J e f f r e y G.- L e r m a n , Presi- dent, and R i c h a r d Allen, Vice-president, won the elec- tion for s t u d e n t g o v e r n m e n t by a wide m a r g i n backed by an a g r e s s i v e c a m p a i g n and well d i s t r u b u t e d c a m p a i g n l i t e r a t u r e .
The ballots,'tallyed by 8 p m . F r i d a y , r e v e a l e d t h a t Ste- phen .Paige, 221 votes, and David SpaLten, 228 votes, had lost the election, a p p a r e n t l y , due to a weak c a m p a i g n .effort arid laite entry in the
r u n n i n g itself. L e r m a n , 468 votes, and Allen, 379 votés, won the election by a m a r g i n of 91 votes, the total n u m b e r of ballots counted being 678.
William Pulos, 72 votes, Kenneth F r e e m a n , , 56 votes, and T e r e n c e Clark, 72 votes, won the elections for off-cam- puc r e p r e s e n t a t i v e s . Kevin La F o r g e Jost t h a t election with the l e a s t popular vote of 41.
The elections were the final step in the r e - e s t a b l i s h m e n t of a new s t u d e n t governm ent.
The f o r m e r " S t u d e n t Assem-
bly" originated from the Town Meeting principle of g o v e r n m e n t . It w a s discon- t i n u e d l a s t - s p r i n g w h e n David Chesnoff's term of o f f k e ended and Tom K e m p , still a s t u d e n t a t Alfred University left'scho'o.l unex- pectedly to spend a s e m e s t e r in Washington, D.C. Monday evening, Septem- b e r 27, in t h e C a m p u s C e n t e r ' s P a r e n t ' s Lounge, P r o f e s s o r E v a n R o g e r s P r e - sented the second of this s e m e s t e r ' s s e r i e s of f o r u m s sponsored by the P e o p l e ' s C a m p a i g n . The s u b j e c t of the f o r u m w a s " S h o u l d t h e A m e r i c a n P o l i t i c a l P a r t y System by R e s t r u c t u r e d . "
P r o f . R o g e r s a d v o c a t e d c h a n g e of the p r e s e n t p a r t y s y s t e m , whicTh he c a l l e d
" w e a k " and " u n d i s c i p l i n e d "
to his " i d e a l " p a r t y struc- t u r e , w h i c h is " t i g h t l y b o u n d " and " c o h e s i v e . "
P r o f . R o g e r s said t h a t the role of Political P a r t i e s is to
" p r o v i d e the link between the m a s s e s and g o v e r n m e n t . "
Their two m a j o r ' f u n c t i o n s a r e 1) to run people for office, and 2) to govern, if they get into office.
His " i d e a l " p a r t ' y s t r u c t u r e is t h a t before an election* a p a r t y gets t o g e t h e r to decide on their platform p r o m i s e s which each of the c a n d i d a t e s in the p a r t y a r e bound to. The election is simplified for the voter b e c a u s e he only h a s to choose between the v a r i o u s d i f f e r e n t p l a t f o r m s proposed by e a c h p a r t y instead of having to ke^p t r a c k of d i f f e r e n t p r o m i s e s m a d e by each c a n d i d a t e they vote for.
After the election, t h e win- n e r s t a k e office and e n a c t the platform t h a t they r a n on. If a m e m b e r of a p a r t y d o e s n ' t stick to the platform pro- m i s e s , the other m e m b e r s of
his p a r t y put p r e s s u r e on him. The process is r e p e a t e d a t the nextJelection.
In c o m p a r i s o n , our p r e s e n t p a r t i e s a r e . " l o o s e " a n d
" u n d i s c i p l i n e d " , m a i n t a i n e d P r o f . R o g e r s The only candi- d a t e who m ight run totally on his p a r t y ' s platform is the P r e s i d e n t i a l Candidate; even
P r e s i d e n t F o r d i s n ' t totally r u n n i n g on his p a r t y ' s plat- f o r m . In the 1964 election m a n y R e p u b l i c a n c a n i d a t e s d i d n ' t s u p p o r t G o l d w á t e r , and in 1972 m a n y D e m o c r a t s didn' s u p p o r t M c G o v e r n . In n o n p r e s i d e n t i a l e l e c t i o n s t h e r e is no spokesperson for the p a r t y t h a t i s n ' t in the White House. And the p a r t y platform i s n ' t e n a c t e d even when the P r e s i d e n t s a r e from the s a m e p a r t y , he a r g u e d .
T h e a d v a n t a g e s of h i s system would be to simplify, the voters' choice a t the polls, h a v e the executive and the majority, p a r t y in Con- g r e s s of the s a m e p a r t y , and get policy chosen by the people e n a c t e d . T h e r e would also be s o m e o n e to " b l a m e for the m e s s in W a s h i n g t o n " , he s a i d . '
P r o f . R o g e r s ' system re- n quires t h a t all the c a n d i d a t e s
in one p a r t y a g r e e ideologic- ally; with all c a n d i d a t e s within a p a r t y bound to exactly the s a m e p l a t f o r m , t h e r e is v e r y little, if a n y , room for regional v a r i a t i o n on the issues. P r o f . R o g e r s is also a s s u m i n g t h a t the a v e r - a g e A m e r i c a n voter is r a t i o n - ' al voter is r a t i o n a l a n d ^ o t e s o n l y a c c o r d i n g to p o l i c y p r e f e r e n c e .
At the beginning of the f o r u m , P r o f . R o g e r s said t h a t the c h a n g e s he s u g g e s t s a r é ' ' r e a s o n a b l y p o s s i b l e c h a n g e s . " T h e s e c h a n g e s which " s q u e l c h the individu- alistic politician" also t a k e m u c h p o w e r a w a y f r o m m a n y r e p r e s e n t a t i v e s and s e n a t o r s . Are the l e a d e r s in Congress r e a d y to s a c r i f i c e t h e i r p o w e r f o r " t i g h t l y bound, cohesive p a r t i e s " ? If not, how a r e the c h a n g e s he s u g g e s t e d " r e a s o n a b l y p o s s - . ible"?

Upon l a n d i n g ' t h e r e , fie' a n n o u n c e d t h a t he' w a s s e e k i n g a s y l u m in t h e United States,, a n d t h a t in t h e m e a n t i m e , since t h e j e t w a s t h e p r o p e r t y of t h e R u s s i a n g o v e r n m e n t , A m e r i c a n a n d J a p a n e s e m i l i t i a r y e x p e r t s should k e e p a w a y f r o m it.
