ABSTRAK
Dalam rangka upaya membatasi aktivitasi merokok seseorang di Kota Tanjungpinang maka pemerintah Kota Tanjungpinang mengeluarkan Peraturan Daerah Nomor 3 Tahun 2019 Tentang Kawasan Tanpa Rokok. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan Perda Kota Tanjungpinang no. 3 tahun 2019 tentang kawasan tanpa rokok di rumah sakit umum daerah Kota Tanjungpinang. Metode dari penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Dengan Informan sebanyak 16 orang. Teknik pengumpulan data menggunakan teknik dan alat pengumpulan berupa observasi, wawancara dan dokumentasi. Penelitian ini menggunakan model implementasi George C. Edward III yang terdiri 4 Indikator hasil penelitian ini dilihat indikator yang dipakai, yaitu 1) Komunikasi kebijakan dengan cara sosialisasi sudah berjalan dengan baik dengan memberikan informasi kepada masyarakat terkait dengan memasang spanduk dan pamflet larangan merokok, dan memasang spanduk kawasan tanpa rokok. 2) Sumber daya belum maksimal karena masih ada yang melanggar, tekait anggaran menggunakan anggaran operasional rumah sakit digunakan untuk pemasangan spanduk dan tanda KTR/larangan merokok dan peralatan tidak ada tempat khusus merokok. 3) Disposisi belum maksimal dalam sikap untuk menegur orang yang melanggar, dan belum ada sanksi bagi yang melanggar. 4) Struktur birokrasi tekait SOP baru belum ada di RSUD Kota Tanjungpinang karena pembentukan Tim Satgas KTR terbilang baru karena masih berpedoman pada Kemenkes dan UU No.36 Tahun 2009 Tentang Kesehatan.

ABSTRACT
In an effort to limit someone's smoking activity in Tanjungpinang City, the Tanjungpinang City government issued Regional Regulation Number 3 of 2019 concerning Smoke Free Areas. The purpose of this study was to determine the implementation of Tanjungpinang City Regional Regulation no. 3 of 2019 concerning smoking-free areas in the Tanjungpinang City general hospital. The method of this research is a qualitative method with a descriptive approach. With as many as 16 informants. Data collection techniques using collection techniques and tools in the form of observation, interviews and documentation. This study uses the implementation model of George C. Edward III which consists of 4 indicators. The results of this study are seen by the indicators used, namely1) Communication of policies by means of outreach has gone well by providing information to the public regarding smoking prohibition banners and pamphlets, and placing banners for smoking-free areas. 2) Resources have not been maximized because there are still those who violate it, regarding the budget using the hospital's operating budget used to install banners and KTR signs/no smoking and equipment where there are no designated smoking areas. 3) Disposition is not optimal in attitude to reprimand people who violate, and there are no sanctions for those who violate. 4) The bureaucratic structure regarding the new SOP does not yet exist in the Tanjungpinang City Hospital because the formation of the KTR Task Force Team is relatively new because it is still guided by the Ministry of Health and Law No. 36 of 2009 concerning Health.
