organizations, $100; and the W o r l d Student S e r v i c e Fund, $300. T h e b a l a n c e of the fund has not y e t b e e n d i s b u r s e d by the c o m m i t t e e .
P u b l i c i t y : During the y e a r the Chaplain has b e e n a s k e d to be- c o m e A s s i s t a n t i n the P u b l i c i t y D e p a r t m e n t , w i t h s p e c i a l responsi- bility for issuing the p e r s o n a l items a b o u t our students to the p r e s s . S o c i o l o g y : A t intervals t h r o u g h o u t the y e a r the Chaplain has assisted in the D e p a r t m e n t of S o c i o l o g y , and has b e e n standing by to substitute in that d e p a r t m e n t if and w h e n Dr. W a r r e n is called to the s e r v i c e .
G E N E R A L
During the y e a r the Chaplain has b e e n invited to assist in the l e a d e r s h i p o f r e l i g i o u s c o n f e r e n c e s o n the f o l l o w i n g c a m p u s e s : Col- gate, Cornell, R o c h e s t e r , and St. L a w r e n c e . He w a s a b l e to partici- pate i n all e x c e p t the last, w h i c h o c c u r r e d during H o l y W e e k . Other s p e a k i n g e n g a g e m e n t s h a v e taken him t o H o r n e l l , W e l l s v i l l e , W e s t - field, and o t h e r n e a r b y t o w n s . D u r i n g the y e a r he has e n d e a v o r e d to s e r v e the c o m m u n i t y a s S c o u t m a s t e r , w h i c h r e s p o n s i b i l i t y has n o w b e e n relinquished to o n e of the h i g h - s c h o o l faculty b e c a u s e of the s p e c i a l a s s i g n m e n t s m e n t i o n e d a b o v e .
M r s . G e n n e and I are glad that we are a b l e to use our h o m e as an integral part o f our w o r k w i t h the students. During the y e a r w e s e r v e d a p p r o x i m a t e l y 266 m e a l s at our table, and entertained o v e r 150 o t h e r callers.. In c o n n e c t i o n w i t h our p r o g r a m we entertained o v e r - night g u e s t s on 26 nights.
R e v i e w and P r e v i e w
A n e x a m i n a t i o n o f the total p r o g r a m a d m i n i s t e r e d t h r o u g h this office, we b e l i e v e , will r e v e a l an a t t e m p t to f a c e s q u a r e l y the re- ligious and m o r a l nature of the m a n y p r o b l e m s f a c i n g o u r day, and to bring to the s o l u t i o n of t h o s e p r o b l e m s the best insights and r e s o u r c e s o f o u r Christian faith. W e h a v e a l s o e n d e a v o r e d t o p r o v i d e p r a c t i c a l p r o j e c t s t h r o u g h w h i c h t o e x p r e s s this Faith. A s w e f a c e the future, we stand firm in the belief that the Christian c o l l e g e is o n e of the b u l w a r k s o f our culture. W h a t e v e r adaptations w e m a k e should b e in a c c o r d w i t h this c o n v i c t i o n .
T h i s office, and also the E x e c u t i v e C o m m i t t e e of the U n i v e r s i t y Church, is a l r e a d y planning to c o n t i n u e to function t h r o u g h o u t the s u m m e r . A s s o o n a s the situation o n the c a m p u s b e c o m e s clarified, w e shall b e e a g e r t o d e v e l o p the specifics o f a p r o g r a m w h i c h will m a k e a v a i l a b l e to all students on the c a m p u s the f e l l o w s h i p , help, and inspiration o f o u r v a r i o u s r e l i g i o u s o r g a n i z a t i o n s .

