ABSTRAK
ANALISIS LAPORAN KINERJA INSTANSI PEMERINTAH PADA DINAS PARIWISATA KEBUDAYAAN KEPEMUDAAN
DAN OLAHRAGA KABUPATEN BENGKALIS

Penelitian ini bertujuan untuk mengetahui pencapaian kinerja Dinas Pariwisata Kebudayaan Kepemudaan Dan Olahraga Kabupaten Bengkalis Tahun 2017-2019 berdasarkan LAKIP Dinas Pariwisata Kebudayaan Kepemudaan dan Olahraga Kabupaten Bengkalis dan mengetahui kesesuaian antara Laporan Kinerja Instansi Pemerintah dengan amanat Peraturan Menteri Pendayagunaan Aparatur Negara Reformasi Biokrasi No 53 Tahun 2014. Jenis penelitian ini adalah deskriptif kualitatif. Analisis data menggunakan metode analisis deskriptif kualitatif. Teknik pengumpulan data yang dilakukan terdiri dari, observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa secara keseluruhan pencapaian kinerja Dinas Pariwisata Kebudayaan Kepemudaan dan Olahraga Kabupaten Bengkalis Tahun 2017-2019 Sangat berhasil. Laporan Akuntabilitas Kinerja Instansi Pemerintah Tahun 2017-2019 telah sesuai dengan pedoman penyusunan LAKIP dalam Peraturan Menteri Pendayagunaan Aparatur Negara Reformasi Biokrasi No 53 Tahun 2014 yaitu, 1)Perjanjian kinerjanya sudah disusun oleh pimpinan SKPD, 2)Pelaporan kinerjanya sudah disampaikan apabila tahun berjalan sudah habis masanya, 3)Reviu laporan kinerja sudah diriviu oleh oleh auditor aparat pengawasan intern pemerintah.

SPORT TOURISM IN BENGKALIS REGENCY

This study aims to see the achievement of the performance of the Youth and Sports Culture Tourism Office of Bengkalis Regency in 2017-2019 based on the LAKIP of the Youth and Sports Culture Tourism Office of Bengkalis Regency and to see the compatibility between LAKIP and the mandate of the Minister of State Apparatus Empowerment for Biocratic Reform No. 53 Year 2014. This type of research is descriptive qualitative. Data analysis used qualitative analysis methods. Data collection techniques consist of observation, interviews, and documentation. The results showed that the overall performance achievement of the Bengkalis Regency Tourism, Culture, Youth and Sports Department in 2017-2019 was very successful. In general, the 2017-2019 LAKIP has been in accordance with the guidelines for the preparation of LAKIP in the Regulation of the Minister of Empowerment of State Apparatus Biocratic Reform No. 53 of 2014, namely, 1) The performance agreement has been prepared by the SKPD leadership, 2) The performance report has been submitted when the current year has expired, 3) The review of the performance report has been reviewed by the auditors of the government's internal control apparatus
