PERUMAHAN SWADAYA (BSPS) BAGI MASYARAKAT BERPENGHASILAN RENDAH DI KELURAHAN LUBUK PUDING KECAMATAN BURU

ABSTRAK
Bantuan stimulant perumahan swadya (BSPS) merupakan program pemerintah melalui Kementerian Perumahan Rakyat yang bertujuan memberdayakan masyarakat berpenghasilan rendah (MBR). Tujuan penelitian untuk mengetahui Pelaksanaan Bantuan Stimulan Perumahan Swadaya (BSPS) Bagi Masyarakat Berpenghasilan Rendah di Kelurahan Lubuk Puding Kecamatan Buru Kabupaten Karimun Tahun 2021.
Penelitian ini mengggunakan teori evaluasi implementasi kebijakan William N.Dunn.
Menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dokumentasi. Hasil penelitian bahwa pelaksanaan Bantuan Stimulan Perumahan Swadya (BSPS) bagi masyarakat berpenghasilan rendah di kelurahan Lubuk Puding Tahun 2021 berjalan kurang optimal atau kurang sesuai dengan pedoman pelaksanaan BSPS. Hal ini diperoleh berdasarkan teori evaluasi implementasi William N. Dunn dengan enam kriteria, dengan hasil temuan bahwa adanya kekurangan dalam hal efesiensi, responsifitas, pemerataan penerima, dan swadaya masyarakat. terdapat masyarakat berpenghasilan rendah yang tidak memiliki rumah yang layak tetapi tidak menjadi penerima bantuan (BSPS), kurangnya sosialisasi yang dilakukan mengenai tentang program BSPS kepada masyarakat Selain itu, belum terlaksanakan secara efesien ditandai dengan adanya rumah yang masih belum terselesaikan tepat waktu. Saran peneliti petugas pelaksana seharusnya mengonfirmasi terlebih dahulu mengenai syarat/kriteria masyarakat penerima bantuan agar tidak ditemukan lagi masyarakat yang menjadi penerima tidak sesuai dengan syarat atau kriteria dalam ketentuan, sosialisasi harus dilakukan secara merata dengan penyampaian informasi dan mekanisme pelaksanaan secara menyeluruh kepada masyarakat, perlunya pembinaan kepada masyarakat yang terhimpun dalam kelompok swadaya masyarakat agar terciptanya swadaya masyarakat yang baik dalam pelaksanaan BSPS.

ABSTRACT
Self help housing stimulant assistance (BSPS) is a government program through the ministry of public housing which aims to empower low income communities (MBR).
Lubuk Puding village is one of the implementers of BSPS. The purpose of the research is to find out how to implement self help housing stimulant assistance (BSPS) for low income communities in Lubuk Puding Village, Buru district, Karimun Regency in 2021.
This study uses William N. Dunn policy implementation evaluation theory. Using a descriptive method with a qualitative approach. Data collection techniques were carried out by interviewing, observing, and documenting. The results of the study showed that the implementation of self sufficiency housing stimulant assistance (BSPS) for low income communities in the Lubuk Puding sub district in 2021 was less than optimal or not in accordance with the BSPS implementation guidelines. This is obtained based on William N.Dunn implementation evaluation theory with six criteria, there is still a weakness in community self reliance, there are low income people who do not have decent houses but do not become recipients of assistance (BSPS), the lack of socialization carried out regarding the BSPS program to the community in addition, it has not been implemented efficiently, marked by the presence of houses that have not been completed on time.
Suggestions for implementing researchers should confirm in advance about the requirements/criteria for the recipient community so that there are no more people who become recipients who do not comply with the terms or criteria in the provisions, socialization must be carried out evenly with the delivery of information and overall implementation mechanisms to the community, the need for guidance to the community who are gathered in self help grops in order to create good self help communities in the implementation of BSPS.