In p r e s e n t i n g to y o u , and to the B o a r d of M a n a g e r s , my e i g h t h annual r e p o r t of the S c h o o l of T h e o l o g y of A l f r e d U n i v e r s i t y , I de- sire first of all to e x p r e s s to y o u Mr. President, my a p p r e c i a t i o n for y o u r s y m p a t h e t i c and u n d e r s t a n d i n g s u p p o r t t h r o u g h o u t the eight y e a r s of my c o n n e c t i o n w i t h the S c h o o l . An Appraisal
T h e last i t e m o f m y r e p o r t last y e a r w a s h e a d e d " P e n d i n g A p - praisal". A n appraisal o f the S c h o o l o f T h e o l o g y w a s m a d e b y the
C o m m i s s i o n of the S e v e n t h D a y Baptist General C o n f e r e n c e , and its f i n d i n g s w e r e p r e s e n t e d t o the C o n f e r e n c e last A u g u s t and a d o p t e d b y that b o d y . T h e Sabbath Recorder of January 11, 1943, carried a s u p p l e m e n t w h i c h i n c l u d e d this r e p o r t o f the C o m m i s s i o n . T h i s s u p p l e m e n t e m b r a c e d p i c t u r e s of the Gothic, of the faculty m e m b e r s , and o f the students o f the S c h o o l , also e x c e r p t s f r o m m y r e p o r t t o y o u of last year, the a c c o u n t of the h i s t o r y of the S c h o o l of T h e o l o g y by P r e s i d e n t N o r w o o d , referred to earlier in this report, and a brief ar- ticle titled " O u r S e m i n a r y " , by the editor of the Sabbath Recorder.
It s e e m s a p p r o p r i a t e to c l o s e this r e p o r t with p a r a g r a p h s f r o m the findings of the C o m m i s s i o n , w h i c h w e r e g i v e n the s a n c t i o n of the Con- f e r e n c e last y e a r at S a l e m .
" T h a t o u r S c h o o l of T h e o l o g y is effectively and efficiently fulfi ling its m i s s i o n is e v i d e n c e d by the s u c c e s s f u l w o r k b e i n g carried on by the y o u n g m e n w h o h a v e b e e n trained in that s c h o o l . In v i e w of this e v i d e n c e the t e a c h i n g f o r c e is satisfactorily c a r r y i n g the task w h i c h is theirs.
"Certain s c h o l a s t i c standards must be m a i n t a i n e d and certain finan- cial r e q u i r e m e n t s m u s t be m e t in o r d e r for our S c h o o l of T h e o l o g y to be r e c o g n i z e d as a standard s c h o o l . T h e p r e s e n t salaries paid are p r a c t i c a l l y m i n i m u m , the salary o f the dean b e i n g n o t a b o v e salaries of o u r better paid pastors w h e n h o u s e rent has b e e n d e d u c t e d .

A s usual, w e d o not h a v e c o m p l e t e i n f o r m a t i o n w i t h r e f e r e n c e t o the p r o m o t i o n s and a d v a n c e m e n t s o f our alumni. S o far a s w e k n o w , all t h o s e w h o had n o t b e e n e m p l o y e d h a v e c o n t r a c t s for n e x t year, and all but t w o or t h r e e of t h o s e w h o signified their intention of leav- ing their p r e s e n t j o b s , h a v e b e e n p l a c e d i n " b e t t e r " j o b s . P r o b - a b l y for the first t i m e in the h i s t o r y of the B u r e a u of A p p o i n t m e n t s at Alfred, it has b e e n literally d e l u g e d by requests for t e a c h e r s , f r o m e v e r y c o u n t y in the State. It w o u l d be rather difficult to e s t i m a t e the g e n e r a l rise i n t e a c h e r s ' salaries. F o r the b e g i n n i n g t e a c h e r s w e h a v e p l a c e d , the salary r a n g e is $1300 to $1600. T h e p r o g r a m o f guest-days and similar e v e n t s that w a s d e v e l o p i n g in r e c e n t y e a r s has b e e n s u s p e n d e d for 1943. It should, h o w e v e r , be r e v i v e d and e x p a n d e d at the earliest p o s s i b l e m o m e n t .
In this g e n e r a l c o n n e c t i o n , the C o u n s e l o r feels that he c a n n o t u r g e t o o s t r o n g l y the p r o v i s i o n o f really a c c e p t a b l e l o d g i n g and dining facilities for v i s i t o r s , for he is c o n v i n c e d that s u c h a c c o m m o d a t i o n s , e v e n if o p e r a t e d at a loss, w o u l d pay i m p o r t a n t d i v i d e n d s in t e r m s of g e n e r a l good-will, f i n a n c i a l c o n t r i b u t i o n s , and e n r o l l m e n t s .
