第1节-目的Purpose

1.1为规范国际工程班组安全管理,提高作业人员的安全自我防范能力,控 制和减少事故的发生,制订本标准。

This Standard is developed to standardize the working team safety management for overseas projects, improve the safety protection capability of working personnel, and control and reduce the accidents.

第2节-范围Scope

2.1本标准适用于国际工程项目班组(以下简称“班组”)安全管理活动。

This Standard is applicable to the work safety management activities of the working teams for overseas projects (hereinafter referred to as “working teams”).

第3节-术语Terminology 3.1无。None.

第5节-职责Duties and Responsibilities

5.1施工管理部门负责建立项目领导成员班组“包保制清单”并监督实施;

负责组织班组安全验证;负责班组岗位达标评比、班组活动的监督。

The Construction Office is responsible for establishing and supervising the implementation of the assurance responsibility with working teams list of project leaders, organizing safety verification of working teams, and supervising the comparison of the post reaching standard and working teams activities.

5.2班组职责Duties and Responsibilities of Working Teams

5.2.1遵守项目HSE体系要求、操作规程;

Abide by the HSE system requirements, operating procedures;

5.2.2将作业范围HSE责任分解落实到人,并开展自检、互查活动;

Divide HSE responsibility of the work area to assign the responsible persons, and organize self-inspection and mutual inspection;

5.2.3班组每天应开展班前、班中、班后安全活动,每周开展安全警示、安

全分享活动。

Each working team shall carry out pre-shift, during-shift, post-shift safety activities and every week safety education, safety share.

5.2.4对安全检查中发现的问题,按要求及时落实整改;

For any problem that is found in production safety inspection, the working team shall make rectification without delay as required;

5.2.5配合事故调查,如实反映情况。

The working teams shall provide active cooperation and truthful information in accident investigation.

5.3班组长职责Responsibilities of Team Head

5.3.1负责带领班组作业人员执行项目HSE体系要求、操作规程。督促作业

人员落实HSE岗位职责,组织开展班组安全活动。

Lead the team members to implement the HSE management rules and operation procedures of the project, supervise the operation personnel to fulfill the HSE

responsibilities, and organize the working team to carry out production safety activities.

5.3.2组织作业人员接受项目经理部HSE培训,及时传达项目HSE管理要

求。

Organize the operation personnel to participate in the HSE training of the Project Management Department and convey timely the HSE management requirements of the project department.

5.3.3落实班前作业人员的考勤,掌握作业人员施工作业分布情况,考勤信

息应每天向项目经理部报告。

Check the attendance of operation personnel before the work and be acquainted with their distribution in the work. The attendance information shall be reported to the Project Management Department on a daily basis.

5.3.4每天对作业人员健康状况进行询问,不得安排身体不适作业人员上岗。

Daily enquiring about the health status of the workers, and do not deploy anyone who is unsuitable for the work.

5.3.5应根据施工特点进行班前安全交底,不得违章指挥和强令作业人员冒 险作业。安全交底内容应包括:

Carry out targeted pre-shift safety briefing according to the construction characteristics, avoid any instructions in violation of the regulations and rules, and never force anyone to perform dangerous operation. The safety briefing shall include the following:

1)存在的危险源及有害因素检测情况;Detection results of hazards and harmful factors;

2)安全操作规程;Safe operating procedures;

3)防护用品、施工机具的正确使用和操作方法;Proper use and operation of protective equipment and construction equipment;

4)发现事故隐患应采取的措施;Measures to be taken when any accident hazard is identified;

5)发生事故后应采取的避险和急救措施。Rescue and first aid measures to be taken in case of accident.

5.3.6监督作业人员正确使用安全防护用品和规范操作施工机具,检查班组

作业现场的安全隐患,制止违章作业和不文明施工行为,及时处置隐患;

Supervise the operators to correctly use the personal protective equipment and operate the construction machinery, check the accident potentials of the site, stop any operation against the relevant regulations and any uncivilized construction behavior, and deal with the potential hazard timely;

5.3.7发生险情或安全事故后,应要求作业人员停止作业,立即报告项目经

理,组织开展自救,防止事态扩大,保护现场。

When any danger or accident occurs, urge the operators to stop the operation, report to the Project Management Department immediately, organize self-rescue, prevent the accident from getting worse, protect the scene.

