The committee reviewed the Club Manual and the new proposed edition of the Club Officers Manual. The committee agreed that most of Vienna's entertainment should come from the European districts. The Committee has carefully considered a position paper on long-term growth prepared by Assistant Secretary for Growth Robert Detloff, which is attached as Appendix B. The committee believes that the ideas expressed in this article have sufficient merit to merit initial implementation and recommends that since the article proposes that a special Growth Task Force be established of volunteer Kiwanians and perhaps others professional marketing specialists, to work with staff to develop a plan and techniques that will enable Kiwanis to achieve significant net membership growth within a few years.

The Committee recommends that such a study be undertaken and that a report by the task force be ready for the January meeting of the Council. Action must be taken to ensure that the new Kiwanian is knowledgeable about the programs and activities of his club so that he can be in a position to "sell." the club to its friends and associates. The committee also admits that there were objections to the time frame of the transition that the elimina-.

The committee believes that there is a need for both a short-term and a long-term plan for the restructuring of the International Board. The committee was impressed by the depth of the evaluations and by the many things they reveal about these conferences. The committee reviewed the changes to the Circle K International Constitution as adopted by Convention delegates, subject to approval by the Kiwanis International Board, and found them acceptable.

The Committee has reviewed the 1981-82 budget proposal of the Circle K Department and agrees that the allocations as presented are necessary. It is the consensus of the Committee that the global expansion of Circle K is not feasible at this time. The Committee recommends that the amendments to the Constitution and Bylaws of Key Club International as attached in Exhibit C be approved.

The Committee reconsiders that amendments to the Circle K International Constitution be adopted as adopted in the 1981 Circle K Convention.