T h e office has c o n t i n u e d affiliation w i t h t w o a g e n c i e s , T h e S c h o o l and C o l l e g e A d v i s o r y C e n t e r and T h e A m e r i c a n S c h o o l s and C o l l e g e s A s s o c i a t i o n , t h o u g h b e c a u s e o f v a r i o u s dissatisfactions, a r r a n g e m e n t s w i t h the f o r m e r h a v e b e e n altered. A . C . f o r m e r l y w o r k e d on a flat fee g u a r a n t e e i n g five e n r o l l m e n t s , it is n o w on an individual fee basis, p a y a b l e partly after original regis- tration and partly after registration in the t w o s u c c e e d i n g s e m e s t e r s . Certain a d v a n t a g e s a p p e a r in this plan, t h o u g h w h e t h e r it will finally p r o v e s a t i s f a c t o r y still r e m a i n s to be seen.
W h i l e n e i t h e r i n i n c e p t i o n n o r p r o g r a m w a s the W a r A d a p t a t i o n s C o m m i t t e e officially related to the P r o s p e c t i v e Student office, there has b e e n s o m u c h c o n n e c t i o n b e t w e e n the t w o that certain p h a s e s o f the C o m m i t t e e ' s w o r k s e e m t o require m e n t i o n h e r e .
T h e t i m e and effort that the W . A . C . Chairman has d e v o t e d to the C o m m i t t e e has b e e n to s o m e e x t e n t stolen f r o m his P r o s p e c t i v e Stu- dent w o r k , and the office staff has frequently d e v o t e d c o n s i d e r a b l e t i m e t o C o m m i t t e e studies and c o r r e s p o n d e n c e . L i k e w i s e , s i n c e t h e r e w a s n o b u d g e t for the C o m m i t t e e , its e x p e n s e s h a v e b e e n l a r g e l y ab- s o r b e d i n the P r o s p e c t i v e Student a c c o u n t , w h i c h thus s h o w s l a r g e r e x p e n d i t u r e s than w o u l d o t h e r w i s e b e the c a s e .
W h i l e the C o m m i t t e e has a v o w e d b r o a d e r p u r p o s e s , m o s t o f its efforts h a v e related to e n r o l l m e n t . In this c o n n e c t i o n t h e y h a v e b e e n o f t w o s o r t s : c o n s e r v a t i o n o f p r e s e n t e n r o l l m e n t and e n c o u r a g e m e n t o f n e w . T h e f o r m e r w e r e , a c c o r d i n g t o the R e g i s t r a r , w h o w a s not a m e m b e r of the C o m m i t t e e , s u c c e s s f u l to the e x t e n t of p e r h a p s 20 e n r o l l m e n t s for the s e c o n d s e m e s t e r 1942-43.
S u c h o t h e r m o r a l e v a l u e a s the C o m m i t t e e ' s efforts m a y h a v e had is n o t a s u b j e c t for this report, but, so far as n e w e n r o l l m e n t s are con- c e r n e d , results t o date are n o t v e r y i m p r e s s i v e . T h e Chairman be- l i e v e s that the bulk of the C o m m i t t e e h a s substantially a g r e e d w i t h h i m in his v a r i o u s efforts, but, s i n c e t h e r e w a s d i v e r g e n c e of o p i n i o n , w h a t f o l l o w s is offered o n l y as f r o m the C h a i r m a n - C o u n s e l o r rather than f r o m the C o m m i t t e e .

1. L i b e r a l i z a t i o n of e n t r a n c e and c u r r i c u l a r r e q u i r e m e n t s of the C o l l e g e o f C e r a m i c s . T h i s w a s officially a c c o m p l i s h e d and w a s

S o m e i n d i c a t i o n of its s u c c e s s is the fact that, w h e r e a s girls in c e r a m i c e n g i n e e r i n g h a v e b e e n e x c e e d i n g l y rare in the past, t h e y c o n s t i t u t e 3 of the 7 p e r s o n s thus far a c c e p t e d finally or p e n d i n g graduation.