5.4班组安全员职责Responsibilities of Safety Officer of the Working Team 5.4.1协助班组长实施班组HSE管理;Assist the team head in carrying out HSE management of the working team;

5.4.2对作业现场安全设施进行班前检查,提醒作业人员正确穿戴安全防护

用品、正确操作施工机具;

Check on the safety facilities before the work, and remind the operators to use the safety protection equipment and construction equipment correctly;

5.4.3对作业现场进行安全巡查,维护作业区域安全防护设施和警示标志的 完好,做好安全巡检记录;

Perform patrol inspection during the operation process, maintain the safety protection facilities and warning signs in the operation area, and make records of the production safety inspection;

5.4.4及时制止安全巡查中发现的违章作业和不文明行为。制止无效时,应

向班组长和HSE部门负责人报告。

Stop the operation against the relevant rules and the uncivilized behavior found in the safety inspection without delay. If unable to stop it, report it to the immediate leadership, or HSE Office;

5.4.5负责班后安全检查,不留安全隐患;Conduct safety inspection when the work in a day is completed to eliminate any safety hazard;

5.4.6发生险情或安全事故后,应立即报告班组长或HSE部门。

When any danger or safety accident occurs, immediately report to the team head or HSE Officer.

5.5作业人员职责Responsibilities of Operators

5.5.1服从班组长的管理,遵守项目HSE体系要求,参与班组安全活动,接

受HSE培训;

Obey the management of the team head, comply with the HSE system requirements of the project site, participate in the safety activities of the working team, and accept HSE training;

5.5.2严格遵守操作规程,正确穿戴劳动防护用品,正确操作施工机具,遵

守劳动纪律,不损坏安全设施和警示标志;

Comply strictly with the operating procedures, properly use the personal protective equipment and construction machinery, obey the labor discipline, and do not damage any safety facilities and warning signs;

5.5.3发生事故或安全险情后应停止作业,不得擅自处理或冒险作业;

When any danger or accident occurs, stop operation, and do not deal with it without authorization or take the risk;

5.5.4做好作业场所清理工作,保持作业现场整洁,杜绝不文明工作行为。

Clear up the work site to keep it tidy once completing the work, and put an end to uncivilized behavior.

第6节-程序Procedures 6.1一般要求General Requirements

6.1.1班组作业人员数不宜超过30人(隧洞作业工作面不宜超过9人),作

业人员应相对固定。班组长是班组HSE工作的第一责任人,对班组HSE工作负 全责。班组应配备专职安全员,协助班组长开展HSE工作。班组分散作业时,

班组长应为临时作业小组指定临时安全员。班组应按岗位要求穿戴合格的劳动 防护用品。

The number of operators of a working team should not be greater than 30 (or 9 on the working surface in tunnel). The team shall be relatively stable. The team head, as the chief responsible person, shall take full responsibility for the HSE of the working team. Safety Officer shall be assigned to assist the team head in carrying out HSE work. When the team members are working at different locations, the temporary Safety Officer assigned by the team head shall be the responsible person for the safety of the team. The working team shall be equipped with qualified personal protective equipment according to the post requirements and follow the requisition procedures.

6.1.2特种作业人员应持符合规定的证书(证件)。

The special operators shall hold the relevant certificates.

6.1.3新作业人员应佩带明显的标识,在熟练作业人员带领下工作3个月后

方可独立作业。

New workers shall wear obvious signs for identification and shall not work independently unless he/she has worked for no less than three months under the guidance or custody of an experienced operator who is familiar with the site environment.

6.1.4班组长应具有一定的文化知识和组织协调管理能力,熟悉相关工种操

作技能;其工作技能、管理能力与承担施工作业的难易程度相匹配。

The team head shall have the required degree of education and have the

organization, coordination and management capabilities, be acquainted with the skills related to the work, and have the technical and management capabilities compatible with the work.

6.1.5安全员应具有相关的HSE知识和紧急救护技能。作业现场安全员应佩

戴明显的标识,应掌握作业区域安全风险及防范措施,应及时向班组长反馈

HSE信息。

The Safety Officer shall be knowledgeable in HSE and first aid. The Safety Officers on duty shall wear obvious signs, be acquainted with the safety risks and prevention of the working area, and report the relevant HSE information to the team

head in time.

6.1.6班组应按本标准第7节记录每天班组活动。记录应清晰、准确、真实、

有效,内容与实际相一致,具有可追溯性。分类编制成册,形成班组安全活动 台帐。

The working team shall make daily records according to the items listed in Section 7 of this standard. The records shall be clear, accurate, authentic, valid, and traceable, and reflect the actual conditions. The records shall be cataloged to form the ledger of production safety activities of the working team.

6.2班前管理Pre-shift Management

6.2.1班组长应填写或及时更新《班组成员记录表》(附表1),每天记录

作业人员的出勤情况,考勤结果按项目经理部规定及时上报。

The team head must keep records of the attendance of team members, fill out the Form of Team Member Records (Annex 1). The attendance and arrangement results shall be reported according to the Project Management Department in time.

