1 CHAPTER I INTRODUCTION
Bali as a potential tourist destination in Indonesia is very focused in developing tourism. Besides of beach tourism, shopping tourism, rafting, and snorkeling, the local government of Bali is also focusing on developing alternative tourism in the form of community based tourism (CBT). One of CBT activity is the tourist village. The tourist village is developed in the framework of equitable development, preservation of traditional culture and the improvement of the local economy. Bali Provincial Government allocates a budget of up to 7.5 billion annually for the management of twenty-five tourist villages on the island of Bali beginning in 2015 (Subhiksu, 2014). The target of Bali tourism village in 2015-2018 is 100 tourist villages, according to Bali Mandara Volume II Program by the governoor of Bali (Kadisparda, 2014). In 2014 Bali Tourism Office has received submission of 180 proposals of tourist villages. This requires a rigorous selection to eliminate 80 tourist villages that have not fulfilled the requirements as a tourist village. To each selected tourist village, the government allocates Rp 300 million (Subhiksu, 2014).
The government‟s efforts to equitable distribution of tourism impact, poverty alleviation achieve through toourist village program. The public response is also very positive. The people are racing to propose the proposed tourist village by highlighting the culture, the characteristics of each region that was very unique and diverse. The mindset and the paradigm of society towards the role of the tourist village in improving their life expectancy already imprinted in their minds. Unconsciously this diverse society unearthed the uniqueness of its area to be preserved, packaged so that it becomes a potential product to be sold to tourists. The government has succeeded in stimulating the community to be more concerned about the environment, culture, customs and uniqueness of their respective regions.
Along with the rapid public interest doing local community-based activities, then the government must formulate a strategic strategy in managing tourist village in Bali. The number of tourist villages proposed in Bali reaches 180 villages, while on the other hand the readiness of human resources in the field is still limited. English competence, the skills of serving tourists, international standard cooking skills are still
2
very minimal. In other words the ability of the community to manage the tourist village is not optimal.
On the management aspect; tourists village in Bali Indonesia and in India have similarities. In order to avoid the monotonous tourist village implementation model, a specific management pattern is required. Each region should feature different characteristics with unique charms so that tourists who come to get a variety of forms and tourist activities. The management aspect will be analyzed by descriptive qualitative in first phase of research in the first year. Aspects that are not less important in the implementation of this tourist village is a measured aspect of branding for the local community. The tourist village should be well branding to make a positive contribution to the local community. Branding aspect will be analyzed in second phase research in second year with quantitative analysis technique. The division of this research into two phases aims to clarify the scope of the discussion within a predetermined duration. The findings of this study are expected to illustrate the management, branding of a good tourist village. Similarly, the analysis of the impact of tourist villages on the economy of local communities is needed as a tool to decide which aspects should be emphasized so that the community enjoys the value of tourism village implementation.
This research collaboration is conducted by considering each country has the same concentration to improve the economy of local people through tourist village. In Bali; the sellected research object is Penglipuran Tourism Village, Bedulu, Jasri and Taman Sari Buana. In India; Tourist villages that has been visited as the research object are Araku Valley and Borra Caves, Dwaraka Tirumala, Vijayawada, Amaravathi, Simhachalam and Annavara, which are all located in Andhara Pradesh.
Some research conducted on community-based tourism in India, found some similar things, such as Nageshwar Rao (2002), saw a very bad management aspect due to limited skilled human resources. Khaushik et al. (2009) found that psycology factors, basic facilities owned by villages, communications, and supporting facilities available services, greatly affect the interest of tourists visiting the tourist village. This means that management aspects that include human elements, tools, methods, machines and money are the top priority in developing tourist villages.
3
Based on preliminary information unearthed from a research partner from India, it is stated that the five tourist villages are also the mainstay of local government.
This tourist village also contributes to the improvement of the local village community economy. Based on the profile of the five tourist villages in India, it appears that management patterns, and branding of tourist villages are very important to be analyzed. Both countries emphasize community-based tourism activities (CBT) as potential alternative tourism to preserve the culture, improve the economy and welfare of local communities.
