Integrity Zone (ZI) is a title given to government institutions that are committed to performing Corruption-Free Area (WBK) and Clean and Good Service Bureaucracy Area (WBBM) through bureaucratic reform, particularly by preventing corruption and improving the quality of public services. ZI development in DGT refers to the Minister of Administrative and Bureaucratic Reform Regulation No. 90 of 2021 concerning Development and Evaluation of Integrity Zones Towards Corruption-Free Area and Clean and Good Service Bureaucracy Area in Government Institutions.

A government institution is eligible to obtain the ZI-WBK/WBBM title if it is declared to have passed through several assessment stages for the ZI development that has been carried out. The assessment is carried out in stages, starting with the evaluation team of the DGT and the Ministry of Finance (Inspectorate General) evaluation team.
In 2022, the DGT proposed 237 units for assessment by the Ministry of Finance evaluation team, consisting of 179 units for the WBK assessment and 58 units for the WBBM assessment. Based on the results of the assessment by the evaluation team of the echelon I unit, 224 DGT offices were declared to have passed and were eligible to advance to the Ministry of Finance evaluation team (national assessment stage), consisting of 172 units for the WBK assessment and 52 units for the WBBM assessment. Subsequently, based on the final stage of assessment by the Ministry of Finance evaluation team, 141 DGT offices units were declared eligible to hold the ZI-WBK/WBBM title, 110 units for the WBK category and 31 units for the WBBM category. The awarding ceremony for the ZI-WBK/WBBM title in the Ministry of Finance environment was held at the closing of the commemoration of the Ministry of Finance’s Hakordia in 2022.

DGT, as a risk owner unit, is responsible for carrying out the risk management process in accordance with the tasks and functions carried out. Risk management is accomplished through the preparation of the unit risk profile and its mitigation plan, as well as carrying out monitoring of these risks and mitigations.
DGT risk managers carry out several work programs to support the implementation of risk management within the DGT, as follows:
a. assistance in risk management, which is an educational activity and assistance provided to the risk owner unit in DGT, both at the DGT Head Office and the DGT offices;
b. monitoring and evaluating risk management is to assess whether the risk management has been properly applied at every level of the office. Until the end of 2022, the Directorate of Internal Compliance and Apparatus Transformation has carried out monitoring and evaluation by taking samples from 8 risk owner units;
c. continuous development of the DGT Risk Management application (Periskop) as well as assistance to units in Preparing a risk profile and mitigation plan begin
with the collection of proposals/data from the business owners. Directorate of Internal Compliance and Apparatus Transformation as part of the risk management unit of the DGT, later discusses the data/
proposals with the supporting directorate to understand the prepared risk profile. The final result of the profiling process is the DGT Risk Management Charter.
The Director General of Taxes ratified the DGT Risk Management Charter for 2022 on January 28, 2022.
Identification of risks related to achieving tax revenue
targets is one of the main focuses of the DGT in the risk profile for 2022. Part of this risk includes the persistent impact of the Covid-19 pandemic and various external factors related to global economic conditions.
DGT coordinates with the Secretariat General of the Ministry of Finance in preparing the Risk Management Charter and Risk Management Supporting Documents for the scope of the Ministry of Finance. DGT also monitors the risk profile prepared at the beginning of the year. Organizational Performance Dialogues (DKO) are held quarterly to monitor performance.
