Recalling Decision 2/CP.17, the SBI reiterated its urgent request2 to those non-Annex I Parties that have yet to submit their request for support for the preparation of their first BUR to the GEF to do so in a timely manner. In addition, it encouraged the GEF Agencies to continue to facilitate the preparation and submission of project proposals by non-Annex I Parties for the preparation of their BURs and to respond to the project proposals. Matters relating to the least developed countries
The SBI noted with appreciation the progress made by the LEG in collaboration with the GCF Secretariat on providing technical guidance and advice to countries on accessing funding from the GCF for the process of formulating and implementing NAPs, including the plan to hold dedicated sessions on the GCF at the NAP Expo in July 2016 and the training workshops planned under the current work program of the LEG.6 10. The SBI noted with concern the lack of funding in the LDCF and called on parties and others to contribute to the LDCF and/or the GCF, recognizing the importance of the full implementation of national adaptation programs of action for addressing urgent and immediate adaptation needs, building capacity for medium and long-term adaptation planning and implementation and successfully undertaking the process of formulating and implementing NAPs. The SBI requested that the actions of the secretariat supporting the implementation of the LEG work program be undertaken subject to the availability of financial resources.
National adaptation plans
The SBI also looks forward to the work of the Adaptation Committee and the LEG on countries' experiences in accessing GCF financing for the NAP3 design and implementation process, and looks forward to information on such work being provided in their reports. The SBI recommended that the Conference of the Parties at its twenty-second meeting (November 2016) change the submission deadline in decision 4/CP.21, paragraph 12(a), to 4 October 2017. The SBI continued its consideration of improving reporting in relation to with the process of developing and implementing national action plans and agreed to continue the discussion on this at SBI 46 (May 2017), taking into account relevant activities to be discussed by the Ad Hoc Working Group on the Paris Agreement.
Third review of the Adaptation Fund
