SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 30.10.2015.
Summary observations of the Group on Agenda Items
Details of the mean maximum and minimum temperature during the week 22nd October to 28th October, 2015, were as under:-
Maximum Temperature
Above normal by 4oC over some parts of Marathwada and isolated pockets of Telangana, and North Interior Karnataka and by 2 to 4oC over East Rajasthan, Madhya Maharashtra, Rayalaseema, Goa, Andaman & Nicobar Islands, many parts of East Uttar Pradesh, Jharkhand, Madhya Pradesh, Andhra Pradesh, Telangana, Karnataka some parts of Himachal Pradesh, Gujarat region, Vidarbha, Konkan, Odisha and isolated pockets of West Uttar Pradesh, Bihar, Gangetic West Bengal, Saurashtra and West Rajasthan.
Below normal by 2 to 4oC over isolated pockets of Jammu & Kashmir.
Normal to near normal in remaining parts of the country.
Minimum Temperature
Above normal by 2 to 4oC over many parts of Madhya Pradesh, Gujarat region, Vidarbha, Madhya Maharashtra, Andaman & Nicobar Islands, some parts of Rajasthan, Haryana, Uttar Pradesh, Konkan, Chhattisgarh and isolated pockets of Saurashtra & Kutch, Marathwada, North Interior Karnataka and Telangana.
Normal to near normal in remaining parts of the country.
In the post monsoon season, weekly Rainfall for the country as a whole during the week 22nd October to 28th October, 2015 was 54% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 78% in East & North East India, 77% in Central India, 80% in South Peninsula and higher by 338%
in North West India.
The cumulative rainfall in the country during the post monsoon season i.e. 01st October to 28th October, 2015 was 52% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 63% in East & North East India, 24% in North West India, 73% in Central India and 38% in South Peninsula.
Out of 36 met sub-divisions, 6 met sub-divisions constituting 10% of the total area of the country has received excess/normal rainfall and 30 met sub-divisions constituting 90% of the total area of the country has received deficient/scanty rainfall.
Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 29th October, 2015 was 88.27 BCM as against 117.15 BCM on 29.10.2014 (last year) and 119.12 BCM of normal (average storage of the last 10 years) storage. Current year’s storage is 75% of the last year’s storage and 74% of the normal storage.
Availability position of seeds and fertilizers has been found satisfactory.
1. Post Monsoon Season (October – December) during the week ending on 28th October, 2015
Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1
Rainfall during the week (22nd October, 2015 to 28th October, 2015) Rainfall was excess/normal in 9 out of 36 meteorological sub-divisions, deficient/scanty in 24 out of 36 meteorological sub-divisions and no rain in 3 out of 36 meteorological sub-divisions.
Cumulative rainfall (01st October to 28th October, 2015) Rainfall was excess/normal in 6 out of 36 meteorological sub-divisions and deficient/scanty in 30 out of 36 meteorological sub-divisions.

2. Reservoir Status (For the week ending on 29.10.2015)
The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 74% of total reservoir capacity in the country.
Water stock in 91 major reservoirs decreased to 88.27 BCM from the previous week’s level of 91.65 BCM. Current storage is lower than the last year’s position of 117.15 BCM and the average of last 10 year’s storage of 119.12 BCM.

The percentage to live capacity at FRL was 74% on 29/10/2014, 80% on 29/10/2013, 71% on 29/10/2012 and 80% on 29/10/2011.

There were 35 reservoirs having storage more than 80%, 33 reservoirs having storage between 50% to 80%
of Normal Storage, 13 reservoir having storage between 30% to 50% of Normal Storage, 10 reservoir having storage 30% or below of Normal Storage and 1 reservoir having no live storage .

3. Fertilizer Position:

4. Pest & Diseases:
Incidence of Blast, Brown leaf spot, Sheath blight & Sheath rot disease and Yellow stem borer Pest in Rice crop has been reported in low to Moderate intensity in some villages of Jamankira and Kuchinda Blocks of Sambalpur District of Odisha state. The crop is panicle initiation to harvesting stage. Incidence of Sheath blight disease has been reported in Trace to Moderate intensity in Jheet village of Patan block of Durg district of Chhattisgarh State. The crop stage is Booting to Dough.
Incidence of White flies population decreased to some extent and reported in low to moderate intensity on cotton crop.
In remaining 70% areas where standing crop have been going on second picking in mansa, Muktsar, Bhatinda, Fazilka (Abohar) districts of Punjab where 25 to 30% cotton crop was damaged by White fly and Black sooty mould. The cotton crop was ploughed out by the Farmers.
No shortage of Chemical / Bio-pesticides was reported from any State / UT.
