130 Status of the Kiwanis Club of Kewaskum, Wisconsin (See Law and Policy Report Recommendation 5) 14. A more complete report will be included in that of the Board's Committee on Program Development. The official family will be housed in the main building of the Fairmont Hotel.

REPORT OF THE COUNCIL COMMITTEE ON LAWS AND POLICY TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. The content of such amendments will be explained to the members of the Council. However, final wording will await a full review of all amendments at the next meeting of the Council.

AMENDMENT 1

The recommendations from said meeting must be referred to the international board for consideration. Section So The Standing Committees except the Committee of Past International Presidents and the Resolutions Committee shall consist of at least three. The chairman of each committee is appointed by the president or president-elect of the committees designated by him as president-elect. outgoing international president.

The Resolution Committee shall consist of at least seven (7) members from chartered Kiwanis clubs, at least one (1) of whom shall be a Past President of Kiwanis International.

AMENDMENT 2

The Public Relations Committee will deal with materials and media by which the public will receive a true knowledge of the ideals, goals, programs and achievements of Kiwanis International and its districts and clubs. Definition of the Committee for the Support of Churches in Their Spiritual Aims as contained in Article XVI, Section 8 of the International Rules). All standing committees report to the President and the Board of Directors, and all committee reports may be published with the approval of the Board of Directors.

Use of the International Representative at the District Convention This matter has demanded attention in recent years due to many factors. One of the primary concerns has been the general tendency for the representative to either have too little a part in the convention or to be completely overloaded with tasks, rendering the representative somewhat ineffective in properly assessing all aspects of the convention. 2o Limitations on the number of tasks, so that the representative can make an honest assessment of the entire convention.

2o Regional or Divisional Conferences following an intensive evaluation session in which the District Board and at least Key Chairmen attend to make their assessment of the state of the district and set the guidelines for the areas to be covered in the Regional or Divisional Conferences to follow. Your Connnittee will retain the question of the participation of the selected Lieutenant Governors at the International Convention for further study.

MEMBERSHIP DEVELOPMENT PHASE 1. .Current Membership Statistics

The committee reviewed the report stating that the General Office received 1,392 pink copies of the "Notice of Relocation of Members" form from club secretaries. A record is kept of the names, districts and club areas where these men have moved for follow-up. Of the 1392 forms, the General Office has only received confirmation from the club secretaries in the new areas in 324 cases.

1068 of these men have not been contacted to date or have been contacted but the secretary has not completed and mailed to the General Office the portion of the form designed to report this fact. It was reported that 191 of these coupons were received during the administrative year indicating a change of address from the club area. The Board Committee reviewed the results of the New Member Sponsor Award Program for 1969-70, which sought to recognize those Kiwanians who sponsored three or more new members in their own clubs between October 1, 1969, and June 30, 1970.

Letter from Governor Marshall McCann Regarding Inter-Club Requirements The Committee reviewed a letter from Governor Marshall McCann of the Pacific Northwest District, in which he forwarded a proposal to modify the inter-club requirements for clubs in long-distance areas. and other clubs. The committee reviewed correspondence from Lt. Governor Paul Fo Beatley of the Capital District regarding sponsorship under the New Member Sponsor Rewards Program and found that the requirement stating that a Kiwani citizen will be eligible to sponsor new members only in their club, worth keeping. The committee carefully reviewed correspondence from the Kiwanis Club of Portsmouth, Virginia, regarding attendance requirements.

After discussion, the Committee reaffirmed its support for the minimum participation requirements as set forth in the Official Kiwaniso Rules of Participation. The Committee discussed the 1970-71 New Member Sponsorship Reward Program, noting that awards will be based on the sponsorship of five new members to their club, that clubs achieving a substantial net gain in membership during the Administrative Year will be recognized. and that the competition will cover the full administrative year.

NEW CLUB BUILDING PHASE 1. Revocation of Charters

The Committee recommends that the action of the Pacific Northwest District Board of Directors increasing dues for members of new clubs to $25.00 be referred to the Board Committee on Laws and Policy. The Committee respectfully requests that additional time be allocated at the February Board of Directors meeting to ensure that these recommendations receive the full attention they deserve. The Committee invites members of the Board of Directors to consider these and to submit any suggestions or concerns they may have to the Committee.

The Committee recommends that the Stay Alive With Willie Survive safety program be discontinued as of the end of the 1970-71 year. The Committee recommends that the format, content and distribution of the 1971.-72 committee program material be patterned after the 1970-71 material. REPORT OF BOARD COMMITTEE ON PROPERTY AND STOCK TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES.

The committee recommends that Dennis Ko Moore be appointed Executive Editor of THE KIWANIS MAGAZINEo. REPORT OF THE BOARDS' COMMITTEE ON PUBLIC RELATIONS TO THE MEETING OF THE INTERNATIONAL CARE BOARD. REPORT OF THE BOARD COMMITTEE ON SPONSORED YOUTH ORGANIZATIONS TO THE INTERNATIONAL CARE BOARD MEETING.

A request from the Key Club International Committee to approve their meeting dates was then considered. The committee reviewed the reports of the official representatives at the international conventions of the Circle Kand Key Club. Bob Lucas, Don Blom, Gary McCord, John Mockenhaupt and the entire General Office staff contributed greatly to the success of the Key Club Convention.

The letter read to the two boards at the end of the convention regarding Don's resignation is attached.

REGARDING Key Club has long existed and grown under the direct influence of the Kiwanis organization throughout the United States, Canada and the Caribbean. THEREFORE BE IT RESOLVED that Key Club International is under the full support of the current Operation Drug Alert Program of Kiwanis International, and.

THEREFORE, BE DETERMINED that we, the members of Key Club International, as the citizens and leaders of tomorrow, in order to secure a sustainable society for our generation and the generations to come, become personally active towards political issues that related to the improvement of society. of our nations. BE IT FURTHER RESOLVED that we, the members of Key Club International, as leaders of our society of tomorrow, are committed to reducing lawlessness and unnecessary violence to a level of safety for every citizen of the United States, Canada and the Caribbean . THEREFORE, BE RESOLVED that while Key Club cannot tolerate violence, we officially support the right of every person to peacefully dissent so long as he remains within his constitutional limits.

It has become alarmingly clear that the pollution of the environment represents a major crisis for the people of North America and the world. We believe that we will end our year in excess of our net income figure. Johnson for the invitation to his members to join the opening session of the Council on Friday, October 2.

The committee recommends that we compliment the board for initiating and implementing it. The committee expresses its satisfaction that the Board is studying the role of the lieutenant governor to make it a more desirable office.
