EXECUTIVE SUMMARY
M/s Sri. P. Venkatesulu Reddy (Owner: Sri. P. Venkatesulu Reddy) had proposed for extraction of production of Colour Granite in an extent of 5.978 hectares in Sy. No 421 (Old Sy.no.285/P) of Thuvvapalli (V), K.V.Palli (M), Chittoor (Dt), Andhra Pradesh State. M/s Sri. P.Venkatesulu Reddy proposes average production of Average Annual production 10,849 cum/Annum from new mining lease area of Colour Granite by open cast semi mechanized method. The present report has been prepared for the purpose of public hearing in order to obtain environmental clearance in compliance to the TOR issued for the Colour Granite.
The proposed project falls under Item No. (a) of the schedule of the EIA Notification 2006 and its amendments thereof - (i). Mining of minerals (<100 ha of mining lease area in respect of non-coal mine lease). The extent of proposed mine lease area is 5.978 Ha. The project falls under B1 category (No Existing Cluster mines fall under 500m area). To carry-out the EIA Studies and to prepare the EIA/EMP(Environment Management Plan) Reports, M/s Sri. P.
Venkatesulu Reddy, Prop: Sri. P. Venkatesulu Reddy has engaged a consultant viz. M/s Ecomen Laboratories Pvt Ltd, Lucknow. Environmental monitoring was conducted as per MOEF & CC norms for post-monsoon season for the period December-2022 to February-2023. The project was placed before the SEIAA, A.P., in its meeting held on 28-02-2023. TOR was granted by SEIAA, Andhra Pradesh vide letter no. SEIAA/AP/MIN/CTR/9/2022/4600-1539 dated 15/03/2023. This EIA report contains information as per TOR and has been prepared as per generic structure given in Appendix III of EIA notification 2006 by MOEF & CC, Govt. of India. As per the LOI, Mining Plan approved by the DDM&G, Vide Lr.No: 7301/D13-2/2020, Dated: 05-11-2020.
The basic objective of the project is to meet the utilization of Colour Granite demand in the country and /or region. The urbanization and industrialization have enhanced the demand of building material. This EIA Report is prepared in accordance with the Terms of Reference issued vide SEIAA/AP/MIN/CTR/9/2022/4600-1539 by the SEIAA Honorable committee.
Project Description
The project is proposed for mining of Colour Granite in the area of 5.978 Ha at Sy. No 421 (Old Sy.no.285/P) of Thuvvapalli (V), K.V.Palli (M), Chittoor (Dt), Andhra Pradesh. It is an opencast, semi-mechanized mining project & proposed to produce Colour Granite 10,849 cum/Annum. The area is belonging to Govt.
Revenue Land. It comprises big size Grasses and shrubs only. M/s Sri. P.
Venkatesulu Reddy, has proposed to undertake mining activity over a Mining lease area of 5.978 Ha with proposed production capacity of 10,849 cum/Annum with opencast method in quarry lease area.
Page-2 Relief: The applied area comprises of hillock of granitic formation with a maximum elevation in the north western part of MSL 406.954 m and slope towards east with minimum elevation of MSL 385.241 m towards south eastern part with a maximum relief of 21.713 m above ground level.

The quarry lease area is an elevated isolated hillock with a height of about 21.713 m. Land use details for the ensuing plan period are presented in above table.
• Water Requirement:
Water requirement of 10 KLD will be met by local purchases from Nearby village or bore well.
• Manpower:
Project generates direct and indirect employment during operation. The employment will be either permanent or contractual in nature. Most of the semi-skilled and un-skilled labours will be employed on contractual works such as plantation, constructions, nursery maintenance etc. The proposed manpower can be classified as follows: -

Baseline Environmental Status:
Environmental monitoring was carried out for base line data generation during 01st, December 2022 to 28th, February, 2023 for 90 days. Micrometeorology, Ambient air quality, Water quality, Noise level, Soil quality, Socio-economic &
Biodiversity study was carried out within 10 km radius of the lease area.
Meteorological Study
Meteorological data was recorded hourly for three months. Calm condition prevailed over 0.42% of the time of the study period. The predominant wind directions were ENE over 14.8% while the next predominant direction was ESE over 14.1% were recorded.
Ambient Air Quality
Ambient air quality was monitored at 8 locations within 10 km. radius of the project site.

Ground water parameters
The ground water from all the locations as mentioned above is used for drinking purpose. The result shows that hardness and fluoride are slightly exceeding from acceptable limit at all location. The other parameters are well within acceptable limit.
Surface Water:
The water samples are collected from Jherry Reservoir Water (SW1) & Gollapalli cheruvu (Reservoir) (SW2).

Soil may be defined as a mixture of Sand and Silt with the organic matter. Soil is the net result of the action of climate and organisms especially plant on the earth crust. From the results it can be concluded that the pH of soil is normal ranging 6.25 to 7.35 and Elec. Conductivity between 206.6-380 µS/cm. Value of Organic carbon was found in higher in 0.99 and lower 0.41 in studied sites.
Study Area Infrastructure: Summary
The major study area falls under Chittoor District of Andhra Pradesh. Total Geographical area of the District is 15,152 Sq. Kms. with 3 Revenue Divisions, 66 mandals, 1493 Villages and 22 towns. As per the 2011 Census the population of the District is 4,174,064 of which the Rural Population is 2,942,678 and the Urban Population is 1,231,386. The density of population in the District is 275 per Sq.
Km. The district reports a 14.86% and 11.43 % decadal increase in the population between 1991-2001 and 2001- 2011 respectively, as per censes records.
Perceptions on Major Advantage:
• Present project may generate more employment, directly and indirectly, and major portion of it may be provided to the local people.
• Development of business opportunity in the area.
• Improvement in living standard.
Perceptions on Major Disadvantage:
• Water scarcity in the study area is expected to drawl of ground water by the project.
• Health damage due to pollution arising from the project.
Ecological Environment
Page-7 The presence of Schedule-I species in the core and buffer zone are not reported.
Apparently, there is no presence of rare and endangered plants in the study area.
There are also no endangered and threatened fish found in the study area.
Land Use
The land use pattern of the buffer zone i.e. 10 km radius area has been studied based on satellite data. Further, land cover map has been generated on 1:50,000 scale using digital classification.

