President Weideman's speech was enthusiastically received and unanimously accepted by the vote of the Convention. The Chairman then asked for the report of the National Chairman of Cultural Education, Dr. At the suggestion of the National Executive Committee, a committee was formed to rewrite the rules.

ACKNOWLEDGMENTS

If only fifteen associations participate in group activities and members of only twenty-eight associations participate in individual competitions at national cultural festivals, and if only fifteen of our ninety-five associations participate in the annual cultural competition of Associations of American Gymnasts, the stated goal will .forth in the above resolution cannot be achieved. It is regrettable that since June 1947 and after repeated requests, only twenty-seven associations have provided the National Bureau with the names of their cultural chairmen and only two districts have appointed cultural education chairmen.

REPORT OF THE CREDENTIALS COMMITTEE ON COMMITTEE ASSIGNMENTS

A motion was then made that when the Convention adjourned, it would reconvene at the call of the Chairman. A motion was then made that the next and subsequent morning sessions of the Convention be called to order at 09:30. After further instructions regarding entertainment and other business, a motion was made to adjourn, which was carried, and the Chairman declared the first session of the convention adjourned at 12:45 p.m.

Weideman, President of American Turners George Seibel, Past President of American Turners William Voelker, Vice President of this convention. The secretary then read that part of the minutes which refers to the statements made by President Weideman following his annual report. This part of the minutes was approved by motion, seconded and adopted by voice vote at the convention.

However, before calling for committee reports, the chairman proposed the following rule to limit debate during the subsequent portion of the convention. A motion was then made to adopt the proposed rule for limiting debate, which motion was seconded and adopted by voice vote of the Convention.

REPORT OF COMMITTEE ON NATIONAL PUBLICATION AND PUBLICITY

34; Delegates may not speak for more than three minutes at a time, and no delegate may speak on the same subject more than twice, except with the consent of the Convention. The first report requested was the report of the Committee on National Publication and Publicity, which was submitted in mimeographed form and read to the convention by Celeste Goerlach, secretary of this committee, as follows: The Committee to organize this Association should be appointed and be overseen by the National Executive Committee.

We recommend that the convention extend a message of appreciation and thanks to the city editor and photographer of the Lawrence Massachusetts Evening Tribune for the courtesy and cooperation shown by the American Turner Convention in publishing photographs and news articles from the Convention. . Waldemar Eickhoff, Chairman Celeste Goerlach, Secretary Paragraphs 1 and 2 were discussed in detail and subsequently adopted by the convention by voice vote. The aforementioned report of the Committee on National Publicity and Publicity also included a recommendation to the National Executive Committee to investigate the feasibility of transporting winning model teams from the St. Louis Festival to various Turner halls for publicity purposes.

After the individual approval of each of the above three paragraphs of this report, a motion was made that the report of the Commission on Publication and National Publicity be approved as a whole. The next report requested by the Chairman was the report of the Committee on Cultural Education, which was distributed to the convention delegates in mimeographed form as follows:

REPORT OF THE COMMITTEE ON CULTURAL EDUCATION

While both the National Committee for Cultural Education and the Trustees of the Jahn Fund organized a competition in literary essays and dramatic arts in St. We respectfully recommend that the Trustees of the Jahn Fund either cooperate with the National Committee for Cultural Education in organizing competition and/or offering prizes for competition in National Festival years, or give the National Committee for Cultural Education the full supervise all cultural competitions during National Festival years. While awarding cash or its equivalent is contrary to the intent and spirit of Section 26 of the American Turners Articles of Association.

We recommend that the administrators of the Jahn Fund refrain from offering cash prizes or the equivalent in future competitions and limit their awards to diplomas, medals, ribbons and the like. COMMITTEE ON CULTURAL EDUCATION John Kovats Jr., chairman Anna Heitz, secretary. At this point the Chairman stated that the time for the Convention to break for lunch was near and suggested that the delegates read carefully this report of the Committee on Cultural Education. Education during the afternoon recess, on the basis of which a motion was made and supported to adjourn this session of the convention. This motion was carried and the chairmen declared that the second session of the convention was adjourned at 12:50 p.m.

The Chair ordered that the first order of business before this session of the Convention be the consideration of the reports of the Convention Committee on Cultural Education, the report of which had been distributed to the delegates in mimeographed form before the recess, and requested Turner John Kovats, Jr., Chairman of that committee, to read this report to the Convention. At this point, Turner Seibel called attention to the fact that three paragraphs in this report of the Convention Committee on Cultural Education set out recommendations and invitations to the trustees of the Jahn Fund in matters related to cultural activities, and further stated that these recommendations or invitations were perfectly acceptable to trustees of the Jahn Fund and that the trustees will be happy to cooperate with the National Cultural Committee in the matters set forth in these recommendations and invitations.

SUPPLEMENTARY REPORT OF CONVENTION COMMITTEE ON CULTURAL EDUCATION

The Chairman then asked for the report of the Finance Committee of the Convention which was presented in mimetic form by its Secretary, T. REPORT OF THE FINANCE COMMITTEE OF THE CONVENTION. The Committee found on examination of the books unpaid per capita tax in the annual report of 31 December 1947 in the amounts of. The Finance Committee recommends that a statement of the receipts and disbursements of the American Turners be presented at each National Convention for the months between the annual audit and one month prior to the Convention date.

At the request of the Finance Committee, Treasure contacted the US Turner office in Detroit for a report on US Turner's financial condition as of August 1, 1948. We recommend that article 33, subsection VI of the Statute be amended as follows: "The National Executive Committee shall allocate to a special fund fifty cents of the tax collected per capita.

This Committee further recommends that paragraphs 61 (a) and 61 (c) remain as they appear in the 1947 edition of the Statutes. This amendment was adopted by a vote of the Convention and the Chairman directed that the resolutions be read separately and acted upon independently.
