5. Developing Primary School Improvement Strategies

Issuing homogenous quality improvement policies for primary school across national borders as well as within provinces or district/or municipality would bring insufficient results due to differential conditions of the schools. The quality improvement policy has to take into account the socio-economic and historical-cultural conditions.

More specifically the level of school development sld be consider also. Schools in the area of low socioeconomic condition with weak supports of the community and parents, school policy and socio-economic policy should go hand in hand.

Schools in the wealthy conditions should be given an authority to develop themselve with technical assistance from external agents. Schools at the middle level should develop in collaborative ways with frequent monitoring actions. The low level schools could only develop with external intervention and help.

All improvement policy requires broad school partnership, school cultureal development, and true empowerment by development appropriate research scheme.
