MINUTES OF NATIONAL BOARD OF TRUSTEES MEETING Kansas City, Missouri. October l?-19, 1946

The meeting was called to order by President J. Glyndon Stuff in the national F.F.A. office in the Hotel President. Those present were 1st Vice President Shennan

Tenney. Past Presi- dent Oliver Kinzie was not present for the meeting.

The minutes of the July meeting were read by Secretary Virgil Getto.

They were approved as read.

The program for the Victory Convention was reviewed by Executive Secretary Tenney.

Mr. D. J. Howard, National. Treasurer, presented problems he was facing concerning the protection of funds.taken in during the convention for housing and meals. It was moved by Vice President Espey that Dowell J. HoYiard be authorized to act as sole agent for the transaction of busi-

ness in accordance with the Corporate Resolution prescribing authority to open an account with the First National Bank

It was moved by Vice President Beard that Dowell J. Howard be, authorized to purchase burglary insurance to safeguard f'.unds received during the 1946 Victory Convention; motion seconded by Vice President Bailey and carried.

- October 18, 1946 -

The meeting was called to order by President J. Glyndon Stuff.

The appeal from the Mountain Lake, Minnesota F.F.A. Chapter Yia.S presented to the Board by Adviser Spanton. All facts pertaining to the appeal were presented and the matter was discussed. It was moved by Vice President Bailey that the Mountain Lake Chapter entry not be accepted; motion sec- onded by Secretary Getto and carried.

Additional consideration -was given to men who should receive the Honorary American Fanner Degree. Mr. J. B. Perky recommended that Roy Turner of Oklahoma be given this degree. It was moved by Secretary Getto, seconded by Vice President Baumgardner, and carried that the Honorary American Farmer Degree be conferred on Roy 'IUrner of Oklahoma.

Proposed amendments to the national F.F.A. constitution were sub- mitted to the Board by Dr. Spanton.

It was moved by Vice President. Baumgardner, seconded by Vice Presi- dent Bailey and carried, that the Board recommend the proposed amendment concerning the change in the year of the F.F.A.

Vice President Bailey, seconded by Vice President Espey, and carried that the Board recommend the proposed amendment con- cerning the requirements for good standing of State associations.

It was moved by Vice President Bailey, seconded by Secretary Getto, and carried that the Board reconmend the proposed amendment concerning active membership.

It was moved by Secretary Getto, seconded by Vice President Espey, and carried that the Board not reconmend the proposed amendment concern- ing the increase of the number of American Fanners.

A letter was read fran Mr. Throckmorton, a teacher of vocational agriculture. The letter recommended that an additional F.F.A. officer, called a chaplain, be approved by the Board. It was the sense of the group that it is unnecessary at this time to add this new office. It was also the opinion of the group that chapters desiring more religious em-

. phaeis at chapter meetings may use prayer or read from the scriptures

at an appropriate time.

A letter from a member of the staff of the University of Il.linois requesting permission to use the F.F.A. emblem and songs on film slides -was read. It -was moved by Secretary Getto, seconded by Vice President Baumgardner and

.carried, that permission be granted to use the F.F.A.

emblem and songs on film slides for use and distribution on a non-profit basis.

It was moved by Secretary Getto, seconded by Vice President Beard and carried, to authorize the Executive Secretary to let a contract to the Chapter Supply Company, permitting that company to sell "T" shirts with an F.F.A. emblem to members.

It YJas moved by Vice President Bailey, seconded by Vice President Espey and carried, that the Board recommend that chapters be permitted to submit a scrap book with their report of accomplishments in the Na- tional Chapter Contest, but that no points be given for the scrap book when evaluating the accomplishment report.
