Preparation of Bid/Proposal
The technical proposal must contain the information specified in the following paragraphs from (a) to (d) using the attached forms. A brief description of the tenderer's organization and in case of a consortium/joint venture, each partner, will be given in FORM-II. It must include a list of all costs associated with the assignment/job, including (a) remuneration to staff and (b) eligible expenses, specified on the sheet.

Technical evaluation of the proposals will be undertaken by the Evaluation-cum-Monitoring Committee (EMC), which will take into account, among other things, (i) response to the TOTs (ii) the quality of the proposed methodology. Evaluation of the Technical Proposal will begin first and at this stage the Financial Bid (proposal) will remain unopened. The name of the Bidder, their technical score (if required) and their financial proposal should be read aloud.
Negotiations
Financial proposals from only those bidders declared technically qualified will be publicly opened on the date and time specified, in the presence of the Bidder's representatives who choose to attend. After the technical evaluation is completed, the member secretary of the EMC will notify those bidders whose proposals do not meet the minimum standards and their financial proposals will be returned unopened. Award of Contract

Confidentiality: Information regarding the evaluation of proposals and recommendations regarding awards will not be disclosed to the Consultants who submitted the Proposals or other persons not formally connected with the process, until the publication of the award of the contract. Improper use by any Consultant of any information related to the process may result in the rejection of its proposal and may be subject to the provisions of the Employer's anti-fraud and anti-corruption policy.

Under the scheme, financial support is provided to States/UTs for implementation of extension reforms. Detailed guidelines of the recently updated scheme are available on the Ministry's website www.agricoop.nic.in. The scheme 'Support to National Extension Programs for Extension Reforms' aims to make the extension system farmer-led and farmer-responsible with new institutional arrangements for technology dissemination.
The constraints/bottlenecks faced by the implementing agencies in the implementation of the scheme, along with appropriate suggestions and recommendations and the way forward to improve the implementation of the scheme's activities. BANKS:- Nationalized/Commercial/Co-operative Banks/Regional Rural Banks and such other institutions provide loans to the trained agricultural graduates under the scheme. Note: The Agency may employ such subject consultants as required by them who will ensure the technical soundness of the subject leading to a satisfactory completion of the work. Our financial proposal is binding on us, subject to changes resulting from contract negotiations, until the end of the proposal's validity period, i.e. Agreement (hereinafter referred to as Services).
The Agency provides services to the full satisfaction of the client and in accordance with the technical specifications from Annex-I and II. The Client's decision on the satisfactory performance of the Services, including various related points, will be final and will not be challenged by the Agency for any reason whatsoever. The Agency would present the PIR to the client and, before the start of work, would also adjust it in accordance with the client's proposals.
Such bank guarantee shall be valid for up to six months in addition to the entire period granted by the Client to the agency to complete the relevant phase of the work to the complete satisfaction of the Client. The agency will employ such professional consultants as required by them who will ensure the technical soundness of the subject leading to a satisfactory completion of the work. Any delay beyond ten weeks of the agreed time frame will give the Customer the opportunity to redeem the Bank Guarantee without notice to the Agency.
The Agency hereby guarantees that the services provided to the Client will be of the highest quality and fully comply with the specifications set out in Annexes I and II to this Agreement. All final plans, drawings, specifications, plans, reports and other documents or software submitted by the Agency in the performance of the Services shall become and remain the property of the Client. The Agency may retain a copy of such documents, but may not use them for purposes unrelated to this Agreement without the prior written approval of the Client.
