It aims to strengthen, expand and enhance as appropriate the existing Extension and Information Technology (IT) initiatives, which include both the Central Sector and the Centrally Sponsored components executed by the Extension Division/Extension Directorate. Even within the Central Sector component of SMAE, a greater role is envisaged for the States through their active involvement in planning, implementation and monitoring.

36% of the total finance expenditure (TFO) capital cost of the project, financed through a bank loan, is available under the scheme. Providing extension services to farmers by these agricultural entrepreneurs has been made a mandatory part of the scheme. The answers to the farming community's questions are provided in 22 local languages.
The Kisan Knowledge Management System (KKMS) has been created in the background to capture the details of farmers calling KCC, providing correct, consistent and quick responses to farmers' queries evolving and by entering validated information on agriculture and allied sectors. The objectives of the EEI are to improve the skills and professional competence of mid-level employees of the agricultural and allied departments of state governments in the areas of (a) additional education; (b) Extension Methodology; (c) information and communication technology; (d) training methodology; (e) communication; (f) market-driven expansion; etc. Study on "Programs to improve women farmers' access to advisory services and gender mainstreaming in agriculture" - the selection of the agency has been completed.

The maximum premium payable by the farmers will be 2% for all Kharif Food & Oilseed crops, 1.5%. Threshold yield of the notified crop will be moving average of yield of last seven years, excluding yield up to and including two notified disaster years multiplied by Indemnity level. In case the majority of insured crops of a notified area are prevented from sowing/planting the insured crops due to adverse weather conditions which will be eligible for indemnity claims up to a maximum of 25% of the sum assured.
A conto payment up to 25% of probable claims will be granted for mid-season losses if the expected profit during the. The criteria for selection of implementing agency and area allocation will be the same as PMFBY. UPIS will be implemented in selected 45 districts on a pilot basis to provide financial protection and comprehensive risk cover of crops, assets, life and student security to farmers.

RDMIS has been able to provide current and verified data on the outputs, outcomes and growth impact of projects implemented under RKVY. Gender Perspective In Agriculture
Under Mission for Integrated Development of Horticulture (MIDH),
Women beneficiaries such as women farmers, women self-help groups and women entrepreneurs are encouraged to avail the benefits of the programs under the Mission. The program promotes a decentralized, farmer-driven and farmer-responsible extension system through an institutional technology dissemination arrangement in the form of an Agricultural Technology Management Agency (ATMA) at the district level. The state governments have been advised to ensure that 30% of the allocations under the scheme go to the women beneficiaries.
Cooperative Education Program for women is being implemented through State Cooperative Unions in the States of Arunachal Pradesh, Assam, Bihar, Delhi, Gujarat, Himachal Pradesh, Karnataka, M.P, Mizoram, Odisha, Rajasthan, Tamil Nadu, UP and West Bengal. Further, Co-operative Education programs for women are being implemented through State Co-operative Unions in the states of Arunachal Pradesh, Assam, Bihar etc. NCUI is now running 4 exclusive women development projects located at Shimoga (Karnataka), Behrampur (Odisha), Imphal (Manipur) and Bhopal (MP) under the Special Scheme of Intensification of Cooperative Education in.

Women are also given training to undertake income generating activities with the help of their own resources or by borrowing from cooperatives. Project personnel assist them in marketing their products in the local market and organizing fairs. States have been directed to ensure fund flow to the extent of 30% for the benefit of women farmers under all beneficiary oriented schemes.
Convergence of various schemes and programs implemented by various Ministries/Departments for the benefit of women and strengthening of gender budgeting and mainstreaming initiatives for the welfare of rural women are also being worked on. The schemes/programme's strategic guidelines help systematize, intensify and scale up efforts to close gender gaps and improve the economic and social status of women in agriculture. In rapidly changing rural areas, sufficient focus must be placed on sustaining the current momentum to address gender concerns in agriculture in recognition of the contribution of women in agriculture and allied sectors.
