TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES September 27 - October 4, 1981

The Leadership Education Calendar - 1981-82 and 1982-83

The first Conference for 19-Sl-82 Governors-elect will be held in Chicago on March 24-27, 1982, at the Hotel Continental Plaza. Governors-elect from extension districts and the President-elect of Kiwanis International- Europe will be asked to arrive on the day preceding the opening of the full conference.

Further details on plans for the Conference will be presented under the Educational Materials section.

All governors-elect attending the Minneapolis Convention will also be invited to attend a briefer conference on .Saturday, June 26, 1982.

At the conclusion of our report the Committee will recommend preferred dates for the scheduling of district, division, and club leadership education conferences for 1982-83 and future officers-designate. (Recom- mendation No. 1.)

In recent years, the first meeting of Council has been scheduled to include the first Sunday of October. The Committee anticipates that the next meet- ing of Council wi~l be in Indianapolis, but, in order to obtain the preferred facilities as well as to provide more time in preparing for Council after the General Office move has been completed, the Board Meeting and Council will be scheduled for October 3 to 10, 1982.

Regional Workshops for Lieutenant Governors and Club Officers

Twelve Regional Workshops for Lieutenant Governors and Club Officers are scheduled to be held in locations in the United States and Canada from November, 1981 through March, 1982. Faculty will consist of International Coordinators and members of the General Office staff. The Committee's prime concern has been low attendance compared to costs. This year some of the Workshops are scheduled to be held in conjunction with district or regional meetings in the hope that attendance will improve. Unless attend- ance improves, the Committee will not recommend continuance of this

workshop plan for 1982-83.

Programmed Learning

President-elect John Roberts briefed the Committee on his exploration of the possibilities of programmed learning as a technique of leadership education.

In brief, "programmed learning" involves the provision of leadership educa- tion materials to officers-designate along with study guides, self-testing exercises, and other aids, perhaps in three stages. A primary purpose of such a plan would be to have the officer-designate, through self-education, master the fundamentals of Kiwanis administrative leadership so that, at his forthcoming conference, the training faculty could deal with more sophisticated and in-depth instruction.

If it shortly appears that the development and implementation of such a plan of programmed instruction is practical, it would be implemented in 1982 for club presidents-designate and, in subsequent years, for governors-elect and lieutenant governors-designate as well.

Budget

The 1981-82 budget was reviewed and found to be in order.

KIWANIS EDUCATION - Merald T. Enstad, Chairman The Primary Thrust in 1981-82

Our Committee on Kiwanis Education addressed itself to a fundamental ques- tion: Where shall we place our Kiwanis education emphasis during the forthcoming years? There ~re two primary approaches: (1) We can enrich our resources, and (2) We can promote better use of the resources already available to us.

In terms of enrichment of resources, we have a severe limitation as no specific budget has ever been e~tablished for Kiwanis education. The Committee believes that some modest amount should be budgeted for the develqpment of new Kiwanis education materials.

The Kiwanis education effort is hampered by the inadequate usage of existing resources. If all of the resources now available were efficiently employed in all Kiwanis clubs, we could dramatically increase the Kiwanis education quotient of our membership.

The CoIIllilittee is aware that Kiwanis has not made sufficient progress in developing Kiwanis education resources in languages other than English.

Kiwanis must continue to stress the development by clubs of fact sheets or other customized briefings covering specific information about the club the new member is joining.

Revival of the "Kiwanis In Action" Publication

The Committee believes that, if funds are available, one item which should be restored is the booklet, "Kiwanis In Action."

EDUCATIONAL MATERIALS - Raymond B. Allen, Chairman

The Committee reviewed the Club Handbook and the new proposed edition of The Club Officers Manual. We also discussed the plans for the March Conference for Governors-elect.

March Conference for Governors-elect

While the Committee did not plan to finalize the education program for governors-elect at this meeting, there is a sufficient consensus to enable us to indicate to the Board certain major objectives of the Committee in its current planning.

One of our objectives is to lengthen the Conference by approximately eight hours of training and orientation without increasing the budgeted costo We intend to accomplish this by starting the conference earlier on Wednesday and making more effective use of evenings. We may substitute some new agenda items for old ones. We hope to accomplish several things with this additional time: (1) Provide an opportunity for the President-elect and governors-elect to engage in informal, unstructured discussion. (2) Provide an opportunity for our Field Service Representatives to explore with governors-elect some of the ways in which a Field Service Representative can train accredited representatives and others involved in new club building, and (3) introduce into the agenda some new features, such as training techniques to be employed by governors, role playing in simulated press interviews, speaking techniques, and others.

In addition to the faculty, the Treasurer will also be invited to attend, as has been customary for some years. We propose that all Field Service

Representatives be present for one day of the Conference.

As a part of the preparation for ·the Conference, many of the materials which constitute the Materials Book will be produced earlier so that they can be shipped to governors-elect by the middle of February rather than given to them at the Conference.