The current track record of research performance is at the level of international publication in the journal, managed by Sucharitha Educational and Research Institute (SERI), Visakhapatnam, Andhra Pradesh India. SERI manages the International Journal of Multidisciplinary Education Research (IJMER), ISSN number:
2277-7881 Copernicus index with Impact Factor 5.818. Another international journal which also will publish this research is the Indian Journal of Marketing with scopus index.
The research study will be conducted in two countries, namely in four districts in Bali Indonesia and five locations in Andhra Pradesh India. Qualitative research on the aspects of management carried out for first year in all the tourist villages that became the object of research. Research partners from India together conducted research on aspects of management. Qualitatively approach research was done through in-depth interviews and FGD conduted in nine research object in Bali and India.
The main purpose of this research is in phase I (first year) found a model of village tourism management in the implementation of tourist villages in both countries.
In phase II (second year) will continue to analyze branding aspect of tourist village in each country. This comparative study is also expected to be able to adopt positive things done by research partner countries, particularly in the management of relevant tourism villages implemented in Indonesia. The different climates, cultures, natural resources and human resources involved in the management of tourist villages demand that researchers visit each other and conduct research directly on both countries.
Differences, uniqueness, advantages and disadvantages of different aspects of each tourist village in both countries are expected to make different models of research results also emphasis.
4
The main outline of this research is the model of tourism village implementation from the aspects of management, and branding. These has been published in IJMER (International Journals of Multidisciplinary Educational Research), impact factor 5.818, ISSN 2277-7881, Andhra University India. Another publication still under process on Indian Marketing Journal. Some part of the paper plan to be published on proceeding and poster sessions on EURASIA Conference on December 2018 in Bali. Considering countries that apply alternative tourism not only ASEAN, it is deemed necessary to carry out international seminars within the wider scope of the territory to the Indian state. Besides the output of models, proceedings and publications in internationally reputable journals, this research has been also published book textbooks by Lamberth publishing, so that will become the reference in the implementation of tourist villages in Indonesia and India. Poster will be made /publish at the seminar or conference about the model of tourist village that is applied to each country.
Collaborative research activity involving two institutions from two countries, the processes and procedures under token in different time. Gradually publication activities, conferences, visiting lectures and textbook writing are drawn up to the time limit of the second year. Based on these considerations, the achievement of the research phase from the beginning of the first year of research up to the second and third year is described in detail in Table 3.1 below.

Government of Bali declared a special policy on the development of culture- based tourism villages on Perda No. 16 of 2009. In this regulation is regulated on efforts to increase tourism destinations in Bali, regional development and encourage the village level economy in Bali. Tourism village is one of the development of community-based tourism sector (CBT) based on Balinese culture. Communities provide the completeness of tourists, facilities and infrastructure while maintaining environmental sustainability, carrying capacity and emphasizing the economic development goals of the community.
Results Tourism Field Study (2014) themed Existence Village Tourism in Bali by taking samples Bangli, Badung and Karangasem Regency. It appears that out of eleven existing tourist villages, only 27.27% are developing. The tourist village in Bangli Regency is twelve, growing 25%. Karangasem regency has eleven tourist villages, which grew 36.6%. This small level of development indicates there are problems that occur in the tourist village. The competitiveness of tourist villages is quite low. Various studies have been conducted by researchers on local people's perceptions of tourism. Nicholas (2007), William and Lowson (2001), Hermandez et al.
(1996) states that the local community is very concerned about something that is commercial and social value is done to the village and cultural heritage for the benefit of tourism and the preservation of resources and environment. Shkira et al. (2011) found that community-based tourism is capable of enhancing the conservation of natural resources. The local people earn income from leasing their land, entrepreneur, providing homestay become workers so they got better value for their life.
Mensah and Ernest's research (2013) states that community involvement in community-based tourism activities is elusive and inductive, according to Tosun's (1999) typology. This study shows that the local Bobori Forest community in Ashanti Region, Ghana, has only benefited less from eco-tourism activities. Research Widiyanto et al. (2008) in Ketingan tourist village, found that the development of tourist villages still rely on natural resources. The quality of human resources, marketing, service and quality improvement has not been optimized, thus negatively
7
impacting the sustainability of tourist villages. This is inversely related to the results of the study of Samah and Aref (2009) research‟s in Malaysia's tourist village. Samah and Aref (2009) found that community participation in local community-based tourism development requires community involvement in initiation, planning, implementation, decision making and management.
