I am delighted to present UICEE members, as w ell as readers and contributors o f U IC E E produced publications and particularly the W o rld T r a n s a c t i o n s o n E n g in e e r i n g a n d T e c h n o lo g y E d u c a t i o n (W T E & T E ), the n ew est journal from the UN ESC O International Centre o f E ngineering Education (UICEE), with the latest issu e, V o l .l , N o .2 .
This second issu e o f the UICEE’s W o rld T r a n s a c t i o n s o n E n g i n e e r i n g a n d T e c h n o l o g y E d u c a t io n presents a selection o f papers that address many issu e s o f importance to engineering and tech n ology education, in 22 interesting papers contributions, w hich com e from
15 countries w orldw ide.
W ith the ever-dim inishing financial resources in education institutions across the w orld, it is o f paramount importance for global education institutions to establish linkages in order to share inform ation on research, developm ent and application in engineering, and in engineering and technology education in particular. T h e em ergen ce o f the U IC E E ’s W o rld T r a n s a c t i o n s o n E n g in e e r i n g a n d T e c h n o lo g y E d u c a t i o n should help to facilitate the transfer o f inform ation betw een education institutions, with particular em phasis o n the transfer o f information concerning new d evelopm ents and b est practice from d ev elo p ed countries to education institutions in less privileged environments. W e are, indeed, very fortunate that s o m any distinguished international academ ics w ere w illing to contribute to the process o f sharing information through the U IC EE publications and the W o rld T r a n s a c t i o n s o n E n g in e e r i n g a n d T e c h n o lo g y E d u c a t i o n specifically.
This issue com m en ces with a paper by Professor Em eritus D r Hab. m 2., Dr he Janusz Turow ski o f the Technical U niversity o f Lodz (T U L ), L odz, P oland. Prof. Turowski, a D octor H onoris C ausa o f the U niversity o f P a v ia , Pavia, Italy, and a former V ice-R ector o f the TU L , is an outstanding P olish scientist, researcher, educator and, ev en more importantly, an intellectualist, w ho has m ade an outstanding contribution to sc ien ce and electrical engineering in particular. H e has b een instrumental in establishing several international initiatives such as a global U N E SC O -U N IS P A R netw ork, a E uroU N ISPA R network and a Baltic S ea Innovation N etw ork (B A S IN ). Readers will find many interesting and stim ulating ideas, concepts, as w ell as achievem ents discussed in his paper titled: T e c h n o l o g y a n d t e c h n ic a l in n o v a t io n t r a n s f e r in e n g in e e r i n g e d u c a t io n .
Readers will a lso find an interesting piece o f engineering education research and d evelopm ent undertaken by our colleagu es and active members o f the UICEE, M s Carina Savander-Ranne and M r Sam uli Kolari, representing, respectively, H elsinki Polytechnic, H elsinki, and T am pere P olytechnic, Tampere, in Finland, in their paper tided: T o t a l in t e g r a t io n a n d a c t i v e p a r t i c i p a t i o n in th e l e a r n i n g p r o c e s s in t e x t ile e n g in e e r i n g e d u c a t io n .
I am particularly pleased to see several paper contributions by our co llea g u es from d ev elo p in g nations and nations in political, social and econom ic transition. It is interesting to learn h o w they endeavour to address s o m any burning issu es and solve a multitude o f scientific, technical, education and social problems, often resulting from colonial, apartheid or com m unist periods o f governm ent in their recent history. I hope that readers form much m ore advanced countries w ill benefit from the reading o f their papers in order to determ ine the b est w ays to assist them in their struggle to m odernise and advance their academ ic institutions. I would like to quote, at this point. H is E x c elle n c y Anthony C. Kevin, the former Am bassador o f Australia in P olan d , him self a graduate in civil engineering from the U n iversity o f Sydney, w ho, when addressing the first E a s t - W e s t C o n g r e s s o n E n g in e e r i n g E d u c a t io n , held in Cracow, Poland, in 1 9 9 1 , said to those w ho cam e to P oland in order to a ssist Polish a cad em ic institutions in the early 1990s in the developm ent o f m o d e m engineering education: In h e lp in g th e m w e a r e h e lp in g o u r s e l v e s !
W e have alw ays kept this phrase in our minds, and I d o b eliev e that this is an ex cellen t m otto for the UIC EE and its global network o f engineering and technology educators. M oreover, I am sure that m ost o f our readers w ould gladly subscribe to i t