The Club Handbook

The underlying concept in developing the Club Handbook was that the materials in the Handbook would remain in the club for a number of years and that only revised or new materials would need to be distributed in successive years.

We have some reservations about how completely this transfer of materials will occur. We recorrnnend to staff the need to transfer these materials be re-

emphasized to all clubs. Our budget for materials reflects the belief that it will work; we have eliminated from the budget funds such as were budgeted in past years for reprinting and redistribution of key items, principally the Club Officers Manual.

A New Edition of the Club Officers Manual

The draft of a complete revision of the Club Officers Manual has been prepared by Percy Shue. This draft will be sent to the Committee for review and con- sideration at its next meeting.

CONVENTION - Henry L. "Les" Myers, Jr., Chairman Council 1982 and 1983

The Committee recornmended to Staff that alternate dates be checked at the Hyatt Regency in Indianapolis for 1982.

The dates October 3 through October 10 will be blocked at the Hyatt Regency in Indianapolis for 1983 Council~ We also recommend that the dates of the October 1 weekend be blocked by Staff during the next five years at the Hyatt Regency in Indianapolis for the Council meetings.

Vienna Hotels

Due to smaller hotels in Vienna, the districts cannot be assigned to headquarters hotels. The Committee agreed that all hotel rooms would be assigned on a first come-first served basis and the Governors would be assigned to the International headquarters hotels. Current hotel rates are between $32 and $90 per day per double room.

Vienna Shuttle Service

The Committee agreed that the subway, trams and bus services would probably make the most practical shuttle service. A map locating each hotel and the convention hall will carry instructions as to which trains to take to reach the various destinations. This map will be provided by the host committee in Vienna.

KI-E European Convention

If the KI-E European Convention is held on July 3, 1983, KI will permit the use of the Stadthalle (Convention Hall) on Sunday morning for their session and we would also let them use the translating equipment at no charge to them.

Entertainment in Vienna

The Committee agreed that most of the entertainment in Vienna should come from the European districts.

Registration Fees for Vienna

The Committee recommended that Staff prepare a budget for the Vienna Convention by January, 1982.

Minneapolis Superstar Show

The Committee decided that reserved seating in Minneapolis for Superstar night was not practical and that $12 should be charged for all seats on a first come-

first served basis.

-5- Official Airlines for Minneapolis

The Connnittee recommended that the convention staff continue negotiations with Northwest Airlines and Republic Airlines, both based in Minneapolis, with the possible selection of these two airlines as official carriers of Kiwanis for the Minneapolis Convention.

RECOMMENDATION:

Recommendation #1:

The Connnittee recommends that the dates for the basic leadership educa- tion conferences conducted for officers-designate by district, division, and club leaders be as follows:

the Conference for Lieutenant Governors-designate, July 20-August 10;

the Conference for Club Officers-designate, the month of August; and the President-designate's Conference for Committee Chairmen and

Board of Directors, no later than September 15,

and that this reconnnendation be referred to the Laws, Policies and Struc- ture Committee for insertion in Board Procedures.

I move that recommendation 1 be adopted.

REPORT OF BOARD COMMITTEE ON GROWTH

TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES September 27 - October 4, 1981

NEW CLUB BUILDING - Albert L. Cox, Chairman Revocation of Charters

The Committee first considered the revocation of 59 clubs listed on the attacheq Exhibit A. Recommendation for Revocation of Charter Forms have been received for each of these clubs from their respective district secretaries indicating official board action to request the revocation of these charters. The reasons given

on these reports for the revocation of the charters of those clubs which had not been on the Not Meeting list for one year were reviewed and were found to be suf- ficient. Recommendation 1 will follow.

New Club Building Statistics

The Committee was pleased to note that at the time of its meeting 382 new Kiwanis clubs had been built in this Kiwanis year which indicates that this year will go on record as one of the better years for new club growth in Kiwanis history. The Committee would like to give special commendations to Robert Wales, New Club Build- ing Chairman, Worldwide West and Gene Overholt, New Club Building Chairman, World- wide East. Special commendations go to Governor Lowell Amundson of the Southwest District and Bill Hopkins of the Minnesota-Dakotas District who have broken their districts' all-time high totals of new clubs with 18 and 23 new clubs organized respectively. Special commendations should also be given to Governor Stu Rosen of the California-Nevada-Hawaii District for organizing 24 new clubs and to Gover- nor Art Swanberg of. the Texas-Oklahoma District for organizing 2!~ new clubs.