2. R e v i s i o n of the c a l e n d a r and of c o u r s e offerings to facilitate the e n t r a n c e o f n e w students a t t i m e s o t h e r than S e p t e m b e r . T h e f i r s t s u g g e s t i o n o f s u c c e s s w a s the a b o r t i v e M a r c h 1 s e q u e n c e , w h i c h w a s finally s a n c t i o n e d and p u b l i c i z e d so late as to g i v e it o n l y the s l i m m e s t p r o s p e c t o f s u c c e s s . A t the m o m e n t a n e w e n t e r p r i s e o f this sort is in the m a k i n g : the a d m i s s i o n of n e w students on July 5.
3. R e v i s i o n of s c h e d u l e to foster a c c e l e r a t i o n and to e n c o u r a g e the m a t r i c u l a t i o n o r c o n t i n u e d e n r o l l m e n t o f b o y s w h o h a v e little time for c o l l e g e study b e f o r e induction.
T h e plan has its o b v i o u s p r o b l e m s , but the C h a i r m a n - C o u n s e l o r still r e g a r d s it as v e r y m u c h w o r t h w h i l e , as essential to the e x e c u t i o n of short-term c o n c e n t r a t i o n s for war-time p u r p o s e s , and as the like- liest i n d u c e m e n t that can be offered to b o y s g r a d u a t i n g f r o m high s c h o o l to g e t in s o m e c o l l e g e w o r k , e v e n if for o n l y a y e a r or part of a year. It is u r g e d that h o s p i t a b l y s e r i o u s c o n s i d e r a t i o n be g i v e n to this p r o p o s a l .
4. E x p a n s i o n of curricular offerings in the d i r e c t i o n of specific p r e p a r a t i o n in war-needed fields. A s i d e from m i s c e l l a n e o u s " w a r c o u r s e s " , o u t s t a n d i n g p o s s i b i l i t i e s in this field are nursing, o c c u p a - tional therapy, l a b o r a t o r y t e c h n o l o g y , s e c r e t a r i a l w o r k and s u m m e r refresher w o r k for t e a c h e r s . A l l such p r o j e c t s are, o f c o u r s e , ham- p e r e d by uncertainty, e s p e c i a l l y as to the A r m y ' s p r o s p e c t i v e use of the University, and s o m e i n v o l v e p r o b l e m s o f a d d e d c o s t .
As to e n r o l l m e n t of regular students for the duration, t h e r e is no n e e d to e n u m e r a t e h e r e the r e a s o n s for the p e s s i m i s m that is evident in earlier s e c t i o n s of this report. It m a y , h o w e v e r , be a p p r o p r i a t e to offer s o m e o b s e r v a t i o n s on future action, n o t only f r o m the C o u n s e l o r , as such, but from him as c h a i r m a n of the W a r A d a p t a t i o n s C o m m i t t e e . T h e fundamental question is o n e of g e n e r a l U n i v e r s i t y p o l i c y , the d e t e r m i n a t i o n of w h i c h is, of c o u r s e , s e r i o u s l y h a n d i c a p p e d by un- c e r t a i n t y as to A r m y p l a n s : F o r its healthy o p e r a t i o n if n o t its m e r e survival, will the U n i v e r s i t y rely primarily upon A r m y c a d e t s or upon regular s t u d e n t s ?
If as f e w as 150 c a d e t s w e r e i n v o l v e d , it w o u l d s e e m p o s s i b l e to maintain a fairly e v e n b a l a n c e . But if, as s e e m s likely, any c o n t i n g e n t will n u m b e r 250 or m o r e , h o u s i n g facilities and the r e s o u r c e s of cer- tain k e y d e p a r t m e n t s will be so l a r g e l y d e v o t e d to this p u r p o s e that the p r o g r a m for regular students m u s t b e c o m e definitely s e c o n d a r y , and p e r h a p s f r a g m e n t a r y .
In this e v e n t it w o u l d s e e m a p p r o p r i a t e for the P r o s p e c t i v e Stu- d e n t office to d i s c a r d any s p e c i a l efforts and to confirm its w o r k to the routine of handling s u c h d i m i n i s h e d inquiries as c o m e to it.
