Information technology (IT) is something that is always hotly discussed by the community and is always followed by its development. Education is also one of the most significant aspects of life. Online-based education or better known as E-Learning is a concept in education that involves the use of technology to actively conduct distance learning. Speaking is one of the basic skills that every student must master to be able to interact carefully.
Education is also one of life’s most significant aspects. This country will develop into a developed country with educated citizens who will improve the country. As a result, education is supposed to improve the globe. One of them is that we will fall far behind the others if we learn without learning. Online-based education, often know as E-Learning is a concept in education that involves using technology conduct distance learning actives (Ahmadi, 2014) so that education and learning are no longer limited to one space and time. Given that English is one of the required subject in Indonesia’s secondary school curriculum, the demand for English speaking abilities is growing in the contemporary global era, particularly among graduates of Indonesia’s vocational high scholl.in Indonesia, EFL learning technology research is critical (Bashori et al., 2020). According to (Rodrigues & Vethamani, 2015) use of online learning shows greater language proficiency and stronger self.
This study aims to determine the effectiveness of using web-Learning for students' English learning at SMA Open Kepanjen. The researcher used an experimental research design. The researcher gave a pre-test, post-test, and delivery of a questionnaire. The researcher divided the class into two groups, one class as the control class and the other as the experimental class. Before learning, a Pre-Test was carried out in the two classes. Their control class received treatment with conventional learning methods and learning using Web Based Learning in the experimental class which was carried out for two weeks. Before doing post-test
All results were carried out to compare whether or not there was a difference between them. The results showed that there was no significant difference between the control class and the experimental class in using web- based learning. From the data that was tested using the Independent sample T-test, it showed a significance value of 0.622 > 0.05, so it was rejected. It also has the

same result as the questionnaire which has a significance value of 0.615 > 0.05.
This means that the use of e-learning at the SMA Terbuka Kepanjen is less effective but this learning method is very helpful for students to continue learning and as a new innovation in the world of education.

INTRODUCTION
This chapter some topics connected to the study introduction is covered.
They are background of the study, research problems, objective of the study, significances of the study, scope and limitation of the study, and the definition of key terms.
1.1 Background of the Study
Information technology (IT) is something that is always hot in the community’s discussion and is always followed by its development. Indonesia is a country where most or almost all of the people use technology, so technology currently plays an active role n various fields and sectors in society, including education

Currently, Indonesia requires a high school or vocational high school graduation a minimum perquisite for employment. Many elementary and junior high schools graduates however are unable to continue their education at a higher level. They cite a variety of factors, including the distance between home and school, economic issues in which many parents cannot afford to pay for their children’s education, and parent’s hectic schedules which prevent them from paying attention to their children’s education. A parent is some locations require school –aged children in order to meet the family’s financial needs. According to the Ministry of Education and Culture (Culture, 2017) not many parents believe that education sufficient to get their children to junior high school.
On the hand, UNESCO’S declaration, the National Education System Law No 20 of 2003 has also stipulated that every citizen has the right to the opportunity to improve lifelong in article 31 of the law governing distance learning namely:
1. Distance learning can be done in all lines, levels and types of education.
2. The distance learning function provides education service to community groups who cannot attend face to face or regular education.
3. Distance learning takes place in a variety of ways and is supported by a number of factors that guarantee graduates will meet national education criteria for quality.

4. Provision regarding the implementation of distance learning as referred to in paragraphs (1), (2), (3) shall be further regulated by a government regulation.
The development of educational innovations for children who do not continue to high school due to geographical and economic factors, the government has opened a school, namely an open high school which aims to make it easier for children to get education, lower cost and adequate facilities.
A flexible and open education system for high school students is called SMA Terbuka. Flexibility indicates that, unlike in high school generally, students who attend education are not compelled to adhere to strict, continuous, and regular education activities. In SMA Terbuka, students place a greater emphasis on individual learning tasks that are typically completed by accessing learning resources at the most convenient time for each student.
The majority of learning style used in open high schools are virtual, known as online dominant (DOMON), and rely on government-provided IT and a Learning Management System (LMS). At the SMA Terbuka, students participate in both solo and group learning activities. Individual learning activities are carried out at their respective dwellings, while group learning activities are carries out in the classroom.
Learning at the SMA Terbuka can be done remotely (PPJ) using WEB learning, and this learning is highly advantageous for pupils who are unable to attend school due to geographical or financial constraints. The Internet and virtual learning setting have expanded learning chances not just in general education but