Summary of Anticipated Environmental Impacts and Mitigation
Mines Manger will implement proposed Environmental management Measures.
The summary of adverse environmental impacts and mitigation measures are given below:-
1. Land Area Degraded: An area of about 3.7624 Ha will be degraded for the working pit. In addition, an area of 0.0200 Ha will be used for internal roads of the quarry
2. Air Quality: Various activities involved in mining of colour granite generate minimum dust. To some extent, dust generated will be controlled by sprinkling of water on roads, Masks, earplugs and safety goggles will be supplied to the workers on site to protect themselves from dust.
3. Water Quality: No water bodies such as tanks, lakes or streams in the vicinity of applied area. Quarrying of colour granite generates minimal dust, which is not harmful. Hence, the quality of the water in the surrounding water bodies will not be affected by the mining activity.
4. Noise Level: The applied QL area does not have any villages in the immediate.
5. Neighbourhood. The closest villages are located at a about 0.8 km north east of Madigapalli village, 1.3 km distance south east of Kothakuruvapalli village, 1.3 km south west of Bayyareddigaripalle village, 1.4 km distance east of Miriyalavandlapalle village.
6. Noise is anticipated in the various activities involved like drilling, blasting and vehicle movement: As the mining activities are of the small scale in nature, due to wire saw cutting method the noise generated would be
Page-8 well within the limits and would not affect the residents in the surrounding villages. Applicant will take all necessary measures to minimize the sound generated particularly during blasting activity like using of mufflers. Site workers will be supplied with earplugs to protect themselves from noise pollutions.
7. Vibration Levels due to drilling & Blasting: Blasting is not required, as the drilling method proposed of wire saw cutting method, and by using tractor mounted compressors vibration level will be within the limits and will not affect the people working on site.
8. Water Regime: Mining activity proposed extends to a depth of 18.0 m above 3.0 m the existing ground level, i.e. 393.0 m. GW in the lease area is below 40 m existing ground level i.e., 345.0 m MSL. The water quality of the lease area comparison with ISO the ground water quality is within the limits hence, ground water will no way be affected.
9. Acid Mine Drainage: No chemicals are involved in the extraction or processing of the ore, hence there is no danger of acid mine drainage.
10. Surface Subsidence: Igneous rocks like Granite, Granite gneisses cover the ground surface in and around the QL area due to which the ground is stable.
Internal roads a well compacted to avoid any skidding of vehicles. The benches and ramp ways will be well built and maintained to avoid any kind of subsidence or skidding.
11. Socio Economics: Mining of Colour Granite will generate employment to the people of surrounding villages both skilled and unskilled. Government will get income in the form of royalty, rent etc. Raw material for the road and civil works will be generated the mining activity that will be
12. Historical Monuments: No historical, Archaeological or Geological monuments are present in and around the applied area.
13. Bio-Diversity: The slopes and crevices of the mount have some bushes and shrubs. No wild animals are reported within these bushes.
Disaster Management Plan
Applied area is located at a distance of at a of about 0.8 km north east of Madigapalli village, 1.3 km distance south east of Kothakuruvapalli village, 1.3 km south west of Bayyareddigaripalle village, 1.4 km distance east of Miriyalavandlapalle village and 11.0 km south east of K.V. Palli Mandal Head Quarters, a primary health centre is at Kothakuruvapalli village of about 1.3 km and a Police-station, banks, fire station and hospital is located at K.V.Palli about 11.0 km. K.V.Palli Mandal Headquarters is capable of providing first aid and providing life savings drugs. Further, it has the facility for safe transport of

Risk Assessment
Colour Granite is extracted by fully-mechanised open cast mining method risk of disasters is discussed below. No high-risk accidents are anticipated as it is small scale semi-mechanised mining with essential light machinery. The area is not prone for landslides, seismic activities, subsidence, floods, inundation etc. As there are no rivers and habitation in the vicinity of probable disaster from the applied area. The Granite is competent rock so no sliding or fall is anticipated.
However, in case of any eventuality, A model disaster management plan is given below.
Project Benefits (Social, Economic development)
Mining of Colour Granite will generate employment to the people of surrounding villages both skilled and unskilled. Government will get income in the form of royalty, rent etc. Raw material for the road and civil works will be generated the mining activity that will be one of the boosting factors for the local economy.
Implementation of EMP & Monitoring Programme
The lessee will ensure the implementation of the measures within the mine area and carryout efficient monitoring. In order to implement the measures suggested for mitigating the adverse impacts on the environment, it is
Page-10 suggested to monitor the environmental parameters regularly. The mine is proposed for production of 16,192.53 ton/Annum of Colour Granite. The mine shall be worked, fulfilling all statutory obligations as prescribed by DMG, DGMS, MoEF and APPCB.
