ABSTRAK
Smart Province merupakan bagian dari usaha mencapai Indonesia cerdas yang merupakan amanat dari Undang-Undang Dasar 1945 yaitu mencerdaskan kehidupan bangsa. Smart Province dapat dicapai jika seluruh komponen yang ada di dalamnya, mulai dari level provinsi, kota/kabupaten sampai ke area terkecil desa mampu berkolaborasi dan bergerak bersama. Penelitian ini bertujuan untuk mengetahui peranan Diskominfo melalui Kepri Smart Province (KSP) dalam mendorong governansi digital di Provinsi Kepulauan Riau. Pada penelitian ini, peneliti menggunakan teori peran dari Gede Diva yaitu peran pemerintah sebagai katalisator, peran pemerintah sebagai regulator, serta peran pemerintah sebagai katalisator. Metode yang digunakan dalam penelitian ini menekankan pada jenis penelitian kualitatif. Dimana metode ini berusaha memahami situasi dan latar tertentu sebagaimana adanya. Peneliti mengumpulkan data tentang peranan Diskominfo melalui Kepri Smart Province (KSP) dalam mendorong governansi digital di Provinsi Kepulauan Riau. Kemudian hasilnya akan dideskripsikan atau digambarkan secara jelas sebagaimana yang terjadi di lapangan. Informan dalam penelitian ini adalah orang-orang yang terlibat langsung dengan penelitian ini seperti Kepala Sub Bagian Umum dan Kepegawaian, Sub Koordinator Infrastruktur dan Teknologi Informasi Komunikasi, serta Sekretariat Diskominfo Kepri. hasil penelitian dan analisis yang dilakukan oleh peneliti tentang peranan Diskominfo melalui Kepri Smart Province (KSP) dalam mendorong governansi digital di Provinsi Kepulauan Riau, ditemukan bahwa masih terdapat hambatan-hambatan dalam proses pelaksanaan program dari Diskominfo dalam upaya mendorong governansi digital di Kepulauan Riau. Dengan adanya hambatan ini, diharapkan mampu untuk segera diatasi. Agar tujuan untuk membentuk governansi digital pemerintah provinsi Kepulauan Riau ini dapat terwujud.

ABSTRACT
Smart Province is part of the effort to achieve a smart Indonesia, which is a mandate from the 1945 Constitution, namely Educating the Nation's Life. Smart Province can be achieved if all the components in it, starting from the Provincial, City / Regency level to the smallest village area are able to collaborate and move together. This study aims to determine the role of Diskominfo through the Riau Islands Smart Province (KSP) in encouraging digital governance in the Riau Islands Province. In this study, the researcher uses the role theory of Gede Diva, namely the role of the government as a catalyst, the role of the government as a regulator, and the role of the government as a catalyst. The method used in this study emphasizes the type of qualitative research. Where this method seeks to understand certain situations and backgrounds as they are. Researchers collected data about the role of Diskominfo through the Riau Islands Smart Province (KSP) in encouraging digital governance in the Riau Islands Province. Then the results will be described or described clearly as what happened in the field. The informants in this study were people who were directly involved with this research, such as the Head of the General Affairs and Personnel Sub-Section, the Sub-Coordinator of Information and Communication Technology Infrastructure and the Secretariat of the Riau Islands Diskominfo. the results of research and analysis conducted by researchers regarding the role of Diskominfo through the Riau Islands Smart Province (KSP) in encouraging digital governance in the Riau Islands Province, it was found that there were still obstacles in the process of implementing the program from Diskominfo in an effort to encourage digital governance in the Riau Islands.
With this obstacle, it is hoped that it can be overcome immediately. So that the goal of establishing digital governance for the Riau Islands provincial government can be realized.