also in the field of foreign language for four skills, particularly oral learning. E- learning is a valuable supplement to EFL classroom instruction. According to (Nurohmat 2020), online learning is defined as “learning through electronic media such as the internet, intranet, satellite, TV, CD-Room, and others.” So, online learning isn’t limited to the internet; there are many different types of electronic media that may be employed, and the internet is just one of them. This is said to increase pupils’ linguistic skills as well as their ability to learn independently.
Students were shown to be more self-directed and focused, as well as more accountable for their own learning. Blended learning not only aided autonomous learning, but it also allowed students to take ownership of the material. Although the terms "autonomy" and "self-directed learning" are frequently used interchangeably, there are significant distinctions to be made: Self-directed
learning is learning in which the learners themselves assume responsibility for their own learning, whereas autonomy is the ability to take command of one's own
learning (Holec, 1981:3-4).
In this study, researchers used E-Learning learning using an online system, for the time being, e-learning is a hot topic among educators (Reghi et al., 2021).
Researchers chose SMA Terbuka Kepanjen as a place to research because SMA Terbuka Kepanjen is a school in rural areas and the only school that uses the LMS system in learning http://smaneka.sch.id:100. Researchers want to try an approach to learning based on Web Learning with students' speaking skills.So the researcher gave the title "the influence of web-based learning on the speaking skills of class X students in SMA Terbuka".

1.2 Research Problem
The research problem of this study is: Is there any variation in speaking abilities between students who are taught using web-based learning and those who are not?
1.3 Objective of the Study
The purpose of this research is to answer the main educational problems proposed in the problem formulation for clarity which can be described as follows:
To find the difference in the speaking skills of students who are taught using web- based learning and those who do not use web-based learning.
1.4 Significance of the Study
This research can aid in the teaching and learning process for students who want to attend school but are unable to due to a variety of factors. E-Learning also has a positive side for students because with E-Learning, students can maximize the use of gadgets positively, especially for learning. And the data from this research can serve as a basis for improving the curriculum at SMA Terbuka Kepanjen.
1.5 Scope and Limitation of the Study
This research was conducted at SMA Terbuka Kepanjen. The subjects of this study were students of class IX, SMA Open. The researcher intends to find out the effect of Web-learning on the speaking ability of students in SMA Open.
The limitation of the research in this school is the dominant online learning model, so it will be more difficult to create a class control group.

1.6 Definition of Key Terms
These following definitions are to give more description to readers and avoid misunderstanding the terms used in this study.
Open high school means that students who attend education with this system are not required to participate in teaching and learning education activities as well as study in schools in general, which requires students and teachers to meet directly to carry out learning.
Web based learning is a learning model in which learning activities are carried out using the Internet as a tool to deliver instructions via a school-owned website and accessible to every student and teacher.
Speaking is one of the obstacles faced by students in English subjects, as well as referring to class X students in SMA Terbuka where the learning model uses the Web, for this study speaking monologue is more to be used.

CONCLUSION AND SUGGESTIONS
5.1 Conclusion
It was determined from the data entered into SPSS that the data was homogenous and normal, hence the Independent Sample T-test was utilized.
According to the study's findings, e-learning does not have an impact on students' speaking abilities during the learning process, so the research is rejecting.
5.6 Suggestion
1. For the Teacher
This method can be used to help teachers learn English and provide more creative strategies that are different from the offline teaching and learning process. Not only that, teachers must always provide motivation and support to students to further improve their learning abilities.
2. For the Students
Students are expected to be more enthusiastic about learning English.
They must improve their speaking skills either with the teacher or alone so that they are not left far behind with other countries, especially in improving their speaking skills. The current research method can be used to increase the independence and sensitivity of students.
3. For the Other Researchers
In connection with the method used by the researchers, they have to do it with a longer time and more treatments or tests to maximize students'

speaking ability. If other researchers are going to do the same, they are better off using another way to formulate the data.