On the o t h e r hand, if the U n i v e r s i t y is to d e p e n d p r i m a r i l y u p o n r e g u l a r students, or e v e n if it is to maintain a fair b a l a n c e b e t w e e n t h e s e and c a d e t s , e n e r g e t i c efforts in c o n s i d e r a b l e v a r i e t y s e e m to be i m p e r a t i v e .
W i t h o u t c r i t i c i s m , it m a y be fairly o b s e r v e d that A l f r e d is tra- ditionally v e r y m o d e s t , and that, w h i l e r e c e n t y e a r s h a v e s e e n c o n - s i d e r a b l e intensification of its p u b l i c relations efforts, t h e y are still of a r e l a t i v e l y casual c h a r a c t e r . F a c e d w i t h a n e e d for r e p l a c i n g at least half its n o r m a l c l i e n t e l e (two-thirds of its students are n o r m a l l y m e n ) i n the m i d s t o f terrific c o m p e t i t i o n n o t o n l y f r o m other c o l l e g e s but f r o m industrial, military, g o v e r n m e n t a l , and s o c i a l a g e n c i e s , A l f r e d w o u l d h a v e to initiate w h a t w o u l d be, for it, a r e v o l u t i o n a r y p r o g r a m o f p u b l i c relations. T h i s w o u l d s e e m t o i n c l u d e a t l e a s t :
1. A full-time field r e p r e s e n t a t i v e to visit high s c h o o l s and inter- v i e w p r o s p e c t i v e students.
2. A g r e a t l y intensified a d v e r t i s i n g p r o g r a m i n v o l v i n g s e v e r a l n e w p u b l i c a t i o n s and a d d e d office staff to k e e p a fairly s t e a d y s t r e a m of b r o c h u r e s , letters, p o s t e r s , and f o l d e r s g o i n g to h i g h s c h o o l s and in- dividual c a n d i d a t e s .

A g a i n w i t h o u t c r i t i c i s m i t m a y b e o b s e r v e d that Alfred, like m o s t s o c i a l l y e s t a b l i s h e d institutions, i s n o t t y p i c a l l y r e v o l u t i o n a r y . W h i l e this c h a r a c t e r i s t i c is c o m m o n and usually desirable, it m a y n o t p r o v i d e the p r o m p t n e s s of adaptation r e q u i r e d in e m e r g e n c i e s .

T h e 1942 S e s s i o n s w e r e the first for w h i c h I had full responsi- bility f o l l o w i n g m y a p p o i n t m e n t t o the D i r e c t o r s h i p i n S e p t e m b e r , 1941. T h e w i s e administration o f Dr. W a l d o A . T i t s w o r t h , w h o s e r v e d as D i r e c t o r o v e r a p e r i o d of m a n y y e a r s , resulted in the l a y i n g of firm f o u n d a t i o n s and m a d e the c h a n g e in a d m i n i s t r a t i o n a c o m p a r a t i v e l y s i m p l e o n e . I am e x t r e m e l y grateful to D o c t o r T i t s w o r t h for his c o u n s e l and a d v i c e o n S u m m e r S c h o o l p r o b l e m s w h i c h h a v e h e l p e d m e t o a v o i d m a n y pitfalls.
I b e l i e v e it m a y be said that the 1942 S e s s i o n s w e r e v e r y s u c c e s s - ful. T h e d e m a n d s and o p p o r t u n i t i e s of the w a r effort resulted in a s o m e w h a t r e d u c e d e n r o l l m e n t but this w a s anticipated. In spite of

T h e first task w h i c h I u n d e r t o o k upon a s s u m i n g office w a s to study c o u r s e offerings for the i m m e d i a t e l y p r e c e d i n g ten-year p e r i o d in the light of e n r o l l m e n t and i n c o m e . T h i s study c l e a r l y i n d i c a t e d the n e c e s s i t y of eliminating, c o m p l e t e l y , sum- m e r w o r k in s o m e d e p a r t m e n t s and r e d u c i n g offerings in o t h e r s . A r e o r g a n i z a t i o n o f the S u m m e r S c h o o l c u r r i c u l u m w a s , t h e r e f o r e , under- taken. N o t o n l y did this r e o r g a n i z a t i o n i n v o l v e actual c o u r s e offer- ings but it m a d e n e c e s s a r y to s o m e e x t e n t c h a n g e s in faculty person- nel. A further step w a s taken in r e o r g a n i z i n g the faculty salary s c a l e thus e l i m i n a t i n g p r o b l e m s at this point.
