The Council will be pleased to learn of the steps taken by the Carolinas District Council at its recent convention in making a grant of $500.00 to the Kiwanis International Building Fund_~ Thi.a i_a to be used in. The Council will - Will record its grateful acknowledgment in the minutes of this meeting.

REY CLUB Al'tO CIRCLE K

I would like to greet you all at the start of what I believe will be one of the most promising Council meetings ever. I think we should have done that. an increasing emphasis in Circle K on expanding the number of those clubs.

CONSIDERATION AND ACTION OF GENERAL OFFICE ACTIVITIES a. Change of Territorial Limits of Established Clubs

  • I. Attendance for at least one hour at a regular meeting of a Circle K Club or a Key Club
  • Credits for attendance shall be limited to not more than one (1) meeting a month of a Circle K Club or a Key Club

WHEREAS, the new attendance rules, 3 I and J., added to the official attendance rules by action of the International Board, diminish both regular weekly attendance and the honor of a perfect attendance record by permitting corrections to be too easily obtained, . THEREFORE BE IT RESOLVED BY THE DELEGATES of the Illinois-Eastern Iowa District of Kiwanis International to call on all clubs.

  • That Article IX, Section 9 of the Bylaws of Kiwanis International be further amended to provide that the District Secretary may serve

THEREFORE, BE IT RESOLVED, That we recommend to the District Convention of the Nebraska-Iowa District, Kiwanis International that, as a. we help rehabilitate these boys as much as possible. NOW, THEREFORE, BE IT RESOLVED, That the Ohio District Kiwanis Clubs recognize the importance and value of small business to our system of free enterprise. BE IT FURTHER RESOLVED, That the clubs of the Ohio District of Kiwanis International take such action as they deem advisable in their respective communities to publicize the role of small business therein.

THEREFORE BE IT RESOLVED that the Ohio District Kiwanis Clubs take positive and powerful action in their respective communities.

WHERF..AS, our West Virginia District has worked diligently since 1954 to place one of our leaders on the International Board; and THAT this effort has been repeated FIVE times with two of our best. WHEREAS, our 1959 convention directed that an "All Out" effort be made to encourage other districts to accept our candidate, and. Recognizing further that it takes several years for small districts to qualify candidates, we recommend that serious attention be given to seeking fuller cooperation from other districts and active counsel from international officers in order that our West Virginia District and its managers may become more active at the top level.

In addition, we recommend that our district take a fresh and positive look at our assets and begin now a program that will introduce other districts to our wealth of activity, enthusiasm and leadership.

Wisconsin-U;Qper Michi_gan

WHEREAS, traffic safety problems on Wisconsin highways and on Upper Michigan highways near the Wisconsin border are increasing due to the operation of such establishments. NOW, THERE, IT IS RESOLVED, at the 42nd Annual Convention of the Wj_sconsin-Upper Michigan District of Kiwanis International that the. SHALL IT BE FURTHER RESOLVED, That the District Secretary is requested to send a copy of this resolution to each chartered club in the District of Wisconsin-Upper Michigan to be read at a regular meeting of the club to advise all members regarding the care of this convention regarding the problem.

The committee discussed with the advertising manager the results of the innovation for the sale of THE.

Membership in any of the BIG THREE service club organizations is by invitation only and includes the leading business and professional men of the community. The Board recommends that the Foundation Board consider expanding its membership and legal structure to include the President-elect of Kiwanis International and the Chairman of the Kiwanis Foundation, Inc. Board of Directors as ex officio elected members. We request that the Foundation Board immediately investigate and consider President Tally's proposal to establish a program under the Foundation to establish Kiwanis Fellows for World Freedom and Friendship and Kiwanis Houses for World Freedom and Friendship. I propose that recommendation 3 be adopted.

2,000.00 from Kiwanis International will be set up to cover the US portion of Kiwanis International's costs; that the tickets are sold for $9.00 each;

ANALYSIS OF SUPPLIES INVEWTORY

At the last meeting of this committee we requested a comprehensive survey and analysis of the Supply Inventory. We can now announce that such an analysis was submitted to each of ou:c committee members to study o It has been concluded that Supplies Inventory is not at all out of line with that of Sales and will be: produced more December 31, 196o. The current inventory turnover rate is 4.5 times, which is very much in line with accepted business practices.

An inventory breakdown and turnover review is hereby submitted to each member of the cJ Committee.

NEW SUPPLIES ITEMS

The miniature.gong you see now in front of the President is the type of a. Members of the Board's Committee on Properties and Supplies feel that matters concerning the operation of the Kiwanis International Building and the Supplies Department are too important to attempt to handle in a two-hour meeting. It is the responsibility of the Board's Committee on Properties and Supplies to see that thq inventory is consistent with departmental operations.

Each board member is asked to provide comments on the Peace Academy project so that the board can review possible future actions to be taken, as at least some aspects of this project appear to fall within the scope of this board's work.

MEL R. OSBORNE

United States relations, so that these ties are further strengthened and this kind of international understanding and friendship is used as a dramatic example of good international relations.

QONVENTIONAND COUNCIL TO THE MEETING ON

Mrs.rvin Himmel, Deputy Governor of Division 1, Illinois-Eastern Iowa District, Theater Production, was interviewed for his thoughts and suggestions on what a professional producer could do for all convention sessions. Each participant, once invited, must specify the nature of the exhibition - the space required, the physical layout required and the materials to be exhibited - before final approval is issued. 90 All final recommendations for the setting up of the Meetin' House, Club Clinic and Funa_Bai.sing C.linics were shelved. for discussion at the December meeting.

Denver Auditorium has advised. us that there may be a change in charges for the use of the Auditorium effective January 1, 1961.

REPORT OF BO.AM COMMITTEE ON

MEMBERSRIPDEVELOPMENT TO THE MEETING ON

We believe that openly displaying images or names would be detrimental to the program and to Kiwanis. We propose to the 1960 Chairman to use the trophy for the remainder of this year (this is with the permission of the 1961 Chairman). We suggest to the 1961 chairman that he make a strong effort to inject spirit and enthusiasm into Kiwanis education at club level.

I move that recommendation 3 be accepted and referred to the Committee on Laws, PQlicies and Structure for implementation.

L A recommendation of the Membership Development Committee requested that the Club Officers' Bulletin be included as an integral part of ·THE KIWANIS. Specificat:lons.for both offset and paper for publication of THE KIWANIS MAGAZINE were sent to about 26 publishers. That the Club Officers' Bulletin be continued as a separate publication and that the emphasis for greater use be included by Leadership Training in the promotion of Lieutenant Governors' Conferences.

As it is probable that the membership of the Key Club will reach 50,000 boys before .. the next meeting of the Board of Directors, the Board feels that an admission of 50,000 should be made. member to consider so that it would be good public relations for Key Club and Kiwanis. On Thursday, October 27, the chairman of the committee and the director of key clubs met with Mr. Albert Willis, the president of the high school administration. Two members of the N. E. Ao committee claimed to have attended a "convention" where misconduct allegedly occurred.

Recommendations by the President and the Committee on Laws, Policies and Structure were noted and held for appropriate action at the next meeting of the Council. That the counselor of the West Virginia district meet with the governor-designate of said district and discuss with him the Board's position regarding the district operation of Keyette clubs. I propose that recommendation 10 be accepted. lL That Section II, section 18, and Section III, section 6 of the Board Policies for Key Club be deleted.