New Club Building Promotion -- 1981-82

"Around the World in 80 Days" is the theme for a special new club building promo- tion to take place during the first 80 days of the next Kiwanis year. Club presi- dents and lieutenant governors who build a club during these 80 days, namely between October 1 and December 19, will receive an impressive wall plaque. After December 19 it will be n~c~ssary .to organize two clubs for a club president or lieutenant governor to win this wall plaque. A special plaque has also been prepared for those governors who meet predetermined membership and new club growth within the first 80 days of the new year. The Committee was pleased to learn that the 1981-

82 governors will be given an opportunity to review with President Mac and Growth Coordinator Andy Waters their 1981-82 new club building goals now that they have had a chance to meet and plan their new club building program with their lieuten- ant governors and district chairmen.

Review of Procedures for Placing Clubs on the Not Meeting List

It is the Committee's opinion that more emphasis should be placed on better edu- cating district leadership regarding the proper use of the club Not Meeting list.

It is the intention of Kiwanis International policy that a club should be placed on this list when it is in actuality not meeting and not functioning as a Kiwanis club. The list is not to be used as a method of disciplining actually meeting clubs as apparently is the case sometimes. The Committee requests staff to develop a clear procedure.

Field Service Utilization

The Committee believes that positive action should be taken to give greater assis- tance to the districts' new club building programs, particularly in light of the fact that ever increasing travel and lodging expenses and budget restrictions have forced Kiwanis International to offer less frequent field service to the districts.

It is also the Committee's opinion that the accredited representatives (AR) are the best resource for developing a trained and stable group of new club builders within

the districts. ·

The Committee, therefore, believes it desirable to broaden the function of the AR's to include involvement in the total new club building effort, rather, than just conducting the organizational meeting. This greater involvement is in keeping with current Board policy on Accredited Representatives CS-1, which states that "Accre- dited Representatives shall perform such duties and assignments as shall be speci- fically aut~orized by the International Secretary."

To ensure extensive and effective involvement of the AR's in the new club building process the Committee recommends that more funds be made available to cover the expenses of the AR's incurred in building and organizing clubs and that provision be made to ensure adequate training of the AR's.

These provisions are contained in Recommendation 2 at the end of this report.

The Committee also requests that staff redefine the work description of the field service representative to reflect increased emphasis on his training functions.

Long Range Growth Plans Based on Market Research

The Committee carefully reviewed a position paper on long range growth prepared by Assistant Secretary for Growth Robert Detloff, which is attached as Exhibit B.

The Committee believes that the ideas expressed in this paper have enough merit to deserve initial implementation and recommends that as the paper suggests a special Growth Task Force be created of volunteer Kiwanians and perhaps others who are by occupation marketing specialists to work with staff in developing a plan and tech- niques for Kiwanis to achieve significant net membership growth within a few years.

The Committee recommends that such a study be undertaken and that a report by the task force be ready for the January meeting of the Board

Review of Budget

The Committee reviewed the most recent 1980-81 budget report and noted that the cost of new club supplies is over budget. The Committee understands that more effective controls have been put in place to insure proper utilization of new club Organization Kits, which now cost nearly $100 each. The Committee also realizes that adequate distribution of new club promotional material is necessary for effec- tive growth. The Committee also noted that there is one less staff person working in the Growth Department than at the start of the Kiwanis year, for a sizable dollar saving.

INTERNATIONAL EXTENSION - Merald T. Enstad

Action on KI Portion - of 1981-82 KI/KIE Budget

After considerable discussion on this matter, the Committee agreed that KIE input was advisable, and President McKitrick assured the Committee that the budget is on his business agenda with KIE in his meetings during International Council and at the KIE Board meeting in Zurich in October. Accordingly, the Committee deter- mined that it should withhold action pending the outcome of President McKitrick's meetings with KIE.

Inventory of Translated Literature and Materials

An inventory of literature and materials translated by KIE and made available to the KIE membership through the Zurich Office, as well as French and Spanish lit- erature and materials translated by the Kiwanis International General Office for non-KIE members, was presented to the Committee for review. The Committee noted that there was a significant deficiency in Kiwanis materials translated into European languages, and discussion centered on the responsibility for such trans- lations and the need, in any case, for KIE review of all materials to be trans- lated for its use to determine applicability of this material to KIE operations and membership. A Committee recommendation will be presented.

Future of KI/KIE Relations

The Committee noted the White Paper prepared by the Manager of International Development providing an historical overview of Kiwanis International's relation- ship with Kiwanis International-Europe. Some of the difficulties experienced under the 1978 KI/KIE Agreement were considered, and it was the consensus of the Committee that in view of this experience the Agreement required substantial revi- sion to improve mutual implementation. A Committee recommendation will be presented.

Non-Districted Area Attachment Program

Overall implementation of tpe Non-Districted Area Attachment Program was studied by the Committee and the following problems were reviewed resulting from experi- ences reported by many of the attaching Districts and areas: inability to esta- blish communication, non-payment of District dues, questions relating to impact of the Program on the Distinguished Governor Awards program with respect to month- ly reports and non-payment of District and International dues, among others. The Committee observed that in view of these problems five attachments had been voided during the summer months by parties to the attachments, and others remained in