T h e w o r k o f the S u m m e r S c h o o l w a s a s usual d i v i d e d b e t w e e n the I n t e r s e s s i o n of three w e e k s and the R e g u l a r S e s s i o n of six w e e k s . A w i d e v a r i e t y o f c o u r s e s p r o v i d e d o p p o r t u n i t i e s .for u n d e r g r a d u a t e s , g r a d u a t e s and artists. S e v e r a l regular s e s s i o n students returned f o r s u m m e r w o r k i n o r d e r t o a c c e l e r a t e their p r o g r a m . T h e w o r k i n pottery, sculpture and d r a w i n g attracted a c o n s i d e r a b l e n u m b e r of artists and t e a c h e r s of art. F i n a l l y the g r a d u a t e p r o g r a m in educa- tion b r o u g h t a g r o u p of t e a c h e r s s e e k i n g the m a s t e r ' s d e g r e e as a m e a n s of p r o f e s s i o n a l a d v a n c e m e n t . In 1942 as in p r e v i o u s y e a r s , g r a d u a t e c o u r s e s i n p u b l i c s c h o o l administration, p u b l i c s c h o o l f i n a n c e and m e n t a l h y g i e n e w e r e offered b y visiting i n s t r u c t o r s .

C o n c l u s i o n
T h e e m p h a s i s this past y e a r definitely has b e e n p l a c e d o n the P h y s i c a l E d u c a t i o n P r o g r a m . A l l o f the m e n students h a v e b e e n required t o take a t least three h o u r s p e r w e e k o f regular class w o r k . T h e students h a v e e n t e r e d into the spirit o f the p r o g r a m w i t h serious- n e s s that has n o t b e e n o b s e r v e d any p r e v i o u s year. T h e p h y s i c a l c o n - dition of the a v e r a g e student has b e e n g r e a t l y i m p r o v e d , and their skills h a v e b e e n d e v e l o p e d t o the e x t e n t that t h e y are w e l l p r e p a r e d to enter the a r m e d s e r v i c e s . T h e p r o g r a m as p r e s e n t e d in this r e p o r t w i l l u n d o u b t e d l y be f o l l o w e d n e x t y e a r . It is v e r y doubtful, h o w - ever, that it will be p o s s i b l e to c o n d u c t a n y kind of an i n t e r c o l l e g i a t e p r o g r a m .
T h e activities o f the t w o m e n i n the D e p a r t m e n t h a v e b e e n c e n t e r e d around the class p r o g r a m . T h i s has b e e n due to the fact that the i n t e r c o l l e g i a t e s c h e d u l e w a s g r e a t l y r e d u c e d .

As in all o t h e r institutions, the w a r is c r e a t i n g a c o n s i d e r a b l e p r o b l e m of training, n e c e s s i t a t i n g a c h a n g e f r o m regular to e m e r - g e n c y p r o g r a m s w h i c h will aid in the w a r effort. T h e p r o g r a m s in o p e r a t i o n in the s c h o o l during the 1943-1944 p e r i o d will v e r y little r e s e m b l e the p r o g r a m s of the 1941-1942 p e r i o d .