6.2.2应对施工作业区域的安全防护设施、周边环境进行检查后,实施班前

安全交底(安全教育),填写《班前安全教育记录表》(附表2)。

After inspecting the safety protection facilities and surrounding environment of the working area, make pre-shift safety briefing (safety education) and fill out the Sheet of Pre-shift Safety Education Records (Annex 2).

6.2.3应组织作业人员根据作业环境,自检互查个人劳动防护用品穿戴情况。

Organize the operators to conduct self-inspection and mutual inspection on the wearing of personal protective equipment according to the operation and

environmental requirements.

6.2.4应安排作业人员对使用的机具进行检查,发现有异常情况,应按操作

规程立即排除,必要时由班组长向项目主管部门申请专业处置。

Arrange the operators to inspect the machinery and tools to be used, and eliminate any abnormal condition once found according to the relevant operating procedures. If necessary, the team head shall apply to the relevant office of the project for troubleshooting.

6.3班中管理During-shift Management

6.3.1作业人员应严格按操作规程和班前安全交底作业,正确穿戴劳动防护

用品、正确操作机具。

The operators shall perform operation in strict accordance with the operating

procedures and pre-shift briefing requirements, and use the personal protective equipment and tools correctly.

6.3.2作业人员应按规定堆放物料,保持作业场所通道畅通、作业现场整洁。

The operators shall work in a civilized manner, place the materials orderly according to relevant regulations, and keep the workplace access unobstructed and the work site clean and tidy.

6.3.3作业现场的安全设施、警示标志、机具标识牌应注意保护,不得擅自

拆除和随意挪动。

The safety equipment and facilities, warning signs and signage in the work area shall be protected to prevent arbitrary removal and move.

6.3.4实施危险施工作业时,必须安排安全人员进行全过程监控。

When any highly risky operation is performed, an on-site safety supervisor must be assigned according to the relevant regulations to monitor the whole process of operation.

6.3.5班组长每天对作业区域的安全巡查不少于2次,填写《班组安全检查

记录表》(附表3),应及时处置安全隐患,制止违章作业和不文明施工行为。

The team head shall conduct safety inspection on the working area no less than twice a day, fill out the Sheet of Safety Inspection Records of Working Team (Annex 3), eliminate the hazards in time, and stop any operation in violation of the regulations and any uncivilized construction behavior.

6.3.6 班组之间应密切配合,做好上下工序的衔接及交叉作业的配合工作。

Working teams shall cooperate closely with each other to ensure the processes proceed smoothly and cross-operations are carried out properly.

6.3.7发现安全险情时,必须立即停止作业并上报项目经理,不得擅自处理,

险情排除后方可恢复作业。

When any sign of danger is discovered, stop the operation immediately and report to the project manager, and do not take any measures without authorization.

Never resume the operation until the danger is eliminated according to the requirements of the Project Management Department.

6.3.8发生事故后,必须立即组织自救、防止事故扩大、保护现场,及时报

告项目经理。

When an accident occurs, organize self-rescue immediately to prevent the accident from getting worse, protect the scene, and report to the project manager.

6.4班后管理Post-shift Management

6.4.1对施工过程中发现的问题和好的经验,班组长应组织整改和讲评。

For the problems found and experience learned during the construction process, the team head shall organize rectifying and explanation.

6.4.2每天工作完工时,应做好场地清理、清点作业人员。

Clear the site when the work of a day is completed, and check the number of operators.

6.4.3每天工作完工时,对作业区域的安全隐患进行排查,发现安全隐患立

即整改。因客观原因暂时无法解除的隐患,应做好警示标识,及时上报项目主 管部门。

When the work of a day is completed, inspect the accident potentials in the working area. Once any accident potentials is found, make rectification and take proper measures, or report any outstanding problem to relevant office of the project and make the warning signs.

6.4.4对使用的机具、危险品等,按规定返还仓库,办理相关手续。

Return the equipment and hazardous articles to the warehouse after use in accordance with the relevant regulations, and go through the formalities.

6.4.5作业人员应按规定安全使用生活设施,保持良好的个人卫生习惯,保

护环境卫生,发现人员生病应立即报告。

The operators shall use the living facilities safely according to the relevant regulations, maintain civilized and healthy living habits, protect the environmental health, and report any person be ill immediately once found.

6.4.5班组应积极参加HSE培训和健康的文娱活动,遵守社会公德。

The working team shall actively participate in the HSE training, and healthy recreational activities and abide by social ethics.

6.5班组安全活动Safety Activities of Working Team

班组每周必须组织一次安全活动,时间一般不少于1小时。主要内容:

The working team must organize safety activities for no less than one hour each week. The safety activities shall mainly include the following.

