CHAPTER I INTRODUCTION

1.1 Background of the Apprenticeship

In the face of competition in the current era of globalization, every country is required to have good resources in the fields of technology, economy, knowledge, and politics. Likewise with Indonesia, in this globalized world must be able to face challenges and competition by preparing it all. The most important thing that must be prepared by Indonesia in all existing fields is the competence of human resources itself. Thus, Indonesia is required to be able to improve the quality of human resources in order to compete with individuals who have more capabilities than other countries. Do not let unwanted things happen, such as Indonesian workers being colonized and excluded from their own country due to the low quality of education they have.

With the development of science and technology, especially in the era of globalization and today's very tight world competition, each new generation must be able to adapt and develop itself to the environment it will face by equipping itself with education. Education can be obtained while in lectures and there they will get knowledge in the form of theories to be studied by students. As candidates for human resources who are prepared for the future, students must have the abilities and competencies that are in accordance with the field they are engaged in. This is intended so that students will be able to compete in the world of work and be able to compete with an increasingly global world.

The knowledge obtained by students during the learning process from the books they study in college is not sufficient to meet the requirements to become competent and competitive human resources. Not to mention the large number of graduates from various universities, both at home and abroad, each year making the world of work increasingly crowded with increasingly fierce competition. If the University is not able to produce quality graduates, it will be difficult for graduates to compete in the world of work. Job Training is a learning process by

2 knowing firsthand the scope of the real world of work as well as providing opportunities for students to apply the theory they have learned during lecture activities.

By participating in the practical work program, students are expected to get to know, know and practice analyzing the existing conditions of the working world as an effort to prepare themselves to enter the world of work. Students can also find out what companies really need in their chosen field. In addition, if the student has a good performance appraisal from the company/institution where the practical work is carried out, then it is not impossible for the student to have the opportunity to join the company where he works after graduation. By doing practical work, it is expected to produce graduates who are competitive in the era of globalization. Bengkalis State Polytechnic is one of the campuses that requires students to take practical work to complete their studies.

State Polytechnic of Bengkalis is an educational institution for Diploma III and Applied Bachelors which was established by the government of Bengkalis Regency. The Department of Commercial Administration is one of the majors at the Bengkalis State Polytechnic. This D4-International Business Administration Study Program is engaged in Economics and Business, where students learn about the business world, and its scope, both in terms of letters, administration, management, finance, human resources, to the corporate world.

International Business Administration Study Program hopes that with practical work students can know firsthand how the real business world is, and can add insight to each student to be more skilled, responsive and able to compete and be efficient in the future. As a consequence, after completing practical work, each student is required to make a work report while carrying out practical work so that students can be responsible for the results obtained from these practical work activities and can continue their studies in the following semester.

Badan Pengawas Pemilu (Bawaslu) is an election administration agency tasked with overseeing the implementation of elections throughout the territory of the Unitary State of the Republic of Indonesia, although their position is in the provinces to cities/districts but they are separated from the local government. The

3 reason for choosing an apprenticeship at the Dumai City Bawaslu office was because they wanted to know the duties and functions of a Bawaslu member, as well as the desire to be involved as an election oversight at the district/city level.

For this reason, the output to be achieved during an apprenticeship at Bawaslu is to are doing and understand in detail the duties and functions of Bawaslu, which can increase knowledge and experience when entering the real world of work.

Based on the above, the author as a student of the International Business Administration Study Program chose to carry out the apprenticeship at the Dumai City Bawaslu Office. Implementation of the apprenticeship starts from March 01, 2021 to June 30, 2021.

1.2 Purposes of the Apprenticeship

The objectives of the implementation of the Apprenticeship conducted by Bengkalis State Polytechnic students are as follow:

1. To know the working process of the Dumai City Bawaslu Office

2. To know documents used in the work process at the Dumai City Bawaslu Office

3. To know job description of the field of work being handled at Dumai City Bawaslu Office

4. To know the system and procedures for used in Dumai City Bawaslu Office 5. To know the obstacles faced in completing the work at the Dumai City

Bawaslu Office

6. To know solutions in dealing with obstacles during practical work at the Dumai City Bawaslu Office

1.3 Significances of the Apprenticeship 1.3.1 Significances for the Apprenticeship

Significances of the Apprenticeship for State Polytechnic of Bengkalis Students are as follow:

1. Students have the opportunity to apply theoretical knowledge/concepts in the real world of work.

4 2. Students have the opportunity to be able to analyze problems related to

knowledge applied in work according to their study program.

3. Students have the opportunity to work in teams consisting of several people so that they are able to provide ideas.

4. Students gain practical experience in applying theoretical/concept knowledge according to their study program.

1.3.2 Significances for the Institution

Significances of the Apprenticeship for the Dumai City Bawaslu Office are as follow:

1. Practical work is one of the liaisons for collaboration between agencies and campuses

2. Agencies receive energy assistance with students doing practical work.

1.3.3 Significances for State Polytechnic of Bengkalis

Significances of the Apprenticeship for State Polytechnic of Bengkalis are as follow:

1. Practical work can strengthen cooperation and socialization between the State Polytechnic of Bengkalis and the Dumai City Bawaslu Office.

2. Practical work can improve the competence of State Polytechnic of Bengkalis graduates.
