SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 06.11.2015.
Summary observations of the Group on Agenda Items
Details of the mean maximum and minimum temperature during the week 29th October to 4th November, 2015, were as under:-
Maximum Temperature
Above normal by 2 to 4oC over many parts of Madhya Maharashtra, Marathwada, Rayalseema, Interior Karnataka, Telangana, some parts of Coastal Andhra Pradesh and isolated pockets of Kerala.
Below normal by 4 to 6oC over isolated pockets of Rajasthan, West Uttar Pradesh and Madhya Pradesh and 2 to 4oC over many parts of Rajasthan, East Uttar Pradesh, East Madhya Pradesh, some parts of Punjab, Haryana, West Uttar Pradesh and West Madhya Pradesh and isolated pockets of Gujarat region and Kutch.
Normal to near normal in remaining parts of the country.
Minimum Temperature
Above normal by 2 to 4oC over many parts of Telangana, North Interior Karnataka, some parts of West Rajasthan, Vidharba, Madhya Maharashtra, Rayalseema, Andaman &
Nicobar Islands and isolated pockets of Gujarat region, Marathwada, South Interior Karnataka.
Normal to near normal in remaining parts of the country.
In the post monsoon season, weekly Rainfall for the country as a whole during the week 29th October 04th November, 2015 was 25% higher than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 66% in Central India, 26% in South Peninsula, 45% in North West India and lower by 21% in East &
North East India.
The cumulative rainfall in the country during the post monsoon season i.e. 01st October to 04th November, 2015 was 43% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 60% in
Out of 36 met sub-divisions, 10 met sub-divisions constituting 23% of the total area of the country has received excess/normal rainfall and 26 met sub-divisions constituting 77% of the total area of the country has received deficient/scanty rainfall.
Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 05th November, 2015 was 86.41 BCM as against 115.30 BCM on 05.11.2014 (last year) and 117.60 BCM of normal (average storage of the last 10 years) storage. Current year’s storage is 75% of the last year’s storage and 73% of the normal storage.
Availability position of seeds and fertilizers has been found satisfactory.
1. Post Monsoon Season (October – December) during the week ending on 04th November, 2015
Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1
Rainfall during the week (29th October, 2015 to 04th November, 2015) Rainfall was excess/normal in 19 out of 36 meteorological sub-divisions, deficient/scanty in 13 out of 36 meteorological sub-divisions and no rain in 4 out of 36 meteorological sub-divisions.
Cumulative rainfall (01st October to 04th November, 2015) Rainfall was excess/normal in 10 out of 36 meteorological sub-divisions and deficient/scanty in 26 out of 36 meteorological sub-divisions.

2. Reservoir Status (For the week ending on 05.11.2015)
The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 74% of total reservoir capacity in the country.
Water stock in 91 major reservoirs decreased to 86.41 BCM from the previous week’s level of 90.33 BCM. Current storage is lower than the last year’s position of 115.26 BCM and the average of last 10 year’s storage of 117.60 BCM.

The percentage to live capacity at FRL was 73% on 05/11/2014, 79% on 05/11/2013, 71% on 05/11/2012 and 78% on 05/11/2011.

There were 36 reservoirs having storage more than 80%, 33 reservoirs having storage between 50% to 80%
of Normal Storage, 11 reservoir having storage between 30% to 50% and 11 reservoir having storage 30%
of Normal Storage.
3. Fertilizer Position:

4. Pest & Diseases:
The incidence of Blast, Brown leaf spot, Sheath blight & Sheath rot disease and Yellow stem borer Pest in Rice crop have been reported in low to Moderate intensity in some villages of Jamankira and Kuchinda Blocks of Sambalpur District of Odisha state. The crop is panicle initiation to harvesting stage. Incidence of Sheath blight, Sheath rot disease
& Leaf folder pest have been reported in trace to moderate intensity in Patan block of Durg district, Kurud block of Dhamtari district and Berla block of Bemetera district of Chhattisgarh State. The crop stage is milking to maturity.
Incidence of Sheath blight, Sheath rot disease & Leaf folder pest have also been reported in trace to moderate intensity in Patan block of Durg district, Kurud block of Dhamtari district and Berla block of Bemetera district of Chhattisgarh State. The crop stage is milking to maturity.
Incidence of Red rot disease on Sugarcane has been reported in trace to moderate intensity in Cuddalore district of Tamilnadu state covering about 200 hectare area.
Incidence of White flies population decreased to some extent and reported in low to moderate intensity on cotton crop.
In remaining 70% areas where standing crop have been going on second picking in mansa, Muktsar, Bhatinda, Fazilka (Abohar) districts of Punjab where 25 to 30% cotton crop was damaged by White fly and Black sooty mould. The cotton crop was ploughed out by the Farmers.
No shortage of Chemical / Bio-pesticides was reported from any State / UT.
