The participants of the advisory meeting gave various recommendations and suggestions related to the publicity of the course and its research work. He previously worked at the UN Mission in Congo and at UN Headquarters.
Partnerships: Supporting and Collaborating Institutions
As an extension of CRG's engagement with this theme in collaboration with the Center for Study of Social Exclusion and Inclusive Policy (CSSEIP), Andhra University, Visakhapatnam CRG held a three-day national workshop on "Resource Politics, Climate Change, Environmental Degradation and Displacement in India " from 22-24 January 2010. A second follow-up workshop was organized with full financial support from the Indian Institute of Advanced Study, Shimla on "State of Research on Forced Migration in East and North East" on 12-13 February 2010 where the scholars , activists and media experts from India's east and northeast explored the possibilities for newer research agendas through a survey of ongoing and past research on resource politics, conflict, militarization and disasters that led to forced migration and displacement in India's east and northeast.
Schedule of the 15-day Programme
PM Module A (States, borders and immigration: Some of the critical questions for refugee studies) / Samir Kumar Das. AM Module C (Human rights origins of the international regimes of protection of the victims of forced migration) / Sabyasachi Basu Ray Chaudhury.
Distance Education: Modules and Assignments
Discuss the complex relationship between population flow and the rise of xenophobia and racism in the wake of globalization. In the context of South Asia, this is at least a consequence of and related to the marginalization of women by the South Asian states. Do you think that the definition of refugees as given in the UN Refugee Convention is appropriate in the current context?
Write an essay on the best legislative and administrative practices on the protection of the rights of internally displaced persons in relation to the role of the national human rights institutions in any country of your choice. Much of the research depends on wit, especially if the study is sensitive in the eyes of the people being questioned. Indeed, in recent years there has been a growing interest in the ethical dimension of the principles and practices of care and protection of the internally displaced and the displaced.
Creative Assignment
Manish Kumar Manish prepared a 4-day workshop module on forced migration, especially for those who do not have any knowledge about migration (for example, lay people who do not know the causes and consequences of displacement and the responsibilities of democratic states and their various bodies, including the media to victims of forced displacement). The curriculum has been designed to address the needs of journalists, policy makers, NGO workers, researchers and others with a professional and/or academic interest in the issues of forced migration in general and specifically in relation to Nigeria, its homeland. Rajiv Kumar Rajiv narrated the story of forcibly displaced people from Kishangarh village in Chandigarh.
The first song titled The Anguish will Continue was originally written in Tamil and translated into English. Another song, 'The Flag', is inspired by the photographs of an unnamed Sri Lankan blogger. Subhash Barman Subhash Barman presented an investigative story based on a report on forced displacement in the Lower Assam region.
Media and Forced Migration (Film Screenings and a one day workshop)
However, he noted that there is a politics in the media that even covers issues of natural disasters, giving an example of how there are different versions of the same story about natural disasters and of disagreements about the magnitude and intensity of those affected. She emphasized the role of the state in covert killings and raids in collaboration with the surrendered. The original purpose of the CAP was to provide supplemental agricultural irrigation to the farms of central Arizona.
In short, in the name of agricultural development, colossal expenditures of federal funds were made almost entirely to support the continuation of suburban housing development in two urban areas within a single United States. One of the dams proposed to be built as part of the CAP was a structure called Orme Dam, designed to provide statutory storage and flood control. The protesters feared that they would be displaced from their villages and their livelihoods would be affected as a result of the car project.
Field Visit
There is no ASHA or ICDS worker in the area; nor any local health care facility. They were further socio-economically very poor, but they are not entitled to BPL cards or NREGS. The local people complained in the district committee's office, but the officers concerned were insensitive towards the residents of the char.
In addition, they demanded amendment of the West Bengal Land Acquisition Act 2000 which deprives them of their right over their previous land holdings (prior to river erosion). Thus, river erosion has a severe negative impact on the socio-economic life of the carbon area. In this process the people living at the bottom of the society have been reduced to a marginal citizen position in their historical homeland ie.
Public Events and Interactive Sessions
Questions were raised about the role of the military junta in Burma vis-à-vis human rights. The state's perspective on women residing in refugee camps sought to be understood in the context of new state building. Participatory or interactive sessions form an integral core of the Fifteen-Day Workshop in Kolkata.
Citing the case of Rohingya refugees in Bangladesh, Fahmina Karim argued that although the state is committed to caring for the refugees and the victims of displacement, the state often fails to mitigate the task of care and justice. Janga Bir Rana in his presentation said that most of the time humanitarian aid to the IDPs poses a bigger problem in Nepal. The state does not encourage intervention, nor is it capable of dealing with it itself, which adds to the vulnerability of the IDPs.

From left to right: Ranabir Samddar, François Crépeau, Montserrat Feixas Vihe, Sanna Selin and Samir Kumar Das.
Evaluation
Course materials were appreciated and the distance learning aspect of the course added depth to participants' understanding. The advanced readings and assessments ensured that maximum benefit was gained from the residential part of the course. Not everyone was satisfied with all elements of the course, but there were no significant recommendations for major changes in structure and content.

Outcome of the Course
Expanding the network and visibility of South Asian experiences and dimensions of forced migration in national and international forums. The course owes its success to the strength of its faculty members, who hold important positions in international forums such as the International Association for the Study of Forced Migration, where Paula Banerjee, former coordinator of the Winter Course of Forced Migration, was elected Vice President of the Association in 2008-2009. Due to the success of CRG's annual winter course on forced migration and its contribution to the field of forced migration studies, the Refuge Research Network has recognized CRG as one of its partner institutions.
Noting CRG's work on forced migration, Indira Gandhi National Open University, India has agreed to support our work in the area of forced migration. CRG has produced and collected several documents to be archived for the purposes of future research and advocacy on forced migration. The South Asia Resource Center on Forced Migration, one of the latest developments under the wings of the Winter Course on Forced Migration, was established to facilitate further research on forced migration and to encourage scholars working on peace initiatives and displacement in South Africa want to work Asia.
Research Segment and Follow-up Programmes
All these contributed to the common reading collection of the Seventh Winter Course on Forced Migration. We are currently reviewing articles from participants in the Sixth Annual Forced Migration Winter Course and the Seventh Annual Forced Migration Winter Course and some of the articles will be published in Refugee Watch. It presents news and views, criticism and analysis of the policies of countries and international humanitarian institutions in relation to forced migration and forced population flows across borders in this region.
This year we again plan to redraw the editorial board of the RWO to include the participants of the Seventh Winter Course on Forced Migration. This year, two research fellowships were awarded under the follow-up segment of the Winter Course. In this meeting, the participants discussed the scope of research collaboration between CRG and other South Asian institutes/centres based on the conference decision and CRG's proposal on the formation of resource center on forced migration in South Asia.
