Whereas, I, the Director Genera, MANAGE, Hyderabad, am of the opinion that it is in public interest to do so,

Now, therefore, in exercise of the powers conferred by Rule 56 (j) and Rule 48 of the

CCS

(Pension) Rules, 1972,

I,

the Director General, MANAGE, tlereby retires prematurely Dr. T. O.S. Kumar, Assistant Director (Sr. Scale) (M&E), with effect from 29tt, November 2013, he having already attained the age

of 55

years/ qualifying for pension.

Dr T.O.S. Kumar shall be paid

sum equivalent to the amount of his pay plus allowanc-es -for

Dr. T.D.5. Kumar, Assistant Director (Sr. Scale), MANAGE, has attained the age )5 years (O.O.B. 28.02.1958). He has been on leave intermittently on medical Dunds and has not been discharging the duties assigned to him for quite sometime.

,.he medical records of Dr. T.O.5. Kumar revealed that he has been suffering from alcoholic liver disease and various other ailments. Consequently, Dr. T.D.S. Kumar's case was initially referred 0 Osmania General Hospital, Hyder:abad and subsequently to

Nizam Institute of Medical SCiences, Hyderabad, for second opimon. Reports from both the Institutions confirmed Dr. T.O.5. Kumar's inability to discharge he duties assigned

to him by MANAGE.

His personal file re eale that his career was marred by indiscipline and contro ersles, mainly pertaining to rlis runken behaviour, since 2002. He was earlier directed a proceed on compulsory leave to undergo drug de-addiction program too.

However, Dr. T.D.S. Kumar has not mended his ways which was adequately reflected in his poor performance in the institute since 2006-07.

Dr. T.D.S. Kumar, being a doctorate in Agri ul ure . Economics, has a very important role to play ir MANAGE by deliverr g sessions for in-service agriculture extension of Icers during various training programs and also by delivering sessions for the PGDM (ABM) stUdents. Further/ he is required to undertake monitoring, implementation and evaluation of various GOl schemes in addition to handling various orher jobs assigned to him.

VerificaLion of his CR dOSSier has revetl!ed th t he ear ned he ratings of below average in 2006-07/ Average In 2007-08, and below average in 2008-09. He has not e.,ubmitted hIS self-appraisal since then.

In view of the above, I, as the appointing authority of Dr. T.O.S. Kumar, constituted a four-member Revie Committee chaired by Director (Extension), DAC, MoA, Government of india, to review the record of s rvice of Dr. T.D.S. Kumar under Rule 27 of the Service Bye-laws of MANAGE. Th Committee met at MANAGE, Hyderabad, and conducted the review. During the course of the review, the Committee provided an opportunity of hearing to Dr Kumar to present his case before the Committee, apart from perusing relevant fil S and inter cting WIth the faculty of NAGE. Finally, the Committee recommended the premature retir ment of Dr. T.D.S.
