ABSTRAK
Peraturan Kota Tanjungpinang Nomor 44 Tahun 2020 merupakan pedoman dalam penertiban dan penegakan hukum pelaksanaan protokol kesehatan untuk masyarakat kota Tanjungpinang sebagai usaha pencegahan COVID-19. Tujuan peraturan walikota ini ditujukan untuk, Untuk melindungi masyarakat Kota Tanjung Pinang dari penyebaran dan Penyebaran COVID-19 untuk meningkatkan kesadaran masyarakat akan bahaya penyebaran COVID-19 di Kota Tanjungpinang untuk mencegah penyebaran COVID-19, tingkatkan kepatuhan masyarakat kota Tanjung Pinang dan terapkan protokol kesehatan. Namun setelah dilakukan hukum protokol kesehatan nomor 44 tahun 2020 masih terdapat banyak pelanggar protocol kesehatan yang terjadi dikota tanjungpinang. Untuk mengetahui proses serta Output yang dihasilkan Satgas Covid-19 dan Satpol PP dalam Penerapan Perwako 44 Tahun 2020 tentang Disiplin dan Penegakan Protokol Kesehatan dalam Upaya Pencegahan dan Pengendalian Covid-19 di Kota Tanjungpinang. Dalam penelitian ini menggunakan metode kualitatif. Hubungan kolaborasi merupakan satu kesatuan utuh yang harus diterapkan demi tercapainya tujuan dan cita-cita dalam menggapainya. Kolaborasi yang dilakukan dengan baik maka melahirkan output yang efektif sehingga dalam menjalankan tugas dan fungsi dari masing-masing elemen yang terlibat di internal kolaborasi akan mudah dijalankan sesuai dengan aturan-aturan yang telah dilandasi. Berdasarkan penelitian dan pembahasan dari penelitian ini maka dapat ditarik kesimpulan bahwa Kolaborasi Antara Satgas Covid-19 Dan Satpol PP Dalam Penerapan Perwako No.44 Th 2020 Tentang Penerapan Disiplin Dan penegakan Protokol Kesehatan Sebagai Upaya Pencegahan Dan Pengendalian Covid-19 Di Kota Tanjungpinang. Dalam hal merealisasikan serta menjalankan tugas beserta fungsinya telah berjalan secara efektif dan optimal. Dimana terlihat terhadap output yang menjadi hasil akhir dalam pemutusan mata rantai Covid-19 yang dikarenakan atas inisiatif yang telah dilakukan oleh instansi kota dalam hal menata, membenah, serta memperbaiki keadaan (Rekonstruksi) agar bisa mengembalikan keadaan.

ABSTRACT
Tanjungpinang City Regulation Number 44 of 2020 is a guideline in controlling and law enforcement in implementing health protocols for the people of Tanjungpinang city as an effort to prevent COVID-19. The purpose of this mayoral regulation is aimed at, To protect the people of Tanjung Pinang City from the spread and spread of COVID-19 to increase public awareness of the dangers of spreading COVID-19 in Tanjungpinang City to prevent the spread of COVID-19, increase the compliance of the people of Tanjung Pinang city and implement health protocols . However, after implementing the health protocol law number 44 of 2020 there are still many health protocol violators that have occurred in the city of Tanjungpinang. To find out the process and output produced by the Covid-19 Task Force and Satpol PP in the Implementation of Perwako 44 of 2020 concerning Discipline and Enforcement of Health Protocols in Efforts to Prevent and Control Covid-19 in Tanjungpinang City. In this study using qualitative methods. Collaborative relationships are a unified whole that must be applied in order to achieve the goals and ideals in achieving them.
Collaboration that is done well will produce effective output so that in carrying out the duties and functions of each element involved in internal collaboration it will be easy to carry out in accordance with the rules that have been based on it.
Based on the research and discussion of this study, it can be concluded that the Collaboration Between the Covid-19 Task Force and the Satpol PP in Implementing Perwako No. 44 of 2020 Concerning the Implementation of Discipline and Enforcement of Health Protocols as an Effort to Prevent and Control Covid-19 in Tanjungpinang City. in terms of realizing and carrying out its duties and functions have been running effectively and optimally. This can be seen from the output which is the final result in breaking the Covid-19 chain due to the initiatives that have been carried out by city agencies in terms of organizing, improving, and improving conditions (reconstruction) in order to restore the situation.
