SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 20.09.2018.

Summary observations of the Group on Agenda Items

In the monsoon season, at All-India level, the rainfall during the week i.e. 13th September, 2018 – 19th September, 2018 has been 55% lower than Long Period Average (LPA). Rainfall in the four broad geographical divisions of the country during the above period have been lower than LPA by 73% in Central India, 68% in North West India, 49% in East & North East India and 21% in South Peninsula.

The cumulative rainfall in the country during the monsoon season i.e. 01st June, 2018 to 19th September, 2018 has been 10% lower than LPA. Rainfall in the four broad geographical divisions of the country during the above period have been lower than LPA by 24% in East &

North East India, 7% in North West India and 6% in Central India and equal to LPA in South Peninsula.

Out of 36 met sub-divisions, 1 met sub-division constituting 1% of the total area of the country has received large excess/excess rainfall, 23 met sub-divisions constituting 68% of the total area of the country has received normal rainfall, 12 met subdivisions constituting 31% of the total area of the country has received deficient/large deficient rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 161.99 Billion Cubic Meter (BCM) at Full Reservoir Level (FRL). Out of these, 76 reservoirs with FRL capacity of 120.44 BCM have irrigation potential. Live storage in the 91 major reservoirs as on 19th September, 2018 has been 120.09 BCM as against 97.63 BCM on 20.09.2017 (last year) and 114.10 BCM of normal (average of the last 10 years) storage.

Current year’s storage is 123% of last year’s storage and 105% of average of last 10 year’s storage.

The All Commodities inflation rate based on Wholesale Price Index (WPI) on a point to point basis for the month of August, 2018, decreased to 4.53% from the level of 5.09% in the month of July, 2018. The inflation rate was 3.24% during the corresponding period of last year.

The Primary Articles inflation rate based on Wholesale Price Index (WPI) on a point to point basis for the month of August, 2018, decreased to (-) 0.15% from the level of 1.73%

in the month of July, 2018. The inflation rate was 2.97% during the corresponding period of last year.

The wholesale price index for non-food items decreased to 3.48% from the previous month’s level of 3.96% and for the food items decreased to (-) 4.04% from the previous month’s level of (-) 2.16%.

Among the foodgrains, inflation as per wholesale price index of Wheat increased to 8.39%

from the previous month’s level of 6.31% & for Pulses stood at (-) 14.26% from the previous month’s level of (-) 17.03%. The inflation for Cereals increased to 5.05% from the previous month’s level of 3.51% and for Paddy increased to 4.78% from the previous month’s level of 3.96%.

As per latest information available on sowing of Kharif crops, around 99.79% of the normal area under Kharif crops has been sown upto 20.09.2018. Area sown under all Kharif crops taken together has been reported to be 1057.81 lakh hectares at All India level as compared to 1051.36 lakh hectares in the corresponding period of last year and 1033.39 lakh ha. normal area as on date.

All-India progressive procurement of Rice as on 20.09.2018 for 2017-18 was at 381.57 lakh tonnes against the procurement of 380.69 lakh tonnes in the corresponding period of last year.

The procurement of wheat for the Rabi Marketing Season (RMS) 2018-19 was 355.22 lakh tonnes which was higher than the procurement of 306.65 lakh tonnes in the corresponding

period of RMS 2017-18.

Sub-Division wise Weekly Rainfall Forecast is shown in Table-1.1

Rainfall during the week (13th September, 2018 to 19th September, 2018) Rainfall was large excess/excess in 3 met sub-divisions, normal in 3 met sub-divisions, deficient/large deficient in 30 sub-divisions out of 36 meteorological sub-divisions.

Cumulative rainfall (01st June, 2018 to 19th September, 2018) Rainfall was large excess/excess in 1 sub-division, normal in 23 met sub-divisions, deficient/large deficient in 12 sub-divisions out of 36 meteorological sub-divisions.

2. Reservoir Status (For the week ending on 20.09.2018)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 161.99 billion cubic meters (BCM), which is about 63% of total reservoir capacity of 257.81 BCM in the country.

 Live Storage in 91 major reservoirs decreased to 120.09 BCM from the previous week’s level of 121.66 BCM. Current year’s storage position is higher than the last year’s storage position of 97.63 BCM and the average of last 10 year’s storage position of 114.10 BCM.

The percentage to live capacity at FRL was 60% on 20/09/2017, 67% on 20/09/2016, 59% on 17/09/2015 and 79% on 18/09/2014.

There were 77 reservoirs having storage more than 80% of normal storage, 8 reservoirs having storage between 51% to 80%, 3 reservoirs having storage between 31% to 50%

and 3 reservoirs having storage upto 30% of Normal Storage.

3. Fertilizer Position:

4. Pest & Diseases:

Incidence of Thrips on Cotton reported Low to Moderate at Vadodara, Anand, Kheda, Bharuch, Narmada, Botad, Amreli, Gandhinagar, Surendranagar districts in Gujarat State. The crop is in Vegetative to flowering stage.

Incidence of White fly on Sugarcane reported Low to Moderate at Vadodara, Bharuch, Narmada, districts in Gujarat State. The crop is in Tillering to Cane development stage.

Incidence of False Smut on Rice reported Trace to Moderate at Karnal district in Haryana State. The crop is heading to milking stage.

Incidence of Fall Army Worm on Maize reported Low to Medium at Davanagere district in Karnataka State. The crop is in vegetative stage.

An advisory has already been issued to the concerned State.

 Overall intensity of pests and diseases remained below Economic Threshold Level (ETL).

No shortage of Chemical / Bio-pesticides was reported from any State / UT.

5. Availability position of seeds and fertilizers has been found satisfactory.