6.5.1对各岗位HSE进行讲评,研究布置下周HSE工作;

Propose comments on each post of the team, and deploy the work of this week;

6.5.2学习项目HSE要求、操作规程;讨论班组存在的HSE问题,提出合 理化建议;分享安全经验、分析事故案例,举一反三,防止类似事故重复发生;

结合本班组的作业特点辨识岗位危险源、环境有害因素,讨论预防措施。

Study HSE requirements and operation regulations of the project; study the problems in production safety of the working team and propose reasonable

suggestions to resolve them; share the experience in production safety and analyze the accident case to prevent similar accidents; organize the operators to identify the hazards in the work and the harmful factors in the environment according to the work characteristics of the working team, and discuss preventive measures.

6.6班组安全验证Safety Verification for Working Teams

6.6.1施工管理部门应针对项目不同班组按照附表4要求制定《班组安全验

证记录表》,所有班组入场前均需要进行班组安全验证;班组施工过程中,工 程管理部门应不定期开展班组安全验证复核工作。

In accordance with the requirements of Annex 4, the Construction Office shall formulate the team safety verification form for different working teams of the project.

All teams are required to undergo safety verification before entering the site. During the teams' construction process, the Construction Office shall conduct irregular review work on the team safety verification.

6.6.2工程管理部门应建立班组安全验证动态台账,加强班组安全管理,在

班组作业现场醒目处张贴“红黄蓝绿”安全验证标识,在《班组安全验证动态 台账》(见附表5)上按下表记录安全验证结果标识。

The Construction Office should establish a Working Team Safety Verification Form to strengthen the safety management of teams. Post the "Red, Yellow, Blue, Green" safety verification labels in prominent locations at the team's operation site, and mark the corresponding "Red, Yellow, Blue, Green" sections on the Safety Verification Form of Working Teams with a checkmark(Annex 5), as required in the following table.

6.7岗位达标Compliance with Post Requirements

6.7.1施工管理部门应根据施工岗位特点,按照附表6的要求建立项目各班

组岗位达标标准,形成《班组安全标准化岗位标准》;

The Construction Office shall, according to the requirements of Annex 6 and the characteristics of each post, establish the requirements for each post of the working team, and prepare the Standardized Safety Requirements for Posts of Working Team;

6.7.2施工管理部门每年一次对各班组的岗位达标情况进行评定(见附表

7),对不符合《班组安全标准化岗位标准》要求的,要制定整改方案,限时整 改。

The Construction Office shall assess the compliance with the requirements for each post of the working team once a year (see Annex 7), and require the working team to work out a rectification plan and complete rectification within a time limit for the posts failing to meet the requirements of the Standardized Safety Requirements for Posts of Working Team.

6.7.3施工管理部门每年一次对《班组安全标准化岗位标准清单》进行评审、

修订和完善,确保岗位标准符合安全管理要求。

The Construction Office shall review, revise and improve the Standardized Safety Requirements for Posts of Working Team on an annual basis to ensure the post requirements meet the actual production safety requirements continually.

6.7.4在法律法规、标准、施工工艺和设备设施、岗位职责等发生变化时,

应及时对《班组安全标准化岗位标准清单》进行修订、完善。

When the laws and regulations, codes, standards, production processes, equipment and facilities, and job responsibilities change, revise and improve the Standardized Safety Requirements for Posts of Working Team timely.

第7节-记录Records

项目经理部应完整保存班组管理记录,按照班组分类建档。记录资料至少 应包括班组成员记录表、班前安全教育记录表、班组安全检查记录表、班组安 全活动记录等记录、图片、视频等。

The Project Manager Department shall keep the complete management records and data of each working team, and archive the records and data by working team.

The records and data shall include the Form of Team Member Records, the Sheet of Pre-shift Safety Education Records, the Sheet of Safety Inspection Records of

Working Team, records of working team safety activities, and other records, pictures, and videos.

班组安全协 同要求 Coordination requirements for safety of working team

(一)互相提醒:发现对方有不安全行为,可能发生意外情况时,要 及时提醒纠正,工作中要呼唤应答。

Remind others: Remind the others to correct the behavior when finding any unsafe behavior of others during work that may cause accidents, and give response to any call during the work.

(二)互相照顾:工作中要根据工作任务、操作对象合理分工,互相 关心。

Mutual custody: deploy the work reasonably according to the tasks and operation objects; care each other;

(三)互相监督:工作中要互相监督,严格执行劳动防护用品穿戴标 准,严格执行安全规程和有关制度。

Mutual supervision: supervise each other in the work to ensure strict compliance with the requirements for wearing of personal protective equipment and the safety regulations and relevant rules;

(四)互相保证:保证对方安全作业,互不伤害、不发生人身安全事 故。Mutual guarantee: guarantee the safe operation of others, and avoid injury and personal safety accident.
