Penelitian ini bertujuan untuk mengetahui bagaimana penerapan E-Procurement pada Layanan Pengadaan Secara Elektronik (LPSE) Kabupaten Bengkalis berdasarkan Peraturan LKPP Nomor 9 Tahun 2018 tentang Pedoman Pelaksanaan Pengadaan Barang dan Jasa Melalui Penyedia, efektivitas penerapan E-Procurement serta kendala penerapan E-Procurement Jenis penelitian ini adalah kualitatif deskriptif.
Analisis data menggunakan metode analisis deskriptif kualitatif. Teknik pengumpulan data yang dilakukan terdiri dari observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan E-Procurement di Layanan Pengadaan Secara Elektronik sudah sesuai dengan Peraturan LKPP Nomor 9 Tahun 2018. Penerapan E-Procurement pada Layanan Pengadaan Secara Elektronik Kabupaten Bengkalis telah berjalan dengan baik, namun dalam pelaksannaanya LPSE Kabupaten Bengkalis masih terkendala dengan beberapa masalah terkait aplikasi tersebut.

This study aims to find out how the implementation of E-Procurement in the Electronic Procurement Service (LPSE) of Bengkalis Regency based on LKPP Regulation Number 9 of 2018 concerning Guidelines for the Implementation of Procurement of Goods and Services through Providers, the effectiveness of the implementation of E-Procurement and the obstacles to implementing E-Procurement.
this is qualitative descriptive. Data analysis used descriptive qualitative analysis method. Data collection techniques carried out consisted of observation, interviews, and documentation. The results showed that the implementation of E-Procurement in Electronic Procurement Services was in accordance with LKPP Regulation No. 9 of 2018. The implementation of E-Procurement in Bengkalis Regency Electronic Procurement Services had been going well, but in its implementation the Bengkalis Regency LPSE was still constrained by several problems. related to the application.
