SUBJECT: MINUTES OF THE MEETING OFTHE CROP WEATHER WATCH GROUP HELD 28.01.2022.
Week Summary
During the week higher winter rainfall was observed. Overall prices remained stable with the exception for potato, onion and tomato, which have shown a marginal decline during the week. Rabi crop sowing coverage is 689.14 lakh hectares and it is higher by 8 lakh hectares than the last year's area coverage.
Pulses sowing coverage have shown a marginal increase, Oilseeds sowing
coverage is higher by about 19 lakh hectares and wheat sowing is about 3.5 lakh
hectares less than last year which is as per the policy of diversification in favour
of Oilseeds and Pulses. The sowing coverage for potato, onion and tomato also
remained at the level achieved last year. Details of each sector are given here

Winter Rainfall Status (January– February) during the week ending 26 January, 2022 1.1 Rainfall
Rainfall during the week (20 January to 26 January 2022): Rainfall was large excess/excess in 22 sub-divisions, normal in 03 sub-divisions, deficient/large deficient in 07 sub-divisions and 04 met sub-divisions received no rainfall. (Sub-Division wise weekly rainfall distribution is in Annex- I).
Cumulative rainfall (01 January to 26 January 2022): Rainfall was large excess/excess in 27 met sub-divisions, normal in 02 sub-divisions and deficient/large deficient in 07 met sub-divisions.

1.2 Weather Forecast
Week 1 (27 January – 02 February, 2022)
A fresh feeble Western Disturbance is very likely to affect Western Himalayan Region from 29th January and another Western Disturbance likely to affect Northwest India from 02nd February, 2022.
Scattered to fairly widespread rainfall/snowfall likely over Western Himalayan Region and light isolated rainfall over adjoining plains from 02nd to 04th February, 2022.
Isolated light rainfall very likely over South Interior Karnataka & Rayalaseema during next 2 days; over Coastal Andhra Pradesh-Yanam, during next 3 days; and over Tamil Nadu- Puducherry-Karaikal and Kerala-Mahe during next 5 days.
Dry weather very likely over remaining parts of the country during most days of the week.
Week 2 (03 – 09 February, 2022)
Light/moderate scattered to fairly widespread rainfall/snowfall likely over Western Himalayan Region during most days of the week and Light/moderate isolated to scattered rainfall over plains of northwest & adjoining central India during 2nd half of the week.
Light/moderate isolated to scattered rainfall/thundershower is likely over northeast & adjoining east India during many days of the week
Overall precipitation activity is likely to be normal to above normal over east & northeast India and it is likely to be near normal over many parts of northwest India.
Minimum Temperature for week 1 & 2: (27 January – 09 February, 2022)
Cold wave conditions in isolated pockets very likely over Punjab, Haryana-Chandigarh, Rajasthan, West Uttar Pradesh, Vidarbha, Bihar and Chhattisgarh during next 2-3 days and over Odisha during 28th to 30th January, 2022.
Cold wave to severe cold wave conditions in isolated pockets very likely over Madhya Pradesh during next 24 hours and in isolated pockets during subsequent 4 days.
Cold Day to Severe Cold Day conditions in isolated pockets very likely over Madhya Pradesh during next 24 hours and Cold Day conditions in isolated pockets for subsequent 2 days.
Cold Day conditions in isolated pockets very likely over Himachal Pradesh, Uttarakhand, Punjab, Haryana-Chandigarh and Vidarbha during next 24 hours; and over Uttar Pradesh and Chhattisgarh during next 2 days.
Dense Fog conditions in isolated pockets in night/morning hours very likely to continue to prevail over
o Western Himalayan Region, Punjab, Haryana, Chandigarh & West Uttar Pradesh during next 24 hours and
o East Uttar Pradesh, Assam & Meghalaya and Nagaland, Manipur, Mizoram & Tripura during next 48 hours during the week 1.
During the week 2, Minimum temperatures likely to be below normal by 1 to 3° C over most parts of India outside south Peninsular India, where it is likely to be near normal or slightly above normal.
No significant cold wave is likely over any parts of the country.
However, cold day conditions in isolated pockets likely over northwest & central India during some days of the week, as maximum temperatures are likely to be below normal over above areas.
II. Reservoir Status (For the week ending on 27 January, 2022)
Central Water Commission monitors the live storage capacity of 137 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 175.37 BCM, which is about 68.02% of total reservoir capacity of 257.81 BCM in the country.
Live Storage in 137 major reservoirs decreased to 116.11 BCM from the previous week’s level of 119.67 BCM. Current year’s storage position is higher than last year’s storage position of 113.77 BCM and higher than the average of last 10 year’s storage position of 93.29 BCM.

There were 119 reservoirs with more than 80% of normal storage, 09 reservoirs with storage between 51% to 80%, 08 reservoirs with storage between 31% to 50% and 01 reservoir with storage upto 30%.

The percentage to live capacity at FRL was 65% on 27.01.2021, 71% on 27.01.2020, 46% on 27.01.2019 and 46% on 27.01.2018.

IV. Pest & Diseases:
An incidence of Chilli Flower thrips were reported at Moderate to Severe intensity (Above ETL) from Guntur district of Andhra Pradesh.
Overall intensity of pests and diseases remained below Economic Threshold Level.
V. Seeds:
A requirement of 310.86 lakh quintals of certified/quality seed indicated by the State for Rabi 2021-22 in September, 2021. Against this, an all India availability of 333.75 lakh quintals certified/quality seed was reported. An overall surplus of 22.89 lakh quintals of seed is available for Rabi 2021-22.
There is sufficient availability of certified/quality seeds of all major Rabi crops for Rabi 2021- 22 except maize, buck wheat, peas, rajmash and lethyrus which will meet from National Seed Corporation Ltd., Farm Saved Seed and Private Seed Companies.
VI. Mandi Functioning
PRICE COMPARISON WITH MSP (on 25 January, 2021)
Agri produce sold below MSP: Bajra, Maize, Jowar, Ragi, Arhar, Urad, Moong and Nigerseed.
Agri produce sold above MSP: Wheat, Paddy, Barley, Gram, Masur, Copra, Groundnut, Mustard, Safflower, Sesamum, Soyabean, Sugarcane, Sunflower, Cotton and Jute.
