Eligibility of the Evaluation Agency
Draft Appraisal Report will cover all the projects prescribed for the study and will also address the suggestions made by the DMI/DAC on the Interim Status Report. Final Evaluation Report will address the suggestions made by the DMI/DAC on the Draft Evaluation Report.
Review and Monitoring Committee

The Evaluation Report must show the outcome of the projects that have been approved in respect of the three main objectives, viz. Evaluation report must be supported by information in prescribed format along with photographs of each Project examined for the evaluation of the Scheme (Annexure-VI).

Government agencies can undertake infrastructure projects from their own resources, with grants under the scheme tied to a bank loan or without borrowing from a financial institution. Functional infrastructure for assembly, sorting, standardization and quality certification, labeling, packaging, value addition (without changing the product form).
DEVELOPMENT/STRENGTHENING OF AGRICULTURAL MARKETING INFRASTRUCTURE, GRADING AND
STANDARDIZATION 1. BACKGROUND
OBJECTIVES
DEVELOPMENT/STRENGTHENING OF AGRICULTURAL MARKETING INFRASTRUCTURE, GRADING AND. of negotiable warehouse receipt system and promotion of future and future markets to stabilize the market system and increase farmers' income. vii). SUBSIDY
ASSISTANCE PATTERN
Land cost not exceeding 10% in rural areas and 20% in municipal areas of the project cost may be part of the owner's contribution. a) 50% of the subsidy amount will be given to NABARD by the Department of Agriculture and Cooperation in advance. Therefore, NABARD would pre-release the subsidy to the participating banks for keeping the same in a Subsidy Reserve Fund Account of the concerned borrowers, to be eventually adjusted to the bank loan amount on completion of the project. No Joint Inspection will be undertaken by NABARD and DMI staff where the Total Financial Outlay (TFO) of the project sanctioned by the Bank is less than Rs.10.00 lakh.
For such projects, the remaining 50% of the grant amount would be disbursed by NABARD to the participating bank(s) upon receipt of completion certificate from the financing bank. Similarly, AMA will also authorize the officials of DMI stationed at its headquarters in Faridabad to conduct inspection of ten percent of the sanctioned projects selected on a random basis in a state. The cost of land not exceeding 10% in rural areas and 20% in municipal areas of the project cost may form part of the promoter's contribution.

However, if there are justified reasons for the delay, the bank may allow an additional grace period of 6 months. For agricultural marketing infrastructure projects, NABARD will provide refinance to commercial banks/RRBs/ADFCs/SCBs/SCARDBs and such other eligible institutions @ 90% of the amount financed by the banks as term loan. The interest rate on refinance will be decided by NABARD from time to time and at present it is @ 6.75% per annum. It will be the responsibility of the owner to have the insurance of the project unit.
Projects financed through banks/NABARD
NABARD shall forward a copy of the sanction and project profile as shown in Annexure-I to the Head Office of DMI as per project for top-up or adjustment against advance subsidy given by DMI to NABARD. Release of subsidy by NABARD will be subject to availability of funds by DMI. iv) When the project is nearing completion, the promoter will inform the bank, which will initiate action for an inspection by a Joint Inspection Committee consisting of officials of the bank, NABARD and DMI to ensure that the executed project is compliant with technical and financial parameters. No Joint Inspection shall be required, when the TFO of the project sanctioned by the Bank is less than Rs.10.00 lakh.
For such projects, the inspection will be carried out by the person in charge of the financing bank. The inspection report (Appendix VI) from the Joint Control Committee/Finansieringsbank and certificate of completion must be attached to the application form for final grant. NABARD releases the final subsidy to the banks which will be replenished by DMI or adjusted against the subsidy amount given to NABARD in advance.

After joint control/inspection has been completed, the bank submits the application for final grant in the prescribed format indicated in Annex II to NABARD, in triplicate, with a copy to the concerned regional office/sub-office of DMI. NABARD releases the final subsidy to the banks which will be replenished by DMI or adjusted against the subsidy amount given to NABARD in advance. we you). Such bank guarantee shall be valid up to six months after the entire period allowed by the Client to the Agency to complete the relevant stage of the work to the full satisfaction of the Client. The Agency will appoint such Subject Consultants, as required by them, who will ensure the technical soundness of the subject which will lead to the satisfactory completion of work. Any delay of more than ten weeks from the agreed time frame, the client will have the option to pay the Bank Guarantee, without any notification to the Agency.
The party invoking Force Majeure will provide confirmation to the other party of the existence of facts that constitute Force Majeure. All final plans, drawings, specifications, designs, reports and other documents or software provided by the Agency in the performance of the services shall become and remain the property of the Customer. It would specify any extensions to the attachment (which I made during the agency selection process).