Enrollment
It is anticipated during the c o m i n g y e a r that this will d r o p to 150 or e v e n less. H o w e v e r , to offset this, a c o n s i d e r a b l e n u m b e r of e m e r g e n c y training p r o g r a m s are b e i n g carried o n . T h e s e i n c l u d e w o r k in radio, m a c h i n e shop, electricity, w e l d i n g , e t c . In addition, s p e c i a l training p r o g r a m s for girls in certain s p e c i a l i z e d fields are b e i n g offered w h i c h should k e e p s o m e d e p a r t m e n t s in full o p e r a t i o n . T h e s e are briefly as f o l l o w s : Floriculture: T h e training of girls to re- l i e v e m e n in the p r o d u c t i o n , distribution and sale of florists' p r o d u c t s . Electricity: T h e training of girls particularly for the R o m e A i r D e p o t in the e l e c t r i c a l field. T h e s e girls are p l a c e d on Civil S e r v i c e at the

F o l l o w i n g this, t h e y g o t o the R o m e A i r D e p o t as e l e c t r i c a l t e c h n i c i a n s . Laboratory workers: A training p r o g r a m has b e e n w o r k e d out w i t h the S t r o n g M e m o r i a l H o s p i t a l , i n w h i c h the girls s p e n d t w e l v e m o n t h s in p r e p a r a t i o n as l a b o r a t o r y w o r k e r s . Of this time, six m o n t h s are to be spent at A l f r e d in b a c t e r i o l o g y and l a b o r a t o r y study. T h e r e m a i n i n g six m o n t h s are spent at the S t r o n g M e m o r i a l H o s p i t a l w h e r e the trainee will be rotated t h r o u g h a mini- m u m o f three l a b o r a t o r i e s . T h i s g i v e s t h e m b o t h t h e o r e t i c a l and p r a c t i c a l e x p e r i e n c e i n l a b o r a t o r y w o r k . A t the c o n c l u s i o n o f their training there, t h e y will be sent either to c o u n t y health l a b o r a t o r i e s or s e r y e as m e d i c a l t e c h n i c i a n s in d o c t o r s ' offices.
Other emerengency courses: T h e r e g u l a r w a r t r a i n i n g c o u r s e s that h a v e been c o n d u c t e d for the last three years are c o n t i n u i n g in opera- t i o n w i t h r e a s o n a b l y full e n r o l l m e n t . T h e s e include the t r a i n i n g of r a d i o t e c h n i c i a n s in nine c e n t e r s ouside of A l f r e d : J a m e s t o w n , Sala- manca, Olean, W e l l s v i l l e , H o r n e l l , Bath, C o r n i n g , D a n s v i l l e , and P e n n Yan. E n r o l l e d in these g r o u p s are s o m e t w o h u n d r e d Signal Corps R e - servists w h o upon c o m p l e t i o n o f their t r a i n i n g w i l l g o d i r e c t l y t o F o r t M o n m o u t h for special a d v a n c e d training. A total of 427 trainees is e n r o l l e d in this p r o g r a m . F o u r courses for c o l l e g e w o m e n are b e i n g c a r r i e d on in the fields of drafting and e l e c t r i c i t y . T h e s e are b e i n g c o n d u c t e d at K e u k a , E l m i r a , H o u g h t o n , and Alfred, for c o l l e g e j u n i o r s and s e n i o r s w h o w i s h training in this field. A total of 114 w o m e n is e n r o l l e d in this p r o g r a m . T h e total e n r o l l m e n t for the year, July 1, 1942, to A p r i l 8, 1943, in all p r o g r a m s w a s 1309. T h i s w a s for train- ing in c o u r s e s v a r y i n g in length f r o m three m o n t h s to a y e a r . In ad- dition, m a n y one-and t w o - w e e k c o u r s e s fur s p e c i a l g r o u p s w e r e offered but are n o t i n c l u d e d in this total.
Buildings and G r o u n d s
No n e w c o n s t r u c t i o n w a s started during the y e a r or is it planned t o start a n y during the c o m i n g year. P l a n s are b e i n g drawn, h o w - ever, for a post-war building w h i c h will i n c l u d e s e v e r a l additional buildings for the Institute. T h e s e i n c l u d e a n e w l a b o r a t o r y building for w h i c h funds h a v e b e e n set a s i d e to the a m o u n t of $315,000. A l s o planned is a c o m b i n a t i o n auditorium - g y m n a s i u m and a n e w h o m e e c o n o m i c s unit to c a r e for a p p r o x i m a t e l y 150 girls. T h i s will i n c l u d e a m a i n h o m e e c o n o m i c s building w h i c h will i n c l u d e a cafeteria and student c o m m o n s , and a h o m e e c o n o m i c s p r a c t i c e h o u s e w h i c h will be l o c a t e d off the c a m p u s w h e r e girls live for s h o r t p e r i o d s of t i m e for h o m e m a n a g e m e n t p r a c t i c e .
