The government of Himachal Pradesh publishes the economic survey annually and presents it in the state legislature during the budget session. Economic Survey 2022-23 of Himachal Pradesh presents a comprehensive overview of the state's economy, development scenario and the antecedent opportunities for the state.

This is due to the fact that the lifting of restrictions on the movement of people and goods positively affected the growth of the economy. According to current estimates based on economic conditions up to December 2022, the state's economy for FY2022-23 is expected to grow by 6.4 percent.

The growth rate of the state's domestic product is said to be the performance level and size of the state's economy over a period of time. GSDP commonly known as State Revenue is one of the important indicators to measure the economic development of the state.

Sustainable Development Goals (SDGs)

The SDGs are designed to integrate global ambitions to tackle poverty, reduce inequality, combat climate change and protect ecosystems, including forests and biodiversity. The state has selected 138 key indicators and targets for monitoring progress on the SDGs, of which 12 have been achieved, 39 should be achieved by 2021 and 87 are planned to be achieved by 2030.

Tier I: Very High Social Progress - Himachal Pradesh is ranked 7th with 8 other states/UTs and has achieved high SPI scores due to exceptionally good performance in components such as Water and Sanitation, Housing, Personal Safety, Personal Freedom and Choice, Personal Rights, Environmental Quality, thus scoring well in the dimension of Basic Human Needs. There is a correlation that can be described as positive and strong between Gross Domestic Product per capita and the Social Progress Index. In Himachal Pradesh, the relationship between SPI and GSDP is somewhat beneficial, as the state's high per capita GSDP is making the state make significant strides in the area of ​​social advancement.

The EPI structure includes four pillars – policy, business ecosystem, export ecosystem and export performance and 11 sub-pillars – export promotion policy, institutional framework, business environment, infrastructure, transport connectivity, access to finance, export infrastructure, trade support. , R&D infrastructure, export diversification and growth orientation. It has ranked 2nd in Essential Infrastructure and 3rd in Social Protection and Environment and 5th in Support to Human Development Index. Bilaspur district is number 2 in the overall DGGI ranking and has a difference of 0.010 from top ranked Kangra. Bilaspur stands first in two themes, namely i) Support to Human Development Index and ii) Environment Index and has ranked 3rd in the Economic Performance Index.

More than 76 percent of the national network of 2,234 bank branches are located in rural areas. Public sector banks (PSBs) have 1,157 branches as of September 2022, accounting for more than 51 percent of the total branch network of the banking sector in the country. This scheme is implemented in the state through HP State Rural Livelihoods Mission (HPSRLM), Department of Rural Development, Government of Himachal Pradesh.

Himachal Pradesh has moderate inflation in the current financial year with CPI-C at 6.5 percent in April 2022 compared to 3.9 percent in December 2022 (P). CPI (IW) inflation hit a high of 7.89 percent in May, above the RBI's tolerance rate of 6 percent. Date of MPC Statements Repo rate policy changes under LAF 8 April 2022 Unchanged at 4 percent.

Food Security and Civil Supplies

The Corporation also arranges for supplies of specially subsidized items (legumes of various types, fortified mustard and refined oil and iodized salt) under the State Sponsored Scheme as per the decisions of the purchase committee constituted by the Govt. During FY2022-23, (up to December 2022) the Corporation has distributed these commodities under the said scheme to the tune of ₹ 604.92 crore as compared to ₹ 655.80 crore during the corresponding period of the previous year to the ration card holders as per the scale determined by the State Government. The Himachal Pradesh State Civil Supplies Corporation (HPSCSC) manages the procurement and supply of ayurvedic medicines to government hospitals, cement to government departments/boards/corporations and other government institutions, and galvanized iron (GI)/ductile iron (DI)/ cast iron (CI) pipes to the Jal Shakti Department as well as school uniforms to the Education Department of Himachal Pradesh government.

Between 2018-19 to 2022-23 (AE), the GSVA (at current prices) of Agriculture, Forestry, Livestock and Fisheries has seen a compound annual growth rate (CAGR) of 6.9 percent in Himachal Pradesh. The livestock sub-sector accounts for 1.61 percent of the total GDP and 12 percent of the agriculture and allied sector GDP in FY2022-23. The fisheries sub-sector accounts for only 0.14 percent of the total GVA and 1.0 percent of the GVA of agriculture and allied sectors at current prices in FY2022-23.

Farmers in the state had been pushing to develop a plan to replace the Poly plates. Himachal Pradesh State Agricultural Marketing Board (HPSAMB) and 10 District Agriculture Produce Marketing Committees (APMCs) are formed to market agricultural products in the state. To date, 1,71,063 farmers in the state have opted for natural farming, covering 9,464 acres.

Government of India has launched a new scheme for implementation of NeGP-A in the state from FY2022-23. Apple, mango, orange, pear, plum, peach, gall gall and apricot are the major horticultural crops in the state. The fluctuations in the production of apples during the last few years have attracted the attention of the government.

December 1 million of these funds have been utilized and 1,404 farmers in the country have benefited from this program. Centrally sponsored scheme - MIDH is implemented in the state by the state horticulture department. Since its inception, HPMC has been playing a vital role in the lives of fruit growers in the country by providing them with profitable returns from their produce.

The percentage of exotic/crossbred cattle in the total cattle population of the country is increasing. The crossbred population in the country increased by 8.64 percent in the 2019 livestock census compared to the 2012 census. The percentage share of the livestock population in relation to the total population in the country shows a decreasing trend.

To promote the use of sexed sperm for the production of female calves with 90 percent accuracy. Under this programme, 60 percent of the cost of breeding rams is subsidized to all Himachal Pradesh sheep producers with at least 50 sheep (limit of 2 rams per beneficiary). Under this programme, marginal/poor farmers in the state of Himachal Pradesh will receive a sheep unit of 10+1 at a subsidy of 95 per cent.

Himachal Pradesh State Cooperative Milk Producers Federation Limited (HPMilkfed)

  • New Innovations of Himachal Pradesh Milkfed

Himachal Pradesh Milkfed under the Integrated Child Development Scheme (ICDS) Project, produces Panjiri, Bakery Biscuit, Sevian and Pasta for the Welfare Department. Himachal Pradesh Milkfed has installed bulk milk coolers at Karsog and Lambathach with a capacity of 5000 liters each. At present, Himachal Pradesh Milkfed has deployed 350 automatic milk collection units in various local dairy cooperatives.

The Department of Environment, Science and Technology is implementing Model Eco Villages scheme in the state. Under this project, capacity development package was prepared and launched for the Panchayati Raj Institutions and Mahila mandals and various training and capacity building programs were organized in the state during FY2022-23. HIMCOSTE), is the nodal agency for the promotion of science and technology and creation of environmental awareness in the state.

Discovery and mapping of identified issues in relevant sectoral areas of the State requiring S&T interventions based on secondary sources. In the Ravi basin, the deglaciation of the order of 3.21 percent in terms of the clean glaciers and 1.46 percent in terms of the debris covered glaciers was observed during 2001- 2018. The Himachal Pradesh State Biodiversity Board was constituted under the agency of HIMCOSTE for conservation and sustainable use of biological resources of the state according to the provisions of the Biological Diversity Act, 2002.