Communities take collective action, mutualism, sharing interests by doing activities together. Involvement of the community as stakeholders indirectly carry out management functions. Agustini et al. (2015) research on community-based tourism activities at Kintamani Bangli, shows that stakeholders have different roles and paradigms in the management of tourist attractions. This difference has a negative impact on the feedback given by local people in serving tourists.
Some of the above research shows that good management in the management of tourist village is absolutely necessary. The local people's paradigm of service, their contribution, their competence is crucial to the success of the tourist village. Similarly, product differentiation aspect; the whole tourist village that became the object of research has similarities with other tourist villages in the world. Generally tourist villages feature natural elements, local cultural heritage, customs, local food, and local uniqueness. In this research will be analyzed the efforts of product differentiation that how appropriate is done in each tourist village in order to remain the mainstay of attractive tourist attraction visited. The results of the research by Suarthana et al (2013) on the differentiation of products conducted by the ecotourism attraction of Monkey Forest Ubud, Bali found a differentiation strategy in contextual, content and infrastructure, able to increase the value of products for tourists and improve the performance and brand image of Monkey Forest. Differentiation is done indirectly affect the conservation of the environment, social culture and improve the welfare of local communities.

RESEARCH IMPLEMENTATION
3.1 Research Phase Description
The study was conducted in four tourist villages in Bali, Indonesia and five tourist villages in Andhra Pradesh, India. All of the tourist villages have different characteristics. Research on both of the objects has been done together in Bali Indonesia and Andhra Pradesh India. The research activities has been strengthened by cross visits between Indonesian researchers with the partners in India. Based on the title of the research: Management Model and Branding of Village Tourism in Bali and India” (A Study Comparative between Village Tourism in Bali Indonesia and Village Tourism in Andhra Pradesh, India), this research is divided into two stages.
Phase I has been conducting in the first year. The analysis are focus on aspects of tourism village management in both countries. The analysis was done descriptively qualitative through deep interview and focus group discussion (FGD).
While in phase II will be done in the second year with the focus of analysis on branding aspects of tourist villages in both countries. The analytical technique to be used in this phase II is quantitative using the PLS (Partial Least Square) analysis tool.
In the first phase, research on management aspects has been conducted in each country. Deep interviews and FGDs with stakeholders in tourist villages were conducted in five tourism villages in Andhara Pradesh, India and the four tourist villages in Bali. The same interview and FGD guidelines were conducted. In the analysis phase, each researcher has invited to each country to summarize the findings with appropriate theoretical and literary concepts. The researcher also registered to become a visiting lecturer in one country together. The results of research in the first year, targeted has been published in the international journal IJMER Volume 7, Issue 7(2) period of July 2018, ISSN 2277-7881 impact factor 5.818. Another targeted for publication is Indian Journal of Marketing, scopus index are still in process of reviewed. Another paper with the similar title regarding village tourism also published on Udayana Acredited Journal and presenting on 2nd Bali International Tourism Forum.
10
In the second phase of research at the second year, research will be done on the branding aspect of the tourist village. This research is descriptive quantitative by using PLS analysis tool. This quantitative study requires a certain number of respondents to meet the stipulation of the number of samples. Both researchers will spread the questionnaires to nine tourist villages in both countries. The research instruments are made equal so that there will no different results predictions. In the phase of data dissemination and processing of research results, the two researchers also visited each other, working together in completing the discussion and concluding the research findings. The results of the second phase of research are published at the end of the second year in the International Journal of Business and Management Invention (IJBMI) or International Journal of Academic Research (IJAR). The second year will be presented at the international conference event both in Indonesia and abroad.
The main features of this collaborative research are the management model, and the branding of the tourist village. The model produced in each country must have different uniqueness. Another output is a textbook that can be used as a reference in the management of village tourism. The book has been published on July 2018 titled:
Village Tourism and Community Economy (The Implementation and Impact), by Lambert Publishing. In the second year another the book will be expected registered and by the third year published nationally. The second target of the research publication is on the accredited Udayana University E-journal and international journal. In more structured research methodology and publication targets are explained in the following fishbone diagram:
